Additionally, the percentage of charges growing out of a police-initiated interaction is likely higher because, as the authors note (pg. 46): "Thirty-two percent of the cases could not be matched to the 911 call data. As noted in the previous section, these are likely to be instances where law enforcement officers initiated an action but did not call it in. These unmatched cases are thus classified as unidentified law enforcement–initiated actions." Long before the Hanford nuclear reservation, the land was home to Native American tribes. The Yamaka Nation has strong ties to Laliik – or Rattlesnake Mountain — and Gable Mountain on the Hanford cleanup site. They are religious sites for the Tribes, and the whole area is ceded land for the Yakama Nation. The lands around Hanford were also used for village sites, gathering, fishing, hunting and social celebrations. But the Tribes were forced off their lands during World War II, and only in the past year have they been able to start to return to hunt and gather there. The Nation is trying to educate its youth and fully lean into being part of the formal efforts to clean up the 56 million gallons of radioactive waste stored on the site. We sit down with Yakama Tribal Councilmembers Brian Saluskin and Deland Olney, and with Laurene Contreras Laurene Contreras, a Yakama tribal member and Program Administrator of the Environmental Restoration Waste Management Program for the Yakama Nation. They join us on the campus of Washington State University Tri-Cities, where we are broadcasting from this week in partnership with Northwest Public Broadcasting.

Lila Mayes currently serves as the Program Administrator for the Directors Guild-Producer Training Plan. After winning multiple scholarships and awards - including the University Medal in History at both Acadia University and the University of Dundee, and the CLB Award at Dalhousie Law School - filmmaker Paul Kimball graduated from Acadia in 1989 with an Honours Degree in History and Political Science, and in 1992 from Dalhousie with a law degree. Paul began his media career in college, as the arts & entertainment editor of The Athenaeum at Acadia, and the host of a number of radio shows on CKIC 790 AM. After graduating from law school, he spent seven years as a musician and producer, founding both Tall Poppies and Julia's Rain, seminal bands of the alternative music movement in Halifax during the 1990s, and producing or managing a number of others. A former Program Administrator at the Nova Scotia Film Development Corporation, and consultant for Salter Street Films and several provincial governments, Paul founded the Halifax-based production company Redstar Films Limited in 1999. Today our guest is Elli McDaniel, Principal at Maple Lawn Elementary. We talk with Elli about the importance of student leadership. Eli shares about the student servant leadership program that she started as a teacher and now implements as the principal at Maple Lawn. She emphasizes that servant leadership starts with building staff, and provides practical ways that they have intentionally implemented student leadership. Elli explains that student involvement starts from the very first year that they step onto the campus, and highlights some of the ways that that students lead and serve each other every day at school and in the community. She began her career in elementary education as a teacher at Liberty Ridge Elementary, teaching for 17 years in 3rd, 4th and 5th grade. She moved to the District Office for 2 years as Program Administrator for Elementary Curriculum and Instruction. She has been serving as principal at Maple Lawn Elementary for the last 6 years. Her goal is to continue to serve this community for years to come, growing the capacity of student and staff leaders to support the district promise to know, value, and support every student, helping them graduate ready to pursue a promising future.
Kenyetta McGowens is the Program Administrator for Civic Hearts and Marcus Brewer is their development director. Previously known as Change Happens, they help at-risk youth excel in school, stay out of jail and get into great jobs. They also help families deal with hardships like HIV treatment (and prevention) and connecting folks with mental health professionals. This week, Natalie and Tiffany chatted with Susan Holveck, Portland-area STEM educator extraordinaire, to learn more about the intricacies of curriculum design in STEM in Oregon. Dr. Susan Holveck began her science career with a BS in Genetics from The Ohio State and continued to earn an MS in Genetics and Cellular Biology from Washington State. After graduating, while living in Ithaca and raising a family, she had many pursuits: director of a low income day care center, founding a sewing cooperative for low income women, starting a baking business, and developed a children's line of clothing. Upon moving to Portland, Dr. Holveck pursued a Master's in Teaching through Pacific University. She was a teacher at Conestoga Middle School, a founder of the Summa program (for highly gifted children in Beaverton), and received her Doctorate in Educational Methodology. She became a Science Specialist for the Beaverton School District, and a Program Administrator for K-12 Science in Portland Public Schools. Today we're talking to Annie Bacon, the Executive Director of Seeds of Learning, a non-profit organization that works to improve educational opportunities in rural Latin America. I caught up with Annie in her car, but even though the sound quality isn't the greatest, I thought this conversation was worth sharing.In 2011, I took my first trip with Seeds of Learning. I took along 18 high school students, two of which were my own to a remote village in El Salvador. For a week we lived in a rustic retreat center, without the benefits of indoor plumbing or hot showers and spent our days digging a trench in the sun baked earth. We were preparing the ground for the foundation of a new school, one that would be completed over the course of one summer by a stream of volunteers and community members, most of whom we would never meet.In the evening we would gather together and discuss our day, processing what we had seen and the inevitable emotions that seemed to course through our bodies. The poverty was unmistakable. For many of the students, it was the first time they'd ever seen anything like it and yet they were struck by the resiliency of the people they met. The enthusiasm of the students who spent hours in tin walled classrooms that baked with the heat of the midday sun, without books or supplies, the things they'd taken for granted.I have done that trip many times since, with more students than I can remember. Each time, whether it is in a small remote village in El Salvador or the mountains in Nicaragua, the story is the same. We've come here to make a difference. To give a community a chance for something better. A commitment to making the world just a little bit better.But we've left with so much more. With a better understanding of the world we live in. Of the struggles that so much of the world faces. Limited resources. Of governments that do not always value the needs of the people they are meant to represent. Of communities where there is endless need. And the responsibility we have to do what we can to make a difference.For more than 23 years, Annie Bacon has worked with Seeds of Learning. First as a work group volunteer in 1994, and later returned to work as an intern during a semester abroad program in 1997 and the summer of 1998. In 1999, she began full time work with Seeds of Learning as the Program Administrator splitting her time between Nicaragua, El Salvador, and the US. Later she became the Program Coordinator, Director, and 8 years ago, SOL's Executive Director. The organization works with North and Central Americans to build and equip schools in Nicaragua and El Salvador, educate children and adults, and promote cross cultural understanding. Annie has a Bachelor of Arts degree in Political Science with Concentrations in Latin American and Peace and Conflict Studies from Swarthmore College. Chris and Don interview Dave Kohler a Program Administrator with the Ohio Division of Wildlife. Dave discusses the new Ohio Landowner Hunter Partnership program started in 2021. The goal of the program is to have more hunter access in strategic parts of the state. As of September 19,000 acres are enrolled and more are in the planning stages. In 2000, he went to work in the private sector for Onvia, a company that produces Web-Based Purchasing Software for public agencies. Margaret is an attorney and owner of Crowley Mediation, LLC. She has been licensed to practice law in Nevada since 1991 and began mediating in 2008. She has mediated over 1,000 cases. Margaret's private practice focuses on elder care, family, employment and general civil mediation as well as mediation & conflict strategies training. Margaret served for 5 years as the Program Administrator for the Juvenile Dependency Mediation Program, a unique statewide mediation program in Nevada. In addition to serving as a Supreme Court Settlement Judge, Margaret has mediated for: The U.S. Department of Interior; the Second and Ninth Judicial Districts' Custody Mediation Panels; the Second Judicial District's Dependency and Guardianship Mediation Programs; the Equal Employment Opportunity Commission and the Foreclosure Mediation Program. Since 2017, Glenna Gallo is the Assistant Superintendent of Special Education in the Office of Superintendent of Public Instruction (OSPI) in Washington and the Past-President of the National Association of State Directors of Special Education (NASDSE). Prior to that, she spent seven years as the State Director of Special Education for the Utah State Board of Education (USBE), following work as a classroom teacher and administrator. She has over 25 years of public education experience teaching students with disabilities and adults, and 15 years of experience in state-level educational leadership with expertise in the improvement planning, management, and monitoring of public special education programs. Glenna has a B.S and an M.S in Special Education, a special education teacher and administrative license, endorsements as a Program Administrator, Principal, and Superintendent, and an M.B.A. During her work in Washington state, special education programs were allocated an additional $155 million dollars for state special education programs, $25 million dollars for statewide inclusionary practices, $12 million dollars for paraeducator training, and $60,000 to reduce the use of restraint and isolation, revised the historical funding allocation formula to a two-tier system that considers inclusion, and revised the state high needs risk pool process to alleviate burden on school districts. Collaboration is a priority for her work, and collaborative efforts are infused within all state efforts regarding students with disabilities. Glenna feels strongly that application of the intent of IDEA requirements results in increased student outcomes for students with disabilities and works with school and district administrators, special education staff, advocates, and parents of students with disabilities at the LEA, State, and national levels to review research, current student achievement, and compliance data to ensure state and local efforts are addressing instructional issues that impact results for students with disabilities. Kelly talks with Anna Blake about her story and the legacy of hospitality passed on from her parents. Anna has served vulnerable children and families in Texas for almost 20 years. She has held various roles in child welfare from Case Manager, Faith-Based Recruiter, Regional Director to Program Administrator. She currently serves as the Director of Faith Based & Community Engagement for the Texas Department of Family and Protective Services.
