Eine Sache, an die sich vor allem international tätige Schiedsrichter gewöhnen müssen, ist, dass sich die Wahrnehmung und die Erwartungen an einen selbst verändern. So ist man irgendwann nicht mehr nur Kollege, sondern wird zum Mentor oder Ratgeber für andere (vor allem jüngere) Schiedsrichterkollegen. Auch daran musste sich Frank nach eigener Aussage erst gewöhnen. Gewöhnungsbedürftig sind auch die international und national unterschiedlichen Eskalationsstufen. Also wann kann ich mit welcher Reaktion rechnen. Hier kommt dann das Fingerspitzengefühl ins Spiel, das auch schon mehrfach betont wurde. Das ist auch gefragt, wenn man als Schiedsrichter sowohl Männer- als auch Frauenspiele pfeift. Denn für Frank sind manche internationalen Frauenspiele (aus den unterschiedlichsten Gründen) anspruchsvoller als manche Männerspiele. Warum, das erfahrt ihr in der heutigen Folge :-) Aber wie wirken sich die jüngsten Regeländerungen auf das Spiel und damit auf alle Beteiligten aus? Es ist nicht immer einfacher geworden, denn die unterschiedlichen Perspektiven auf eine bestimmte Aktion führen dann auch zu einer Vielzahl von Meinungen zu dieser Aktion. "Der Podcast hat sich etabliert" sagt Frank und gibt uns Einblicke in welchen Momenten er dies bemerkt hat und zu was der Podcast immer mal wieder anregt. Wie genau ist die Ansetzung des WM-Finales 2024 zustande gekommen und was macht eine solche Nominierung mit einem persönlich? Kann man den Druck der entsteht verarbeiten und wenn ja wie geht Frank mit diesen Umständen um? Nicht nur Mannschaften müssen sich auf wichtige Spiele vorbereiten, sondern auch die Schiedsrichter. Aber wie genau funktioniert das? Tauscht man sich mit anderen Schiedsrichtern über die unterschiedlichen Methoden der Vorbereitung aus? Frank gibt einen Einblick in seine persönliche Vorbereitung. Aber er geht auch auf die Beziehung zwischen Schiedsrichter*in und Spielern*innen ein, weil ein Schiedsrichter oder Schiedsrichterin nur so gut sein kann wie die Menschen im Wasser. Was muss man als Schiedsrichter*in, außer der Beurteilung der jeweiligen Szene im Spiel, noch bedenken? "Zu viele neue Regeln in kurzer Zeit, machen es nicht einfacher für alle Beteiligten". Hierzu gibt Frank vor allem zu den Themen Zeitpunkt und Auslegung neue Impulse die zum Nachdenken anregen. Es gibt also jede Menge spannender und zum nachdenken anregende Punkte zu diskutieren.

Today, Juli talks to Dr. Frank Ohme, a group leader at the Max Planck Institute for Gravitational Physics, a member of LIGO which stands for "Laser Interferometer Gravitational-wave Observatory", the world's largest gravitational wave observatory and a marvel of precision engineering. Juli and Frank talk about the functioning of gravitational-wave detectors, the information about black holes contained in gravitational-wave signals and new findings about black holes since the first detection of gravitational waves in 2015. Frank explains how gravitational waves are produced and detected, and how important but challenging it is to understand the noise in the detectors. He also describes the working experiences in the LIGO collaboration and the importance of synergies between different fields of astronomy. Frank gives perspectives on how to improve the sensitivity of current detectors and the plans for the next generation of instruments. Good Morning it's Thursday August 19th, and this is The Wenatchee World's podcast, Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday. Today --- Yesterday, Gov. Jay Inslee announced that COVID-19 vaccines will be required for all school employees — kindergarten through college — and most childcare and early learning workers in the state as well. Before we jump in, we're excited to let you know that Wenatchee Wine & Food Fest is back this year on August 28th at the Town Toyota Center! Make sure to get tickets in advance! We'll see you there! Now our feature story… Yesterday, Gov. Jay Inslee announced that COVID-19 vaccines will be required for all school employees — kindergarten through college — and most childcare and early learning workers in the state as well. Inslee also announced an expansion of the statewide indoor mask mandate to all people, regardless of vaccination status. The announcements come with the rapidly increasing case and hospitalization numbers for COVID-19 across the state, including Wenatchee. So what's the vaccination deadline for school employees? All K-12 educators, school staff, coaches, bus drivers, school volunteers and others working in school facilities will have until October 18th to be fully vaccinated as a condition of employment. The requirement includes public, private and charter schools. But it doesn't include tribal schools. It's also important to note that employees won't have the option to provide test results instead of the vaccination. And, just like the state worker mandate, they can apply for limited exceptions to getting the vaccine. That includes legitimate medical reasons and sincerely held religious beliefs. And those who refuse to get vaccinated will be subject to dismissal. The vaccine requirement applies to anyone who works in licensed, certified and contracted early learning and childcare programs as well as contractors who work in license-exempt early learning, childcare and youth-development programs including coaches, volunteers and trainers. The mandate doesn't include family, friends and neighbors providing childcare. Inslee also expanded the statewide indoor mask mandate, which is effective Aug. 23, will include vaccinated people. Prior, only unvaccinated people were required to wear masks at indoor public places. This expansion comes after the state broke the previous record for COVID hospitalizations. That record was set back in December. And now, every county in the state currently falls within the CDC's substantial or high transmission. On top of that, each of the state's 35 local health officers recently recommended all individuals wear masks indoors. The mask exception includes office spaces not easily accessible to the public where vaccinated people are working and working alone indoors or in a vehicle with no public face-to-face interaction. Small, private indoor gatherings where all attendees are vaccinated are also exempt. Still, the Department of Health strongly recommends individuals also wear masks in crowded outdoor settings, such as outdoor concerts, fairs and farmers markets. We spoke to Michelle McCormick, the production manager for the show. She explained that it's a lot of fairy tales intertwined. The story focuses on a baker and his wife, who are unable to have a child since a witch had previously cast a spell on the baker's father. The witch agrees to grant their wish for a child if they collect something as red as blood, hair as yellow as corn, slippers that look like gold and a white cow. Of course, Cinderella has a slipper, and Jack has to sell a cow. So, that's how all of these other fairy tales are intertwined. And really, the story is more about ‘What are you willing to do for what you really want? Are you willing to compromise your ethics for what you really want?' The Stage Teens production includes a cast of 36 members playing 18 roles, with each role being double cast. A majority of the cast is between 13 and 18 years old. Stage Teens typically does a show every August with a cast consisting of performers through their senior year in high school. Since there was no show last year due to the pandemic, several of last year's seniors have returned for this year's performance. Caleb Clifton, who plays Cinderella's Prince, said his character is compassionate but will do what it takes to get what he wants in the show. And Carly Orstem, who plays Little Red Riding Hood in the performance, describes her character as bubbly, but naive. Director Alex Stroming has actually allowed cast members to do their own blocking for the performance, and be creative with their role. He says that he basically sent the two separate casts away and said ‘Figure out your own staging. You decide what your scene's going to be about, you make all the choices here. Through that, the kids were really able to see that there is no one right or wrong way to play a scene or play a certain character. Stroming also said the creativity reduces the competition and ego that comes with a double-cast show while also allowing students to make the show their own. Most of the show's choreography was organized by three performers. Parts of the show incorporate American Sign Language, which was suggested by another performer and is something McCormick has no previous experience with. And several cast members organized the lobby so the experience of the show begins as soon as the audience arrives. The audience is immersed in the performance, with the play taking place on three sides. Performances will take place Aug. 18, 19, 20 and 22 at 7 p.m., with 10 a.m. shows Aug. 20 and 21. Good Morning it's Thursday April 8th, and this is The Wenatchee World's podcast, Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday. Today --- Ohme Gardens turns over a new leaf after a year spent closed because of the pandemic. Today's episode is brought to you by Equilus Group Incorporated. Member SIPC and FINRA. Now our feature story… After being closed for the past year Ohme Gardens is coming back strong. The garden's staff took advantage of the 2020 closure to make the improvements. They'll open for the 2021 season later this month on April 15th. The gardens now have a new 1,200-square-foot building at the entrance. The building houses an office space and a gift shop for visitors. We spoke to Jason Browning, the Ohme Gardens director, who also spoke about a new walkway that uses the garden's original stones. Browning has been in charge of Ohme Gardens for more than two years now. He's been working to bring the garden into the 21st century. Browning said that the gardens have been operated like a tourist attraction, but he'd like to make it more of a community-dwelling place. One of the garden's main attractions is its views of Mission Ridge, the Columbia River and the Enchantments. Ohme Gardens is a major tourist draw for Chelan County, with 80% of its visitors coming from outside the county. It attracts about 16,000 people annually. Believe it or not this is a decrease from the over 30,000 that visited each year in the 1970s to 1980s. According to Browning the state took over ownership of Ohme Gardens in the 1990's with the agreement that Chelan County would operate. Chelan County only agreed to operate it if it didn't cost the county anything. The state managed the garden on a shoestring budget. But in 2008, the county took over operation of the garden fully. Now, the county uses its general fund to support operations. The garden has a special history. It was originally started by a man named Herman Ohme in 1932. Browning says that Ohme envisioned the garden as an alpine meadow. Back in 2009, we interviewed members of the Ohme family who had grown up working on the gardens. Kevin and Brian Ohme described helping out as a kid… During that interview we also spoke with Carol Ohme-Peterson. Unfortunately, the state failed to keep up with the Ohme family's original vision. The trees eventually grew taller - blocking views. Browning has been working hard to restore the original vision for the gardens. In the last 18 months alone he's removed 50 trees that were sick and dying. One of his goals is to transform the garden so more community events can happen. The garden is even purchasing a stage that it can place on its main lawn. In the near term he plans to bring back the movie nights that the gardens hosted back in 2019. Browning also said he'd eventually like it to be free for residents of Chelan and Douglas counties to visit. As for weddings, the garden is booked already for the season, he said. They are turning a near 1-acre vacant commercial lot on Highway 97A into a central location for food trucks. It'll be called Tulla's Food Truck Alley. Kim said that they first got the idea while on vacation in Maui. There, they saw a food truck lot that was a vibrant community gathering place. A year after the trip, they came across the highway property. Ten, they purchased the land. That was in 2019, before the pandemic prompted restaurateurs to get innovative with curbside, takeout and outdoor dining options. Last fall, after noticing a host of business licenses being issued for food trucks across the region, they decided the timing was good to put the plan into action. The food truck alley will be anchored by Tulla's Sweet Retreats, a bakery stand that's operated by Sarah Stenberg. Martin says she's about three weeks away from opening. From there, the first two food trucks — Blue Skies Food Shack, from East Wenatchee, and Frickster's BBQ, from Yakima — are expected to start serving on Mother's Day. Food truck operators can lease space by the month or by the day — or somewhere in between. The hope is Tulla's Food Truck Alley will be active year-round. For now, Martin is working with the economic development council on some grant funds that could help them expand the idea. Expansion would include adding more electrical pedestals for additional food trucks. If all goes well, the longer-term vision is to add food truck support services — like a commercial kitchen where food truck owners could prepare their food. This is the Martins' first commercial venture. They also own several rental homes in the region. Wenatchee residents need to decide by April 9 whether to keep their 96-gallon garbage can and pay a higher rate that goes into effect May 1, or save money and opt for a smaller container. The city approved a new contract with Waste Management Northwest in January that moves from the current “one size fits all” model to a “pay-as-you-throw” model. Tyler Mackay, Waste Management's manager of public sector solutions in Wenatchee says the “pay-as-you-throw” model is popular in communities across the region. According to Mackay, it encourages waste reduction and better recycling. To help customers, Waste Management has created videos on their youtube page with tips on recycling… like this one… The new rates will depend on the size of the garbage cart, with options ranging from the current 96-gallon container to a 64-gallon, and a 35-gallon container. This all starts on May 1st. It's also important to note that additional garbage bags or recycling items set out for collection that don't fit inside the container will incur an extra charge. This past week, Waste Management drivers are attaching notices to customers' garbage containers with information about the changes to service. They've also emailed individuals who have provided email addresses. So far, about 15% of customers have responded - so over 1,000 residents. If you're not sure which size is right for you - you can check out the containers for yourself! They're on display at the Wenatchee Valley Chamber of Commerce office as well as the Wenatchee Transfer Station. And there are some other changes being made to the recycling service too. Today, we're highlighting Cristina Escalera, The Assistant branch manager at Wenatchee Numerica Credit Union. Cristina Escalera attended Eastmont High School. She focused on starting a family before jumping into a career and continuing her education. She was hired as a teller at Numerica Credit Union in 2013, and was then promoted to lobby manager a few years later. She then transitioned into the role of financial service representative. Finally, in 2020, before her 30th birthday, she was named assistant branch manager at the Wenatchee branch. Her success, according to her supervisors, comes from her dedication, problem-solving skills and can-do attitude. They also note that she takes time to encourage others along the way — and set her own personal goals. She enrolled at Wenatchee Valley College in 2016 and, while working full-time, raising her young family and supporting her husband's startup business, she completed her associate degree, graduating in June 2017. She has gone on to participate in the Wenatchee Valley Chamber Leadership Group, serve as a Numerica mentor and is a member of Numerica's Hispanic Committee. When we asked Escalera what inspires her, she said that her biggest inspiration would have to be family. Escalera's parents came here from Mexico with nothing in the hopes of improving themselves and to give her and her sisters the opportunity to be something. Also, her husband Gerardo, who supports her in everything and is always wanting the best for her and the family. Escalera also wants her daughters to be proud and have a good example to follow. Finally, some local history, Wenatchee Valley History is brought to you by NABUR In 1929, Herman Ohme purchased 40 acres of land for an orchard. He and his new bride, Ruth then transplanted small evergreens from the nearby Cascade Mountains. They created pathways and borders from native stone that they hauled from the Columbia River. They hand watered the Gardens using five-gallon milk cans - eventually constructing an elaborate irrigation system that could pump water to the site. And over time, desert sage gave way to low-growing ground cover, and pools took shape adjacent to massive natural rock formations. This all became Ohme gardens. It was initially intended to be a family retreat, but ultimately Herman and Ruth opened their private oasis to the public. They continued their work on the Gardens for 42 years, until 1971 when Herman passed away. Then their son, Gordon, and his family took over caring for the Gardens until 1991 when they sold the Gardens and surrounding property to Washington State Parks to preserve them for the public and for generations to come. We haven’t seen it since then." says Motor1.com but now we have some photos of a new run: "There’s a good chance the E-Tron in the video could be the hotter S version. The intakes that flank the front fascia are bigger than the ones on the standard E-Tron, though not by much. Larger and wider wheels plus a new rear diffuser design hint that this is sportier than the current offering. When Audi unveiled the original concept in 2015, the E-Tron had a 3-motor setup with two powering the rear axle and one powering the front. The E-Tron on sale today has two motors. This could be the 3-motor E-Tron. Acceleration from zero to 60 takes 4.5 seconds as opposed to 5.4 seconds, and the dual-motor RWD layout features torque vectoring to better handling in the twisties. Total system output? The Chevrolet Blazer seven-seat mid-large SUV also was shown for the first time in China at the event." according to Green Car Congress: "The Chevrolet Menlo will be the brand’s first fully electric vehicle available in China. The Menlo has a constant-speed range of up to 410 kilometers (255 miles) under New European Driving Cycle (NEDC) conditions on a single charge. The Chevrolet Menlo has adopted the athletic design of the Chevrolet FNR-X all-purpose sports concept vehicle. The Chevrolet Menlo comes with the new-generation MyLink+ infotainment system. Functions include virtual car key, remote control and intelligent voice recognition." https://www.greencarcongress.com/2019/11/20191110-menlo.html HONDA WORKS ON SECOND EV, QUITS DIESEL, AND PUTS HYDROGEN ON HOLD "Why has it taken until now for [Honda] to commit to plug-in power? It’s been a case of biding time, according to Honda Europe’s senior vice president Tom Gardner." says Driving.co.uk: "Now that the final piece of the jigsaw has fallen into place, Honda has a bold new goal: ensuring every car it sells in Europe by 2022 is electrified, facilitated by the launch of six hybrid or pure-electric cars over the next three years. The popularity of the CR-V Hybrid has had no small part to play in this drive towards battery power. While the electrification target is being influenced by demand from car buyers, Honda admits political pressure has also been a motivation. Tough new emissions regulations across Europe and the rest of the world have helped force all car makers’ hands." Honda Europe’s president Katsushi Inoue did nothing to change that perception. “Our focus is on hybrid and electric vehicles now,” he told us. “Maybe hydrogen fuel cell cars will come, but that’s a technology for the next era.” Ian Howells, Honda Europe’s senior vice president, added: “We’re in the situation where the infrastructure isn’t there either [to support hydrogen fuel cell cars]. There is an infrastructure being developed very rapidly for battery electric cars, but there’s nothing really to talk of about hydrogen, so there’s a way to go yet.” https://www.driving.co.uk/news/honda-embracing-electrified-cars-now-right-time/ FROM MATT GROOBY: AUSTRALIAN GRID HITS 50% RENEWABLES FOR FIRST TIME "renewables provided 50.2% of the electricity available on Australia’s National Energy Market in the first week of November. The NEM supplies electricity to Queensland, New South Wales, Victoria, South Australia, and Tasmania" says Steve Hanley for CleanTechnica: "During those 10 minutes, solar power led the way, providing 32.5% of the available electricity. Wind was next at 15.7%, and hydro provided 1.9%. There are more than 2 million small rooftop solar systems in those 5 Australian states and they provided 72% of the solar power, while solar power plants contributed the other 28%." https://cleantechnica.com/2019/11/10/australian-grid-hits-50-renewables-for-first-time/ QUESTION OF THE WEEK ANSWERS RAJEEV NARAYAN I would prefer both incentives for EVs and penalties for polluting but if forced to pick one, I guess I would pick penalties for carbon emissions. I am assuming that would cost governments less than direct cash incentives and therefore be able to be applied more broadly for longer than incentives alone. STEPHEN JAMES I am definitely a carrot person. I have solar panels and I really wanted to buy a EV car. I was looking at the MG ZS EV but I could simply not afford the extra £8000 that the same petrol version MG ZS costs. I bought the petrol MG ZS and I love it but I still feel gutted that the EV version is still out of my price range. If the government had better incentive programs running to bring the on the road price down I would have definitely purchased the full EV model. BILL POLLOCK Price Parity...a stick that doesn't look like a stick. We listeners don't need a moral incentive to choose electric, most people don't. As the soft barriers of range and charge time fall away what remains is the cost to buy. In Canada a fully kitted out Jaguar F-Pace costs $85,000; whereas an equally kitted out I-Pace costs $115,000. So...if you price both the F-Pace and the I-Pace at $105,000, for the time being the added margin on the F's will balance the losses (if any) on the I's. PETER BRYN I love EVs, but to me they’re a means to an end. The goal is to eliminate emissions, and therefore absolutely the most important policy is a price on carbon. For listeners who feel the same, please get involved with Citizens’ Climate Lobby. PETE FROM CALIFORNIA The carrot. Always the carrot. We don't have EVs with comparable range in winter climates so sticks are kind of a rotten nudge right now. More importantly, I want better carrots. Forget a "per EV basis", how about a billion dollar incentive towards a solid state battery that gets 500 to 800 watt hours per kilogram and can be cut clean in half without thermal runaway, and another billion dollars if it's royalty-free? What we need is a research solution that makes EVs accessible for every type of vehicle, and tackling things at the battery manufacturing end is what will get us there. SACHA FLEURY In short , STICKS ! Incentives are often seen by many as giveaway time the wealthy. While carrots are more positive ,most of the people that I’ve seen insisting they need to burn fossil fuels state cost as being the main driver , proper BEVs are still marginally more expensive at time of purchase for equal functionality but the price of ICE vehicles is lower because it’s practically free to pollute in many countries ... Therefore we need sticks to (in the form of non-regressive carbon pricing) : for example , we could make it such that any new non-bev that sells for the median price of a BEV or more would require paying the cost of dealing with the environmental impact of the vehicle (say 30 to 40% of MSRP ) This cashflow then funds the climate change initiatives like charging infrastructure while customers’ purchase decision becomes a lot easier. Doing it this way (as opposed to fuel tax ) won’t impact people with lesser means - people that can’t afford a new car in the first place. MUNAVER I prefer the carrot approach as incentives can be offered as money off On purchase of the car . Others like reduced stamp duty ,registration cost free parking in all paid parking lots , waiving toll road fees and further incentives when trading in ice cars for EV’s . This would make any new ice car purchaser think hard and long before purchasing an ice car John Fruhwirth After much deliberation, I come down on the side of using carrots versus sticks to get people to convert to EVs. My reasons are as follows: The case for the carrot It's a good idea to make the right thing to do the easy thing to do. Pleasure is a better motivator than pain. Enlightened self interest is a fabulous motivator. The case against the stick. Inflicting pain builds resentment and may lead to retribution. People are very creative when devising methods of avoiding pain. Inflicting pain is debilitating and so counter productive. LUKE MCCArthy I would say use the carrot for consumers which will in turn drive manufacturer decision making. I think that the consumer uptake of EVs has or is moving from innovators to early adopters using the diffusion of innovation theory. The early adopters or even the early majority already know the upsides of EVs and I would expect there are only a few things holding them back from buying, one being the cost. So in this regard the carrot works best. RICHARD FROM AUSTRALIA If it has to be one or the other, I'd have to say Stick. If we're serious about tackling the climate crisis and pollution that we've done nothing about since we discovered its impact, we need to introduce harsh measures now to get the mainstream off fossils and move to Electrification. I'd introduce a £1 extra tax on every litre of fossil fuels every calendar year from now on, including for aviation, farming and industry. I'd also remove the ability of companies to claim the cost of fossil fuels as a tax deduction. QUESTION OF THE WEEK The MYEV.com Question Of The Week… What do you prefer, the carrot or the stick?
