Brittany Brown, Acting Assistant to the Administrator of USAID's Bureau for Conflict Prevention and Stabilization, joins Mike Shanley to discuss the Office of Transition Initiatives (OTI). OTI has been an ongoing effort for 30 years, and Brittany shares some of their successes with working in other countries. Localization is a large aspect of the work that OTI is focused on, by working with local partners and change makers to ensure that everyone has a buy-in on the project a grant is funding. OTI partners with the National Security Council, State Department, and DOD in a variety of ways, and with someone from the OTI team on the Administration this year, they are seeing success with educating the government on impacts of certain decisions.   IN THIS EPISODE: [1:17] Brittany covers some of the key successes and lessons learned across 30 years of OTI.  [4:00] Brittany shares an example of the OTI's work in Libya.  [6:30] Brittany shares about the work that has been done in Columbia. [9:55] How does OTI work with local partners and what lessons can they share with other parts of USAID to best implement localization agendas and engage local partners? [18:22] Brittany explains how OTI engages with the National Security Council. [18:22] How does OTI work together with the State Department and DOD? [20:50] What are some of the innovations and challenges that OTI has come up with?  [23:00] Brittany shares what initiatives and strategies she is excited about looking forward to with OTI.  [28:22] Brittany talks about how impactful it is when everyone works together on a project.  KEY TAKEAWAYS:  [3:30] OTI goes to countries to create a collaborative model, where everyone has buy-in. It isn't only the U.S. Government that determines what they need, instead it is the country requesting what they need, and then everyone working together to make that happen.  [24:00] One of the reasons that OTI is an important organization is because they are limited and can be very targeted in the places they are engaging. They typically only have around 15 programs happening at any moment.  [27:26] None of us are as smart as all of us thinking together. There are a lot of creative ways that can help get things done better and differently than before, and those ideas will come with everyone working together.  QUOTES: [5:00] “We started asking the displaced people, what would it take for you to return? What is it, what do you need to return to Sirte, and then we immediately started doing the things they were asking for. So that meant we were just restoring regular services. It meant just government services, it meant sewage and trash collection, it meant running water, access to running water, it meant schools actually had to be functioning. It meant healthcare systems had to be stood up. We had to start cleaning up graffiti and signage that was left over from the ISIS occupation to make people feel like they actually had a future for themselves and their kids” - Brittany Brown [12:44] “We don't have the brilliant ideas. It's actually the people who live in these communities and understand the local context, the local dynamics about what is happening, and it's using systems that already exist in these countries.” - Brittany Brown [27:25] “I think government bureaucrats get a bad rap for not being innovative and creative in these different ways. Everytime I interact with anyone in this building at the state department, anywhere else, there are these big, brilliant change makers in government that are thinking about how we do things better. They also are very open to ideas from the outside.” - Brittany Brown RESOURCES: Aid Market Podcast Aid Market Podcast YouTube   BIOGRAPHY:  Brittany Brown serves as Deputy Assistant Administrator of USAID's Bureau for Conflict Prevention and Stabilization (CPS). She was appointed by the Biden-Harris Administration to also serve as the Director for the U.S. Agency for International Development's Office of Transition Initiatives (OTI) in CPS. Prior to OTI, Brittany worked as the Chief of Staff at the International Crisis Group after more than a decade in the U.S. Government, working for a range of government agencies, including USAID, the U.S. Departments of Justice, State, and Defense, and both the Obama and Trump White Houses. She served on the staff of the National Security Council as the acting Senior Director for African Affairs under the Trump Administration, and as the National Security Council's Horn of Africa Director under President Obama. Brittany began her government career as a Presidential Management Fellow with the Drug Enforcement Administration (DEA). Before joining the U.S. Government, she worked with juvenile detainees and children in the foster care system. She also managed a GED program for women awaiting trial at Chicago's Cook County Jail. She holds a Bachelor's degree in political science and sociology from DePaul University in Chicago and a Master of Arts in Public Policy and Administration from Northwestern University.

In this episode, we will hear from Mohamed Abu Breeg about the recent flooding in and around the Libyan coastal city of Derna. In the early hours of Sept. 11, residents of Derna woke up to loud explosions before floodwaters swept through the Mediterranean city. This was due to heavy rain fall and the breeching of two dams releasing 3 million cubic litres of water. This wall of water was up to two stories high and swept entire neighbourhoods out to sea. The deluge proved deadly for thousands in just seconds, uprooting apartment buildings and washing away roads and bridges.  Libya's Red Crescent has said at least 11,300 people have been killed and an additional 10,000 are missing. After earlier reporting that same death toll, U.N. Office for the Coordination of Humanitarian Affairs is now citing about 11000 people killed and 9,000 missing.  Joining us to give insights on the ground is Mohamed Abu Breeg. Mohamed is originally from Sirte in Libya, following the 2011 civil war he actively collaborated with Save the Children to contribute to post-war recovery efforts. In 2013, during the challenging period of Ansar Al Sharia's control in Sirte, Mohamed worked in security operations with a French company at the city's main power plant. He has seen the emergence of ISIS in Sirte and the subsequent arrival of Derna ISIS in 2015. In August 2015, as a result of ISIS, Mohamed become an internally displaced person (IDP) within Libya. He became an integral part of the LTI4 project, where our collective efforts were dedicated to post-conflict rehabilitation. He currently serves as a security consultant for the region. By Adam McManus (Adam@TheWorldview.com) 23 ISIS Libyan Muslim militants sentenced to death A Libyan court sentenced 23 ISIS-Libya Muslim militants to death for their involvement in the 2015 insurgency centered on the city of Sirte on the Mediterranean coast in north-central Libya, reports International Christian Concern.   The court also sentenced 14 Muslim militants to life in prison and another 14 to multiple years in prison. Proverbs 21:15 says, “When justice is done, it brings joy to the righteous but terror to evildoers.” Here's the back story. After NATO-backed rebels ousted longtime dictator Muammar Gaddafi in August 2011, the Libyan security situation devolved into chaos as rival factions vied to fill the power vacuum. Islamic extremist groups—including Ansar al-Sharia (the group allegedly responsible for the 2012 attack on the U.S. consulate in Benghazi)—worsened the political instability in Libya by forming a coalition against the transitional government known as Libya Dawn.  In 2015, ISIS-Libya—the largest contingent of the Islamic State outside Iraq and Syria—established a stronghold in eastern Libya and launched a high-profile attack in Tripoli leading to the abduction and beheading of dozens of Egyptian Christians.  Amid the ongoing conflict between rival political factions and Islamic extremist groups, Libyan Christians are particularly vulnerable to persecution, especially those who have converted from Islam.  That's why Open Doors lists Libya as the fifth most dangerous country for Christians worldwide.  Robert F. Kennedy, Jr. could beat Biden in Iowa and New Hampshire Robert F. Kennedy, Jr., a Democratic challenger to President Joe Biden, could win in the traditional first-to-vote states of Iowa and New Hampshire, reports Axios.com. Biden's team is indicating the president won't be on the ballots in those states if they vote before South Carolina which is Biden's choice to have the first primary. What's going on? Well, Democrats in Iowa and New Hampshire could defy Biden and move ahead with their contests — even as the party warns it will strip them of their national convention delegates if they jump the gun. Since Biden's surprise decision last December to make South Carolina the first state in the Democrats' 2024 season with a primary on February 3, New Hampshire Democrats have openly protested. In touting South Carolina to kick off the primary season, Biden's team has said it wanted voting to start in a racially diverse state to give minorities more of a say in early presidential contests.  But he is making the move because he knows he has a better chance of winning there. GOP senator warns parents to “flee” California over radical transgender bill On Tuesday, California Republican state senator Scott Wilk issued a stark warning to the parents in the Golden State, urging them to “flee” the state if they love their children.  He expressed his grave concern about a radical bill's likely passage into law that could result in parents being considered “abusive” if they simply refuse to affirm their own child's gender confusion, reports LifeSiteNews.com. California's Senate Judiciary Committee voted 8-2 on Tuesday night (with one abstention) to pass Assembly Bill 957, which would characterize a “parent's affirmation of the child's gender identity as part of the health, safety, and welfare of the child.”  Senator Roger Nielo, a fellow Republican, joined Wilk as the only two “no” votes. Shockingly, the measure would even require judges to consider whether or not parents “affirm” a child's “transgender” identity as one of the factors in the consideration of custody disagreements by changing Section 3011 of the California Family Code by by which LifeSiteNews previously reported.  Senator Wilk didn't hold back. Listen. WILK: “If a parent does not support the ideology of the government, [the children] are going to be taken away from the home. Today, it only involves divorce proceedings, but I can assure you this is not going to end with divorce proceedings. If you love your children, you need to flee California. You need to flee. “It just breaks my heart. I'm born and raised in this state. I love this state. I'm not going to stay in this state, because it's just too oppressive. I believe in freedom. So, I'm going to move to America when I leave the legislature.” Amazon shuts down Smart Home And finally, Amazon reportedly shut down a customer's smart home after the Black delivery driver claimed he heard a racial slur coming through the doorbell, even though no one was home, reports The Daily Mail.  Brandon Jackson, of Baltimore, Maryland, a Black man himself, came home on May 25 to find that he had been locked out of his Amazon Echo, which many devices, including his lights, are connected to.  He would later learn that Amazon locked him out of his account after a delivery driver dropped off a package the day before. Jackson, an engineer at Microsoft,  said “everything seemed fine” after the package arrived at his home and had initially thought he was locked out because someone had tried to “access my account repeatedly, triggering a lockout.” But none of that was true. A representative directed him to an email he received from an executive that provided a phone number to call. When he called the number, he was told in a “somewhat accusatory” tone that the driver had reported “receiving racist remarks” from his doorbell. Jackson wrote on Medium, “This incident left me with a house full of unresponsive devices, a silent Alexa, and a lot of questions.”   He said most of the neighborhood and its delivery drivers are also Black and it would be “highly unlikely that we would make such remarks.” He wrote, “Finally, when I asked what time the alleged incident occurred, I realized it was practically impossible for anyone in my house to have made those comments, as nobody was home around that time (approximately 6:05 PM).” After reviewing the doorbell footage, he learned the device had given an automatic reply, saying: “Excuse me, can I help you?” He also said the video showed the driver had been wearing headphones during the interaction and “must have misinterpreted the message.” It wasn't until six days later he regained access to his account, with “no follow-up email to inform me of the resolution.  I am seriously considering discontinuing my use of Amazon Echo devices and will caution others about this incident.” It appears increasingly likely that the smart phones, smart homes, or even bank accounts of Christians will be disabled by the politically correct Big Tech and Big Government tyrants who disagree with our defense of life, our affirmation of God's design for sex and sexuality, and any Christian evangelistic witness. In Matthew 16:24–26, “Jesus said to His disciples, 'If anyone desires to come after Me, let him deny himself, and take up his cross, and follow Me. For whoever desires to save his life will lose it, but whoever loses his life for My sake will find it.” Close And that's The Worldview in 5 Minutes on this Friday, June 16th in the year of our Lord 2023. Subscribe by iTunes or email to our unique Christian newscast at www.TheWorldview.com. Libya's Interim PM Says the Country Is Ready To Hold Elections

One year ago, Libya was scheduled to hold national elections in a bid to unite the country's warring factions under a single, democratically elected government. That goal was never achieved after Libya postponed the scheduled vote, due to the fierce rivalry between eastern and western governments. Now calls are growing for the country to hold elections and some Libyan politicians are signaling they are onboard. The head of the Tripoli-based unity government Abdul Hamid Dbeibeh welcomed a call by the UN's envoy to Libya to hold elections. Dbeibeh, who was elected interim prime minister in 2021 to lead the country towards elections, has seen his premiership challenged by Fathi Bashagha. He heads the rival, government of national stability from its base in Sirte. Last month, the UN warned that Libya was at risk of partitioning itself after it failed to hold elections last year. Violent clashes between supporters of the two rival governments claimed dozens of lives back in August.

*) Finland and Sweden submit NATO membership application Finland and Sweden have handed in their bids to join the US-led alliance NATO. The alliance's Secretary-General Jens Stoltenberg said, "I warmly welcome the requests by Finland and Sweden to join NATO. You are our closest partners.” The process usually takes eight to 12 months, but Türkiye has also voiced its objections to the nordic countries' membership bids, criticising them for supporting terror groups. In order for a country to join NATO, unanimous approval is required, which equals the approval of all 30 existing allied countries. *) Hundreds of Ukrainians defending Azovstal plant surrender Hundreds of Ukrainian fighters have surrendered to an uncertain fate after weeks holed up in the tunnels below Mariupol's Azovstal steel plant. Russia's Defence Ministry said 265 fighters had surrendered, including 51 who were seriously wounded. Ukraine says it's working to save its fighters still trapped inside or evacuated from the southern city. However, the speaker of the lower house of Russian parliament said the Ukrainian fighters should be brought to “justice”. *) North Korea's Kim blasts officials for failing to deal with Covid North Korean leader Kim Jong-un has lashed out at state officials for failing to combat the coronavirus as the number of known cases crossed 1.7 million. Chairing a meeting of the ruling party's Politburo, Kim said there was "immaturity in the state capacity for coping with the crisis", the official Korean Central News Agency said. He also slammed the "non-positive attitude, slackness and non-activity of state leading officials", the agency reported. *) Bashaga to run rival administration from Libya's Sirte Libya's eastern parliament-appointed premier Fathi Bashagha has said he will base his administration in the northern city of Sirte. The move came after Bashagha attempted to forcibly enter the capital Tripoli to seat his government there, but was repulsed by the UN-backed government. The attempt triggered fierce clashes between fighters on both sides, forcing Bashagha to leave the city. Libya has had two rival administrations since March when the east-based parliament appointed Bashagha as prime minister despite UN-supported Prime Minister Abdulhamid Dbeibah. And, finally... *) Russian gymnast banned for pro-war 'Z' symbol A Russian gymnast who sported the ‘Z' symbol on a medal podium has been banned for one year from International Gymnastics Federation events. 20-year-old artistic gymnast Ivan Kuliak's singlet had the letter 'Z' prominently placed as he stood next to Ukrainian contender at a World Cup event in Doha in March. Kuliak must also return his bronze medal and prize money of $500. The 'Z' has been seen daubed on Russian tanks and vehicles in Ukraine and has come to symbolise support for the offensive.

10 years ago anti-government protests in Tunisia sparked a wave of spontaneous uprisings against authoritarian regimes in the Middle East and North Africa. The Arab Spring was met with repression by governments in the region, but ultimately led to the ousting of rulers such as Ben Ali in Tunisia, Muammar Gaddafi in Libya and Hosni Mubarak in Egypt. But the hope that these changes would usher a new era of democracy in the region has been belied. Michael Wahid Hanna (International Crisis Group) helps us understand the turbulent events of 2011 in Egypt, what changes they led to and why prospects for democracy in the country still appear bleak. Democracy in Question? is brought to you by:• The Institute for Human Sciences in Vienna: IWM• The Albert Hirschman Centre on Democracy in Geneva: AHCD• The Excellence Chair and Soft Authoritarianism Research Group in Bremen: WOC• The Podcast Company: Earshot StrategiesFollow us on social media!• Institute for Human Sciences in Vienna: @IWM_Vienna• Albert Hirschman Centre on Democracy in Geneva: @AHDCentreFollow Michael Wahid Hanna on Twitter: @mwhanna1Subscribe to the show.

For Episode 41 I had my fourth annual discussion with Professor Bruce Hoffman on the Islamic State and al Qaeda in 2019 and Beyond. We open up reviewing 2018 to frame the discussion before going into some significant events of 2019. We talk about the deaths of al-Baghdadi and Hamza bin Laden, the impact their deaths may have on their respective organizations, and the pros and cons of a decapitation strategy. We talk about IS' inability to re-establish a presence in Sirte, Libya, three years after its expulsion from its North African enclave. Going digital, we also covered the notion of “deplatforming” IS from social media platforms and the outlook on its propaganda machine. While IS/AQ suffered some significant setbacks in 2019, I asked Professor Hoffman about their successes over the year. We covered: - their continued ability to conduct hundreds of simple and sophisticated attacks across the region; - the prison breaks occurring in Northern Syria as US military withdraws from the area - allowing other actors such as Russia and Turkey to create more chaos upon which terrorist organizations thrive; - and their spread deeper into new areas of the sub-Saharan African region; and - Turkey has begun deporting foreign fighters back to their home countries…and the international community doesn't seem sure what to do about it. Eddie Mair: You were sitting next to Boris Johnson during the speech, do you think people want Bernard Manning as foreign secretary? Amber Rudd: I dont quite agree with that approach, I think that the foreign secretary has an important job to do and will be getting on and doing it. EM: I want to ask you about Theresa May's judgement in appointing and keeping Boris Johnson as foreign secretary. As you know he said last night that the Libyan city Sirte "could be the new Dubai” adding “all they have to do is clear the dead bodies away.” He hasn't apologised, why doesn't she sack him? AR: The prime minister can appoint her own cabinet, we know that, Boris has set out his full explanation of why EM: …no he hasn't, he has merely criticised the critics. AR: He has set out his view on the situation in Sirte, he has expanded on it, and you know what… EM: “He has said that it's a shame that people with no knowledge or understanding of Libya want to play politics” he said... AR: I think he said a bit more than that. EM: Well I can read the rest of the quote but he didn't apologise. AR: Well by all means if you really think the public…I didn't suggest that he had, that was your phrase. I'm not going to be drawn further down the Boris vortex Eddie, but I'm very happy to discuss anything else in the speech or the policies that are really relevant to people at home. EM: Well I think foreign policy is relevant isn't it, as well as the Conservative MPs who think he should go, Guma El-Gamaty the leader of the of the Taghyeer Party and a member of the UN backed Libyan political dialogue process said this about those comments: "It upsets me because it comes from a very high ranking official who is in charge of the foreign policy of the united kingdom. And it upsets me because it totally disregards the human aspect of the young Libyans who died." Again, I ask you about Theresa May's judgement in appointing and keeping Boris Johnson as foreign secretary. AR: It is up to the Prime Minister who she appoints and keeps. EM: Why doesn't she sack him? AR: As I say it is up to the Prime Minister. EM: And I'm asking about her judgement. When she appointed him she knew he had published a poem about the Turkish president having sex with a goat. She knew he had described president Obama as part Kenyan. She knew he had referred to "Papua New Guinea style orgies of cannibalism and chief killing." She knew he talked about tribal warriors in Congo breaking out in watermelon smiles. And she knew he said that Liverpool had failed to acknowledge the role what he called “drunken fans” played in the Hillsborough disaster. I suggest to you the reason Theresa May doesn't sack him is because she fears a leadership challenge. She is prepared to send out Boris Johnson to represent the United Kingdom around the world in order to protect her own job. AR: Well those are your views Eddie. EM: I'm suggesting it to you, what do you think? AR: You can and I , well I think that Boris Johnson does a great job as foreign secretary in many ways, i know he has a colourful way of expressing things sometimes EM: Colourful! AR: And the comments that if other people can get upset by are sometimes I agree ill judged, but I don't think we should condemn him from some from one particular issue that he might have attacked inappropriately. EM: What one particular issue, I gave you a whole list! My question was about Theresa May's judgement. AR: I trust her judgement Eddie. EM: The Home Secretary, Amber Rudd.
