Alan McKnight, chief investment officer at Regions Asset Management, sees storm clouds on the horizon for the market and the economy, but his outlook remains benign, suggesting that a well-diversified portfolio will withstand heightened volatility for the remainder over the year. He says we have experienced a muted, rolling downturn and doesn't see a full-blown recession happening. By comparison, Avi Gilburt, founder of the Elliott Wave Trader, entered the year calling for the market to reach record highs no later than the second quarter — which it has — but then to turn into the start of a full-blown bear market that will last years and bring the Standard & Poor's 500 down by well over 50 percent. Gilburt says that the market remains on track for that. In the middle of that kind of disagreement, it's hard for investors to know what to do, and Andy Reed, head of investor behavior research at Vanguard, discusses research into certain biases that are leading most investors to make mistakes that result in diminished gains and missed opportunities.

“In 2015, I think the first the first group that came, we had maybe six people showed up. We ran some intervals at Quarry Lake and it was kind of fun, we had a beer afterward and really from there it just it it it's grown and grown. I mean it's become a real fixture here in Canmore.”Dr. Andy Reed started Dirt Bag Runners Bow Valley because he wanted some help to stay motivated while training. He didn't realize that his group would be a weekly fixture for so many in the running community of Canmore, Alberta when it started, but he's thrilled to be a part of it now. He's quick to mention others who contribute and how everybody together makes Canmore special to him. He's also quick to mention that his runs cater to all levels and he creates them with being social in mind. “We have a huge variety of different abilities from, I mean we have ex-Olympic champions and world cup cross country skiers who come out and basically run away from everybody else and then we got new runners come out and hang out more at the back. We cater to everybody, I try and design the workouts so that we all pretty much stay together. It's very sociable even if you're not the fastest person out there. You're not gonna get left behind, we're together pretty much the whole time. We run for about an hour, we go all year round and we pride ourselves in that we've never actually missed a Thursday since we started.”Dr. Reed is also a coach who has athletes all over the world and he simply loves the trail and outdoor community. Hour 1 We are live for day 2 of Super Bowl coverage live from Las Vegas. Boomer had a full day of rehearsals and did Monday Morning QB. The fountains at the Bellagio go off every 30 minutes or so and it makes a loud explosion noise every time. Boomer is considering doing an outfit change during the Super Bowl pre-game show. Zach Gelb asked Travis KELCE about Phil Simms' ‘lady glasses'. Gio, Jerry, Al, Eddie and Stephen Waldron went to Top Golf yesterday. Eddie had a few more Bloody Marys. Boomer got to sit down with Brock Purdy yesterday and he said he's a guy you want to root for. Jerry is here for his first update of the day and there's a big bet later today between Boomer and Jerry regarding the Rutgers/Maryland game. Jerry starts with the Eagles playing on Friday night of opening week in Brazil. Boomer said that game is up for auction for a streaming service or TV network that wants to buy it. Jerry has Travis KELCE talking about dating Taylor Swift. Roger GOODELL also talked about KELCE/Swift. George Kittle talked about fellow TE Travis KELCE. Kyle SHANAHAN talked about having to sell Brock Purdy to Niners ownership. Purdy talked about the time he realized he could start in the NFL. KADARIUS Toney said his Instagram video got all edited to make it look like he trashed the Chiefs. He blamed the Giants fans. GOODELL also talked about the Niners complaining about their practice field. Chris Russo called Dan ORLOVSKY a ‘scrub in the NFL'. We talked about working with Russo at WFAN and how he used to rub our shoulders and smack our butts. Gus Johnson was on the call Sunday for an NCAA women's basketball game and had a slip of the tongue. Gio imagines a gummy infused ‘caveman Jerry' showing up at the Breitling event. In the final segment of the hour, Barrett Sports Media named us the number one sports morning show. We also talked about Spike leaving and who is going to take over as the head of WFAN.                                                                                           Hour 4 Mark Chernoff called in and said he doesn't want to come back as Program Director of WFAN. He wants Al to not be lazy and take the job. Golf is canceled for today because it's raining again. We talked about Randy Moss coming on the show Thursday. We then found out that Al booked the horse racing broadcaster, Randy Moss, and not the former Vikings WR. Whoops. Jerry returns for his final update of the day and starts with audio from Chiefs and Niners players from media day. Patrick MAHOMES talked about his ‘dad bod'. Kyle SHANAHAN talked about trying to sell Brock Purdy to ownership when he realized their best QB was third on the depth chart. KADARIUS Toney talked about his Instagram video being chopped up to make it seem like he has bad mouthing the Chiefs. He blamed the Giants fans and his comments box. Charles Barkley said, ‘get off your ass and play basketball', as he's sick of guys taking rest days. The Moment of The Day involves Al not realizing the Randy Moss he booked is not the real Randy Moss. I knew how to develop accountability, and I will forever be grateful for both that coach and myself.I'll give myself credit for paying attention to the morale of the people that work in our dental office. The piece of advice that I wish I did that I did not do was I did not hire someone to take a hard look at the numbers inside of my dental practice. I was much more into feelings. I worked with my amazing dad.Uh, who is a fantastic mentor and friend, passed away in 2016, um, another person I'll forever be grateful to. But his generation of dentists, they're kind of like, ah, we take some insurance, keeps us busy, you know, and we were, I was not paying attention to the write offs, the adjustments. We were making excuses and I wish, Michael, that I paid more attention to the numbers earlier in my career.So that I could have been more patient centered, more profitable, been able to have a better work life balance. So that is my advice. it might not be me who said this, Michael, but when you pay, you pay attention, right? So pay someone to help you look at how numbers and money works inside of your practice.I'm now friends with the amazing Dr. Mark Kostas, he's sponsored my group. I wish I'd cross paths with someone like that back in 2007. These things did not exist. I miss so many of these dentists. I sound like the media mage guy. Michael, but you're so lucky to have this. I had to walk uphill both ways to school in the snow back in my early dental days, but there were no Facebook groups, no podcasts, no Instagram, no amazing things like this.So that's my advice. Pay someone to help you pay attention to your numbers as early as possible in your practice ownership journey. Michael: What about when you see these, I guess, like third party software companies, right? That they're like, yeah, we can take your analytics. We figure everything out. Is that good enough?Well, Paul: I would say it's a, it's a start, but two things. You have these fancy watches, right? It could tell you how you sleep. It could tell you you're drinking enough water, but you need someone to interpret it. You need someone to guide you. So I think by It is. It is a step in the right direction. Like when people use my fitness pal and track what they eat each day, it's a step in the right direction to track.But the end part to that is you just need someone who's not part of your business, not emotionally invest in your business, who can come in and help you with the reality of what happens. Maybe you're doing better in an area than you thought. Maybe you're doing, more profit than one section of, I don't know, your implant dentistry, but your hygiene, there's too many write offs because you take too many PPO.So I like software that helps you track, my group, and I would just put the and part and get a coach or consultant who can help you interpret it. Gotcha. And Michael: now rewind a little bit. You mentioned about you hired a people's coach. for what, for like the team or what is that all about?Paul: Yeah, well, when I joined my dad and his partner, they were two awesome guys, but they went to dental school, they did the Air Force and Army. My dad was, worked at Tom McCann's, the shoe store. They had no training on how to manage people. So there were no systems with even how people showed up, what people wore to work.There was a lot of friction, a lot of drama in the office. I do want to give a shout out to teams. I now have four businesses, two dental practices, dental nachos, dentists, job connect, and. You are literally shoulder to shoulder with your team like I am all day, and there's a lot of stress with that.There's a lot of friction in a dental office, and it's normal, right? People go, you know, I treat my office like family, like family. I go, Oh, you fight three days into your vacation like my family does too? Because You've got to honor the team in this. We are like so close to each other all day long playing this game physically, dental nachos.I've got people on zoom over here. So I want to share that if you don't master or at least learn how to manage the people part of your team, you know, just as simple as this, like if four people show up on time and two people don't. The four people go, why should I show up on time? So I met the amazing Carol Kivler, Kivler Communications.She's still someone I know today. And I said, I said to her as a kid, I would ask a question. I go, what do you do, Mrs. Kivler? And she goes, I teach people how to make peanut butter and jelly sandwiches. And I said, I'll never forget when she said that to me as a seventh grader. I said, what does that mean?She basically went to a community college and she would teach people about communications. And she would have bread and peanut butter and jelly. And she said, teach me how to make this sandwich. And they'd say, open the bread and she'd rip it open and half would fall on the floor. She goes, what next? She goes, put on some peanut butter.She'd take her whole hand in the peanut butter and slap. She goes like this. And it just showed how it's easy to not be able to communicate your message to people. So she did a whole year training for us, with the team. And what was really magical about that, Michael, it gives me chills to this day, is when I, you know, this was invest a lot of time and money, right?This is 2010. So this is not 2024. So we. took a day off a week. We paid our team. We paid her. And I got these amazing messages from the team at that time that said, thank you so much, Dr. Paul, for bringing in Carol Kivler. Not only did this help me in my profession here at the office as a hygienist, it helped me with my relationships with my family.It helped me with my sister because the same skills are used and made people like, you know what? I am kind of a jerk to people. I didn't even know it. I do. I'm too reactive. We talk about putting deposits in people's emotional bank account. Recognize behavior is repeated. People don't argue with their own decisions.You know, people say, Michael, about coaching. Sometimes people say, I don't need a coach. It's just common sense, right? All coaches do teach common sense, right? people have apps in their phone to remind them to drink water, right? you can't remember to drink water. Maybe it's common sense, but having accountability for these things in a group.So that was the people coach and I'm, I would encourage both pay attention to the people part. And the profit part, because these are private practices and when your profitability, patient centered care is always the most important, profitability one egg. The more money you make, the more freedom you have.You can give your team raises, you can invest in new equipment. There's so many things more profit can give you. It doesn't mean so the owner of the dentist can buy their third beach house. It can mean so many things that are amazing to everyone in the office, patient's team and the practice owner.Michael: Gotcha. Okay. So then real quick, how do you stay consistent with these two practices and teachings? Because I feel like you can, you know, you go to a CE course, you take some of your team members, they're on a high, they're like, yeah, we're going to do this. And then like a month, two months later, you're just, they're like, let's be real guys.Stuff is happening. We can't do that right now. How do you go Paul: back to that? So really good is one is, It's expecting perfection is just a way to be miserable in anything that you do, whether you're a parent, whether you're working out, whether you're a practice owner, but being consistent and always trying to return to fundamentals.So one thing we have, we have morning huddles, it's a non negotiable morning huddles, team meetings. I give my brother, Jeff Goodman, Dr. Jeff, I'm going to a ton of credit. We have, um, checklist that we use each day and we strive our best. I tell people to say, don't try, say strive, right? Sounds better. So we strive our best and listen, when we go off script or something happens, you know, that is not the way we expected.How do we get back on track? So we have. Accountability measures like actual checklists, morning huddles, consistent team meetings. I will share in the most authentic way I've been a dentist like this. Most things that dentists think are a waste of money, like having their team sit down for a team meeting, is what's costing them money.When dentists don't think I can take a day out of my office because I can't cancel hygiene to go and learn something new at a CE course, that's costing them money. And it's normal to get stuck. In your own habits rut so negative michael just normally get stuck in your own bubble I mean i'm in my office today.We have we literally have like five dentists here today. It's still lonely It's I mean, we have five dentists. We have a prosthodontist. We have uh, no four dentists, you know Me two other gps. It's like we're in our own little caves, right? Get out of your cave learn from other people So i'm always saying, you know, it's a it's a mark costas quote He says, uh, the number of uncomfortable conversations willing to have Determines your success in life.I don't know if he made it up or not. And that you gotta have some uncomfortable conversations with people We went out of network with insurance two years ago. That was a big uncomfortable conversation I'm, not saying people should do that tomorrow But pay attention to what some of these plans are paying you so you can maximize your own happiness Yeah, Michael: man, that's so tough though paul sometimes like to get out of your own You know, I mean to say we're gonna not do two days of work, which is money coming in Instead we're gonna have a team meeting and sit down and then I feel like if you are debating that How much faith do you have in your team, then?You know what I mean? It kind of And also Paul: I'll share, I love, you're right, it is hard. But here's the thing the pandemic has shown us. If I think of my office day, in this moment, I'm in my dental office. I'd say 20 percent of the people worked here before the pandemic, just 20%. That means there's like 80 percent new people.So you need these team meetings and accountability measures because somebody moves to freaking Napa Valley and quits dentistry. Hygienist decides to stay home with their children. Somebody's not the right fit for your office. So for you to be able to deliver awesome patient care, always number one. And be productive as possible, one a, you need to put the pieces in place and you need these training things.I don't, Oh, this is one thing I want to share if I have time. So I had this awesome coach, Mark Dorio, who's also one of my implant patients. He signed all the HIPAA releases. I'm not going to get in trouble. And he talked about this. Um, Andy Reed used to be the coach of the Eagles. He's now the Kansas city chiefs coach.And he came and give a lecture to my study club years ago. And he says, during the week, Andy Reed trains the players. On Sunday, he coaches them. There's a difference between coaching and training. And too often, dentists just do the coaching during the day. And the team meetings and the morning huddles, that's the training you need to perform well during these dental days.So many times, dental offices just show up and play the game, try to fix their problems during the game. And we've seen this, whether it's the NFL or your dental office, you need these outside the game training days. Man, Michael: that's good. That's really brilliant, Paul: Paul. Awesome. Awesome. Well, they give Mark Doyo credit.He's the one who came up with it, but I, I, I copy, uh, smart people's ideas. And I really think about that. If you're listening, coaching and training are two different things. You cannot train during the game. You can only coach. So make sure you make time for training. Nice. Michael: Awesome. Troy talks about getting back into fantasy football after a decade away from the game.  Chet assumes it is because of some gambling issue but us quickly rebuked by Troy. Matt is not concerned with any football oyhet than high school football. Matt's alma mater is on a 57 game win streak and he's there for it all!  The guys shift to talking about their #Top3 coaches. Welcome to Season 2 of When Songs Mean Business! On today's episode I am chatting with Andy Reed, a recording engineer, producer, singer, songwriter, and musician from Bay City, MI. He owns and operates his own recording studio called Reed Recording Company. Throughout his 24 year career, Andy has worked with hundreds of artists as a touring musician and in the recording studio, including a couple of my favorites, Brendan Benson and The Verve Pipe. Andy explains the different ways to mic, track, and record things, what a producer can bring to an incomplete song, how artists can evolve to sound different on every album, and how to relax into your creativity. We discuss his entrepreneurial journey over the past 16 years, what it's like to have a studio at home, and of course, what he's been listening to lately. Their debut single, "Vampire" expresses some of their gothic-centric themes, but only scratches the surface. Stephanie and MJ discuss their shared passion for glam-rock and artists like David Bowie who use the stage theatrically and not just musically. They share their songwriting process and how they come together to write new material and sharing production with Devin Spear of Exhale Recording Studio in Northern Virginia, with session musician duties from contributors in Nashville and elsewhere around the U.S. Amulet is working on onboarding and practicing with DC, MD, VA musicians in anticipation of their first official live public performance scheduled for early 2022. My guest today is Andy Reed, a fantastic power pop songwriter, musician, engineer, and producer from Bay City Michigan. Andy owns Reed Recording an analog meets digital studio where he records his own music as well as other bands. I met at Welcome To 1979 recording summit this fall which is an awesome weekend long clinic of music and recording panels. As an artist Andy writes and records with The Legal Matters a very cool power pop band that reminded me of the things I love about Elliott Smith. Roger Wicker (MS): In 2012 Congress created the First Responder Network Authority to lead the development of a nationwide interoperable public-safety broadband network in the United States. Following the communication’s failures that plagued recovery efforts during 9/11 and other national emergencies, including Hurricane Katrina, there was and still is a clear need for a reliable communications network to support the essential work of our public-safety officials. Such a network would improve coordination among first responders across multiple jurisdictions and enhance the ability of first responders to provide lifesaving emergency services quickly. 6:37 Sen. Brian Schatz (HI): With FirstNet, firefighters will be able to download the blueprint of a burning building before they enter; a police officer arriving at a scene can run a background check or get pictures of a suspect by accessing a federal law enforcement database; most importantly, emergency personnel will not be competing with commercial users for bandwidth. They will have priority on this network, which will be built and hardened to public-safety specifications. It will have rugged eyes and competitive devices and specify public-safety applications. 9:40 Curtis Brown: Last week the governor was proud to announce that Virginia was the first state in the nation to opt in to FirstNet. Virginia opted in to provide current AT&T public-safety subscribers with the benefit of priority services now at no cost to the Commonwealth, as well as the green light to build out of Virginia’s portion of the national public-safety broadband network. We believe that decision to opt in will promote competition within the public-safety communications marketplace, that will reduce costs and drive innovation across all carriers. Opting out was _____(00:31-verily) considered, but the unknown cost and risk associated with deploying and operating a network was not feasible. 19:45 Mark Goldstein: In March 2017 FirstNet awarded a 25-year contract to AT&T to build, operate, and maintain the network. FirstNet’s oversight of AT&T’s performance is very important, given the scope of the network and the duration of the contract. Among GAO’s findings in the report are the following: first, FirstNet has conducted key efforts to establish the network, namely releasing the requests for proposal for the network and awarding the network contract to AT&T. As the contractor, AT&T will be responsible for the overall design, development, production, operation, and evolution of the network. 24:35 Chris Sambar: The AT&T team that I lead is dedicated exclusively to FirstNet. I expect this group to grow to several-hundred employees by this year’s end as we hire people across the country with a broad range of skill sets to help us ramp up our network build out. Overall, AT&T expects to spend $40 billion over the lifetime of this contract and to build an operating unique, nationwide, interoperable, IP-based, high-speed mobile network, encrypted at its core, that will provide first responders priority, primary users with preemption and all other users during times of emergency and network congestion. The First Responder Network will be connected to and leverage off AT&T’s world-class telecommunications platform, valued at nearly $180 billion, including a wireless network that reaches 99.6% of the U.S. population. In addition, AT&T will support first responders 24 by 7 by 365 with a dedicated security-operation center and help desk. We will provide first responders with a highly secure application ecosystem as well as a highly competitive flexible pricing on equipment and services that they select for their unique needs. One of the most important resources that AT&T brings to bear on the new First Responder Network is our best-in-class national disaster-recovery team. We have spent more than a 130,000 working hours on field exercises and disaster-recovery deployments over the last two decades. This team combines network infrastructure, support trailers, recovery engineering-software applications, and boots on the ground filled by full-time and volunteer AT&T disaster-response team members. In order to support the First Responder Network, AT&T will increase its disaster-recovery fleet by adding 72 new custom-designed vehicles, just for the FirstNet mission. 26:55 Chris Sambar: Possibilities include near real-time information on traffic conditions, which can help determine the best route to an emergency for a first responder; wearable sensors and cameras for police and firefighters to help give them better situational awareness and camera-equipped drones and robots that will be able to deliver real-time imagery. Our FirstNet efforts are expected to create 10,000 U.S. jobs over the next two years as well as significant public-private infrastructure investment. 30:25 Michael Poth: We’ve created and delivered state plans on June 19 to 50 states, two territories, and the District of Columbia three months ahead of schedule, and as mentioned, the five governors from five great states have already opted in. None of this could be possible, though, without the public-private framework that Congress established for the FirstNet network, by leveraging private-sector resources, infrastructure, cost savings, public-private partner synergies to deploy, operate, and maintain the system. FirstNet can be now deployed quickly, efficiently, and cost effectively. 36:10 Sen. Roger Wicker (MS): Dr. Darsey mentioned that the Mississsippi wireless communications commission has expressed concerns about FirstNet’s commitment to hardening the network. You mentioned this in your testimony, the need for FirstNet infrastructure to be hardened. Can you discuss why that’s important, and is it more important in the rural areas, and also, in your experience, how do broadband needs differ between urban and rural communities with respect to providing emergency medical services? Dr. Damon Darsey: Sure. Thanks for the question. I’ll give you an example. Couple years ago we had a tornado, as you well remember, that took out a hospital in the northeast part of our state. And the medical center has got a pretty robust program to respond to that, and we did. The challenge in that was it took out a couple of commercial towers, but it did not, after a fairly close hit, take out one of our hardened public-safety communication towers. What that did for us is we lost all ability to communicate data out of that area, which was vital in moving and evacuating the hospital, nursing home, and recovering the people that were there. That’s the piece that is the concern that I think we share, all of us here, of how do we make that as hardened as possible. In terms of rural and urban, from a medical perspective we can do a lot more, as our team is showing in Mississippi and other states, if we know about the patient well before they get close to a hospital. If we can reach out and touch the stroke patient in the middle of the Mississippi Delta, we can dramatically increase their chances of survival and meaningful use after arrival to the hospital. Currently, we’re doing that over radio, and it’s working really well, but now imagine that in the rural areas. In urban areas, it’s vital in the medical world, but here we’re five minutes from multiple hospitals. Now take that as a 45 or 50 minutes away, and what we can do with broadband data in that time is truly life saving and saving of healthcare dollars. There’s a nexus here that FirstNet can combine both of those. 41:00 Michael Poth: Numerous bids were in, and they were analyzed with a great level of detail, and through that process that the Department of Interior assisted us with as the acquisition experts, AT&T came out as the prevailing solution and prevailing company provider. Sen. Bill Nelson (FL): The question is why. Poth: Well, the value that they’re bringing with their existing infrastructure, their ability and size, their financial sustainability to be able to take on something of this nature, and their lowest-risk approach to implementing this in the shortest time was truly some of the value propositions that made them more competitive than some of the other bids that were analyzed. 42:13 Chris Sambar: The initial RFP that FirstNet released contemplated building out a public-safety broadband network using just band class 14, and we responded accordingly. But through discussions, we decided we would extend it beyond just the band class 14, which is the spectrum that was allocated for first responders in 2012. We said we would open up all of the spectrum bands within AT&T. So, essentially, what that means is the day that a state opts in, they have immediate access to AT&T’s entire network, all spectrum bands, and they will see the benefits of FirstNet on all spectrum bands, all wireless towers, from AT&T that are LTE enabled. So I think that’s a tremendous benefit that FirstNet was not expecting when they contemplated the original RFP. But when we brought that, I think they were very pleased with that, and that helped us. Sen. Bill Nelson (FL): So, you’re going to have a level playing field for all device manufacturers. Sambar: Absolutely, sir. 43:15 Sen. Bill Nelson (FL): There must have been some folks in Virginia that suggested that you opt out of the network and chart your own path. Tell me the benefits to Virginia’s first responders of the governor’s decision to opt in. Curtis Brown: Thank you, Senator. The decision to opt in was really based on looking at the benefits that comes with opt in, the immediate priority and preemption services that would come for those who are subscribers to the network. And a major thing, Senator, is to the fact that it comes at no cost to the Commonwealth. We have been disproportionately impacted by sequestration and other aspects—the governor had to close a 300-million-dollar budget deficit—and so looking at the cost it would take to build a network and sustain it, it just was not feasible. 47:45 Chris Sambar: We initially envisioned, when we launched the State Plan portal on June 19, that we would have roughly 50 user IDs and passwords per state. That would be 50 individuals who would access the portal. We immediately got feedback that states wanted more, and we are offering more. So, we have a state right now, as a matter of fact, 227 login and user IDs have been issued. So, it shouldn’t be an issue for a state if they have additional people. The only requirements we have, Senator, is that, as Mr. Poth said, that it’s an official email address, somebody in the state who works for the state— Unknown Senator: Right. Sambar: —or an authorized consultant. Either of those is fine. We just don’t want, like, a @gmail, @hotmail, someone that we don’t know who they are. Unknown Senator: Right, okay. 53:14 Michael Poth: How do the states hold us accountable? As FirstNet shifts gears from developing a proposal and making an award, for the next 25 years we are going to be in a position to work with the states, continuous and public safety in all of those states, to make sure that all of their expectations, both from the State Plans and in the future, are being met and translated. If appropriate, we back into contractual actionable items. Or if AT&T, for example, is not meeting the requirements or the expectations, FirstNet will, on behalf of public safety and those states, enforce the terms of the contract. 54:55 Michael Poth: Canada is using the same exact spectrum that we’ll be utilizing with AT&T, so there’s a lot of synergies. We’ve spent a great deal of time coordinating and comparing notes with Canada and the public-safety entities in that country as to what we’re doing so that there is the inoperability between the countries will also be realized. 1:08:50 Chris Sambar: So we have had a number of states as well as federal agencies we’ve been in communication with, and some of the states have been very direct that they’re interested us putting our LTE equipment on state-, city-, municipal-owned assets. That would give them the benefit of revenue from AT&T through a lease agreement. It would also give us a benefit of being able to build out the network faster. 1:24:20 Michael Poth: AT&T’s already been doing this, as mentioned, for years with their fleet of 700 deployables. Now with the 72 dedicated, which are much smaller units which is going to give us the ability to maybe get those into areas that are a little tougher to get to, we’re very excited about that. That is an absolute addition to the solution that we’re going to be able to bring to public safety quickly. 1:25:50 Chris Sambar: So, we will be building out band class 14 over the coming five years across a significant portion of our network. In the meantime, before band class 14 is built out, we will be using our commercial network. There are requirements in the contract with FirstNet over how quickly we need to build out band class 14, and we have to hit those milestones in order to receive the payments due to us from FirstNet. If we don’t hit those milestones, we don’t receive the payments, so we will be aggressively building out band class 14 for first responders. Again, in the meantime, they will have access to all of AT&T’s bands. So to say it simply, if you are a first responder, Senator, you will not know whether you’re on band class 14 or any other AT&T band, but you will have the exact same experience regardless of what band you are on on AT&T network. Sen. Roger Wicker (MS): Your position isn’t the service that’s provided, and the consumer and the public-safety user, to them it will be immaterial where it’s coming from. Sambar: The way I like to say— Exactly. The way I say it is this: public safety has been told for many years that the magic of FirstNet happens on band class 14, and we’ve changed that. That’s not correct anymore. The magic happens on the AT&T network period, and it doesn’t matter where you are, you’re going to have the exact same experience. So we’ve extended it far beyond the band class 14 to our entire network. Wicker: Will you build out the class 14 spectrum only where it is economically viable, or will you build it out where there is written requirement in the arrangement between you and FirstNet? Sambar: We are building band class 14 where we need the capacity in our network. So in order to provide priority and preemptive services to first responders and have enough capacity for everyone that’s on the network, including the first responders, there are places where we will need additional capacity; that’s where we’re building— Wicker: And you will determine that need. Sambar: AT&T, based on capacity triggers—obviously, we’ve been doing this for a long time—based on capacity triggers that we see in the network, we build out band class 14 as additional capacity on individual—and this is done on a tower-by-tower basis. 1:28:00 Sen. Roger Wicker (MS): Are you able to say what approximate percentage of the lower 48 landmass will be covered by band class 14 build out? Chris Sambar: Unfortunately, I am not, Senator. That’s proprietary between FirstNet and AT&T. I would say, again, it’s a significant portion, though. Wicker: Can you be more specific than “significant”? Sambar: That would be proprietary, Senator. I apologize. Wicker: And what makes it proprietary? Sambar: The specific details of the contract between FirstNet and AT&T. There’s a number of specific details that are proprietary, Senator. Wicker: That is proprietary and not available to the public— Sambar: That’s correct, Senator. Wicker: —or to the Congress. Sambar: That’s correct, Senator. 1:29:35 Sen. Roger Wicker: Then in terms of this coverage, which you said really shouldn’t matter what band it’s coming over— Chris Sambar: Mm-hmm. Wicker: —are you able to say what percentage of the lower 48 landmass will be covered in one way or the other? Sambar: One way or the other? Wicker: Yes. Apart, of course, from the deployables. Sambar: So, 99.6% of the U.S. population will be covered by AT&T’s network. 1:39:05 Chris Sambar: The vast major—as we understand it, based on our research and FirstNet’s research—the vast majority of firefighters, for example, are not issued devices for their daily use at work, especially volunteer firefighters. Greater than 70% of police officers are in the same situation: they are not provided a device. They’re using their personal devices. We are going to make available the FirstNet network to all of those first responders, regardless of whether you’re a volunteer, whether your agency provides you a device, or whether you bring your own personal device. They will have access to the FirstNet network. Once we can verify their credentials and ensure that we have the right people on the network, they will have access to all of those features and benefits, and it will come at a significantly lower price than they’re paying today for their personal or commercial service. So it’s a tremendous benefit to all first responders. 1:39:55 Sen. Roger Wicker (MS): On user fees, will they cost the same for all network users, or will they vary by regions, public-safety agencies, or states? Chris Sambar: It’s difficult to answer because there are different use cases, so it depends. If you’re a large department and you want unlimited data and you have a number of applications that you want preinstalled on the device and you have mobile-device management software, that would be one use case. There may be a rural department that wants to connect body cameras and dashboard video camera from a police department. It will depend on the use case. Wicker: So it’s use case and not regions and states. Sambar: That’s correct, sir. Wicker: That would be the variable. Sambar: That’s correct. It was a problem in Washington, D.C. when the Air Florida flight crashed into the Potomac in 1982, in New York City when the Twin Towers were first attacked in 1993, in 1995 when the Murrah Building was destroyed in Oklahoma City, and in 1999 at Columbine. Too many public-safety personnel cannot communicate by radio, because their equipment is still incompatible, or the frequencies they are assigned to are different and they haven’t got bridging technologies available. They operate on 10 different frequency bands, and they run communication systems that are often proprietary and too often 30 or more years old. Over 90% of the nation’s public-safety wireless infrastructure is financed, owned, operated, and maintained by the more than 60,000 individual local jurisdictions—police, fire, and emergency services—that serve the public. 1:43:00 Timothy Roemer: Let me give you a couple examples of what the 9/11 Commission found as to some of these problems. We found all kinds of compelling instances of bravery and courage, people going into burning buildings and rescuing people. They might have rescued more. We might have saved more of the fire department chiefs, officers, police officers, emergency personnel, if they would have had public-radio spectrum to better communicate. At 9:59 in the morning on 9/11 four years ago, a general evacuation order was given to firefighters in the North Tower. The South Tower had collapsed. A place that held up to 25,000 people had been diminished to cement, steel, and ash. The people, then, in the North Tower, many of the chiefs in the lobby, didn’t even know that the other tower had collapsed, or else they might have been able to get more people out more quickly. We had comments from people saying such things as, we didn’t know it had collapsed. Somebody actually said, Mr. Chairman, that people watching TV had more information than we did in the lobby on 9/11 in the North Tower. People on TV in Florida or California knew more than our first responders on site in New York City. 1:45:10 Timothy Roemer: Mr. Chairman, then we had a disaster happen in the southern part of our country in New Orleans where we had other communication problems. In New Orleans, there’re three neighboring parishes were using different equipment on different frequencies. They couldn’t communicate. We had National Guard in Mississippi communicating by human courier, not by radio frequencies; and we had helicopters up in the air looking at our own citizens on the roofs of their homes in New Orleans, screaming and yelling for help, but they couldn’t talk in the helicopters with the boats in the water to try to find out who was rescued, who wasn’t, and who needed help. 1:55:45 Art Botterell: Third, we can no longer afford to rely on vendor-driven design of our emergency-communications infrastructure. Businesses are responsible for maximizing shareholder value, not for protecting the public welfare. We need independent sources of information and planning for our future emergency infrastructure lest we continue to get updated versions of the same old thing. Working Class Audio Session #130 with Andy Reed!!! Andy Reed purchased his first guitar when he was 18 and by the time he was 21 he started a band with his brother called The Haskels. They signed a small record deal and ended up recording with Brendan Benson of The Raconteurs. This is where Andy initially got the recording bug.    Fast forward through touring, experimenting with 4 tracks and you'll arrive at Andy acquiring his first Pro Tools rig at age 23. Andy would spend every second he had in his basement for the next 3 years figuring out how to get better sounds, write better songs, and hone the craft of recording by learning from his own mistakes on his own recordings. 3 years later Andy would emerge with recordings of his own music that attracted others to officially hire him to record.
