Throughout the summer months, work on expanding Michigan State University's safety and security network has continued. MSU stands committed to making sure its campus is a safe place for all Spartans – students, faculty, staff, and visitors alike.  MSU Vice President and Chief Safety Officer Marlon Lynch updates the progress of the work that has been completed over the summer.    Conversation Highlights: (1:45) – “The process of centralizing security systems and creating additional layers of security through staff and technology has been underway for about a year and a half.” (3:18) – “We have an initiative we're working on now to utilize outdoor speakers. And we're going to go to a tone that we'll have to educate our community on. It's like the monthly tornado sirens that we hear, but it will be distinctly different.” (4:30) – “We are about 60 percent complete with the door lock installations.” (11:39) – “The implementation of the security technology is a force multiplier. Sixth Circuit Vacates Penalty Against NCLA Client The U.S. Court of Appeals for the Sixth Circuit has issued a ruling in Polyweave Packaging v. U.S. Dept. of Transportation to vacate the civil penalty against Polyweave Packaging, Inc. and remand back to the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA). NCLA, which represents Polyweave, petitioned for review a decision of PHMSA's Chief Safety Officer—a career civil servant who is not politically accountable and thus lacks appropriate authority—after he issued a Final Decision affirming alleged violations against Polyweave and assessing a civil penalty of $14,460. The agency has since conceded that the Chief Safety Office was not properly appointed at the time of the decision in October 2021. NCLA Litigation Counsel Sheng Li joins the show to discuss NCLA's victory in Polyweave v. Dept. of Transportation. SCOTUS Should Reject Student Loan Cancellation Plan NCLA has filed an amicus curiae brief, supporting two separate Supreme Court cases challenging the Biden Administration's unlawful student loan debt cancellation plan. Biden, et al. v. Nebraska, et al. and Department of Education, et al. v. Brown, et al. contest the government's invocation of the HEROES Act to rewrite statutory provisions and cancel hundreds of billions of dollars owed to the Treasury, which violates both the Vesting and Appropriations Clauses. NCLA is challenging the same Loan Cancellation Program on behalf of the Cato Institute in a separate case pending in the United States District Court for the District of Kansas. NCLA offers the Court an alternative basis to find standing. The States involved in this litigation—Nebraska, Missouri, Arkansas, Iowa, Kansas, and South Carolina—would suffer concrete injuries because the government's unlawful conduct deprives the States of benefits guaranteed by the Public Service Loan Forgiveness (PSLF) program.See omnystudio.com/listener for privacy information.

For Joseph Kopalek, it was natural to follow in his father’s footsteps and pursue a career in the energy industry. What might appear less natural is the path he took to get there. “He worked his way up from a laborer into management,” Joseph says of his father in this episode of the No Accident podcast, presented by TRUCE. “I took the long route and went to college, played around in environmental consulting for about eight years, and then got into the natural gas industry.”After his consulting work, Joseph spent a large portion of his career in operations management for various energy companies — primarily Columbia Gas Transmission — before realizing that safety was his true passion. So when he was offered his current position of Vice President Environmental, Health and Safety at UGI Utilities, Inc. a little over a year ago, he took it without hesitation. The COO of the Denver, Pennsylvania-based natural gas and electric utility company told him he was perfect for the job because of his operational credibility.“They won't question how you’re perceived or how you set up something from a safety standpoint because they know you know how to get the work done,” he recalls his boss telling him upon promoting him. “You've been there all the way from field supervisor up through director ranks.”Since then, he’s proven his boss right by consistently valuing employee feedback/input and focusing on problem-solving rather than pointing fingers when safety issues arise. Some of his biggest lessons have come from working with Dupont Sustainable Solutions on an improved safety strategy following a fatality that happened within UGI in 2017. “We realized that there were some improvements that needed to be made on how we respond to emergencies — the kind of equipment we use, and we need to preserve life as our first priority,” he said. “One of the things we changed is one of the metrics that we use … that is a make safe time, that's the time it takes to call an employee out .. into the field and making whatever situation they find safe.”And it must be working because UGI has since been recognized by the American Gas Association for having some of the best emergency response times in the industry.Featured Guest

Many health innovators target large health systems as investors or buyers of their solutions. However, it can be challenging to know what innovations appeal to this customer group, whether they are open for collaboration, and who within the organization is most likely to buy or champion your innovation.    As a start-up, what is the minimum viable product you need to have already developed to pitch to a large health system? How do we get in front of the right key decision-makers? How do large health organizations build a culture of innovation? On this episode, we’re joined by Hackensack Meridian Health VP of Life Science & Innovation, Sandra Powell-Elliott. We discuss how their health system finds strategic partnerships and collaborations, gains adoption, and how they take a diverse approach to innovation. 3 Things We Learned  Networks are interested in strategic, goal-driven innovations Innovation can take many different forms, but the field is now gravitating towards goal-oriented or purpose-oriented innovation. Innovation is now currently focused on improving metric-oriented outcomes, and putting a provider at the forefront of healthcare in a measurable way.     Replacement cost is a minimum requirement for large health networks  At the very minimum, health networks are looking to invest in innovations that have a low replacement cost. If that replacement cost is low, that can translate into a net neutral and then from there we can move toward a more profit-driven economic model.    Target key decision-makers in large health systems If an organization has an innovation department, those are the people to contact first. If they don’t have people who specifically deal with innovation, go to the CFO or COO, or the Chief Safety Officer. Talk to high-level executives who are making the decisions.
