Why smart infrastructure is a smart investment—for both Democrats and Republicans—in an era of historic public works spending

As the U.S. prepares to spend hundreds of billions on new projects, HKS Professor Stephen Goldsmith says successfully upgrading our infrastructure will not only require spending all that money smartly, but spending it on infrastructure that is itself smart—full of sensors that can anticipate problems before they require costly repairs and that serve multiple functions instead of just one. With the passage of 2021's Bipartisan Infrastructure Investment and Jobs Act and the 2022's Inflation Reduction Act, the federal government has ushered in levels of infrastructure spending we haven't seen since the days of President Dwight Eisenhower. Between direct spending and loans, there could be as much as $800 billion dollars in spending the coming years on everything from roads and bridges to water treatment to public transit to climate readiness to clean energy to internet access. While the current infrastructure spending has been pushed mainly by Democrats, he says he'd also like to see Republicans rediscover their Eisenhower-style belief in public investment—both in physical infrastructure and what he calls soft infrastructure like job training and education  to address social and economic inequities. Goldsmith is director of the Innovations in American Government Program at the Kennedy School, but he is also a veteran of the infrastructure front lines—having served as the mayor of Indianapolis, a deputy mayor in New York City, as a chief domestic policy advisor to the George W. Bush campaign in 2000. Stephen Goldsmith is the Derek Bok Professor of the Practice of Urban Policy at Harvard Kennedy School and director of Data-Smart City Solutions at the Bloomberg Center for Cities at Harvard University. He currently directs Data-Smart City Solutions, a project to highlight local government efforts to use new technologies that connect breakthroughs in the use of big data analytics with community input to reshape the relationship between government and citizen. He previously served as Deputy Mayor of New York and Mayor of Indianapolis, where he earned a reputation as one of the country's leaders in public-private partnerships, competition, and privatization. Stephen was also the chief domestic policy advisor to the George W. Bush campaign in 2000, the Chair of the Corporation for National and Community Service, and the elected prosecutor for Marion County, Indiana from 1977 to 1989. He has written numerous books, including The Power of Social Innovation; Governing by Network: the New Shape of the Public Sector; Putting Faith in Neighborhoods: Making Cities Work through Grassroots Citizenship; The Responsive City: Engaging Communities Through Data-Smart Governance; and most recently Growing Fairly, How to Build Opportunity and Equity in Workforce Development. Ralph Ranalli of the HKS Office of Public Affairs and Communications is the host, producer, and editor of HKS PolicyCast. More platinum-based green hydrogen generation on the way

Up to 1 350 t of green hydrogen can now be generated a year from renewable solar and wind power in the Wunsiedel Energy Park, in Germany. “This is another example of platinum-based production of green hydrogen in Europe that will assist both the replacement of imported natural gas and the earlier use of heavy-duty fuel cell electric vehicles. “It highlights platinum's crucial role in global decarbonisation that has been significantly boosted by energy security concerns in Europe and decarbonisation funding in the US, as detailed in the recent Inflation Reduction Act,” World Platinum Investment Council (WPIC) stated in response to Mining Weekly. Platinum group metals (PGMs) mining companies that make up the membership of the WPIC are Anglo American Platinum, impala Platinum, Northam Platinum, Royal Bafokeng Platinum, Sedibelo Platinum and Tharisa. The green hydrogen in Wunsiedel is generated by an electrolyser – with a total capacity of 8.75 MW – from Siemens Energy's “Silyzer 300”, which is based on platinum-using proton exchange membrane (PEM) technology. Talks regarding the expansion of the plant's capacity to 17.5 MW are already under way and by 2030, the European Union is set to be generating ten-million tons of green hydrogen a year. A plus for Southern Africa's PGMs miners is the description of the PEM technology deployed as being optimally suited for operation with renewable energies. Mining Weekly can report that Southern Africa is itself seen as being an ideal generator of green hydrogen, owing to its superior sun, prime wind, abundant land, hydrogen skills, PGMs, and the need to reduce the regions heavy dependence of fossil fuel power to prevent goods being exported being subjected to punitive climate tariffs in the years ahead. Already doing its rounds at the Mogalakwena PGMs mine in Limpopo is Anglo American Platinum's huge green hydrogen haul truck. Plans are also being made to extend green hydrogen haulage to all other Anglo American mines. In Wunsiedel, the green hydrogen will be used primarily in the region's industrial and commercial enterprises, as well as in road transport. With this amount of hydrogen, 400 40-ton hydrogen-powered trucks could – assuming a regional distance of 150 km a day – drive for an entire year without emitting any carbon dioxide (CO2). By using the hydrogen generated in Wunsiedel and the related replacement of fossil fuels, annual CO2 emissions can be cut by up to 13 500 t. As general contractor, Siemens' Smart Infrastructure is responsible for building the hydrogen plant as well as creating an intelligently monitored and controlled electricity grid. The regional business community – encompassing everything from the glass and ceramics industry to transport companies, automotive suppliers and the neighbouring sawmill – is the green hydrogen user base. The hydrogen will be distributed by truck trailers on a decentralised basis to end customers mainly within a radius of 150 km to 200 km, covering Northern Bavaria, Thuringia, Southern Saxony and Western Bohemia. In addition, the regional fleet of commercial vehicles are earmarked for decarbonisation following the construction of a green hydrogen filling station at the Wunsiedel Energy Park, which is scheduled for completion next year. A paper just published by Anita H.Reksten, Magnus S.Thomassen, Steffen Møller-Holst and Kyrre Sundseth state that the deployment of intermittent renewable energy in recent years, and the subsequent increased need for flexibility for the electric power system, has led to an increased focus on green hydrogen produced from renewable energy sources. They describe hydrogen as not only being a flexible energy carrier with the potential application in many sectors, but also lending itself to long-term storage. In this way, it provides a balance for fluctuating renewable energy sources. Uses include fuel for zero-emission transport, especially in heavy-duty transportation and in the maritime sector, in reduction p...

This episode features an interview with Alexander Senn, Head of People and Organization at Siemens Smart Infrastructure. He leads the 70,000 employees that are part of the Smart Infrastructure family. In this episode, Alex talks about the benefits of replacing performance reviews with growth talks, how to handle being challenged by an employee, and the importance of a trusting culture at work.Quotes*”What happens with people when you really trust them and you empower them… you need to give them guidance about what do we want to achieve as a team, as a company, they need to have a clear view on the strategy, but then let them go. And then magic happens because when you give someone the trust, And then the feeling of, ‘You can do that, I believe in you,' It's just amazing what happens.”*”I strongly believe everyone can be a star in something. We just need to find out what area someone can bring in his or her skills in the best way.”*”We implemented growth talks. It's all about really taking the time to reflect on what someone needs. Where are the areas of development and what can I do as a leader to support my employees? Everyday can be growth talks. After every meal, after every meeting, can be a moment of growth talks. And then we talk with our people about what happened. What can we learn out of it? And what kind of support someone needs. We started that journey one and a half years ago. We're in the middle of it, but I can already see a difference. It's a different culture of how people feel, also how they behave within the team, the interactions with leaders, and it's much more positive, future-oriented. And really, the spirit of growing, learning, achieving something together. I strongly believe it's because we got rid of performance management ratings and established growth talks.”*“The best ideas are out of a discussion of a diverse group. This is the change that happened, and wonderful to see. Yes, it may be difficult for me sometimes, because it's not always my idea. And to be really honest with you, I love when my idea is perceived as the best and we were going that direction. I love that. Everyone loves that. But you need to learn as a leader, it's not always the best idea. The best ideas always come out of a team discussion.”*“Sometimes we don't have enough opportunities for young talented people. Because when someone is at the top of the game, top of their career, they don't want to move. Because it's great up there and they have a big responsibility. But I think we need to learn to step back and make room for talent. For example, myself. I love my job. I've had the job for three years. I could imagine doing that job for the next 15 years, but that would not be good for the company or for the organization. So that's why I promise you I'll step back in four to five years. Because it's good to have someone taking over, bringing in some new ideas and creating a different dynamic. So we need to establish a culture of movement within the company.”*“To be challenged as a leader is not always easy. Because maybe you're proud of something because you developed something with your team and it's successful. And then you have someone joining the team from outside who is challenging your process. The natural reaction right away is to defend. And this is not good. First, you need to listen, to understand what is being challenged, the reason why, and really listen, listen, listen, listen, listen. And then step out of your role of being in charge of that process. We need to look at it as a consultant. Maybe she or he is right. And then try to be open for change. But then track, is it improving? Do we achieve better results? And I think this is the key.”*“No one will leave a company because of a tool or because of a process. They will leave the company because of the culture.”*“To care means also to be very tough sometimes. In a situation when someone is not fulfilling the requirements or they don't do the job, then we need to tell them. Or when we think, ‘We tried, it's not the right job.' And we try to invest in training, et cetera, and someone's really not fulfilling the requirements. Then we need to act. And this is also caring. So also to end the contract with someone, or to say, ‘I think we should go different ways.' This is also caring.”*“I love the people. I have a strong bond with them and with my employer, Siemens. But I also see risk here. We should have, all of us, a healthy distance to the company, because it's not all about the job and the company. I think family, yourself, you're much more important. Your health, what you love, what you like, who you are. You're not the company, you're not the role. The role is the role, and maybe you will leave the role one day.”Time Stamps*[2:52] The Flight Plan: Get to know Siemens Smart Infrastructure*[4:59] First Class: Best EX practices at Siemens Smart Infrastructure*[26:13] Turbulence: EX lessons learned*[36:45] Advice for other EX leadersLinksConnect with Alexander on LinkedInCheck out Siemens Smart InfrastructureThanks to our friendsThis episode is brought to you by Firstup, the company that is redefining the digital employee experience to put people first and lift companies up by connecting every worker, everywhere with the information that helps them do their best work. This week on The New P&L Principles & Leadership in Business podcast series speaks to Franziska Dolak, Global Head of Digital Applications, Data-driven Services & Automation for Siemens Smart Infrastructure in Zug, Switzerland. Together with her team, Franziska researches and develops new digital innovations from a holistic and human-centric perspective. We discuss with Franziska: - How the principles that underpin Siemen's strapline ‘Ingenuity for Life' play out in practise in their business - On the basis of what data and which humans is human-centred design centred? How Siemens ensures that its future innovations don't fundamentally reinforce some of the inherent biases that already exist in society - Whether the intellectual awareness of the role technology plays in shaping the way society acts, reacts and interacts and how we go about our lives, is sometimes lost in the technology race for ‘smarter' cities - If we rely too much on data to drive innovation at the expense of human intuition in our modern approach to innovation - Whether much of the ‘highly disruptive technological innovation' today is more evolutionary than revolutionary - If big technology companies like Siemens are designing for the future or actually defining the future – in other words, reacting to need or creating demand Visit Seimens: https://www.siemens.com To subscribe to all of The New P&L series podcasts, go to: www.principlesandleadership.com Insta: @principlesandleadership --- Send in a voice message: https://anchor.fm/principlesandleadership/message

We count on public utilities to provide services integral to everyday life. When we turn on the tap or flip a light switch, the assumption is that water will run and rooms will light up. But as the climate changes and cities continue to grow at a breakneck pace, what can utilities do to continue to provide these essential services? Is there a way to avoid overexploiting natural resources while keeping ratepayers happy? For insight into climate-smart development, we look to the pioneering efforts of the San Francisco Public Utilities Commission (SFPUC) in the U.S. state of California. On this episode of ClimateReady, we'll hear from three SFPUC representatives: Mike Brown, Sarah Minick, and Karri Ving. They describe the ways in which SFPUC is utilizing — and financing — nature-based “green” infrastructure to reinforce and supplement their existing systems in order to provide water, wastewater, and power services to millions of customers in a region highly vulnerable to climate change. In the second part of the discussion, we hear how SFPUC is financing these innovative projects - totaling over US$1.4 billion - through the use of the world's first certified climate bonds dedicated to water infrastructure. Following the interview, we wrap up with another installment of “Climate of Hope” in partnership with the World Youth Parliament for Water. Karan Gajare, a civil engineer from India pursuing a Masters Degree in Environmental Engineering through an Erasmus Mundus program, shares a success story of a small village taking big steps to adapt to and mitigate climate change in his native India (full story at http://bit.ly/38tc9F7).
