On 6th June 2023, the Nova Kakhovka dam was breached while under Russian occupation, releasing a wave of toxic pollution into Ukraine's rivers. The number of casualties – both human and animal – may never be fully known. Ukraine is one of a small number of countries to include ecocide in its domestic criminal code, and the destruction of Kakhovka Dam is one of hundreds of incidents that prosecutors are studying while building environmental damages cases against Russia. On the global stage, Ukraine is leading efforts for the International Criminal Court to recognise ecocide as the fifth core international crime, alongside genocide, war crimes, crimes against humanity, and aggression. Bertie speaks to Darya Tsymbalyuk, Assistant Professor of Slavic Languages and Literatures at the University of Chicago, about her new book, “Ecocide in Ukraine: The Environmental Cost of Russia's War.” They discuss the destruction of the Kakhovka Dam, the sensory impact of war, and Tsymbalyuk's intention to bring Ukrainian environmentalists and humanities scholars into this growing legal dialogue. Moscou a décrété ce lundi la fin « de facto » de l'accord sur l'exportation des céréales ukrainiennes. Cela n'a pas surpris la presse, qui avant même l'annonce du Kremlin avait anticipé ce blocage. « Le dernier cargo transportant des céréales ukrainiennes a quitté le port d'Odessa dimanche matin à huit heures locales », titrait la BBC aux premières heures de la matinée, comme si la non-reconduction de l'accord était déjà actée.Aux États-Unis, le Wall Street Journal se penche sur les objections de Moscou : « L'élite russe et le peuple russe dans son ensemble considèrent que le gouvernement fait trop de concessions et qu'il n'obtient pas grand-chose en retour », déclare un analyste dans ses colonnes. « La Russie est passée d'une position d'accommodement grincheux à une obstruction totale. » Ce n'est évidemment pas la version donnée par le Kremlin pour expliquer ce refus de prolonger l'accord. Le Moscow Times relaye les dernières déclarations du président russe à ce sujet : « L'objectif principal de l'accord, à savoir la fourniture de céréales aux pays dans le besoin, y compris sur le continent africain, n'a pas été mis en œuvre ». Interrogé par Kommersant, le porte-parole du Kremlin précise que la décision de la Russie n'est pas liée à l'explosion d'une section du pont de Crimée. « Ce sont des choses sans rapport », assure Dmitry Peskov qui précise : « Si nos conditions sont remplies, nous reviendrons à sa mise en œuvre ».Les conséquences de la rupture de l'accord« L'objectif de l'accord était d'éviter la famine dans d'autres régions du monde », rappelle le Süddeutsche Zeitung. Le quotidien allemand précise qu'il n'y a aucun traité direct entre la Russie et l'Ukraine, et donc que « l'accord entre l'Ukraine, la Turquie et les Nations unies reste en place ». « Les exportations de céréales peuvent théoriquement continuer, poursuit le journal, mais les exploitants de cargos doivent s'aventurer sans garanties russes, et les assureurs facturent des sommes extrêmement élevées pour de tels voyages. » Et le Süddeutsche Zeitung ajoute : « La plupart des bateaux qui assurent les exportations à travers la mer Noire ne naviguent pas sous pavillon ukrainien. Il est donc difficilement concevable que la Russie les attaque ».Toujours en Allemagne, le Frankfurter Allgemeine Zeitung rappelle pour sa part que les exportations qui sont passées par la mer Noire au cours de l'année écoulée ont représenté « plus de la moitié des céréales expédiées par le Programme alimentaire mondial vers des pays comme le Yémen, l'Éthiopie, ou la Somalie ». Aux États-Unis, le Washington Post pointe d'ailleurs le récent rapport de cinq agences onusiennes sur la faim dans le monde et écrit par exemple au sujet de la Somalie qu'« environ 43 000 personnes sont mortes de faim en 2022, l'afflux d'aide humanitaire a permis d'éviter un résultat encore plus désastreux ».Une nouvelle catastrophe pour les agriculteurs ukrainiensLe journal ukrainien The Kyiv Independant a enquêté sur le port d'Odessa et interrogé plusieurs directeurs d'entreprises de fret maritime. « Je crois que le corridor céréalier va fonctionner même sans la Russie », espère l'un d'entre eux, qui mise sur « la protection de la marine turque dans la mer Noire ». Un autre, plus pessimiste, s'inquiète : « Nous risquons d'accumuler des tonnes de céréales dans les silos et dans les champs, la plupart de ces récoltes vont être perdues ».En Belgique, le quotidien Le Soir a rencontré des agriculteurs ukrainiens dans la région de Kherson. Pour eux, la fin de l'accord s'ajoute aux difficultés insurmontables qui s'accumulent depuis le début du conflit. « Le 6 juin dernier, la démolition du barrage de Nova Kakhovka a porté un coup fatal au secteur, explique le journal, plus destructrice pour l'agriculture que l'ensemble des bombes russes depuis le début de l'invasion, la catastrophe a asséché les canaux d'irrigation ». Le Soir donne la parole à un couple d'agriculteurs, Olep et Natalia, qui partagent leurs inquiétudes : « On ignore s'il y aura de quoi irriguer nos plantes. Des animaux morts gisent dans les flots, des litres de pesticides se sont déversées dans le fleuve. L'eau pourrait être infectée pour longtemps», témoigne le producteur. Et il pointe un autre problème : « Nous plantions des semences quand nous avons repéré des mines. Nos champs en sont infestés. Il nous faudra des années pour reprendre l'exploitation ».La prolifération des mines en UkraineLe New York Times consacre justement un long article à la prolifération des mines en Ukraine. « Petites, cachées et mortelles : les mines paralysent la contre-offensive ukrainienne », titre le quotidien américain avant de développer : « Pour gagner du terrain, les forces ukrainiennes doivent se frayer un chemin à travers une variété et une densité de mines terrestres russes qu'elles n'auraient jamais imaginées ». « Je pensais que les mines seraient alignées. Mais des champs entiers en sont remplis, partout », témoigne un Ukrainien chargé de venir en aide aux soldats blessés par les explosions.Des dizaines de types de mines jonchent le terrain, explique le journal, qui précise : « Parmi les explosifs les plus sophistiqués, on trouve les mines dites sauteuses qui surgissent et projettent des éclats d'obus. D'autres explosions sont provoquées par de minces fils déclencheurs qui s'étendent sur des dizaines de mètres ». Le New York Times a notamment interrogé un médecin militaire ukrainien, qui déclare que « les mines ont dépassé l'artillerie comme principale cause de blessures. Certaines sont en plastique afin d'éviter d'être repérées par les équipes de démineurs. Les éclats qu'elles projettent sur les soldats peuvent aussi être invisibles pour les médecins près du front, qui utilisent des détecteurs de métaux pour trouver et retirer les fragments ».

In this episode, we delve into the catastrophic event that unfolded at the Kakhovka dam, focusing on the far-reaching consequences of this heinous act of terrorism. We examine the response, or lack thereof, from the russian side and the devastating effects it had on both the local population and the wildlife in the region.Just a few weeks ago, in our third episode, we highlighted the extensive environmental damage caused by russia's full-scale invasion, affecting Ukraine's soil, rivers, the Black Sea, and the local wildlife. The reported cases of environmental damage had already surpassed 2,300, with an estimated cost of $51.45 billion. However, in the early hours of June 6, 2023, news broke that Russian forces had deliberately destroyed the Nova Kakhovka hydroelectric dam on the Dnipro River in the Kherson region of southern Ukraine.This catastrophic act put approximately 16,000 local citizens at risk of flooding in the right bank area of the Dnipro River, which encompasses 80 villages within the Ukraine-controlled Kherson area. To address the imminent danger, the local government swiftly cut off electricity and launched extensive rescue missions throughout the affected region.We shed light on the challenges faced by the affected communities and the long-term environmental impact caused by russia's actions. Vatican đang nỗ lực làm trung gian hòa giải giữa Kiev và Matxcơva, hy vọng sẽ giúp vãn hồi hòa bình. Đặc sứ của Đức Giáo hoàng Phanxicô, Hồng Y Matteo Zuppi đã đến Matxcơva tối thứ ba 27/06/2023 và trên nguyên tắc sẽ được cố vấn ngoại giao của tổng thống Vladimir Putin tiếp. Trước đó, vào đầu tháng sáu, Đức Hồng Y Matteo Zuppi đã đến Kiev trong một chuyến đi nhằm tìm kiếm cơ hội chấm dứt cuộc chiến. Khi trở về, đúng vào lúc Đức Giáo hoàng Phanxicô phải nhập viện cho một cuộc phẫu thuật tầm soát ung thư, nên những kết quả chưa được chính thức công bố trong khi chờ đợi sự bình phục của Người đứng đầu Toà Thánh. Tuy nhiên, đã có những tín hiệu tích cực được chính đương sự và Đức Hồng Y Pietro Parolin, Quốc vụ khanh Toà Thánh, cho biết. Và chính phía Nga cũng tỏ dấu tích cực về vai trò của Toà Thánh Vatican. Vậy phải chăng có một kế hoạch hoà bình bí mật mà Đức giáo hoàng Phanxicô và Vatican đang thực hiện cho cuộc chiến giữa Nga và Ukraina ? Mời quý vị theo dõi phần giải thích của linh mục Phạm Hoàng Dũng từ Bỉ.**********Ngay từ đầu cuộc chiến, Đức giáo hoàng Phanxicô luôn tỏ cho thấy ngài sẵn sàng làm cầu nối hoà bình, nói rằng ngài sẵn sàng đi Maxcơva và Kiev, cũng như mời gọi mọi người cầu nguyện cho những nạn nhân và sự kết thúc của cuộc chiến trong những dịp như lễ Giáng Sinh, Năm Mới và Phục Sinh khi ngài xuất hiện ở quảng trường thánh Phêrô. Thực sự là tin đồn về “kế hoạch bí mật” bắt đầu lan truyền từ sau chuyến viếng thăm Hungary của Đức giáo hoàng Phanxicô. Trong cuộc họp báo “như thường lệ” trên chuyến bay trở về Roma, 30/04/2023, Đức giáo hoàng đã tuyên bố ngài cố gắng nắm bắt những dấu hiệu dù là nhỏ nhất để ngăn chặn chiến tranh:“Hoà bình luôn được tạo ra bằng cách mở ra các kênh, không bao giờ có thể đạt được nếu đóng chúng lại. Tôi luôn mời các bạn mở ra các mối quan hệ, các kênh kết bạn. Điều này không dễ dàng.”Trong chuyến viếng thăm Hungary, ngài đã có cuộc gặp gỡ với thủ tướng Orban và giáo chủ Hilarion của Giáo hội Chính Thống Giáo Nga. Liệu Đức giáo hoàng Phanxicô có thể thực sự làm hạ nhiệt tiếng súng ở Ukraina ? Theo Đức Hồng Y Pietro Parolin, Quốc vụ khanh Toà Thánh, “Toà Thánh có một cái nhìn mang tính phổ quát khác với các quốc gia khác và có một cách tiếp cận riêng để theo đuổi hoà bình”. Còn Đức giáo hoàng Phanxicô luôn bày tỏ ý muốn được đến Matxcơva và Kiev, “bởi ngài tin rằng việc phục vụ hoà bình chỉ có thể thực hiện, nếu ngài gặp được hai vị tổng thống, Vladimir Putin và Volodymir Zelensky.” Đây là viễn cảnh mà Đức giáo hoàng và Toà Thánh đang theo đuổi.Đó không phải là ý kiến cá nhân nào, nhưng là tuyên ngôn của một quan điểm được Đức giáo hoàng và Tòa Thánh theo đuổi kể từ khi nổ ra cuộc xung đột đẫm máu ở châu Âu từ hơn một năm qua. Một quan điểm được hình thành từ những tuyên bố rõ ràng phản đối chiến tranh, những lời kêu gọi lặp đi lặp lại đối với tất cả những nhân vật chính của đời sống chính trị quốc tế nhằm thúc đẩy và hỗ trợ các sáng kiến đối thoại và sự cởi mở hoàn toàn từ phía Toà Thánh, thậm chí coi mình là “sẵn sàng làm mọi thứ có thể”, trước tình trạng đóng cửa leo thang các vụ đánh bom, ủng hộ một con đường đối thoại và hợp tác hợp lý để “chấm dứt tình trạng huynh đệ tương tàn đang diễn ra ở Ukraina”. Chuyến thăm Vatican của tổng thống Zelensky Chiều thứ Bảy 13/05, tổng thống Volodymir Zelensky đã có cuộc viếng thăm bất ngờ và chóng vánh tới Vatican. Cuộc gặp giữa Đức giáo hoàng Phanxicô và tổng thống Ukraina Volodymyr Zelensky chỉ kéo dài khoảng 40 phút. Tổng thống Zelensky đã cảm ơn về sự quan tâm theo cách riêng một cách đặc biệt của Đức Giáo hoàng tới tấn bi kịch của hàng triệu người Ukraina, và chính thức nhờ Đức giáo hoàng Phanxicô giúp hồi hương hàng chục ngàn trẻ em Ukraina bị đưa trái phép qua Nga. Ông đã yêu cầu việc lên án tội ác của Nga vì không có sự tương đương giữa kẻ đi xâm lược và người bị xâm lược. Còn về một Công thức hoà bình, tổng thống Ukraina cho biết đang tìm kiếm như một giải pháp duy nhất để đạt tới một nền hoà bình công bằng (una pace giusta). Về phần Đức giáo hoàng Phanxicô, ngài cảm ơn sự viếng thăm của tổng thống Zelensky và bảo đảm ngài vẫn cầu nguyện với Chúa cho nền hoà bình của Ukraina. Ngài cũng bảo đảm làm hết sức mình cho các vấn đề nhân đạo, nhất là trợ giúp những nạn nhân vô tội của cuộc chiến này. Đây là lần thứ hai tổng thống Zelinsky viếng thăm Vatican, lần đầu là vào tháng 2 năm 2020, khi vừa đắc cử tổng thống. Lúc đó, ông và vợ đến chào Đức giáo hoàng trong bộ y phục complet và cravatte. Lần này, ông đến trong trang phục quân đội và được Đức giáo hoàng tiếp đón trong văn phòng của mình. Sau cuộc hội kiến với Đức giáo hoàng, Tổng Thống Zelensky được ngoại trưởng Toà Thánh, đức tổng giám mục Paul Richard Gallagher tiếp đón (vì đức hồng y Quốc vụ khanh, Pietro Parolin, đang ở Fatima, Bồ Đào Nha). Sứ mệnh hoà giải của đức hồng Y Matteo Zuppi ở Ukraina Sau những tin đồn lan truyền, Đức Hồng y Pietro Parolin, Quốc vụ khanh Tòa Thánh, tuyên bố hôm 26/05 về việc Đức Hồng y Matteo Zuppi, Tổng giám mục Giáo phận Bologna, được Đức giáo hoàng Phanxicô ủy thác nhiệm vụ giúp làm giảm căng thẳng trong chiến tranh giữa Nga và Ukraina, với sự cộng tác với Phủ Quốc vụ khanh Tòa Thánh. Đức Hồng y Zuppi đã từng thi hành nhiệm vụ hòa giải tương tự trong hai trường hợp. Khi còn là linh mục thuộc Cộng đồng thánh Egidio ở Roma, ngài đã giúp làm trung gian hòa giải cuộc nội chiến ở Mozambique năm 1990. Lần thứ hai ngài giúp thương thuyết để lực lượng bán quân sự ETA ở xứ Basco đòi ly khai khỏi Tây Ban Nha hạ võ khí. Cuộc thương thuyết lâu dài giữa ETA và chính phủ Tây Ban Nha kết thúc vào tháng Tư năm 2017, với quyết định đơn phương của ETA.Khi sứ mệnh của đức hồng y Matteo Zuppi được công bố, Đức Tổng giám mục Claudio Gugerotti, Tổng trưởng Bộ các Giáo hội Công giáo Đông phương, đã đính chính tin “sẽ được gửi sang Matxcơva trong một sứ mệnh tương tự”.Theo báo chí, đây thực sự là nhiệm vụ hết sức khó khăn và có thể nói là bất khả thi cho Chủ tịch Hội đồng Giám mục Ý. Trong khi những đòi hỏi của hai bên tham chiến đều không thể tìm thấy điểm chung. Phía Nga cho biết chỉ ngồi xuống thương thuyết khi Ukraina buông vũ khí và rút đơn gia nhập EU và NATO. Còn phía Ukraina phủ nhận chuyến đi này. Cũng cần nhớ lại là trước cuộc chiến Vùng Vịnh (1991), Đức Gioan Phaolô II cũng đã gởi 2 đại diện là đức hồng y Pio Laghi đến Washington và đức hồng y Roger Etchegaray đến Baghdad, Irak, nhưng đã không ngăn chặn được cuộc chiến.Các phản ứng trước chuyến đi Vị đại diện Tòa thánh đến Kiev, nhưng không ai nghĩ đến sự thành công đưa các bên ngồi vào bàn đàm phán. Trong cuộc phỏng vấn dành cho Đài Truyền hình Telemundo bằng tiếng Tây Ban Nha ở Mỹ, phát ngày 25/05, Đức giáo hoàng nói rằng Ukraina tuyên bố không cần những người trung gian, vì chính phủ nước này cảm thấy mình ở thế mạnh, nhờ Âu châu và Mỹ. Và nếu cần đến sự trung gian hòa bình của Toà Thánh, thì ông cũng xin với Đức Giáo hoàng tuân theo công thức hòa bình của Ukraina. Ông chỉ chính thức xin với Toà Thánh qua Đức giáo hoàng sự giúp đỡ về mặt nhân đạo, cụ thể là giúp hồi hương trẻ em Ukraina bị đưa sang Nga.Còn về phía Nga, trước tin này, Ngoại trưởng Nga, Sergeij Lavrov cho biết: “ ghi nhận mong muốn chân thành của Toà Thánh là thúc đẩy tiến trình hoà bình”. Và “Matxcơva đánh giá tích cực sáng kiến hoà bình của Đức giáo hoàng”. Về phần Ukraina, Andriy Yermak, người đứng đầu văn phòng tổng thống ở Kiev, cho biết: Một hội nghị thượng đỉnh về hoà bình “là cần thiết” và nên được tổ chức “càng sớm càng tốt, lý tưởng nhất là vào tháng 7”. Cơ sở cho hội nghị thượng đỉnh này sẽ là “10 điểm của tổng thống Volodymyr Zelensky” nhưng “chúng tôi sẵn sàng lắng nghe tất cả những quốc gia tôn trọng chủ quyền và toàn vẹn lãnh thổ của chúng tôi.” Chuyến đi Kiev của Đức Hồng y Matteo ZuppiVị đại diện của Đức giáo hoàng đến Kiev trong hai ngày 5 và 6/06, trong khi chiến sự vẫn diễn ra ác liệt. Đập thuỷ điện Nova Kakhovka bị vỡ, nhấn chìm Kherson và gây ra nhiều hậu quả lâu dài không chỉ cho người dân miền Nam Ukraina, mà còn cho môi trường sống trong vùng. Theo nhật báo công giáo Avvenire, trong hai ngày ở Kiev, Đức hồng y Matteo Zuppi đã có cuộc gặp với tổng thống Zelensky và cuộc gặp gỡ được đánh giá là tích cực. Với ý định mở ra một hành lang “ngoại giao nhân đạo” (diplomazia umanitaria) mà người đại diện Toà Thánh muốn cụ thể hóa ý tưởng làm trung gian cho cuộc đối thoại hoà bình từ những lời ngỏ của tổng thống Ukraina tại Vatican trước đó. Hành lang “ngoại giao nhân đạo” này là việc phóng thích các tù binh và hồi hương trẻ em bị đưa sang Nga. Điều này cho thấy quan điểm mạnh mẽ từ phía Ukraina qua lời của ủy viên nhân quyền của Quốc Hội, Dmytro Lubinets trong cuộc gặp gỡ vào buổi tối ngày đầu tiên của chuyến đi, với vị đại diện Toà thánh, đức hồng y Zuppi và khâm sứ Toà Thánh tại Kiev, đức cha Visvaldas Kulbokas. “Ukraina phải giải phóng toàn bộ lãnh thổ của mình, vì đây là cơ chế (meccanismo) duy nhất để bảo vệ trẻ em!” và “chúng tôi không biết con số chính xác và không biết các trẻ đang ở đâu. Tuy nhiên, chúng tôi phải đưa các em về nhà và mỗi trường hợp là một câu chuyện về một chiến dịch đặc biệt”, Lubinets nhấn mạnh.Sau ông Zelensky, đặc phái viên của Đức Thánh Cha Phanxicô đã có cuộc thảo luận với Phó Thủ tướng Iryna Vereshchuk, người chịu trách nhiệm điều phối các hoạt động nhân đạo. Họ đã thảo luận về “tình hình và các sáng kiến khả thi đối với trẻ em bị bắt cóc - phái đoàn Vatican giải thích - và nói chung là của tất cả trẻ em Ukraina ».Khi về đến Vatican, ngài đã có buổi làm việc với đức hồng y Pietro Parolin, nhưng cả hai đều không có tuyên bố chính thức về kết quả của chuyến đi trong khi chờ đợi sự hồi phục sức khoẻ của Đức Phanxicô. Tuy nhiên, đã có những dấu hiệu đáng khích lệ từ phía Matxcơva. Người phát ngôn Bộ Ngoại giao Nga, Maria Zakharova, theo tường thuật của thông tấn xã TASS, ghi nhận “những nỗ lực tích cực của Vatican nhằm giúp chấm dứt xung đột ở Ukraina”. Trong khi chờ đợi diễn biến, cả hai vị hồng y đã có những cuộc gặp khác nhau với giới báo chí và ở đó họ đã bày tỏ ít nhiều thông tin. C dans l'air du 10 juin : En Ukraine, la contre-offensive est lancée LES EXPERTS - Général Dominique TRINQUAND - ancien chef de la mission militaire auprès de l'ONU - Guillaume ANCEL - ancien officier de l'armée française - Écrivain - Rym MONTAZ - correspondante à Paris - « Politico Europe » - Anthony BELLANGER - éditorialiste, spécialiste des questions internationales à « France Inter » La contre-offensive ukrainienne bel et bien commencé. C'est en tout cas ce qu'a annoncé Vladimir Poutine hier lors d'une conférence à Sotchi. « Cela est confirmé par l'utilisation de réserves stratégiques », a indiqué le président de la fédération de Russie. La vidéo de cette conférence a été relayée par les organisateurs du forum sur Telegram, rapporte l'agence Reuters. Selon l'homme fort du Kremlin, les combats durent depuis cinq jours mais "les troupes ukrainiennes n'ont atteint leur objectif sur aucun des champs de bataille". Si Vladimir Poutine indique que Kiev dispose encore d'un potentiel offensif, il a aussi assuré que les pertes ukrainiennes étaient « de l'ordre de trois pour un » en faveur de la Russie. Selon plusieurs experts militaires, cette contre-offensive n'est pas menée en un seul endroit mais en plusieurs, espacés les uns des autres sur les quelque 1 000 kilomètres de la ligne de front, gelée depuis le début de l'hiver dernier. Trois secteurs principaux semblent se démarquer : le front de Zaporijia, dans le sud du pays, le front sud de la province de Donetsk, dans le Donbass et enfin les flancs nord et sud de Bakhmout. La ville, situé sur le front oriental est le théâtre de la plus longue bataille de la guerre. Certaines de ces attaques peuvent être destinées à tester des lignes de défenses russes extrêmement fortifiées et d'autres à réaliser des percées, deux intentions qui peuvent également aller de pair. En revanche, certaines attaques peuvent avoir pour seul objectif de tromper l'ennemi. Il est très difficile d'obtenir des informations sur les combats en cours car les initiateurs de l'offensive gardent le silence sur sa portée précise. Ce mutisme fait partie de la stratégie ukrainienne afin de préserver l'effet de surprises, qui peut se révéler décisif dans le conflit. Dans le sud de l'Ukraine, la destruction du barrage de Nova Kakhovka, dans la nuit du lundi 5 au mardi 6 juin, a inondé une zone de plus de 600 km2. Si Kiev et Moscou se renvoient la responsabilité de cette catastrophe - forçant des milliers d'Ukrainiens à l'exode -, de nombreux experts militaires et responsables occidentaux suggèrent une implication des forces russes. Ce sont en effet ces dernières qui contrôlaient l'infrastructure avant sa destruction. Cette inondation à des fins militaires n'est pas un cas isolé dans l'Histoire. L'utilisation de l'eau comme moyen de combat est un phénomène très ancien. La destruction de barrage en est une déclinaison, qui a déjà été employée à plusieurs reprises à l'époque contemporaine. C'est en effet un moyen efficace de freiner considérablement les opérations de l'ennemi. En Ukraine, inonder une zone permet de créer artificiellement les mêmes difficultés que les boues de la "raspoutitsa", la saison des mauvaises routes, en russe. Depuis le début du conflit et jusqu'en septembre 2022, plus de 7,1 millions de ressortissants ukrainiens avaient quitté leur pays. 4 millions ont bénéficié de la protection temporaire ou d'un système de protection analogue en Europe. 115 000 ont été accueillis par la France, principalement des femmes et des enfants. Loin du fracas du front et des combats, ils essaient simplement de vivre. Certains sont logés dans des hôtels, où es chambres leurs sont réservées. D'autres sont dans des maisons. Ils placent beaucoup d'espoir dans l'actuelle contre-offensive de leur armée. Jusqu'où peut aller la contre-offensive ukrainienne ? La stratégie de la défense par l'inondation est-elle efficace ? Thousands of people have been evacuated after a dam in the Russian-occupied Kherson region of Ukraine was breached on Tuesday. International intelligence organisations believe it is most likely the dam was deliberately targeted by Russian forces in an attempt to delay Ukraine's expected counteroffensive. NATO's secretary general has said the move demonstrates Russia's brutality. But Moscow denies being responsible for the damage to the dam. It insists Ukraine is to blame. The rescue efforts are continuing in Ukraine after Tuesday's breach of the Kakhovka dam. 30 communities along the Dnipro river have been flooded according to officials. Now the Red Cross has raised concerns that land-mines have been dislodged in the flooding. Kate Zhuzha is from Nova Kakhovka where the dam has collapsed and is the Founder of NGO Union of Help to Kherson in touch with people in the flooded areas. The United States is investigating who is behind the dam explosion at Nova Kakhovka. The White House is looking into reports that the blast was carried out by Russian forces, which last year occupied areas adjacent to the dam. A Clare academic has labelled the explosion of a dam in Russia-controlled Ukraine as a "major disaster". Water levels are expected to peak later today in Kherson, after the dam in the town of Nova Kakhovka was breached. At least seven people are feared missing following the explosion, with 42,000 people across 14 communities at risk of flooding. Some people awaiting rescue in affected areas were forced to spend the night on rooftops or in trees because of floodwaters. The Geneva Convention specifically outlaws attacks on dams, due to the adverse effect they have on the civilian population. Associate Professor of Politics at DCU, Newmarket on Fergus native, Donncha Ó Beacháin says the flooding will have a devastating impact on surrounding communities.

President Volodymr Zelensky has said Russia must be held accountable for the destruction of Nova Kakhovka dam, which has caused extensive flooding in southern Ukraine. Mr Zelensky said the Russian-controlled dam on the Dnipro river was destroyed by an internal explosion, in what he called a war crime and an act of terrorism. Russia has denied responsibility, blaming Ukrainian shelling instead.
