Memphis-bred singer/songwriter Julien Baker's third album Little Oblivions revisits familiar themes in her confessional writing style — faith, addiction, mental health and her sense of isolation. However, in the process of writing the album, Julien had to undergo more transformation than ever before. She now has a radically different understanding of God, of her own struggle with addiction, and how she squares that with her own queer identity. She's also attempting to be kinder to herself. The catalyst for much of this change was losing her sobriety in 2018. Ep. 22 Today's episode is with Katie Nelson, Public Information Officer (PIO) for the Mountain View Police Department. We talk about how police agencies are connecting with community at the local and national level. Katie has a prominent role as the Chair of the PIO Section for the International Association of Chiefs of Police (IACP) – the world's largest and most influential professional association for police leaders with more than 31,000 members in more than 165 countries. I tap her insight into what's going on around the country in terms of new legislation in certain states, the elimination of qualified immunity for some, and new laws that are affecting not only law enforcement, but also community members and victims who have not necessarily been fully updated on how these new laws affect them. We also discuss #PathForward, the IACP's digital initiative to help enhance law enforcement's efforts to better tell the story of all that policing is and the good work officers do every day. The victim at the scene told the officers she had been robbed at gunpoint and her vehicle, a white 2016 Lexus RX, had been stolen. Using a photographic montage, the victim was able to identify the suspect. Officers learned, the vehicle was equipped with Lojack and it had been activated. Just after 3pm, while searching for a suspect on an unrelated call, King County Guardian One reported that they had been receiving pings from the stolen Lexus. Guardian One followed the Lojack signal and at about 3:15pm located the vehicle backing into an apartment complex in the 900 Block of 12 ST SE. Not long after, Guardian One saw a male had left from the backseat and another male had left from the front passenger seat. Neither of these males were able to be identified. The male from the back seat walked across the parking lot, while the male from the front passenger seat got into another vehicle. As patrol units began to converge on the area, Guardian One said a patrol unit had just driven by the Lexus as it pulled out of the apartment complex parking lot. The Lexus had come close to one of our patrol vehicles and drove around our officers. Officers and Guardian One continued to try and track the stolen vehicle, but they eventually fell too far behind and could not keep up. Without anyone observing the driver, identifying the driver or any other possible occupants in the vehicle, there was no probable cause for anyone in the vehicle regarding this robbery case. Due to the recent legislative changes regarding vehicle pursuits and use of force in Washington State, we were not legally allowed to pursue the vehicle.

When Scottish band Travis landed their bonafide hit with "Why Does It Always Rain On Me?"—we were all taken with frontman Fran Healy's cheeky grin, affable persona and the way he seeminly wore his heart on his sleeve. After years of Brit-pop feuds and Oasis infighting, it was refreshing to have a band that wasn't grabbing the headlines with tiresome rock n'roll antics. Travis were nice.After their 1997 debut Good Feeling—a rock record that fitted the zeitgeist but failed to make an impression, they took a year off to write and find their own sound. They returned with "Writing To Reach You" — a quiet single off their sophomore record, The Man Who. It riffs off the chords from Oasis's "Wonderwall" and begs the question "what's a wonderwall anyway?" Their second single, "Driftwood" capitalized further on this introspective, honest sound, bouyed by Fran's mellifluous vocals. When the heavens opened for their Glastonbury 1999 set during "Why Does It Always rain On Me?" the band's future would be forever changed. They would return to Glastonbury the following year triumphant, as festival headliners, alongside David Bowie and The Chemical Brothers. The Man Who would go on to chart around the world. I'm not sure if I ever thought about who the person writing these songs were? What kind of life did they have? What had happened to make them write a song about someone who never seems to have good things happen to them? All I saw was Fran's smile, lovely topline melodies and an optimism in his lyrics that was easy to relate to. In part, this was their plan all along. As a band they wanted the songs to be the stars. After the success of The Man Who, their follow-up was deliberately titled The Invisible Band. It's an art to be everywhere without most people knowing more beyond the songs, the accolades and perhaps what haircut Fran was spotting next? "Mirrors are problematic for me," he said with his face scrunched up, on our zoom call. "There's something in this," he circled his finger around his still boyish face, ashen hair tucked under a basecall cap, "—that makes me not happy." Back in the day, 'this' was the the face that launched a thousand haircuts with the fauxhawk. That dread, however, is deeply rooted and has over the last 25 years helped Fran write some of the best pop songs for Travis. Their latest album, 10 Songs, has now debuted at No 5 on the British charts, proving they haven't lost their touch. Today’s episode is focused on one of our own, Katie Nelson. Katie is mom of two daughters, an officer with Delaware Natural Resources, college professor, and author. Katie is authentic and that is one of the things I most value in people. One example is Katie being pro-life. She walks the talk. She contributes to women’s shelters, is aiming to help those with unwanted pregnancies, and is even seeking to adopt unwanted children. This is walking the talk, folks! She also just opened a functional fitness facility in Georgetown, DE and is utilizing it for the Green Beret project, which aims to provide enrichment to underrepresented youth. She is also an author and has released two books where sales will be used for the adoption of a child from Latvia.

Katie Nelson, a second year graduate student of Public History at Portland State University, joins us to discuss her thesis research. She is examining how communities in Portland responded to the 1975 police killing of Ricky Johnson, an African-American high school student.
