The State Funeral has come to be known as the traditional and ceremonial way to mourn a President of the United States. While throughout the nation's history not every Commander in Chief has opted for such a tribute, in the modern era, it has become common practice. In fact, discussions about a president's preferences as to how they will be honored after their death take place almost as soon as they take office.  Stewart McLaurin, President of the White House Historical Association, sat down with two individuals who had a hand in the planning and performance of these national events: Michael Wagner, the former Chief of National Event Planning for Joint Task Force - National Capital Region, and Retired Major General Galen B. Jackman, former Commander of the Joint Force Headquarters - National Capital Region and U.S. Army Military District of Washington.  Maj. Gen. Jackman became a familiar face as he personally escorted former First Lady Nancy Reagan through the events of President Ronald Reagan's State Funeral. President Reagan's funeral set the standard for what we expect to see today, with ceremonies held at a former president's place of residence, events in Washington, D.C., and then the final burial…all taking place in a span of 7 to 10 days. We were privileged to see that take place again in January 2025 for former President Jimmy Carter, the longest-living president in history.  Those who serve in the JTF-NCR and Military District of Washington help keep the nation's capital safe, honor each presidency from Inauguration to their final passing, as well as perform other ceremonial duties across the country and around the world. This is a rare opportunity to hear the personal stories of two people who served their nation with the utmost professionalism and patriotism.

Picture this: You're driving home from the casino and you've absolutely cleaned up – to the tune of $50,000.  You see a police car pull up behind you, but you can't figure out why. Not only have you not broken any laws, you're not even speeding. But the police officer doesn't appear to be interested in charging you with a crime. Instead, he takes your gambling winnings, warns you not to say anything to anyone unless you want to be charged as a drug kingpin, then drives off into the sunset.   This actually happened to Tan Nguyen, and his story is far from unique. On this episode on the Resistance Library Podcast Dave and Sam discuss the topic of civil asset forfeiture, a multi-billion dollar piggybank for state, local and federal police departments to fund all sorts of pet projects.   With its origins in the British fight against piracy on the open seas, civil asset forfeiture is nothing new. During Prohibition, police officers often seized goods, cash and equipment from bootleggers in a similar manner to today. However, contemporary civil asset forfeiture begins right where you'd think that it would: The War on Drugs.   In 1986, as First Lady Nancy Reagan encouraged America's youth to “Just Say No,” the Justice Department started the Asset Forfeiture Fund. This sparked a boom in civil asset forfeiture that's now become self-reinforcing, as the criminalization of American life and asset forfeiture have continued to feed each other.   In sum, asset forfeiture creates a motivation to draft more laws by the legislature, while more laws create greater opportunities for seizure by law enforcement. This perverse incentive structure is having devastating consequences: In 2014 alone, law enforcement took more stuff from American citizens than burglars did.   The current state of civil asset forfeiture in the United States is one of almost naked tyranny. We were new. We knew what we wanted to do, but we didn’t know what to expect. We started out with the tagline, we talk about people, events and things that have shaped the way we think. And that’s exactly what we did. We’ve produced 45 episodes, including this one. We’ve captured first-person stories of history. Fun stories, interesting stories, and we learned a lot along the way. This podcast is nothing without its guests. So, we would like to thank each and every one of them who graced us with their time, their thoughts and their stories. Here’s what we discussed. We’ve broken this hour into three chapters. We’ve decided to call the First Chapter Memorable Moments. The Second Chapter is called Things You May Not Have Known. And the Third Chapter is all about You and Me. Chapter One. Memorable Moments. Sheila Tate on the Day Ronald Reagan was Shot While some moments can be mesmerizing, others can be sobering. Sheila Tate was press secretary for First Lady Nancy Reagan on the day President Reagan was shot.   Flight 93 We had a similar reminder of how precious life is when we talked to Bill Crowley. He was the FBI agent who served as lead crisis communicator on site in Somerset after Flight 93 crashed in a field on September 11th, 20011. We asked Bill where he was when he first heard of the terrorist attacks on the United States. Regis McKenna, Apple's First Marketing Visionary Regis McKenna We’ve talked to people who had a front row seat to history. We also talked to people who helped make history. Regis McKenna is the marketing man Steve Jobs turned to to help let the world know of Apple Computer when Apple was still based in his parents’ garage. Regis tells the story of when he met Jobs and how he knew the company would be successful from the earliest stages. Frances Arnold: The Nobel Prize Another history-maker in California was Frances Arnold. Just this year, the Nobel Prize committee honored Frances with the Nobel Prize for Chemistry because she figured out a way to harness the power of evolution to help solve some of society’s biggest problems. What it took nature to do in millions of years, Frances found a way to accomplish in weeks. She told us her story and more. Andy Masich Sings Some of our best moments have been when guests surprise us. The head of the John Heinz History Center in Pittsburg talked to us about the Battle of Little Bighorn. That’s a topic he knows well. He’s written books about the American West. And when he talked to us, he allowed his childhood exuberance to re-emerge. Chapter Two. Things You May Not Have Known. Scott Fahlman The Man Who Created the Emoticon Did you ever use an emoticon in one of your emails? :-)  Millions of people do this every day, and most have no idea of where it came from. We had the chance to talk to its inventor, Scott Fahlman. He’s a researcher and professor at Carnegie Mellon who focuses on artificial intelligence. This past week, we lost an American icon and one of the most influential figures of her time – former First Lady Nancy Reagan. Born in New York City, and raised mostly in Chicago, Nancy Davis graduated from Smith College in 1943. As an actress, she appeared in 11 films. And off-screen, she starred in a real-life Hollywood romance with the love of her life, Ronald Reagan, whom she married in 1952. As President, I know just how important it is to have a strong life partner, and President Reagan was as lucky as I am. Nancy Reagan redefined the role of First Lady of the United States. In addition to serving as a trusted advisor to her husband, and an elegant hostess for our nation, she was a passionate advocate for issues that touched the lives of so many. She raised awareness about drug and alcohol abuse. She was a staunch(坚定的) supporter of America&`&s veterans(老兵). And after her own battle with breast cancer and a mastectomy(乳房切除术), she spoke in personal terms about the need for women to get mammograms(乳房X光摄影检查). The American people were deeply moved by the love Nancy felt for her husband. And we were inspired by how, in their long goodbye, Nancy became a voice on behalf of millions of families experiencing the depleting(耗尽的), aching(疼痛的) reality of Alzheimer&`&s disease(阿尔茨海默病,又名老年痴呆症). She brought her characteristic intelligence and focus to the twin causes of stem cell research and Alzheimer’s research. And when I signed an order to resume federal stem cell research, I was proud that she was one of the first phone calls I made. Nobody understood better than Nancy Reagan the importance of pursuing treatments that hold the potential and the promise to improve and save lives. That’s why, last year, my administration announced the Precision Medicine Initiative(精准医疗计划) to advance our ability to tailor(调整) health care and treat diseases like cancer and Alzheimer’s by accounting for individual differences in people’s genes, environments, and lifestyles. Last month, we took new actions to foster more collaboration between researchers, doctors, patients, data systems, and beyond to accelerate precision medicine. And more than 40 organizations stepped up with new commitments in this cutting-edge(前沿的) field. We’ve also launched the BRAIN initiative to revolutionize our understanding of how the human brain works. Thanks to the tireless efforts of people like Nancy Reagan, I’ve never been more optimistic that we are getting closer to the day when every single patient can get the care they need and deserve. I’ve never been more optimistic that we will one day find a cure for devastating(毁灭性的,令人震惊的) diseases like Alzheimer’s. And I can think of no better way to honor our former First Lady’s legacy than by working together, as one nation, toward that goal. Thanks, everybody.
