Lisa Porter joined Jordan Schneider and I for a discussion about Science & Technology (S&T) in the national security arena. She is co-president of LOGIQ, a consulting company, and before that was deputy director of USD(R&E), founding director of IARPA, executive vice president of In-Q-Tel, and senior vice president of Teledyne Scientific & Imaging, among various other positions. We touch on: - How the error correction of free markets is absent in DoD - A round of overrated/underrated on critical S&T areas - The split of AT&L into USD(R&E) and USD(A&S) - How successful government organizations empower their staff - Why the US lost it's dominance in space launch During the episode, Porter discusses how many people in national security misunderstand the phrase "space as a warfighting domain." The popular imagination brings up ideas of spacecraft moving dynamically such as in Star War or Battlestar Galactica, but that ignores physical realities. It takes a lot of time and propellant for satellites to move from one orbit to another, or to avoid kinetic threats, as demanded by the Law of the Conservation of Energy. The near-term focus for warfighting in space is about smart investments in Low Earth Orbit (LEO), such as space situational awareness, missile tracking, resilient communications, and proliferation of spacecraft. Porter cites the Space Development Agency as one example where good headway is being made in these areas, particularly proliferation where they are trying to prove whether spacecraft production can be increased from once every few years to tens or ultimately hundreds per year. One major issue that Porter doesn't see enough emphasis from is continuous upgrading and replenishment of spacecraft. There is not yet enough cost-effective capacity to perform the task. While the commercial industry is investing heavily in launch, DoD has not yet provided a clear requirement or funding for the replenishment mission over the next five-to-ten years to signal its importance to industry. Lisa J. Porter has successfully lead some of the world's largest and most critical technology efforts. Her career started with a focus on academic rigor in pursuit of some of the toughest degrees, a B.S. in Nuclear Engineering from MIT and a PhD in Applied Physics from Stanford. She would later lecture at MIT and then became a researcher for DARPA related projects, eventually becoming a DARPA program manager. Dr. Porter would later lead NASA's Aeronautics Portfolio, would become the first Director of the Intelligence Community's IARPA, became President at Teledyne Scientific and an EVP at In-Q-Tel, and then was named to be the Deputy Under Secretary of Defense for Research and Engineering, an office which is essentially the CTO for the entire Department of Defense. She now co-leads a consultancy she formed with Michael Griffin (LogiQ).  In this OODAcast we explore Lisa's approach to leadership in the technology domain. Some themes from the discussion: Her comments throughout point to an ability to focus and decide what she would pursue with a determination to accomplish her goals. For example, early on she had a determination to dig into topics associated with solutions around future energy needs and pursued her undergraduate in nuclear engineering. She later acted on a determination to support national security. Like many others she faced a changing moment when the attacks of 9/11 happened. We review how Tony Tether looked her in the eye and convinced her to make the right choice and knew it was time to change. Through her career she was continually placed in situations where she needed to adapt and overcome and in every case rose to the occasion. She recounted several situations in her early career where she learned from role models, including previous generations of great technology leaders like George Heilmeier (famous for Heilmeier's Rules, which are pasted below), and Tony Tether. We discussed how some technologists are fantastic individual contributors but are not so good at leadership, and learn lessons on how we can all get better in our individual leadership abilities. We saw example after example of ways leaders are able to seek out others to learn from including learning how to do things differently. Technology leaders Lisa looked up to frequently had to take courageous stances because they knew they needed to and this theme of courage is one that applies to leaders across multiple domains of course, but in this case we dive in to examples Heilmeier and others gave Lisa. How to push for quality and setting standards and being willing to understand that some people might not like what you are doing and may not like you at all. This means it is never going to be easy to take on the role of leader. Strategies for avoiding mediocrity and pursuing excellence through application of leadership principles. Lessons in creating new organizations in government and the knife fights that come with that (and need for courage, clarity and transparency and drive to bring new capabilities into existence). The virtuous role of In-Q-Tel and the phenomenal job being done by Chris Darby and his team ( There is a secret to success discussed here that will almost certainly apply to any other organization that wants to perform at this level). Advice for CEOs on how to bring capabilities to the attention of government. How can leaders of large organizations generate positive change (using the example of DoD's need to pursue new strategy and actions around 5G). The one true job of a leader. Her view on securing systems "I have never seen a secure system, nor have you or anyone else." She underscored how the approach now known as zero trust is one she strongly endorses because it flows from the approaches used by the savvy for years, including the approach of the intelligence community operators who had to learn to operate in domains of no trust (see, for example, the Moscow Rules of Cybersecurity). Her view, yes raise defenses, but know that trust is a vulnerability and employe the zero trust philosophy. What is she reading? Marcus Aurelius and his meditations, which she most strongly recommends for its context and its inspiration. And Sapiens by Harari.   Heilmeier's Rules: Lisa discussed the courage she saw in leaders like George Heilmeier, including the courage to stand up to large interests that will try to push there parochial interests through decision-makers, at times trying to do so by throwing their weight around or bully or seek to claim some ultimate wisdom. One of the way Heilmeier dealt with that was to force all who came to DARPA with a new idea or request to answer a set of very simple to understand questions which are still in use today. These simple questions, now called Heilmeier's catechism or Heilmeier's rules, were not always simple to answer, especially if an idea was not firmly rooted. They are: What are you trying to do? Articulate your objectives using absolutely no jargon. How is it done today, and what are the limits of current practice? What is new in your approach and why do you think it will be successful? Who cares? If you are successful, what difference will it make? What are the risks? How much will it cost? How long will it take? What are the mid-term and final “exams” to check for success?

Prior to launching Precursor, Charles Hudson was a Partner with SoftTech VC, one of the most active seed-stage investors in Internet and mobile startups. He was also the Co-Founder and CEO of Bionic Panda Games, an Android-focused mobile games startup. Prior to joining SoftTech VC and co-founding Bionic Panda Games, Charles Hudson was the VP of Business Development for Serious Business until the company was acquired by Zynga in February 2010. Prior to Serious Business, he was the Sr. Director for Business Development at Gaia Interactive, an online hangout and virtual world for teens. Prior to Gaia, Charles worked in New Business Development at Google and focused on new partnership opportunities for early-stage products in the advertising, mobile, and e-commerce markets. Prior to joining Google, he was a Product Manager for IronPort Systems, a leading provider of anti-spam hardware appliances that was acquired by Cisco Systems for $830 million in 2007. On a few past episodes we’ve explored the topic of viruses from different angles – from the somewhat benign ,where we discussed the "good" human virome and Hepatitis G co-infection, to the less benign (where we discussed chronic herpes simplex II infection and potential links to neuro-degeneration), to the downright nasty (where we have spoken about the Ebola virus). But we have not yet talked about the emergent (i.e. Coronavirus), unknown viruses, or for that matter the "intentionally malevolent." Dr. Tara O'Toole Dr Tara O'Toole is Executive Vice President and Senior Fellow at In-Q-Tel which is a private, non-profit strategic investment firm that links the Central Intelligence Agency (CIA) and other components of the US Intelligence Community with venture-backed start-up firms on the leading edge of technological innovation. Dr. O’Toole is leading a strategic In-Q-Tel initiative called B.Next to explore opportunities and risks likely to arise in the next decade as a result of advances in the biological sciences and biotechnologies, with a particular focus on detection of, and defense, against biological attacks. Prior to joining In-Q-Tel, Dr. O’Toole served as Under Secretary for the Science and Technology Directorate at the U.S. Department of Homeland Security (DHS), where she was responsible for scientific and technological research designed to provide new security and resilience innovations. Prior to her work at the DHS, she was the CEO and Director of the Center for Biosecurity at the University of Pittsburgh Medical Center (UPMC), an independent organisation dedicated to improving the country’s resilience to major biological threats. A Career in Biosecurity and Biodefense Dr. O’Toole is internationally known for her work on biosecurity as well as on health and safety issues related to the US nuclear weapons complex, as well as her disaster response exercises, where she was a principal author and producer of Dark Winter and Atlantic Storm both of which simulated a covert outbreak of smallpox in the United States. She has many publications in the biodefense field on topics including contagious disease epidemics, biodefense research and development strategies, and hospital preparedness, including the book Bioterrorism: Guidelines for Medical and Public Health Management. Dr. O’Toole has a bachelor’s degree from Vassar College, an MD from George Washington University, and a master’s of public health degree from Johns Hopkins University. She completed internal medicine residency training at Yale University and a fellowship in occupational and environmental medicine at Johns Hopkins University. On this episode we will hear from Dr. O'Toole: How she developed an interest in medicine, public health, and in the topics of biodefense and biosecurity. About DHS and the CIA's role in the management of epidemics, outbreaks, and biological weapons' defense. Google's contract with the Pentagon for Project Maven — a controversial drone imaging program that uses artificial intelligence — prompted over 4,000 Google employees to sign a petition opposing the project, and about a dozen workers resigned in protest. In response, Google Cloud CEO Diane Greene announced that the contract will not be extended, and that “there will be no follow-on to Maven.” Yasha Levine has covered Silicon Valley for years, and his new book Surveillance Valley: The Secret Military History of the Internet (PublicAffairs, February 6, 2018) details Google's fifteen-year history of selling search, mapping, and satellite imagery services to the Defense Department and a number of intelligence agencies. Levine notes that the complete name of Maven is “Algorithmic Warfare Cross-functional Team: Project Maven” and its purpose is to improve object identification for use in drone warfare. He also wonders how so many Google employees could have been unaware of their company's deep involvement in military contracting through a subsidiary called Google Federal. He explains that Google Federal, based near the CIA in Reston, VA, originated in 2004 with Google's acquisition of a startup called Keyhole. Keyhole was midwifed by the CIA's venture capital operation, In-Q-Tel. Keyhole's CEO, Rob Painter, had deep connections to military and intelligence agencies, as well as to the vendors that compete for intel contracts worth an estimated $42 billion annually; Painter now runs Google Federal. While Levine allows that some Google employees might be unaware of the military and intel work of the company, it's widely known in Silicon Valley that most tech giants are deeply involved in these kinds of government contracts.

Prior to that she spent 35 years at the NSA, rising to the role of director of signals intelligence before retiring from the agency in 2015.

On March 11, 2005, President George W. Bush announced his intention to nominate Griffin to serve as the 11th Administrator of NASA. He was confirmed by the Senate on April 13, 2005 and served until January 20, 2009. Griffin knew NASA well. He had been NASA’s associate administrator for exploration in the early 1990s, as well as its chief engineer. Griffin holds seven academic degrees—a BA in physics from Johns Hopkins University, a Ph.D. in aerospace engineering from the University of Maryland, and a handful of Master’s degrees. He previously served as deputy for technology at the strategic defense initiative organization (SDIO) in the Pentagon.  Griffin’s career has also included academic and corporate positions. He was an eminent scholar and professor of mechanical and aerospace engineering at the University of Alabama-Huntsville and space department head at the Applied Physics Laboratory at John Hopkins. Griffin was also president and chief operating officer at In-Q-Tel, a private, nonprofit enterprise funded by the Central Intelligence Agency to identify and invest in companies developing cutting-edge technologies that serve national security interests. Griffin held leadership positions in as well as the Orbital Sciences Corp and technical positions at NASA’s Jet Propulsion Laboratory and at Computer Sciences Corporation. Time magazine named Griffin one of its 100 most influential people in 2008. In his spare time, Griffin enjoys flying and is a certified flight instructor. He’s also a voracious reader and an avid golfer. On August 14, 2012, the Schafer Corporation announced that Griffin would assume the role of Chairman and Chief Executive Officer at the company. Griffin has also been a guest lecturer at IHMC in Pensacola, where in 2009, he delivered a lecture entitled “What the Hubble Space Telescope Teaches Us About Ourselves:” https://www.youtube.com/watch?v=AvMdORG8OyU. He holds six graduate degrees and was working on his seventh when President George W. This time On the Road at the 2016 ABA Annual Meeting, host Joe Patrice speaks with Alsop Louie Partners “partner” Gilman Louie, Electronic Privacy Information Center President and Executive Director Marc Rotenberg, and Advisory Committee for the American Bar Association Standing Committee on Law and National Security Chair Harvey Rishikof about emergent technology’s effect on law enforcement and national security. Mark shares that listening to the FBI director talk about the problems he’s encountering with encryption and how these issues make it more difficult for law enforcement agencies to gain access to evidence was a very interesting portion of the “Emerging Issues in Law Enforcement and National Security” panel. He states that It’s better to have stronger encryption because we’re no longer simply talking about privacy and surveillance, but rather the internet of things and you want that to be secure because it's a matter of public safety. Gilman emphasizes that law enforcement agencies have many more tools today than they did 10 or 15 years ago simply because of digital exhaust and that, despite challenges to reading encrypted messages, it’s very hard to operate without leaving a digital footprint. Harvey explains that cyber threats fall into four categories: criminals, “hacktavists”, espionage, and war, and that delineating those statutory regimes is incredibly complicated. The group discusses why tracking, attributing, and classifying cyber attacks requires such caution, and they close the interview with an analysis of machine learning and online algorithmic transparency. Gilman Louie is a partner at Alsop Louie Partners and the founder and former CEO of In-Q-Tel, a strategic venture fund created to help enhance national security by connecting the Central Intelligence Agency and U.S. intelligence community with venture-backed entrepreneurial companies. He completed the Advanced Management Program/International Seniors Management Program at Harvard Business School and received a Bachelor of Science in Business Administration from San Francisco State University. Marc Rotenberg is president and executive director of the Electronic Privacy Information Center (EPIC) in Washington, DC. He teaches information privacy and open government at Georgetown Law and frequently testifies before Congress on emerging privacy and civil liberties issues. He testified before the 9-11 Commission on "Security and Liberty: Protecting Privacy, Preventing Terrorism." He has served on several national and international advisory panels, and currently serves on expert panels for the National Academies of Science and the OECD. He is a graduate of Harvard College and Stanford Law School, and received an LLM in International and Comparative Law. Harvey Rishikof is currently chair of the Advisory Committee for the American Bar Association Standing Committee on Law and National Security and serves on the Board of Visitors for the National Intelligence University (NIU). He was a Professor of Law and National Security Studies at the National War College (NWC) in Washington, DC. and is the former chair of the Department of National Security Strategy at the NWC. He specializes in the areas of national security, civil and military courts, terrorism, international law, civil liberties, and the U.S. Constitution.

"Interpreted, dynamically-typed, and object-oriented languages like Ruby and Python are very good for many programming task in my opinion. Such languages have many benefits from rapid, easy development to increased security against memory allocation and manipulation related vulnerabilities. However, choice of programming language alone does not guarantee the resulting software written in the language will be free of security vulnerabilities, which is an obvious point, but the sources of the potential vulnerabilities may not be obvious at all. Ruby is an elegant and powerful language that supports concepts like reflection and meta-programming. As more developers use the powerful features, more layers of the language implementation get exposed. In the presentation, I will review several vulnerabilities found in Ruby and its standard libraries, some publicly disclosed and others reported privately to the core Ruby developers. The focus of the vulnerability review is to highlight the different levels of the language implementation that need to be audited to identify vulnerabilities for a given application based on the complexity of the language features used. Though Ruby is the example language used in the presentation, the concepts extend to most interpreted languages commonly used today. Dominique Brezinski, resident technologist at Black Hat, has spent the last few years thinking about and implementing advanced intrusion detection and response at the operating system level. His background in security spans the last decade and includes extensive experience in protocol and software vulnerability analysis, penetration testing, software research and development, and operations/incident response in large-scale computing environments.
