Removes the line [There shall be no right turn allowed for any vehicle while a steady or flashing walk signal is being displayed.] HB 123, This bill requires each school's emergency response plan to include at least one drill to test emergency response to an armed assailant. “...The plan shall provide that at least [2] 4 of the currently required number of fire evacuation drills shall be emergency, all-hazard response drills of which at least one shall test emergency response to an armed assailant.  The armed assailant drill may be discussion based…” HB 597, This bill allows nano brewery licensees to distribute samples at a wine manufacturer's facility for an annual fee.  This bill also allows wine manufacturer licensees to distribute samples at a nano brewery. HB 455, Death penalty repealed! SB 6, 11,  HB 259, This bill requires violation notices issued by a code enforcement authority to reference the relevant section of the state or local building or fire code. (good) HB 396, This bill requires a public body or agency to provide written reasons for delay or denial of records under the right-to-know law. HB 189, This bill exempts juvenile victims of human trafficking from prosecution for certain conduct chargeable as a criminal offense which was committed as a result of being trafficked.  The bill also allows juvenile victims of human trafficking to petition to vacate a delinquency adjudication resulting from participating in conduct that was the direct result of being trafficked. HB 630, This bill increases fines for certain OHRV and snowmobile violations and, in cases where an OHRV or snowmobile complaint is prosecuted by the county sheriff, requires the fine or forfeiture to be remitted to the county sheriff. HB 286, This bill declares that no cost or fee shall be charged for the inspection or delivery of governmental records under the right-to-know law. HB 491, This bill provides that refusing to provide a name and address, upon request by a peace officer, shall not, by itself, constitute grounds for arrest. SB 197, This bill prohibits an employer from requiring a low-wage employee to enter into a noncompete agreement. HB 669, This bill allows applicants for drivers' licenses, commercial drivers' licenses, and nondrivers' identification cards to indicate their gender as male, female, or other, and also requires such indication to be placed on any identification card issued by the division of motor vehicles. HB 359, This bill requires any drug which contains an opiate dispensed by a health care provider or pharmacy to have an orange sticker on the cap or dispenser and a warning label regarding the risks of the drug. This bill also requires the governor's commission on alcohol and drug abuse prevention, treatment, and recovery to develop a handout on the risks of opioids and how to mitigate them for persons who are receiving prescriptions for opioids. HB 399, This bill establishes a procedure for annulment of arrests or convictions for possession of 3/4 of an ounce or less of marijuana where the offense occurred before September 16, 2017 HB 480, This bill establishes a system within the lottery commission for sports betting. (More complex than it sounds) SB142, This bill requires school boards to make menstrual hygiene products available, free of charge, in restrooms designated for girls and gender-neutral restrooms located in public middle and high schools. (unfunded mandate) HB 614, This bill increases penalties and fines for air pollution and water pollution. SB 263, This bill creates a cause of action for persons injured by discrimination in public schools.  This bill also creates a cause of action for the attorney general in cases of discrimination in public schools. (gender identity is the big issue here) HB 608, This bill defines gender identity and expands the law against discrimination based on gender identity to other areas of the law prohibiting discrimination. SB 88 This bill makes certain changes in the use of cannabis for therapeutic purposes law, including eliminating the time frame for a provider-patient relationship. "Elder" William Wentworth came to New Hampshire in 1639 to Exeter NH as a follower of John Wheelwright. Elder Wentworth moved to Dover, NH in 1649, and was a proprietor of the local sawmill. He and his wife had 11 children, 9 boys. His garrison was the lone surviving garrison from the Cocheco Massacre in 1689. He is responsible for 95% of the Wentworth population in the US and Canada today. One of his sons, Samuel Wentworth would become responsible for the three royal governors. Another one of his sons, Ezekiel Wentworth would own what is now the village of Salmon Falls, Rollinsford and operated a sawmill on the Salmon Falls River. Ezekiel had a son named Paul and Paul built the house in 1701 100 yards from its current location. Paul and his wife had no children, so when he died, his nephew Colonel John Wenworth acquired the house. And John made all the changes that you see today at the house. The whole Wentworth family was in the timber trade and Elder William Wentworth was actually sent over to survey the trees, the family was some of the ones responsible for marking the trees as known in the Pine Tree riots. The inside of the house has a lot of thick pine, some boards that are over 3' wide. Therefore, when Paul built his house he did so illegally. Probably thinking the King probably isn't going to come all the way over from England to inspect. Frederick Newton Blodgett saw that the expansion of the railroad might see the demise of his ancestral house and thought that the house would fall under further disrepair if it stayed where it was. He was a budding businessman from Dover, MA so he decided to have the house completely disassembled and moved down to Dover, MA in 1936. It sits on the original property however moved to Dover Mass and then moved back in 2002. The first 2 owners owned slaves There was a lean-to attic that they slaves stayed in. At any time there were 8-10 slaves at the house at any given time. The lean-to attic was built in roughly 1750. They had a Rollinsford historical exhibit on the second floor. an 1887 bird's eye view of what Rollinsford looked like at the time. Caucuses. Starting with the 1796, Congressional party or a state legislature party caucus selected the party's presidential candidates Before 1820, Democratic-Republican members of Congress would nominate a single candidate from their party. That system collapsed in 1824, and since 1832 the preferred mechanism for nomination has been a national convention. Delegates to the national convention were usually selected at state conventions whose own delegates were chosen by district conventions. Florida had the first primary in 1901. NH instituted a primary in 1912. Primary voting day to be on the same day as town meeting day, i.e in March. This just happened to be before any other state's primary. Instead of the modern method of voting for the candidate, originally you were voting for the delegate that was going to the party's national convention. The delegates pre-1952 were usually active in local politics, and usually would post-primary generally vote for the party favorite. In 1949, the NH legislature decreed that primary ballots would also include candidate's names. That delegate didn't need to vote for the candidate listed under their name, however. The first presidential primary after that was in 1952. And it was the first time an actual referendum on the candidates could be made Time magazine said at the time: Tiny New Hampshire (pop. 536,000) is normally little more than a speck on the politicians' map of the U.S. It will send numerically unimportant delegations to the national political conventions; 14 to the Republican, eight to the Democratic. But last week politicians and pundits from coast to coast were carefully adjusting their fine tuning to get a good, 21-in. view of what is going on there. On March 11, New Hampshire will have the first presidential preference primary of 1952. Old style had the first day of the year as March 25th, Lady Day. In 1752, English speaking countries switched from the Julian Calendar to the Gregorian Calendar, which changed the beginning of the year to January 1. That year Wednesday September 2nd, was followed by Thursday September 14th.. Between 1623-1640 when NH was “independent” it had no seal since John Mason only had a grant and had no charter. The 4 towns of NH operated autonomously and didn't need a seal. 1641-1679 NH was united with Massachusetts and used the Massachusetts Seal In 1680, when John Cutt became “president” of NH, separate from Massachusetts, a new seal was made. Only one impression of that seal has been found, but it is in bad condition 1682 Edward Cranfield seal Feb 1685 James II ascended the throne and threw a wrench into how the colonies were organized. In October 165 James II commissioned Joseph Dudley President, to rule over the Territory and Dominion of New England, consisting of Massachusetts Bay, Maine, New Hampshire and the Narragansett Country, or King's Province. In May 1686 the separate governments of the provinces united into the Dominion of New England were superseded by the central government so established, and their respective seals had no authority. (boo) Later that year, Sir Edmund Andros took over as President and the dominion enlarged to include New Plymouth and Rhode Island. Connecticut was added in 1687 New York and East and West Jersey added in 1688. In Boston April 1689 news from England reported that James II was overthrown and Andros himself was overthrown by a popular uprising. From then until March 1690, was without any government, either by appointment of the Crown or by its own people, so the towns were obliged to take care of themselves! (gasp!) Unfortunately, In March 1690 NH towns were for the second time, in Massachusetts jurisdiction and afterwards sent their representatives to the General Court in Boston. Luckily it was short lived. March 1692 Samuel Allen was appointed governor of NH. New seal made. Allenstown is named after him. Richard Coote, 1st Earl of Bellomont was made governor in 1699. He was the first of many governors that were joint governors with Massachusetts until 1741. Each Seal of New Hampshire in the Colonial Era had whatever the Seal of the Union of Great Britain Inscribed in Latin was with some variance on “The Seal of the Province of New Hampshire in New England.” In 1775 the colony developed a separate colony seal with a fish on the left and a pine tree on the right with 5 arrows bundled in the middle to signify the 5 counties at the time and the 2 major industries on NH at the time. In 1776 after independence was declared the seal had the words, “Vis Unita Fortior” until the adoption of the state constitution in 1784. Skiing first became popular in northern Europe then crossed the Atlantic to the cities of New York and Boston. Because New Hampshire was so close to Boston, skiing became very important to New Hampshire. Three groups of people were important to skiing growing in New Hampshire. First, the workers from Scandinavia who moved to the paper mills around Berlin. Second, college students from Dartmouth College who were part of the Dartmouth Outing Club. And third, people who were members of the Boston-based Appalachian Mountain Club. New Hampshire was the first place in America to have many things you see now at every ski resort. New Hampshire was the first to have trails cut just for downhill skiing. The Granite State was the first to have overhead wire-rope ski tows and an aerial tramway. Many famous races and styles of racing took place in New Hampshire. Professional ski patrols and ski schools began in New Hampshire. These new ideas, plus ski villages, started a whole new tourism industry. Rope Tows and Chairlifts Even though the first rope tow in the United States was in Woodstock, Vermont, many new ideas for getting skiers up a mountain were developed in New Hampshire. Two new style rope tows opened in 1936. The Dartmouth Outing Club built one on Oak Hill in Hanover and the second one was built at Moody's Farm in Jackson. These used wire instead of fiber to make the rope. This rope was then suspended above the skiers' heads rather than at waist level. The skier grabbed a J-shaped handle that was attached to the rope and was pulled up the mountain. The first chairlift in New Hampshire was built in 1937 on Rowe Mountain in Gilford, just a year after chairlifts were invented in Idaho. The next year, 1938, two exciting and new ski lifts were built. One was at Cannon Mountain in Franconia and the other was at Mount Cranmore in North Conway. The first chairlift in the Eastern U.S. at Belknap Mountain, now called Gunstock. Cannon Mountain built the Cannon Mountain Aerial Tramway. A tramway is a large box that hangs from a cable. Many people can board a tram and travel to the top of the mountain together. Many people thought that trams would be the most popular ski lifts in America, but chairlifts became cheaper to run and easier to fix. New Hampshire's Legacy New Hampshire was a hub for skiing through the 1930s through the 1950s. The state helped promote the state through colorful maps, posters, and brochures. Later, Vermont and ski areas further west became more popular than New Hampshire. Even so, skiing is still very important to New Hampshire today. In 2006-7 people spent over 700 million dollars in the state because of skiing. Ski resorts also employed over 17,000 people during that year. It isn't surprising that New Hampshire lost its early lead in the development of skiing in America. What is remarkable is that New Hampshire played such a large role in the rise of skiing. Associate Justice, Bobbie Hantz Marconi wrote for the majority who affirmed the Circuit Court's ruling on all counts, Chief Justice C.J. Lynn and Associate Justice Patrick Donovan concurred “We conclude that the Laconia ordinance does not classify on the basis of gender. The ordinance prohibits both men and women from being nude in a public place….That the ordinance defines nudity to include exposure of the female but not male breast does not mean that it classifies based upon a suspect class. ...The ordinance merely reflects the fact that men and women are not fungible with respect to the traditional understanding of what constitutes nudity.” ”Applying the standard, we have little trouble concluding that the defendants have not carried the heavy burden of mounting a successful facial attack to an ordinance analyzed only for rationality. The stated purpose of the ordinance is to uphold and support “public health, public safety, morals and public order.” “ “The dissent faults us for seeking guidance from other courts in ascertaining whether Laconia's ordinance classifies based on gender. However, as demonstrated by the lack of any meaningful discussion of our precedent in the dissent, we have little in the way of help from our own cases in answering this question.” Although there exists no express authority for a city to enact anordinance prohibiting females from exposing their nipples, RSA 47:17, VII(2012) grants the city the power “[t]o regulate all streets and public ways,wharves, docks, and squares, and the use thereof.” Further, RSA 47:17, XIII (2012) grants the city the power “to regulate the times and places of bathing and swimming in the canals, rivers and other waters of the city, and the clothing to be worn by bathers and swimmers.” In addition, RSA 47:17, XV (2012) gives the city the power to “make any other bylaws and regulations which may seem for the well-being of the city” so long as “no bylaw or ordinance” is “repugnant to the constitution or laws of the state.” Justice James Bassett wrote for the dissent, who concurred in part and dissented in part, Justice Hicks joined We agree with our colleagues in most respects: Laconia's ordinance does not violate the defendants' rights to freedom of speech and expression; it falls within the regulatory authority of the City of Laconia; it is not preempted by statute; and it does not violate RSA chapter 354-A. However, we part company with the majority when it rejects the defendants' equal protection claim. We strongly disagree that rational basis is the lens through which the defendants' equal protection challenge should be analyzed. Laconia's ordinance facially classifies on the basis of gender: if a woman and a man wear the exact same clothing on the beach, on Laconia's main street, or in a backyard “visible to the public,” the woman is engaging in unlawful behavior — but the man is not. The majority acknowledges — as it must — that under the New Hampshire Constitution, gender-based classifications trigger strict scrutiny. Yet the majority declines to apply strict scrutiny in this case, reasoning that, because “men and women are not fungible with respect to the traditional understanding of what constitutes nudity,” the Laconia ordinance does not classify on the basis of gender. The conclusion that the ordinance does not classify on the basis of gender, and therefore can be analyzed by applying the rational basis test, does not find support in the plain language of the ordinance, the New Hampshire Constitution, or our precedent. That the ordinance classifies on the basis of gender is self-evident. The ordinance defines “nudity” differently for females and males. By the plain text of the ordinance, a person who appears in a public place showing “the female breast with less than a fully opaque covering of any part of the nipple” violates the ordinance; a male who appears in the same public place without such a covering does not. Laconia, N.H., Code of Ordinances ch. 180, art. I, §§ 180-2, 180-4 (emphasis added). The challenged portion of the ordinance creates a public dress code which only one gender can violate. This is a gender-based classification. The ordinance's stated purpose is to uphold and support “public health, public safety, morals and public order.” Laconia, N.H., Code of Ordinances ch. 180, art. I, § 180-1 (1998). Original suit in the early 80's was settled when the State agreed to contribute 8% of the cost of education to target poor school districts. State never fully funded their promise causing Stevens High School in Claremont to lose its accreditation status due to disrepair. (1989) The Claremont II case The Supreme court reversed what the trial court had decided. (1) the education provided in the plaintiff school districts is constitutionally adequate; (2) the New Hampshire system of funding public elementary and secondary education guarantees constitutionally adequate funding to each of the plaintiff school districts; (3) the New Hampshire system of school funding does not violate the plaintiffs' right to equal protection under the State Constitution, part I, articles 1, 2 and 12; and (4) the system of school financing does not violate part II, article 5 of the State Constitution. “We hold that the property tax levied to fund education is, by virtue of the State's duty to provide a constitutionally adequate public education, a State tax and as such is disproportionate and unreasonable in violation of part II, article 5 of the New Hampshire Constitution. Having so decided, we need not reach the plaintiffs' other claims. Accordingly, we reverse.” 3 sources for public school funding. 1. Property tax, between 74%-89% of revenue. 2. Direct legislation appropriations (i.e. foundation aid building aid.) ~8% of revenue. 3. Federal aid. ~3% Part II, article 5 of the State Constitution provides that the legislature may "impose and levy proportional and reasonable assessments, rates, and taxes, upon all the inhabitants of, and residents within, the said state." “Evidence introduced at trial established that the equalized tax rate for the 1994-1995 school year in Pittsfield was $25.26 per thousand while the rate in Moultonborough was $5.56 per thousand. The tax rate in Pittsfield, therefore, was more than four times, or over 400 percent, higher than in Moultonborough. ...We need look no further to hold that the school tax is disproportionate in violation of our State Constitution.” The court gave until the end of 1998 to get the legislature to enact a constitutional bill that was proportionate. The legislature failed to do so and filed for an extension. Instead of making a property tax rate state wide, which would be constitutional but also very unfavorable politically, the legislature passed laws to have accountability tests for the schools and if they failed then the state would step in. In August 2001, Newington and Rye had petitions to the state to secede due to the potential higher property taxes. Over 20 years since Claremont II was decided. Upper Ashuelot took no part in provincial affairs for 27 years. Most of the Connecticut river valley wasn't at the general assembly. The first interaction the town had with the province, as it was then, was for the refusal to pay taxes for the support of the minister From the provincial records 1742: “I am therefore by his Excellency's Command to inform the respective Inhabitants, that it will be very agreable to the Governor that you & each of you, who have been delinquent on that occasion, do forthwith comply with your obligations in regard to the payment of your Ministers, as a contrary behavior will incur his Excellency's displeasure.” In 1747 during King George's war, part of the French and Indian wars, indigenous americans attacked the village and burnt it down. People started resettling there as early as 1749 but due to the whole boundary issue before Governor Benning Wentworth regranted the town after a petition was gathered. “Claiming the right to name the town, the governor named it Keene. In his business as merchant at Portsmouth, previous to his appointment as governor, Mr. Wentworth had contracted with an agent of the court of Spain to supply that government with a large quantity of oak timber. To meet the expense involved he borrowed money in London. When he delivered the timber at Cadiz the agent with whom he had made the contract was out of office and the new agent declined to pay. On his voyage home his ship foundered and he was saved with the crew in a boat, to find himself bankrupt. Afterwards he made another voyage to Spain and claimed payment for his timber. America's oldest summer resort Granted to 4 men from Portsmouth by Governor Benning Wentworth in 1759 Named after General James Wolfe who was victorious in the Battle of the Plains of Abraham in the French and Indian War which lasted 15 minutes and he died from three gunshot wounds. The battle turned the tide in the war. (Also 1759) Benning's nephew John Wentworth became governor as well later on and established an estate in Wolfeboro called Kingswood next to what is now Lake Wentworth. During the 19th century the only way to get to Wolfeboro was via the road, i.e. stagecoach or horse. In 1872 a railroad was opened that branched off from “Sanborn's Station” in Wakefield from the Portsmouth, Great Falls and Conway Railroad. The railroad caused tourism to explode. What was a small village became one of the biggest tourist destinations. The rail line ended right at Lake Winnipesaukee where you could board the steamship Mt. Washington owned by another railroad. The Boston & Maine railroad. The Mt Washington still runs and stops in Wolfeboro, Meredith, Weir's Beach and Alton. By the early 1900's tourism was a booming industry, with grand hotels opening such as The Balsam's in Dixville Notch, home of the first in the nation vote. The Mt. Washington Hotel in Bretton Woods, home of the Bretton Woods Conference we talked about in a previous episode. Mountain View Grand in Whitefield which has a great view of the Presidential Range in the White Mountains. Tourism is the biggest industry to this day Coös County is one of the most consistent bellwether counties in the nation, having supported the president-elect in every election since 1892 besides 1968 and 2004. Makes up the vast majority of NH's unincorporated places which are townships that have no government and are usually unpopulated year round. Large Dash Prize Porcfest   Special Segment - Autocrat of the Week Lincoln Soldati Bill Shupe Exeter police chief   NH History History of the Death Penalty in NHFamous capital casesRuth Blay, executed in 1768, was the last woman executed in New Hampshire.  She was accused of allegedly killing her stillborn child - a crime that she was exonerated of shortly after her execution.  A play was made about her death and a popular song recognizing her innocence was sung locally in the Portsmouth area for many years.   Thomas Powers was executed in 1796 for rape.  He was the only African American man ever executed in New Hampshire and the only person ever executed in NH for a crime other than murder. Past milestones in abolition/reinstatement New Hampshire has executed 26 people in its history.  The last execution was in 1939. Howard Long was put to death in July of 1939.  The rope used to hang him is still retained on display in the Belknap County Sheriff's office. A bill to abolish the death penalty was passed by the House and Senate in 2000.  The bills were vetoed by Governor Jeanne Shaheen. In 2004, as part of a national campaign to end the death penalty for juvenile offenders, a bill banning the execution of those convicted of killing while under the age of 18 passed the House and Senate.  It was vetoed by Governor Craig Benson. The next year the same bill was reintroduced and passed again. It was signed by Governor John Lynch. In 2009, an abolition bill passed the House and was then amended in the Senate to create a study commission on the death penalty. Governor Lynch signed that bill and the commission met for a year and issued a report in December 2010.In April 2018, the House and Senate again voted to abolish the death penalty. Governor Chris Sununu has said he will veto the bill. New Hampshire "firsts" For many years, New Hampshire had the most restrictive death penalty in the country.  It applied only in cases of homicide or treason. In 1834, New Hampshire's Governor Badger was one of the nation's first to call for abolition of the death penalty as part of the gallows movement. Other interesting facts New Hampshire still retains a narrow death penalty statute, which only applies in six specific circumstances. 630:1 Capital Murder. –    I. A person is guilty of capital murder if he knowingly causes the death of:       (a) A law enforcement officer or a judicial officer acting in the line of duty or when the death is caused as a consequence of or in retaliation for such person's actions in the line of duty;       (b) Another before, after, while engaged in the commission of, or while attempting to commit kidnapping as that offense is defined in RSA 633:1;       (c) Another by criminally soliciting a person to cause said death or after having been criminally solicited by another for his personal pecuniary gain;       (d) Another after being sentenced to life imprisonment without parole pursuant to RSA 630:1-a, III;       (e) Another before, after, while engaged in the commission of, or while attempting to commit aggravated felonious sexual assault as defined in RSA 632-A:2;       (f) Another before, after, while engaged in the commission of, or while attempting to commit an offense punishable under RSA 318-B:26, I(a) or (b); or       (g) Another, who is licensed or privileged to be within an occupied structure, or separately secured or occupied section thereof, before, after, or while in the commission of, or while attempting to commit, burglary as defined in RSA 635:1 New Hampshire does not currently have a death chamber. Born in Derry, NH in 1923 Earned a Bachelor of Science at the US Naval Academy Served on a Navy ship in the Pacific ocean during WWII After the war, entered flight training, then graduated from the Naval Test Pilot School and the Naval War College In April 1959, Shepard was selected as one of NASA's first group of seven astronauts On May 5, 1961, Alan Shepard became the first American in space. He flew on a one-person Mercury spacecraft that he named Freedom 7. It launched on a Redstone rocket. On this flight, Shepard did not orbit Earth. He flew 116 miles high and then returned safely. The flight lasted about 15 ½ minutes. After his first flight, Shepard developed a medical problem. An inner ear problem stopped him from flying in space. NASA named Shepard as chief of the Astronaut Office. He helped select new astronauts, plan missions and make sure astronauts were ready to fly. Later, he had surgery to fix the ear problem, and he was able to fly again. Almost 10 years passed between his first and second flights. Shepard's second spaceflight was on the Apollo 14 mission to the moon. He was commander of a crew that included Stuart Roosa and Edgar Mitchell. The Apollo spacecraft was launched on a Saturn V (5) rocket. On Feb. 15, 1971, Shepard and Mitchell landed on the moon. (Roosa stayed in orbit around the moon while the other two landed.) During two moonwalks, Shepard and Mitchell collected more than 100 pounds of moon rocks. They conducted scientific experiments on the lunar surface. Shepard also became the first person to hit a golf ball on the moon, showing how far it would go in the moon's lower gravity. After his second flight, Shepard returned to his job as head of the Astronaut Office. He retired from NASA in 1974. Shepard worked in private business. He also did volunteer work to support education and to help people learn about spaceflight. Shepard died of leukemia in 1998.     S03E04: Two Steps Forward, Three Steps Back

Featuring Host: Nick Boyle Engineered by: Matt Carano Produced by: Tom Hudson, Matt Carano, and Nick Boyle   News NH ACLU wins case against U.S. customs and border protection We've covered the checkpoints issue a couple times now; Season 2 episode 11 Season 2 Episode 16 http://freecoastfreecast.libsyn.com/size/25/?search=checkpoint A state court found that CBP broke the law by setting up “checkpoints” far from the border to ensnare marijuana users and that local law enforcement violated the state constitution by colluding with CBP officers to search vehicles for drugs. As a result, the court suppressed all evidence of drug possession gathered by police at the checkpoints. CBP decided to set up a checkpoint in Woodstock, 90 miles from the border. The ostensible purpose of the checkpoint was to enforce immigration law, and officers demanded proof of citizenship from drivers who passed through. But they also brought drug-sniffing dogs, allegedly to help them “detect concealed humans.” As the American Civil Liberties Union of New Hampshire later exposed in court, the real purpose of these drug-sniffing dogs was, naturally, to find drugs. But the U.S. attorney for the state does not bring federal charges against those carrying small amounts of cannabis. So CBP asked the Woodstock Police Department to participate in its checkpoint. The two agencies decided to work together. CBP would stop drivers and have a dog sniff their cars. If the dog “signaled,” a CBP officer would search the car. If the officer found drugs, he would hand them off to WPD, which would press charges for drug possession. This cooperation was a gift to the Woodstock police for two reasons. First, New Hampshire's marijuana decriminalization law would take effect within just weeks; by working with CBP, local law enforcement could maximize its marijuana prosecutions before it lost the power to arrest cannabis users. Second, and more importantly, the New Hampshire Constitution prohibits canine searches of vehicles without a reasonable suspicion of criminal activity—unlike the federal Fourth Amendment, which permits them. Thus, by teaming up with CBP, the Woodstock police hoped to reap the rewards of searches it could not legally conduct on its own. In an astonishing passage, Rappa found that CBP had attempted to deceive the court and that the agency's real intention was to search cars for drugs with no reasonable suspicion. “While the stated purpose of the checkpoints in this matter was screening for immigration violations,” the judge wrote, “the primary purpose of the action was detection and seizure of drugs.” CBP agents were “aware of that prior to setting up the checkpoints which is precisely why they felt the need to reach out to the state and local agencies for assistance.” Rappa pointed to emails exchanged between CBP and WPD that make it “patently clear that the primary purpose” of WPD's presence was to seize their drugs for state prosecution. “As such,” he concluded, “the checkpoints were unconstitutional under both state and federal law.” https://slate.com/news-and-politics/2018/05/new-hampshire-aclu-wins-case-against-customs-and-border-protection-dragnet.html Somersworth apartment raided by SWAT on warrant for drugs, namely heroin Green st in Somersworth 19 hour “standoff” 5 people arrested, one person on the run An AR-15, a shotgun and a revolver were seized. Starting late Thursday night, periodic loud pops could be heard coming from the residence. The pops were reportedly heard as far away as downtown Rollinsford. The standoff included the use of a New Hampshire State Police battering ram attached to a Bearcat, and several heavily armed and armored law enforcement officers wearing gas masks. A small bomb-disposal robot was also on the scene. Throughout the standoff, police could be heard intermittently using loudspeakers or bull horns to attempt communication with someone inside the dwelling, trying to talk to a person named “Robert.” “Robert, this is the State Police. We have a warrant for your arrest. Please come out now and there will be no harm done to you,” said police over an amplification device. I'll veto any plan that takes money from public schools to pay for vouchers for private schools” “It's also time to enact common sense gun safety laws.” Already endorsed by autocrats Maggie Hassan and Jeanne Shaheen even though she only announced last month and has barely done any campaigning, and her primary challenger Steve Marchand has already done 200 campaign events.   NH History Sarah Jospeha Hale Background and Early Writing Sarah Josepha Buell was born on October 24, 1788 in Newport, New Hampshire. She received private tutoring from her brothers growing up and later became a teacher herself at a school in her hometown. She married lawyer David Hale in 1813, and the couple went to have five children. David died of a stroke in 1822, and, after working in the millinery trade for a short time, Sarah embarked on a career as a writer and editor to support her family. She went on to anonymously pen the 1823 book The Genius of Oblivion and Other Original Poems, and a few years later released the novel Northwood: A Tale of New England (1827). Famed Publishing Career and Poetry Towards the end of the decade, Hale took on a position as editor of Ladies' Magazine, later called American Ladies' Magazine. She did a bulk of the writing for the publication while also relying on other contributors for original content, though in 1837 the magazine was acquired by Louis Godey. It eventually became known as Godey's Lady's Book, and Hale continued to work for the magazine for 40 years, relocating to Philadelphia, Pennsylvania and focusing on what was seen as feminine etiquette of the day. The publication would eventually have a circulation of 150,000 and published the work of prominent scribes like Harriet Beecher Stowe, Edgar Allan Poe and Nathaniel Hawthorne. Hale had also worked with childhood educators and penned Poems for Our Children (1830), which included the poem “Mary's Lamb,” later becoming widely known as “Mary Had a Little Lamb.” Over the forthcoming decades, Hale continued to release works from a variety of genres, including Three Hours; or, The Vigil of Love: and Other Poems (1848) and Women's Record; or, Sketches of All Distinguished Women, from “The Beginning” till A.D. 1850, which had multiple editions and is credited as the first work to honor female writers. Girls' Education and Thanksgiving Hale was a staunch proponent of education for girls and women, pushing for entrance into professions like teaching and eventually medicine. She helped establish the Troy Female Seminary and finance Vassar College and campaigned for women to join the institution's faculty. But Hale did not support suffrage and the feminist call for equal access to a wide range of work and did not take up abolitionist causes with other women reformers, though she took an anti-slavery stance in Northwood. Hale has also been called by some the Mother or Godmother of Thanksgiving as she ardently pushed for some time to have the day recognized as a national holiday. Thanksgiving was regularly celebrated by different parts of the country, but not in a particularly unified way. During the Civil War, Hale wrote a letter to President Abraham Lincoln and Secretary of State William Seward in 1863 calling upon the leaders to declare Thanksgiving a national holiday. The president followed suit, ultimately leading to a fixed time of annual celebration over the years. Sarah J. Hale retired at the age of 89 from the editorial and writing work that came to define and enrich her life. Tenants were originally evacuated up to our rec-hall where my office is located. We had a growing group of tenants from 330 until around 6. Then the police officer came in and told everyone they would have to evacuate the park. Tenants said “can we go get our cars,etc” and the police officer literally said “no, those with cars up front leave now, those without cars start walking through the woods and then onto Whitehouse Road and just head towards Briar Ridge”... so here we are with 70 tenants... about 30 of them got out using cars up front, the others just started walking down the street.  I left the park and drove all the way around up to the Dunkin Donuts that is up near Hilltop Chevy. There I met about 15 tenants that had been prevented from returning home from work or afternoon errands. At that point a police officer was discussing with the bus drivers about getting 2 busses to send around to pick up tenants. At this time I also received information that the Briar Ridge center that they had originally told people to start walking to was not open. So it's 40 degrees out and people are just standing outside in the rain. The bus company gave the police the go ahead that they would be able to have 2 busses go and that they had changed the location to the Rochester Community Center.So at that point I told my tenants located at the Dunkin Donuts parking lot to head to the Rochester Community Center and I left with my car to head over to Briar Ridge. When I got over there there was about 20 people standing outside and 5 cars. I told all those with cars to pile as many people into their cars as possible and head over to the Rochester Community Center. I loaded my car with 3 tenants (all I could fit). After this there were still 10 people without a ride. So I told them to walk over to the intersection of Whitehouse Road and wait at the Corner for the bus and I would be back. I proceeded to bring the 3 tenants to the Rochester Community Center. At that point I got a call from my father (who was still at Amazon) that police needed additional help evacuating tenants cause the busses had already left yet there were more tenants coming up from around the park. So myself and another tenant returned to Amazon Park (it's around 730pm now). Once again filled my vehicle and the other vehicle. My father and one of our employees also filled their vehicle and then we once again drove to the Rochester Community Center. At this point we have about 60-70 people at the Rochester Community Center. I walk in and it's an empty room with metal. Folding chairs with tenants just sitting. It's now 8pm. No Red Cross, no food/drinks for people, no blankets. Many of these people have been standing outside in 40 degree weather with rain for hours at this point. Many have had to walk a considerable distance. These people have no access to their medicine or food which they had to leave in their trailer. I was honestly shocked as to why emergency services had not been called in but understood that they were dealing with so much going on with the actual barricade situation. So my father went and bought like 35-40 large “Little Caesar's” pizzas to feed the tenants. Another tenant let someone borrow their inhaler etc. If my father hadn't bought food idk if the tenants would have even had dinner that night. A lot of them have diabetic issues etc so they really dropped the ball on that part. Around 830 I left and headed to Qual Drive where I talked with one of the officers about the ongoing developments inside the park and also talked to fosters. At that point officer Danie told me they had another 2 tenants up at Dunkin Donuts that needed to be transported and didn't know if I could do it. I told him of course and left for Dunkin Donuts where I picked them up. On my drive back to the Rochester Community Center one of my tenants that was sitting on Qual Drive in their vehicle called and told me they heard 12-13 large bangs (8:50 pm). When I got back to the Rochester Community Center pizza had just arrived so I helped pass out the food to the tenants. I returned to Qual Drive from 9:30-11 where I personally heard another 5 large bangs and then I heading back to the Community Center for the remaining hour. A little after midnight (still no blankets provided, no water etc to tenants) we received information that they had gotten the suspect and that we could return residents back to the rec-hall and then they would be released in groups back to their trailers. So they loaded up the 2 busses and I took a tenant and headed back. With the war not yet over, they begged the assembly for assistance in quelling the unrest, claiming that “it is impossible for [New Hampshire] to comply with the requisitions of Congress . . . while this dispute remains unsettled.” On October 11, Vermont's legislature gathered in Charlestown on the eastern side of the river, an insult to the New Hampshire government, which claimed that territory as its own. A week later Congress finally resolved to pressure Vermont into returning the 38 rebelling New Hampshire towns and into rescinding its claims to territory east of the Connecticut River as a prerequisite to Vermont's admission to the Union as the 14th state. When no further action had been taken by January 1782, George Washington, then commander-in-chief of the Continental Army, wrote encouraging Vermont to return the towns to New Hampshire, pointing out that such a boundary encroachment would set an undesirable precedent for the future. The New Hampshire legislature issued a proclamation on January 12 declaring the western towns to be in a state of rebellion, threatening military action, and requiring all persons who had been involved in any way with the controversy to sign a declaration within 40 days acknowledging that New Hampshire extended to the Connecticut River and promising to become good New Hampshire citizens. In February 1782 the Vermont legislature complied and renounced jurisdiction over the rebellious towns. Two years later, Hanover became the last such town to capitulate. WHO The leaders of New Hampshire's western rebellion were Elisha Payne of Lebanon and John Wheelock and Bezaleel Woodward of Hanover, the son and son-in-law of Dartmouth founder Eleazar Wheelock. They organized the reaction against the new New Hampshire government by gathering together members of the committees of safety of the various Grafton County towns, forming a group known as the United Committees, but more informally as the “college party,” in recognition of the prominent role of Dartmouth in the protest. WHERE The 38 “rebellious” towns were located in western New Hampshire in what were then Grafton and Cheshire counties (the latter including what is now Sullivan County). The Connecticut River runs between these counties and the easternmost regions of what was to become Vermont. The towns in these counties, like those on the western side of the river, were settled mostly by people from Connecticut and Massachusetts rather than from the eastern parts of New Hampshire. All of the towns were beyond the bounds of the original New Hampshire grant to John Mason. The Connecticut River Valley was, and remains to some degree, a distinct cultural region, with close social, economic, religious, and political connections among the people along the length of the river as well as on both sides. By contrast, the Upper Connecticut Valley's ties with either New Hampshire or New York, the governments that traditionally claimed the territory, were weak. WHY The western part of New Hampshire had been underrepresented in the provincial government, and the first (1776) state constitution did not improve the situation. Unlike in Connecticut where many of the residents of the western towns originated, the new constitution did not allow each town a delegate, basing representation instead solely on population. In fact, the 68 towns in the two western counties shared just 21 representatives. Residents there felt that the new government did not recognize the sovereignty of the town corporation and that it continued to favor seacoast interests. They felt, moreover, that the seat of government should be more centrally located. Almost simultaneously with a growing desire in these towns to free themselves from the New Hampshire government, the towns west of the Connecticut River declared their independence from New York in January 1777, and the new constitution of Vermont guaranteed each town at least one representative. The western New Hampshire leaders, who were generally well-educated, often with Dartmouth connections, considered the Declaration of Independence to have terminated all political associations that originated with the Crown. The towns, which were entities with perpetual charters and thus not dependent on the pleasure of the King, were returned thereby to a “state of nature,” making them free either to form new connections or to remain independent. Due to early settlement patterns, people throughout the Connecticut Valley shared cultural connections despite being geographically divided by the river and despite the King's determination in 1764 that the Connecticut River was the boundary between New Hampshire and New York. The underlying goal of the rebelling towns was to avoid political separation from the people on the opposite side of the river with whom they shared a common heritage, and their various attempts at merging show that they didn't care in the end whether they became a part of New Hampshire or Vermont as long as the two sides of the river could remain together. IMPACT The rebellion in western New Hampshire has been called perhaps the most serious of the smaller revolutions that took place within the American Revolution. The settlement of the dispute permanently determined New Hampshire's western boundary with Vermont, and in 1791 Vermont became the nation's 14th state. Yet Vermont's relinquishing of the rebelling towns did not immediately end the decades of tension between the western frontier towns of New Hampshire and the state's older eastern towns. Although in an attempt at reconciliation, New Hampshire officials gave prominent residents of the Connecticut Valley government positions, several individuals from the rebellious towns interrupted New Hampshire court proceedings at Keene in September 1782 because of the exclusion of Vermont courts. After the leaders of this protest were arrested, rumors circulated that 200 men were arming themselves to oppose the resulting trials. New Hampshire authorities later sought to ease tensions by granting amnesty to the rebellious regions in 1784, under the state's new constitution. These payments were supposed to cover the debt accumulated by Allied forces during the war and help them pay to rebuild their countries.Result: Germany printed money to make the reparation payments causing hyperinflation. (e.g. 1 loaf of bread in 1918 ¼ of a Reichsmark, 1 loaf of bread in November 1923 80 billion Reichsmarks Most countries response to the Great Depression was trade restrictions(tariffs, quotas, etc) to improve account deficits and stop reserve loss. Retaliation against trade restrictions only pushed the level of restrictions to international trade higher and further suppressed output and employment in many countries. New realizations Even though the conference participants were dedicated to capitalism, John Maynard Keynes' economic ideas were flourishing(unfortunately). Keynes prescribed during recessions an increase in government spending, to prevent aggregate spending from falling. Reflecting the Keynesian ideas, the welfare state emerged out of the Great Depression. The two major personalities there were Keynes, representing Britain; and Harry Dexter White, representing the U.S. The British plan Keynes proposed an International Clearing Union (ICU) as a way to addressing current account imbalances. He wanted to avoid the reappearance of persistent and large current account deficits that happened during the interwar years (1918–1939), which increased countries' debt and debt payments and decreased growth at the global scale. Keynes thought of the International Clearing Union as a bank with its own currency (called Bancor), exchangeable with other currencies at a fixed rate. He proposed using Bancor to measure countries' trade deficits or surpluses. Countries with current account deficits would have an overdraft facility in their Bancor account with the ICU. He worked out specific numbers regarding the size of the overdraft facility. His proposal implied a maximum overdraft of half of the country's average trade size over five years. If a country needed funds higher than the overdraft, it would be charged interest, thus motivating the country to devalue its currency. Keynes's plan implied an interest charge of 10 percent if a country's current account surplus was more than half the size of its permitted overdraft; this solution would motivate these countries to lend more. At the end of the year, if the country had a current account surplus that was half the overdraft, the ICU would confiscate the surplus. The American Plan The U.S. agreed on the necessity of an agency to manage current account imbalances, but Keynes's idea of the ICU was too interventionist for the American side. Additionally, the U.S. saw itself as a surplus country in terms of its current account in the years to come and didn't want such interventionist ideas to be practiced on the U.S. White proposed the International Stabilization Fund (which later became the International Monetary Fund, or the IMF), which placed the burden of balancing current accounts on deficit countries and imposed no limits on surplus countries. White's Plan included a new multilateral development agency that would plan and finance economic reconstruction in all war-torn countries, allied or aggressor. The International Bank for Reconstruction and Development (IBRD, part of today's World Bank) emerged from the American ideas about reconstruction. Result Created the International Monetary Fund & World Bank IMF monitors exchange rates and lend reserve currencies to nations. World Bank provided financial assistance to reconstruction for countries post-WWII IMF pegged all currencies to the US dollar. The US dollar was pegged to gold. By volunteering to support our community, we demonstrate to our neighbors, and the state, how voluntarism can work - and it often works very well.
