In this episode of NucleCast, Rick Fisher, senior fellow with the International Assessment and Strategy Center, talks about the current state of North Korea's nuclear program. Fisher predicts that by the mid-2030s, North Korea will have the ability to conduct a catastrophic first strike against the United States. He credits the work of other experts in the field and discusses the development of North Korea's intercontinental ballistic missiles (ICBMs) and multiple independently targetable warheads (MIRVs). Fisher also highlights the close relationship between China, Russia, North Korea, and Iran in their pursuit of global hegemony and the need for the United States to strengthen its nuclear deterrent capabilities and missile defense systems.Mr. Richard D. Fisher, Jr. is a Senior Fellow with the International Assessment and Strategy Center. In 2024 he joined the Advisory Board of the Free Press Foundation and in 2016 he joined the Advisory Board of the Global Taiwan Institute and is a columnist for the Taipei Times.He previously worked with the Center for Security Policy, Jamestown Foundation China Brief, U.S. House of Representatives Republican Policy Committee, and The Heritage Foundation. He is the author of China's Military Modernization, Building for Regional and Global Reach (Praeger, 2008, Stanford University Press, 2010, Taiwan Ministry of National Defense translation 2012) Since 1996 he has covered scores of international arms exhibits and his articles have been published in the Jane's Intelligence Review, Jane's Defence Weekly, Aviation Week and Space Technology, Armed Forces Journal, Far Eastern Economic Review, Asian Wall Street Journal, Defense News, The Epoch Times and The Washington Times. After fights broke out in Taiwan's legislative yuan on May 17th sending several legislators to the hospital, the public gathered in protest outside of the legislative yuan. There have been over 30,000, 100,000 and 70,000 people gathered at three of the major protests which are being called the Bluebird movement. The name is a play on the name of the road nearby the legislative yean where protests began (青島東路). Sebastian shared what he saw at the protests in Taipei on Tuesday, May 22 and Friday, May 24. I also spoke with Sean Su after a set of the controversial legislative reform bills passed on May 28th. There have been protests all over Taiwan in 15 different cities, and even globally. The New York Bluebird, a group of politically conscious New York City-based Taiwanese have worked with Keep Taiwan Free to raise funds for a billboard in New York's Times Square to promote awareness of the Bluebird movement. During the Talking Taiwan Election Tour we planned to host 2 in-person events for our guests, supporters and friends. The first event was held on January 19th at 4SC CrossFit's Xindian branch in New Taipei, thanks to TH Schee who's been a guest on Talking Taiwan several times. We started off talking to JD Chang from episode 80 about Crushing the Myth. Next up was John Eastwood  who talked about legal reforms needed in Taiwan in ep 203. We also talked about the election results in Taiwan's legislature that had the KMT with 52 seats, the DPP with 51 seats and the TPP with 8 seats and 2 seats going to Independents John shared his thoughts on Ko Wen-je the Taiwan People's Party (TPP) candidate and how he's managed to attract younger voters. The subject of Bi-Khim Hsiao Taiwan's former ambassador to the U.S. and now vice president elect also came up. Here's what John thought would be some of the challenges that Bi-Khim might face in the role of vice president We next spoke with Jerome Keating who talked about understanding the history of Taiwan in Ep 97. Jerome shared his thoughts on Bi-Khim Hsiao Jerome explained why he wrote in his recent Taipei Times article that he doesn't expect the TPP, the Taiwan People's Party to survive to the next presidential election in 2028. Jerome also shared his thought on the younger voting demographic that Ko Wen-je attracted.  And finally at the end of the night Kaju and I talked to TH Schee who's been on Talking Taiwan several times, and who's one of the investors of 4SC Crossfit where we held our January 19th event.  Toward the end of the event Kaju got into a discussion with TH Schee about 4SC CrossFit.   Related Links:  https://talkingtaiwan.com/live-conversations-with-our-past-guests-at-4sc-crossfit-in-new-taipei-city-taiwan-ep-273/

As a follow up to last week's episode featuring my interview with General Yu, I invited Taipei Times columnist Michael Turton back on to Talking Taiwan to talk about the 1992 Consensus, a term that General Yu mentioned, and in the lead up to Taiwan's presidential elections in January, the Kuomintang presidential candidate Hou Yi-ih brought it up. Presque trois ans plus tard, et la création du bureau de gestion et de promotion des cartes golds, le Taipei Times a fait le point. Cette semaine, nous allons faire le bilan, avec les 6 500 porteurs de la carte et rappeler que le principal problème reste l'archaïsme bancaire. Un problème que le bureau des cartes golds compte prendre à bras le corps dans les prochains mois. En avril, 7 283 cartes ont étév délivrées et 6 174 sont encore valides.

A note from Talking Taiwan host Felicia Lin:   Dr. Bonny Ling is a scholar and practitioner who works on international human rights and development. She is Executive Director of Work Better Innovations, a research consultancy with a community service mission working on new ideas for a responsible economy. We spoke about her work with migrant workers, the challenges that Taiwan has faced in dealing with migrant workers, why it is important for Taiwan to address the wider challenges of combatting human trafficking and modern slavery. She also spoke about her forced labor project that is going to take her back to Taiwan to work with SMEs (small medium enterprises) in December. In Taiwan 98 percent of all businesses are small medium enterprises and they employ close to 80 percent of the total domestic workforce. The European Union (EU) defines a small enterprise as one with less than 50 employees and a medium enterprise as one with less than 250 employees.   Dr. Bonny Ling has worked in the UN system and in international civil society. Bonny is a Senior Non-Resident Fellow with the University of Nottingham Taiwan Studies Programme; Research Fellow with the Institute for Human Rights and Business; and Advisory Board Member of the INGO Human Rights at Sea. Bonny wrote her PhD in Law on human trafficking and China at the Irish Centre of Human Rights and is an expert on human trafficking and modern slavery. She graduated from Cambridge University (criminology) and the Fletcher School, Tufts University (law and diplomacy). Bonny has served as an international election observer in East Timor and for the OSCE. C'est une affaire d'hydrocarbures, encore une fois. En Grèce, les journaux s'interrogent sur les intentions de la Turquie qui relance ce mardi 9 août ses recherches de pétrole et de gaz naturel. Il y a deux ans déjà, une crise avait éclaté lorsque des navires turcs avaient effectué des recherches, sous escorte militaire, en zone contestée. Ce mardi, une toute nouvelle plateforme de forage turque prend le large depuis la province de Mersin, lors d'une cérémonie en présence de Recep Tayyip Erdogan, nous explique I Kathimerini qui parle d'un « spectacle ». Et la grande question – c'est même le « thriller » de ce mois d'août, ironise le journal grec – est : où cette plateforme va-t-elle naviguer afin d'effectuer des recherches ? Un autre média grec, Ta Nea, confirme. Le président turc a annoncé le 8 août le départ de la plateforme, mais il n'a pas dévoilé sa destination. Il doit le faire aujourd'hui justement. La plus grande plateforme de forage turque « Abdülhamid Khan », c'est son nom. Les médias turcs la présente en long, en large et en travers, vidéos et graphiques à l'appui sur le site d'Hürryiet notamment. Le journal Milliyet livre lui aussi ce qu'il juge être des « caractéristiques remarquables ». Neuf étages, 238 mètres de long, 42 mètres de large, Abdülhamid Khan peut forer à plus de 12 kilomètres de profondeur. C'est le quatrième navire de recherches turc, mais c'est « le plus fort de la flotte », s'enorgueillit Milliyet. Des plateformes semblables, « il n'y en a que 5 dans le monde ! », souligne le journal turc. La Grèce sur le qui-vive Quelle que soit la destination, Athènes est « prête pour n'importe quel scénario », affirme Kathimerini, bien que l'hypothèse dominante soit que la plateforme « se déplacera dans la zone autour de Chypre ». Un peu plus loin dans Kathimerini toujours, dans un billet intitulé « la géopolitique du forage », un professeur de droit international craint justement « une violation flagrante de la souveraineté de la République de Chypre », et il réaffirme la solidarité d'Athènes aux Chypriotes. Oui, un « éventuel épisode chaud », est à redouter, estime également To Vima. « Le scénario d'une guerre entre la Grèce et la Turquie est toujours une menace à l'horizon politique », analyse le journal grec. Car les relations entre les deux pays sont « restées dans l'état particulier de ni paix, ni guerre pendant des années. Mais quand une guerre se déclenche-t-elle ? La question occupe systématiquement la pensée politique depuis l'époque de Thucydide », conclut To Vima. Prolongation des exercices de la Chine autour de Taïwan Autres cieux, autres tensions. La Chine a prolongé, lundi 8 août, ses exercices militaires autour de Taïwan. Ce qui marque « une extension du calendrier précédemment annoncé », note le Global Times. Fidèle à la ligne du régime de Pékin, le journal chinois affirme que « les exercices de ce type ne s'arrêteront pas et devraient devenir une routine jusqu'à la réunification ». Selon le Global Times, la Chine continentale « montre ainsi sa détermination à faire avancer le processus de réunification après la visite provocatrice de la présidente de la Chambre des représentants américaine Nancy Pelosi sur l'île la semaine dernière ». Une visite « qui a gravement violé la souveraineté et l'intégrité territoriale de la Chine, selon les experts », affirme le journal chinois sans en citer aucun. À Taïwan, le Taipei Times et Taiwan News s'en inquiètent. En Allemagne, l'un des « plus grands scandales fiscaux d'après-guerre » C'est en ces termes que le présente Die Zeit. En Une également du Frankfurter Algemeine ou du Suddeütsche Zeitung : le procès d'Hanno Berger. À 71 ans, cet ancien avocat fiscaliste est jugé pour fraude fiscale. Après une cavale de près de 9 ans en Suisse, souligne le quotidien économique Handelsblatt qui revient sur « l'ascension et la chute » d'Hanno Berger. Un dossier connu comme l'affaire « CumEx ». Il risque 15 ans de prison, soupçonné d'être le cerveau de vastes montages financiers qui permettaient à des investisseurs d'échapper à l'impôt sur les dividendes un peu partout à travers le monde. En Allemagne notamment, il a « utilisé une faille dans la loi pour tromper l'État pendant des années », explique Die Zeit. Visé par trois procès, il a reconnu partiellement les faits qui lui sont reprochés ici. Hanno Berger aurait ainsi détourné quelque 278 millions d'euros aux contribuables allemands, mais à l'internationale, de nombreux États auraient subi un important préjudice. À l'époque où l'affaire avait été révélée par un consortium international de journaux, on parlait de près de 140 milliards de dollars au total. Un visage dans les journaux du monde entier  Le visage d'Olivia Newton-John est dans les kiosques du monde entier. On la voit en Italie, en Une du Corriere della Sera, de La Repubblica ou de La Stampa. Au Royaume-Uni, en Une du Times, du Guardian ou du Daily Mail. Hommage unanime à l'actrice américaine décédée après 30 ans de lutte contre un cancer du sein. « Hollywood pleure sa perte », écrit The Hollywood Reporter aux États-Unis. C'est bien entendu là-bas qu'elle s'est fait connaître, avec un film en particulier : le mythique Grease, comédie musicale de la fin des années 1970 avec John Travolta. Son visage est d'ailleurs souvent accolé à celui d'Olivia Newton-John aujourd'hui.

A note from Talking Taiwan host Felicia Lin:   In June I spoke with Gerrit van der Wees about an article that he wrote about U.S. President Biden's remarks about Taiwan when he was in Tokyo in May.   Just last week, Gerrit wrote a very timely article about the controversy over the U.S. House of Representatives Speaker Nancy Pelosi's plans to visit Taiwan.  In April Pelosi had planned to visit Taiwan as part of a tour to the Indo Pacific region but had to cancel because she contracted COVID-19.   Last week Pelosi left with a delegation for Asia, but made no mention of visiting Taiwan. There had been speculation that the Chinese would attack if U.S. fighter jets escorted Pelosi's plane into Taiwan, and in a phone conversation with U.S. president Joe Biden, Chinese president Xi Jinping warned Biden against “playing with fire” over Taiwan.   In his piece for the Taipei Times, Gerrit stated that it is essential that Pelosi stands her ground and pushes through with her plan to visit Taiwan. We'll share Gerrit's Taipei Times article and a few others about this situation on our website for this episode.   In my interview with Gerrit I asked him to explain in detail what the Taiwan Relations Act is, and what it tells us about the relationship between the U.S. and Taiwan. We will be talking about the Taiwan Fellowship Act, a bill which has been decades in the making, and was inspired by the Mansfield Fellowship. This bill which has gotten bipartisan support in both the U.S. and Taiwan. It has been added to the COMPETES Act, and has also passed through both the U.S. House of Representatives and Senate in slightly different versions. Now the House and Senate are in conference committee to resolve differences in order to come up with a final version of the bill.   Learn more about what the Taiwan Fellowship Act is, how it serves to strengthen U.S.-Taiwan ties, why you should care about it, and how you can support passage of this bill in to law.   About Richard Pearson:   Richard Pearson is Executive Director of the Western Pacific Fellowship Project and Managing Director, Taiwan Fellowship. He has roughly two decades of experience in U.S.-Asia economic relations and the political-economy of the Asia-Pacific largely in the public service sector.   Mr. Pearson's professional experience includes time as a business reporter based in Taipei and in public service focusing on the Indo-Pacific. From 2010-2014 Mr. Pearson was an Associate Director at the Maureen and Mike Mansfield Foundation during which time he originally conceived and explored the Taiwan Fellowship concept. Along with Ryan Shaffer and former AIT Director and Chairman Ambassador Raymond Burghardt, Mr. Pearson founded the Western Pacific Fellowship Project in late-2019 to operationalize the Taiwan Fellowship.   Mr. Pearson received his undergraduate degree from St. Olaf College and his graduate degree from the Fletcher School of Law and Diplomacy. She has been a Fulbright scholar at National Taiwan University (2019), a visiting researcher at National Chengchi University in Taiwan (2005) and a visiting professor at Fudan University (2006) and Shanghai Jiaotong University (2013 & 2015). She is a non-resident fellow of the China Policy Institute at Nottingham University and a senior fellow of the Foreign Policy Research Institute (FPRI). Rigger is the author of two books on Taiwan's domestic politics, Politics in Taiwan: Voting for Democracy (Routledge 1999) and From Opposition to Power: Taiwan's Democratic Progressive Party (Lynne Rienner Publishers 2001). She has published two books for general readers, Why Taiwan Matters: Small Island, Global Powerhouse (2011) and The Tiger Leading the Dragon: How Taiwan Propelled China's Economic Rise (2021). She has published articles on Taiwan's domestic politics, the national identity issue in Taiwan-China relations and related topics. A note from Talking Taiwan host Felicia Lin:   Russia's invasion of Ukraine has put the reality of war on display for the world, especially for Taiwan, which like Ukraine, has been under the constant threat of military aggression of an unfriendly neighbor. Because of the war that's been happening in Ukraine there's been talk of how Taiwan must improve its military defense capabilities and preparedness, but beyond this, there are people in Taiwan wondering what they themselves can do to be prepared, should Taiwan come under attack.   My guest on this episode of Talking Taiwan, T.H. Schee, a representative of Open Knowledge Taiwan, is one of those people asking these important questions.   We'd like to dedicate this episode to the memories of David Kilgour, who passed away on April fifth at the age of 81 and Peng Ming-min who passed away on April eighth at the age of 98. Mr. Kilgour, who I interviewed recently, was a human rights activist, and a former Member of Canada's Parliament, having served in the House of Commons for nearly 27 years, as Secretary of State for Latin America & Africa from 1997-2002, and Secretary of State for Asia-Pacific from 2002-2003.   Dr. Peng Ming-Min was a pro-Taiwan independence/pro-democracy activist. I remember when there was a push to make Taiwan more bike-friendly and it became popular for people to bike around the island or along the coast. Michael shared why he loves biking around Taiwan and how it is one of the best places to bike in the world. Surprisingly he advised avoiding cycling route number 1, which is the bicycle route around the island of Taiwan developed by the Taiwan Ministry of Transportation and Communications. A note from Talking Taiwan host Felicia Lin:   On June 28, 2020, Taiwan Pride Parade for the World will be held in Taipei at 3pm to celebrate Pride Month and the anniversary of the 1969 Stonewall riots. While in-person Pride events have been canceled due to the COVID-19 pandemic, it will likely be one of the few if only in-person Pride events to be held in the world during Pride Month. Co-hosts Jan Rutherford and Jim Vaselopulos interview Josh Spodek, an Adjunct Professor at NYU, leadership coach, workshop leader for Columbia Business School, columnist for Inc., founder of Spodek Academy, and author of Leadership Step by Step (launching February 2017). Josh talks about how academic teachings failed to prepare him for entrepreneurship, and how learning a theory is insufficient without practicing it.  They discuss the critical need for emotional intelligence, and psychological safety, and how they can be developed, and the techniques Josh uses to strengthen them.  Listen in to learn more about leadership practices, releasing passion, changing beliefs, and nurturing teams.   Key Takeaways [2:59] Josh is concerned that academic education is emotionally and socially passive. At Ivy League schools, Josh learned was intellectually challenged, but he was not taught socially and emotionally. Josh had trouble working with others when he founded his first company. His leadership was ineffective during the recession, and investors forced him out as CEO. [10:34] Reading books, and learning theory, but not learning how to practice the theory, you might as well read about weights, but not actually lifting weights. Josh wanted a place to teach leadership. For Spodek Academy, Josh researched fields that show leadership, to learn from their techniques. He created exercises, tested and refined them, to teach sensitivity to others’ emotions. [18:32] Joshua cites exercises by Marshall Goldsmith, such as “FeedForward,” and “No, But, However,” that taught him so much about listening and empathy. Small changes in behavior change your worldview. Josh organized Goldsmith’s exercises, and others, into a progression of learning, with each exercise being more challenging, and all tied together. [19:58] One exercise is to write down your inner monolog, the voice inside your head — not what you’re thinking about, but the actual words. A later exercise is to speak your inner monolog. That’s scary, because people hear it. It turns out to be authentic, and people respond genuinely. Further exercises are to write your mental model (what creates the inner monolog), and models of others. [25:12] We’ve all been hurt. When part of your identity is mocked, you can’t get rid of it, but you can hide it. We don’t get hurt by casual acquaintances, but by people close to us. We learn to close off our vulnerabilities. Leaders who learn to get people to get past vulnerability to share their passion can get them to engage in their work, for purposes about which they are passionate. [26:50] Jim talks about psychological safety, determined by Google’s Project Aristotle to be the number one key performance driver of high performing teams. With psychological safety, it is easier to have discussions in touch with your inner monolog. Josh says Laszlo Bock’s research at Google revealed the need for our educational system to educate to emotional intelligence. [29:47] Josh teaches adopting a challenging belief, in Unit 2 of Leadership Step by Step. Unit 1 is Understand Yourself. Unit 2 is Lead Yourself. A leader needs to know that beliefs affect how people view the world. Two people, looking at one thing, see two things. To change motivation, change belief. Joshua describes changing the “dandelion belief,” to the “burning building belief.” [33:36] If you can look at a difficult problem from a different perspective, and solve it that way, you have an additional way to solve problems, or more intelligence. Helping someone change a belief is simpler than convincing them of something. The progression in the book is, understand your belief, adopt a challenging belief, understand other’s belief, and help them adopt a belief. [37:48] Visiting North Korea taught Josh about himself. Seeing pictures of Kim Jong Il everywhere, and tuning them out, made him wonder what he tunes out here in the U.S. It hit him, that advertising and brands are what he tunes out. We incorporate into our reality things that are actually aspects of our external culture. Sometimes it takes an outsider perspective to see it. [40:48] Josh teaches entrepreneurs, when they find an industry where everybody has the same fixed beliefs, it is a huge opportunity, especially when the beliefs do not match the interests of the market. The more fixed the belief, the more the opportunity. Google is an example. Before Google were simple site aggregators, like Alta Vista. Google tried to sell “search” for $1 million. News correspondents are the eyes and ears of the outside world on the Korean peninsula. We wanted to know more about their work and were lucky to interview Elise Hu, who recently established National Public Radio (NPR)’s bureau in Seoul and now serves as NPR’s International Correspondent for Japan and the Korean Peninsula. We talked about NPR’s rationale for choosing Seoul as its new permanent regional bureau, journalism as practiced in the United States and South Korea, and some of her most memorable stories here in Seoul. Elise Hu joined NPR in 2011 as the coordinator of StateImpact Network, a state government reporting project by NPR member stations. Before joining NPR, she was one of the founding reporters of the Texas Tribune, a nonprofit digital news startup, and worked as state political reporter for local networks in Texas and South Carolina. She also reported from Asia for the Taipei Times. Elise Hu is the recipient of several distinctions, including a Gannett Foundation Award for Innovation in Watchdog Journalism. She has taught at Georgetown University and Northwestern University and also advises the John S. and James L. Knight foundation, a private, nonprofit foundation dedicated to the promotion of quality journalism and media innovation. Elise Hu graduated with honors from the University of Missouri-Columbia’s School of Journalism.
