Die Absichtserklärung zwischen USA und Iran – Ernst gemeint oder lediglich Atempause?Die USA würden bei Annahme der jetzigen Vertragsentwürfe eine schmerzhafte Niederlage eingestehen müssen – ein kaum zu reparierender Prestigeverlust. Kann das ein?Ein Standpunkt von Hermann Ploppa.Wir halten mal wieder den Atem an. Dass wir das noch erleben. Da sickert in der Presse ein Vertragsentwurf zwischen den USA und Iran durch, der einem Kotau der USA gleichkäme. Wir wissen nichts bestimmtes. Aber aus diversen Informationsfetzen sickern Details einer Waffenstillstandsvereinbarung durch. Wir müssen die Puzzleteile einstweilen sorgfältig zusammenfügen.Zunächst einmal ist klar, dass es hier nicht um einen Friedensvertrag geht. Die offiziell verkündete Feuerpause soll um zwei Monate verlängert werden. In der Zeit soll eventuell ein Friedensvertrag ausgearbeitet werden (1). Wenn jene 60 Tage „Waffenruhe“ in etwa so beschaulich ablaufen wie die Wochen zuvor, dann können wir uns auf allerlei Scharmützel einstellen. Es ist also alles ziemlich unverbindlich und die Waffenruhe löchrig wie ein Schweizer Käse. Trotzdem sind die durchgestochenen Details alles andere als schmeichelhaft für die USA. Da ist die Rede davon, die in den USA eingefrorenen iranischen Guthaben freizugeben (2). Dabei ist von etwa 24 Milliarden US-Dollar die Rede, die die USA widerrechtlich für sich als Zinsen bringendes Kapital einsetzen können. Die USA lockern zudem die Sanktionen iranischer Ölexporte, was den finanziellen Spielraum des Irans erheblich erweitern würde.Außerdem sollen nun tatsächlich irgendwoher sage und schreibe 300 Milliarden Dollar aufgetrieben werden, um den Wiederaufbau des Iran zu finanzieren (3). Klugerweise haben die USA gleich klargestellt, dass das Geld keinesfalls aus ihrem Staatssäckel kommen soll. Vielmehr sollen dafür private Investoren, vornehmlich aus der Golfregion nebst milliardenschweren Scheichs herangezogen werden. Man reibt sich die Augen. Die USA als Schirmherren eines Wirtschaftswunders im Iran? Eines Iran, in dem doch Leute die Herrschaft ausüben, die die US-Strategen zuvor noch durch einen bombensicheren Regime Change ausradieren wollten?Nun, in den nächsten Tagen wird sich der Nebel um diese Fakten auflösen. Der Zorn im pro-israelischen Zirkel von Washington wird so langsam größer. Die israelische Regierung hat schon klar gemacht, dass sie sich nicht an die US-iranischen Vereinbarungen halten wird. Der Völkermord soll unvermindert weitergehen – ungeachtet der Gerüchte, dass ein USA-Iran-Paket auch eine Beendigung der Bombardierungen des wehrlosen Südlibanon umfassen soll.Und zu was verpflichtet das Memorandum den Iran? Genau genommen zu gar nichts. Der Iran soll keine Atombomben bauen – was er sowieso nicht vorhat. Auch Urananreicherung soll der Iran herunterfahren (4). Geschenkt. Der Iran hat sich dem Reglement der Internationalen Atomenergiebehörde IAEA schon seit Jahrzehnten unterworfen und lässt regelmäßige Visiten der internationalen Atomwächter zu. Ganz im Gegensatz zu Israel. Das ist der IAEA niemals beigetreten und besitzt schätzungsweise 200 Atombomben. Seltsamerweise nimmt die internationale Gemeinschaft daran keinerlei Anstoß. Warum nur?Der Iran wird die Meerenge von Hormus wieder freigeben. Dafür lassen die USA iranische Schiffe wieder passieren. Der Iran wird für die Durchfahrt von Transportschiffen durch seine territorialen Gewässer keinen Zoll erheben. Das darf er nach internationalem Seerecht auch gar nicht. Aber das Memorandum akzeptiert, dass der Iran „Gebühren“ für die freie Passage erhebt. Nachdem seine Kantonalpartei, die Zürcher SP, entschieden hat, Jositsch nicht für die Ständeratswahlen 2027 zu nominieren, hat dieser an einer Medienkonferenz bekannt gegeben, dass er per sofort aus der Partei und der Bundeshausfraktion austritt. Das Parlament hat zwei Motionen angenommen, die dauerhaft verschärfte Grenzkontrollen verlangen, statt wie bisher risikobasierte Checks. Doch das zuständige Bundesamt für Zoll und Grenzschutz sagt, es habe gar nicht genügend Ressourcen um dies zu leisten. Die Schweiz will die Emissionen bis 2030 halbieren, doch dieses Ziel wird immer schwerer erreichbar.
