In this episode of Budget Watchdog All Federal, host Steve Ellis sits down with TCS Policy Analyst Gabe Murphy to discuss their comprehensive new report, "Base Instincts: A Case for Base Realignment and Closures at Home and Abroad."Nearly 20 years have passed since the last Base Realignment and Closure (BRAC) round in 2005, yet the Pentagon continues to operate with significant excess infrastructure capacity. Murphy reveals striking findings from recent Pentagon reports showing 19-22% excess capacity across military installations, while also uncovering troubling inconsistencies in how this excess is being reported and measured. The conversation explores why BRAC - a unique congressional process that packages base closure recommendations into an up-or-down vote - has been such an effective tool for eliminating wasteful spending, saving taxpayers an estimated $13.8 billion annually from previous rounds. Murphy breaks down what went wrong with the costly 2005 round, including problematic "joint basing" initiatives and contractor-driven cost overruns that have made lawmakers hesitant to authorize new closures.Challenging common assumptions about the economic impact of base closures, the hosts examine data showing that affected communities often see unemployment drop and income rise in the decade following closures, when proper redevelopment planning occurs. The episode also addresses the Pentagon's overseas footprint of 750 bases in 80 countries, costing $55 billion annually. With deferred maintenance backlogs reaching $137 billion and ongoing fiscal pressures, Ellis and Murphy make the case that a new BRAC round could save an additional $2.7 billion per year while enhancing both fiscal responsibility and national security.

Many people are utilizing ride-sharing apps as a method for commuting these days. However, that can be difficult if you work on a military base. As you can imagine, security protocols can make it hard for someone to drive up to one and ask if they can just drop someone off. The Army though is trying to find a workaround. A new pilot program is testing out methods to get certain drivers credentialed to make such drop offs. I learned more about it from Col. Mike Burns, Director of Public Affairs for US Army Forces Command who is in charge of the pilot. He was joined by Col. Chris Church, who is Provost Marshal for Army Forces Command. Just when it seemed the Chinese Communist Party's penetration of America couldn't get worse, it has. What could be more perilous than having, for example, 400 of China's transformers in – and endangering – our electric grid and tens of thousands of PRC soldiers at large in our country? Well, decorated Green Beret veteran and newly minted Congressman Pat Harrigan has just revealed that there are GNC stores owned and operated by the CCP on eighty of our military bases. Every day, they purvey nutritional and other products that could be used to poison our servicemen and women. At a minimum, the Chinese are collecting detailed personal information on them that can be weaponized in various ways. We may soon find ourselves in a shooting war with the Chinese Communist Party. Every one of these potential attack vectors must be addressed, and terminated, forthwith. This is Frank Gaffney.

Brian Terrell speaks about the Global Day of Action to Close Bases, his life of protest and his upcoming imprisonment in Germany.
The Global South is a term that covers a broad swath of developing countries and emerging economies in Africa, Asia, Latin America, and Oceania. It is a grouping of over 130 heterogenous countries that is pushing to enhance its voice in global decision making. China, which self-identifies as a leader of the developing world, has a long history of engaging with the developing world. Under Xi Jinping, Beijing has deepened its ties with Global South countries through economic investment, diplomatic engagement, and security cooperation. Meanwhile, developed countries from the wealthier and more industrialized Global North are stepping up efforts to counter Chinese influence and win support from Global South countries. What are China's interests in the Global South? What are the key strategies and tactics that Beijing utilizes to influence and engage with those countries? How have countries in the Global South responded to China's influence? And how will intensified Sino-American rivalry impact developing countries in the future? To discuss these issues, host Bonnie Glaser is joined by Mr. Masaaki Yatsuzuka, Senior Research Fellow at the China Division of the Regional Studies Department at the National Institute for Defense Studies in Japan (NIDS). Mare Island, Alameda Naval Air Station, Treasure Island — San Francisco Bay is surrounded by former military bases that look largely abandoned and forgotten. Some businesses and artists are already making use of these spaces, but as reporter Pauline Bartolone finds out, redeveloping old military sites can be challenging, especially if the idea is to build much needed housing. This is the second installment in a two part series on shuttered military bases. You can listen to part one about why they closed in the first place here. All around the edges of San Francisco Bay you'll find reminders of a once robust military presence in this area. The Presidio, Alameda Naval Air Station, Mare Island Naval Shipyard, Fort Baker and a slew of others—all of them closed. The Bay was once considered a strategic military stronghold, the 'Gateway to the Pacific,' but at some point that changed. This week, in the first installment of a two part story, Pauline Bartolone digs into the history of why the Bay Area's military presence has mostly disappeared. In Episode 476: Skinwalker Encounter at Quantico Military Base, we are joined by Chris, an active serviceman. He is currently stationed at Quantico in Virginia, and had an experience one night while on patrol that sent him running. Chris enjoyed hunting on one side of the base, and would set up trail cameras to see what kind of game was coming though. One night during his rounds, he climbed up into his tree stand with his computer to pull the trail cam images off his SD card - and there Chris had one of the most terrifying encounters of his life. He watched as a deer walking on all fours suddenly started walking upright. Then the deer did things that should not be possible, like speaking to Chris in the eeriest of ways, before returning to all fours and walking away. This encounter lasted over for an hour, and Chris's stories don't end there. In an Overtime episode and in the second segment, Chris shares what would turn out to be his first encounter with a skinwalker as a teenager back home in California. That encounter was extremely up close and personal, including physical contact, and leaves us wondering whether Chris has been followed by this entity over the years.
