En France, depuis un an, l'aide sociale à l'enfance a l'obligation de placer les mineurs qui lui sont confiés dans des structures dédiées. Pourtant, de nombreux jeunes étrangers non accompagnés sont hébergés dans des hôtels, avec très peu de suivi social et éducatif. Dans l'Essonne, au sud de Paris, au moins sept hôtels hébergeraient, pour le département, des jeunes étrangers, selon une estimation de l'association Utopia 56. Rencontre avec deux adolescents camerounais en attente de solutions. « Là, il est 23 heures, tu es en train de dormir et tu entends l'alarme comme ça. Là, c'est quelqu'un qui a fumé dans la chambre. C'est tout le temps comme ça, tu ne peux pas dormir. C'est tout le temps comme ça, c'est comme ça... » Sur son portable, Théodore montre les images filmées à l'intérieur de la chambre d'hôtel où l'aide sociale à l'enfance l'a placé provisoirement. Impossible de passer une nuit tranquille. Il ne s'y sent pas en sécurité :« Vous ne pouvez pas mélanger des mineurs avec des majeurs et des gens qui viennent polluer l'hôtel et faire autre chose. Les toilettes ne sont pas hygiéniques, donc à tout moment, toi tu peux prendre une infection. Ou même les stupéfiants, ça se fume souvent dans les douches. »Très vite, les jours se transforment en semaines, puis en mois. Théodore se lie d'amitié avec Sial, autre jeune âgé de 16 ans, comme lui, qui attend d'être placé dans une structure adaptée : « Moi, je suis resté dix mois, alors que normalement, on était censé faire quelques semaines et on devait me placer dans une structure. Mais jusqu'à présent, pas de suite. »À lire aussiLa maison Claire Morandat, un refuge pour les jeunes majeurs qui sortent de l'aide sociale à l'enfancePourtant, la loi interdit formellement de placer des jeunes dans des hôtelsPourtant, comme le rappelle l'avocate Johanne Sfaoui, la loi Taquet adoptée en 2022 encadre strictement le placement des mineurs confiés à l'aide sociale à l'enfance, qu'ils soient français ou étrangers : « Il y a, par la loi, une interdiction absolue de placer des jeunes dans des hôtels. C'est très clair. En cas d'urgence, une dérogation est possible, mais les mineurs seront placés pendant une durée maximum de deux mois dans des centres de vacances et des structures de jeunesse. »Les passages des intervenants sociaux sont rares et les journées sont longues pour les deux garçons qui, malgré leurs évaluations de niveau, ne sont toujours pas scolarisés. « Ils nous ont dit qu'ils cherchaient un établissement, mais pour l'instant, il n'y a rien », explique Sial. Théodore ajoute : « Ils m'ont dit que j'allais normalement rejoindre un lycée, mais que je devais attendre jusqu'en septembre. Et en attendant, on tourne, on tourne... Le soir, on se couche, le matin, c'est pareil... »Contacté par mail, le département de l'Essonne dit avoir été obligé d'héberger des jeunes en hôtel et travaille à réduire ces hébergements alternatifs. Théodore sort de sa poche les tickets-repas que se partagent les deux garçons : cinq euros pièce. C'est la seule contribution quotidienne du département. Anul acesta, tradiționalul eveniment se desfășoară în perioada 19-23 octombrie și organizatorii își propun să atingă câteva recorduri: sunt prezenți 7.500 de expozanți din 1.300 de țări, sunt așteptați 285.000 de vizitatori din 200 de țări, sunt prezentate 400.000 de produse expuse pe o suprafață totală de 145.000 de metri pătrați și și-au anunțat vizita 100 de delegații oficiale internaționale. La Salonul de la Paris vor fi prezenți 1.000 de jurnaliști din 57 de țări.Care sunt noutățile acestui an în materie de conferințe organizate cu ocazia SIAL? Au fost alese patru teme importante, și anume lanțurile de aprovizionare durabile, inteligența artificială, responsabilitatea socială a companiilor și tendințele în materie de gastronomie de pe continentul african.Ca de obicei, în cadrul SIAL va fi acordat un premiu al evenimentului. Anul acesta, premiul va fi dedicat temelor privind responsabilitatea socială a companiilor. Inițiativa marchează o nouă etapă în angajamentul salonului agroalimentar pentru promovarea practicilor durabile și responsabile social ale industriei alimentare la nivel global. La SIAL, participă 90 de producători români din industria alimentară.Sindicatele fermierilor francezi, implicate în promovarea profesiilor agricoleCel mai puternic sindicat al fermierilor francezi, Federația Națională a Sindicatelor Agricultorilor (FNSEA), se implică într-o amplă campanie de promovare a profesiilor agricole în rândul tinerilor care se află la vârsta de orientare vocațională, se arată într-un material de informare publicat pe site-ul organizației. Acțiunile sindicatului, care se derulează în parteneriat cu un operator dedicat activităților de formare profesională în Franța, se concentrează pe crearea de conținut multimedia și pe mobilizarea influencerilor. Scopul este de a capta atenția tinerelor generații și de a evidenția carierele posibile în sectoarele agricol, alimentar și pescuit. A venit vremea să doborâm barierele și să încurajăm femeile să își asume inovația și roluri de lideri în agricultură”, a declarat Francesca Gironi, președinta Comitetului femeilor din Copa-Cogeca.Organizația participă la două proiecte cu finanțare europeană care sprijină dezvoltarea antreprenoriatului feminin și inovația în agricultură. Primul proiect, Grass Ceiling, promovează egalitatea de gen în sistemele rurale și agricole inovative, iar al doilea, GAEA, se referă la asigurarea accesului femeilor la locuri de muncă și antreprenoriat în sectorul agricol.Statele membre au votat pentru amânarea legii defrișărilor pădurilorStatele membre au aprobat propunerea Comisiei de a amâna cu un an data de aplicare a regulamentului privind defrișările. About UsDr. Sylvain Charlebois is a Professor in food distribution and policy in the Faculties of Management and Agriculture at Dalhousie University in Halifax. He is also the Senior Director of the Agri-food Analytics Lab, also located at Dalhousie University. Before joining Dalhousie, he was affiliated with the University of Guelph's Arrell Food Institute, which he co-founded. Known as “The Food Professor”, his current research interest lies in the broad area of food distribution, security and safety. Google Scholar ranks him as one of the world's most cited scholars in food supply chain management, food value chains and traceability.He has authored five books on global food systems, his most recent one published in 2017 by Wiley-Blackwell entitled “Food Safety, Risk Intelligence and Benchmarking”. He has also published over 500 peer-reviewed journal articles in several academic publications. Furthermore, his research has been featured in several newspapers and media groups, including The Lancet, The Economist, the New York Times, the Boston Globe, the Wall Street Journal, Washington Post, BBC, NBC, ABC, Fox News, Foreign Affairs, the Globe & Mail, the National Post and the Toronto Star.Dr. Charlebois sits on a few company boards, and supports many organizations as a special advisor, including some publicly traded companies. Charlebois is also a member of the Scientific Council of the Business Scientific Institute, based in Luxemburg. Dr. Charlebois is a member of the Global Food Traceability Centre's Advisory Board based in Washington DC, and a member of the National Scientific Committee of the Canadian Food Inspection Agency (CFIA) in Ottawa.
