Auckland Council and Auckland Transport will now start work implementing congestion charges on some of the city's busiest roads. Auckland's Transport and Infrastructure Committee voted 18 to two in favour of setting up a team to oversee the implementation of the 'time of use' charges, which could come into effect as soon as 2025. It's a move that's got support from some business advocates, with activist group Extinction Rebellion even breaking into song at the meeting to support mayor Wayne Brown's proposal. If you're sitting in on the motorway in traffic right now, Auckland's mayor wants you to pay for it. Wayne Brown is lobbying for a congestion charge to be put on motorways around the city for peak travel times, saying it would drive a change in behaviour. The so-called 'Time of Use Charge' would ping drivers a few dollars if they're hitting certain roads at certain times of the day. But there are concerns not enough alternatives are in place for people to choose a different route. Emma Stanford reports.
"This equity stuff is bollocks": Thats the verdict of Auckland Mayor Wayne Brown when it comes to introducing congestion charges to the city. The council's meeting tomorrow to discuss whether to bring in so called "time of use charges" for some of Auckland's busiest roads. It would cost drivers between $3.50 to $5 per trip during peak times. Congestion costs the city an estimated $1.3 billion a year. But there is concern the charges will hit the worse-off the hardest. Speaking on Morning Report the mayor's clearly not a fan of taking the idea back to rate payers. Auckland Councillor Alf Filipaina speaks to Lisa Owen. Business advocates are backing Auckland mayor Wayne Brown's plan to introduce congestion charges to some of the city's busiest roads. The Employers and Manufacturers Association says a charge would bring economic and social benefits to the city. Auckland Council will meet on Thursday to discuss the introduction of the so-called 'Time of Use Charge', which would see people paying around $3.50-$5 to use specific roads during peak-time travel. Auckland's mayor says he wants congestion charging in place as soon as possible. The council's transport and infrastructure committee is due to consider an Auckland Transport report on the scheme this Thursday. Would you be happy to pay three-dollars to drive through the centre of your city during peak hour? That's what's being proposed in Tauranga, with road congestion charging on the menu. Transport agency Waka Kotahi says if the charges aren't introduced, it could lead to economic disaster. That's because revenue raised - up to $158 million per year by 2048 - would be reinvested into local transport projects such as roading or public transport. Without the revenue, that work might not be possible. Tauranga City Council commissioner Stephen Selwood spoke to Corin Dann.

A congestion charge for private vehicles heading through busy central areas of Auckland has been generally welcomed by organisations like the Auckland Chamber of Commerce and Greater Auckland transport experts. Some Auckland residents are wary about the prospect, and hope it could replace the regional fuel levy. Drivers could soon pay as much as $7 a day to arrive and leave the city during peak hours. Amy Williams reports.
So, the Government is expected to announce a new congestion charge for Auckland next week. In an attempt to reduce congestion by up to 12 percent, comparing the result to school holiday level traffic all year round. The new charge could be implemented within the CBD as soon as 2025 and expanded into other areas by 2028. Auckland Mayor Phil Goff joined Heather du Plessis-Allan. LISTEN ABOVE
Auckland commuters could be paying to drive on inner-city roads in future, with the government expected to announce congestion pricing next week as part of its final Emissions Reduction Plan. If it goes through, the charge could help reduce vehicle emissions by removing 12 per cent of traffic off the city's roads. A 2020 report called the Congestion Question recommended higher charges for peak time periods, starting at $1.50 for off-peak, $2.50 during shoulder times, and $3.50 for peak periods, with the charges only applied once within a two-hour window regardless of distance travelled, and no charge between 7pm and 6am. Kathryn discusses the issue with Auckland mayor Phil Goff, Michael Barnett of the Chamber of Commerce and Editor of urban advocacy group, Greater Auckland, Matt Lowrie.

A new report, called Te Ara Matatika, from the Helen Clark Foundation delivers a list of recommendations to make the fees fair and equitable across the country. I moved to the North Shore of Auckland in November of last year. After years and years of living in the central city it was a big move to go across the bridge. I fell completely and utterly in love with the North Shore lifestyle. It's completely different to being in the city. The one big negative that people warned me about was Onewa Road. That's the main road linking many different suburbs on the shore to the motorway, yet for six months I had absolutely no idea what people were talking about.I moved during a lockdown, along came Omnicron at the beginning of the year, so people continued to work from home and I breezed along merrily enjoying a trouble-free commute.23 minutes door to door. What were people going on about?Well, last week, I found out everything changed after the school holidays. It seems there was a seismic shift, certainly in Auckland. My 20-minute commute has become a near 40-minute commute. That is a significant chunk of time.If Auckland transport and the Government have their way, not only will I be sitting in traffic for 20 minutes longer, but I'll be paying for that privilege. To be fair, it's not just this Government that wants to see a congestion charge introduced. Labour, National, the Greens and ACT all support some form of congestion charging, but what's holding them back is the certainty that it's low-income households that will be hit hardest by congestion charges. For congestion charges to work, that is to get people out of their cars and into alternative forms of transport, we have to improve public transport options. Congestion is a huge issue in our cities. In Auckland alone, the city loses up to $1.3 billion a year in productivity and that is only going to get worse as the city grows. So given this Government, of course, is keen on introducing a congestion charge, so is National, so are the Greens, so is ACT, it's going to be a fact of life. What needs to change before you change? Before I change?

Despite mounting evidence to the contrary, I've always thought that UK politicians will behave in a relatively sober manner. I have an expectation that British leaders generally avoid acting like third-world hooligan kleptocrats."One law for you, another one for me" is a defining trait of third-world so-called "leadership".Well, the scales have fallen from my eyes, and I am no longer so sanguine. This morning, I found out that British MPs put the London Congestion Charge on their expenses account. In other words, these pigs-with-snouts-in-the-trough expect the taxpayer to foot the bill for a motoring tax they themselves formulated. The cheek!I hate seeing Britain slowly morph into a third-world country. Unfortunately, the trend exists and is accelerating daily.Although we much prefer effusive praise

They also reveal the cost of the alternative: retrofitting your vehicle with technology that will make it ULEZ compliant. Wider implications, including the uptake of EVs and forcing high-emissions vehicles to the next town via second-hand sales, may also mean that low-emission zones could be adopted in cities in and outside of the UK. Transport Minister Michael Wood is open-minded about a congestion charge in Wellington, a significant shift from his predecessor's position on the issue. The city's local government leaders have ramped up lobbying for congestion charging since the massive $6.4b Let's Get Wellington Moving (LGWM) transport plan was announced two years ago.The charge was ruled out by former Transport Minister Phil Twyford, who confirmed to the Herald in late 2019 there were no plans to introduce it in Wellington. But Wood softened the language around the issue when asked about it after a Transport and Infrastructure select committee today. At the moment the select committee is holding an inquiry into congestion charging in Auckland, following the completion of the Congestion Question project.Wood said the thinking and intent for congestion pricing has been primarily focused on Auckland to date."So we'll be awaiting the findings of the select committee before we determine where we take that forward."But it is notable that the Climate Change Commission has also said that we need to seriously consider congestion charging as part of the toolbox."He said he would "keep an open mind" about the findings of the committee, including any that would be favourable to implementing a charge in Wellington.Wood said no decisions have been made yet, but he acknowledged congestion charging was something that Wellington City has clearly signalled as an area of interest. He stressed congestion charging should not primarily be seen as a revenue-raising tool."So I think it would be a mistake in the context of Let's Get Wellington Moving to be leaning on that to fund it. Congestion charging should primarily be seen as a tool to manage our roading network, to de-congest the network, and to get more efficient use out of it."Wellington mayor Andy Foster campaigned on seeking a legislative change from the Government for congestion charging as an alternative method to rates for funding LGWM.He said taking away the option of congestion charging in Wellington would be a "literal roadblock".Greater Wellington Regional Council chairman Daran Ponter is more interested in congestion charging for mode shift. He has previously said he understood Auckland was the Government's first priority."We've got to start somewhere", he said."We're more than happy for the Government to roll out these types of tools in Auckland first, on the basis that Auckland is a useful trial region for the rest of us and if it works in Auckland, then we can lift and shift."
Business and trucking groups are welcoming a proposal to charge commuters to come into central Auckland.Officials have floated replacing the regional fuel tax with a weekday congestion charge of up to $3.50 from 2025, as a way of controlling rush-hour traffic. The Auckland Business Chamber says the idea has worked well in London, Singapore, Stockholm and many other large cities.Road Transport Forum chief executive Nick Leggett told Kate Hawkesby it could be used to discourage drivers from clogging the roads at critical times of day."It will influence behaviour, and get people to consider other transport modes or commuting times that are less disruptive to economic activity."Leggett says reducing unnecessary congestion is crucial to keeping the economy moving. He says when truckies get to their destination too late, it has flow-on costs for consumers and businesses.LISTEN ABOVE
A proposed congestion charge for motorists in central Auckland is being welcomed by road users who have waited years for a solution to the city's traffic woes. A levy of $3.50 levy during peak weekday travel is being considered by the government and the council. It's a system which has worked well in major cities like London and Singapore. Barney Irvine is a spokesperson for the AA and Chris Carr is the owner of freight company, Carr-Haslam Limited. They speak to Corin Dann.
Motorists could be charged $3.50 to drive through Auckland's central city during peak hours. A joint government - Auckland Council report says there's a strong case for congestion charging in the city, but the main problem's likely to be push back from the government. Included in the shortlist of five charging options is one that would ping motorists for driving into the city centre along with strategic corridors including main motorways. A new law would be needed for any tolling regime. Auckland Mayor Phil Goff talks to Lisa Owen about the proposal.
By RNZA congestion charge of $3.50 to drive through Auckland's central city at peak hours is one option being considered to handle the city's traffic problems.Details of the scheme have been revealed in a just-released report.According to the report, there could be a peak period travel charge of $3.50 with a lower charge of $1.50 at other times.A levy would apply Monday to Friday but not at weekends. The report from July 2020 has been completed by a joint government and Auckland City group called The Congestion Question, set up to see if congestion pricing would work in Auckland.Congestion charges have been introduced in other cities like London, Singapore and Stockholm. Users pay to enter some parts of a city - and often pay more at rush hour. The report says that with the right design - and improvements to public transport - Auckland could see improvements in traffic flows. It does suggest helping people who face "unreasonable and unavoidable" increases in transport costs because of charges. The joint government-Auckland City working group has also identified where congestion charges could be introduced. It suggests the best zones would be a city centre cordon and along some "strategic corridor" routes - main roads. The report says setting up charging along some strategic routes would be simple to develop and manage; it could also improve local air quality.- RNZ

The City of Vancouver is exploring extra fees for ridehailing trips to offset the added congestion those journeys would create. Staff at City Hall yesterday received a presentation on the topic - and the idea would be to add an additional charge onto journeys in high-traffic areas and at peak travel times. It’s Monday 11th June 2018 and this is your EV News Daily. Good morning, good afternoon and good evening! Wherever you're listening around the world, a very warm welcome from London, UK. Here is today’s news about electric cars and the future of transport. My name is Martyn Lee and I go through every EV article online so you don’t have to. This is show 147, next Thursday is 150. I like a round number so if there’s anything you’d like to hear more of or less of, to add or improve, please do tweet @EVNewsDaily or email hello@evnewsdaily.com Congratulations to Fully Charged who sold 1000 tickets in one day along last weekend as word spread. Formula E and no spoilers! Circuit racing returned to Switzerland as the ABB FIA Formula E Championship raced through the city streets and lakefront boulevards of Zurich, host city of the 2018 Julius Baer Zurich E-Prix. And it was carnage! The championship battle is well and truly alive. There were countless overtakes, controversies, penalties. I won't mention the winners of the race or the championship for a day or so in case you're catching up. TESLA WILL START ENABLING FULL SELF-DRIVING FEATURES IN AUGUST "Elon Musk has revealed that Autopilot version 9 should arrive in August, and Tesla will "begin to enable" the full autonomous driving features with that release. The company has "rightly focused entirely on safety" with previous versions, Musk said, but now it's time to spread its wings." reports Jon Fingas at Engadget: "However, the "full self-driving capability" package should actually mean something once Autopilot 9 arrives and the more advanced features kick in. There may be some situations where it's genuinely acceptable to let go of the steering wheel, even if it's limited to parking lots and other private spaces." NORWAY SMILES FOR TESLA AND NISSAN InsideEvs always has their eyes on the sales prize and Mark Kane says "Plug-in electric car sales in Norway increased in May and now exceed a cumulative level of 200,000 new registrations since 2012. The best selling car in Norway this year is the Nissan LEAF, which took the lead after a spectacular registration record of 2,172 in March. Since then, sales dialed back to three-digit numbers – 997 in April and 644 in May. During the first five months of 2018, Tesla significantly increased its sales in Norway of both the Model S and Model X" VW AND GOOGLE WORK TOGETHER ON BATTERIES In 2017 Google and VW announced their plans to work together using new machine learning process projects to further advance artificial intelligence. Now, we have some news from Chris Randall at Electrive regarding custom batteries: " VW announced that they had first succeeded in simulating the structure of industry-relevant molecules on a quantum computer. The simulation is relevant for the development of more powerful batteries, particularly in the area of EV batteries. Long term, the partners plan to be able to simulate the entire chemical process of a whole battery on a quantum computer. The goal is to develop a “tailor-made” battery; a configurable blueprint ready for production. The simulation requires particularly powerful computing." TATA MOTORS’ ELECTRIC CARS TO HAVE 400 KILOMETRE BATTERY RANGE "Tata Motors has revealed that its future range of electric cars under the Alpha and Omega platforms will have a range of around 300-400 kilometers per charge." says Cartoq: "The Indian automaker currently sells a solitary electric car – the Tigor Electric – to the Indian government. Soon, the Tigor Electric and its hatchback sibling – the Tiago Electric – will go on sale in India for private car buyers as well. However, the range of the Tigor and Tiago Electric cars are around 100-120 kilometers/charge. Tata Motors plans to use the Tigor and Tiago Electric cars as a stop-gap arrangement before its new range of electric cars under the Alpha and Omega platforms arrive." "These cars are expected to have a range of about 300-400 kilometers/charge and will run on 320 volt batteries. A fast charge option will be standard, and the Tata electric cars running 320V batteries will also be very quick off the block." £12.50 LONDON ULTRA-LOW EMISSION ZONE London's Mayor, Sadiq Khan, last week confirmed the London Ultra-Low Emission Zone is be growing larger than previously announced. It will now reach the North and South circular roads, but not until October 2021. For now, the zone is limited to central London which goes into effect April 2019. If you drive into the Zone in a car which doesn't comply, you'll be charged £12.50 a day to enter the ULEZ. At the moment you can drive into town at weekends and bank holidays and not face the existing Congestion Charge, but the ULEZ fees apply 24 hours a day, 365 days a year. It's harsh on diesels particularly and if it's not Euro 6 or newer it's going to be penailsed. The office of the mayor says it remove the dirtiest, most polluting vehicles, and affect 100,000 cars, 35,000 vans and 3,000 lorries a day. STENA LINE INTRODUCING BATTERY-ELECTRIC OPERATION TO FERRY Stena Line is a big ferry company here in Europe, they have 38 vessels and operate 21 routes in Northern Europe. Green Car Congress has the details on: "Stena recently signed with Callenberg Technology Group for 1 MWh of batteries which will be installed on Stena Jutlandica which operates between Gothenburg and Frederikshavn. Stena envisions three phases to the project. In step one, due this summer, the 1 MWh, 3,000 kW battery pack, which will be located on the weather deck, will be used for bow thrusters and manoeuvring when berthing in port. In step two, a 20 MWh battery pack will be connected to the propellers; Stena Jutlandica will be able to be operated on electricity within around 10 nautical miles, equal to the distance between Göteborg and Vinga Lighthouse. In step three, the battery capacity will be further expanded to 50 MWh, enabling about 50 nautical miles." I’d love to spread the word about electric cars so, if you can, share this somebody who might be interested. Rt Hon Patricia Hewitt, Professor Bruce Chapman and Dr Ken Henry reflect on their experiences of how power, politics and personality have influenced the ability to introduce innovative policy both here in Australia and in the UK. Using examples such as the policy response to the Global Financial Crisis, the Higher Education Contribution Scheme and the UK’s Congestion Charge, they explore what did and didn’t work in these contexts, the personalities involved and what lessons can be drawn for introducing future complex policies.
