Deputy President Paul Mashatile has assured that by the end of the current administration's term, all priority legislation will have gone through parliamentary processes and passed constitutional master to become laws, after the President has approved the Bills. Mashatile, in his capacity as Leader of Government Business in Parliament, said he welcomed the significant progress government is making in the enactment of key legislation. "The significance of the legislative programme is that it is a linear and revolving responsibility to both enact legislation and fine-tune existing laws," he explained. The Public Administration Management Amendment Bill, the Public Service Amendment Bill, the Statistics Amendment Bill, the General Intelligence Laws Amendment Bill and the Electoral Matters Amendment Bill have been finalised. The public service Bills have been referred to the National Council of Provinces for consideration, while the other Bills have been referred to specific parliamentary portfolio committees for processing. By the end of February, a total of 16 Bills had been sent to the President for assent. "This represents significant progress which we welcome. It takes us another step closer in the fulfilment of the mandate of the sixth democratic administration," he said.

India yesterday notified changes to its information technology rules that now require all intermediaries – such as social media platform providers and internet services providers – to rely on a government-backed fact check unit concerning any content related to “government business,” according to an official statement. The new rules called the IT Amendment Rules, 2023, first proposed in January, now “make it obligatory on the intermediaries to not publish, share or host fake, false or misleading information in respect of any business of the Central Government,” the statement reads. Such information “will be identified by the notified Fact Check Unit of the Central Government,” according to the statement. The statement also says that “the existing IT rules already required the intermediaries to make reasonable efforts to not host, publish or share any information which is patently false and untrue or misleading in nature.” These changes have drawn criticism from human rights campaigners such as the New Delhi-based Internet Freedom Foundation. The new rules “directly and negatively impact online freedom of speech and the right to receive information,” the foundation said in a post on its website. The amendments notified yesterday also included tougher rules on online gaming, especially in regulating online betting. Rajeev Chandrasekhar, minister of state for IT said in the government statement: “Online gaming is certainly a huge opportunity for India and Young Indians. We see the Indian online gaming ecosystem expand and grow into a multi-billion-dollar industry and be an important catalyst to India's One trillion-dollar Digital economy goal by 2025-26, with very clear restrictions on online wagering and betting.” In startup funding news, startups in India raised a total of $1.2 billion in funding in March compared with $598 million in February, according to data from the private markets intelligence provider Tracxn. There were 12 startup acquisitions last month, including Knowledge Lens and Sportido. March saw 87 funding rounds compared with 67 in February. The top funding rounds in March were Lenskart's Series-J round, in which it raised $500 million, PhonePe's Series D, $200 million investment and Mintifi's Series D round in which the supply chain fintech provider raised $110 million, according to Tracxn. There were 58 Seed rounds, 19 Series A rounds, two Series B rounds, and eight Series C+ rounds. FinTech, Retail, and Enterprise Applications were the top-performing sectors in Q1 2023. There were no new unicorns created in Q1 of 2023, compared with 14 in Q1 of 2022. Q1 of 2023 also saw three companies - Robu Labs, Mars Capital, and Homesfy announce their plans to go public.

Innovative public-private partnerships are beginning to reveal a range of use cases where autonomous vehicles (AVs) can augment existing transit networks.In recent years, transit agencies and AV developers have collaborated on pilot projects to explore how AVs can enhance mobility options for transit users. Incorporating AVs into public transit can help to connect riders to more transit routes and destinations with right-sized vehicles that can increase efficiency. Mr. Parrish also serves as Chief Acquisition Officer, and senior most advisor to the Secretary, managing and overseeing all acquisition activities for the Department. Mr. Parrish has over 35 years of senior leadership experience in military, government, corporate, and non-profit organizations. A retired Colonel, Mr. Parrish served for 14 years on active duty and 21 years in the U.S. Army Reserves as a Senior Army Aviator and Army Acquisition Corps Officer, serving as an Air Operations Officer during Desert Storm.  Joining Mr. Parrish on this episode's panel is his Deputy, Mr. Phillip Christy, the Deputy Executive Director for the VA's, Office of Acquisition, Logistics, and Construction. Mr. Christy serves as an advisor to Mr. Parrish on acquisition, logistics, and construction issues. The Federal Acquisition Regulation (FAR) Parts 13 and 15 require Contracting Officers to purchase goods and services from responsible sources at a fair and reasonable price.  Meaning, a price that a prudent businessperson would pay for an item or service under competitive market conditions and reasonable knowledge of the marketplace.  This is done for every contract action through a number of proposal analysis techniques and procedures defined by regulation which are documented through written evidence to support that the price is fair and reasonable.  This is particularly important, and required, in Government Contracting because we are stewards of taxpayer dollars.  In this episode we break down the techniques and tools we use to determine fair and reasonable pricing. The discussion also presents  the challenges acquisition professionals might face when completing a price analysis as well as the challenges confronted when there is an absence of competition. He was re-elected in 2013 and again in 2016. In November 2017 Senator Ryan was elected by the Senate to serve as its 25th President. Immediately prior to this, from August 2016, he was Special Minister of State and Minister Assisting the Prime Minister for Cabinet. He previously served as Minister for Vocational Education and Skills and Deputy Manager of Government Business in the Senate between February and August 2016, and as Assistant Cabinet Secretary from September 2015 to February 2016. Prior to that, and following the election the Coalition in September 2013, Senator Ryan was Parliamentary Secretary to the Minister for Education and Training. Senator Ryan was a member of the shadow ministry from 2010 to 2013, serving as Shadow Parliamentary Secretary for Small Business and Fair Competition. Senator Ryan has previously been a member of numerous Senate and Joint Parliamentary committees, including serving as Chair of the Senate Standing Committee on Finance and Public Administration. He graduated from St Kevin's College and went on to complete a Bachelor of Arts with First Class Honours at the University of Melbourne. Before being elected to the Senate in 2007, he worked for international pharmaceutical company, GlaxoSmithKline and as a consultant in the health and insurance industries. He has also served as a research fellow at the Institute of Public Affairs, worked as a senior adviser to the Leader of the Opposition in Victoria, a speechwriter for Senator the Hon Nick Minchin and in the office of the Victorian Premier, the Hon Jeff Kennett. He is married to Helen and they live in Melbourne with their two sons. He is a member of the Essendon Football Club, the Institute of Public Affairs, the Centre for Independent Studies and the Samuel Griffith Society. He is an honorary life member of the Melbourne University Liberal Club and the Australian Liberal Students' Federation.

We are honoring William “Bill” Colwell with a teleforum on a topic we know he would love – the President’s power to approve – and revoke – security clearances. We will discuss recent media accounts of the President reportedly ordering the revocation of clearances of former government officials and insisting on other clearances being granted over the objections of senior government personnel. We will also – in true Federalist fashion – examine the historical wellsprings of each branch of government’s power to act within this realm. It is time to take a closer look at whether there are any practical limits on the Executive’s discretion, and whether Congress can and should play a stronger role. Bill Colwell was a great patriot and friend to many of us in the Federalist Society, and a pillar within the Washington D.C. legal community, but his appeal was by no means limited to one side of the aisle or to people with whom he agreed. As one recent description phrased it, Bill was “a beautiful mind of insatiable curiosity and creativity, a comedian who made us laugh until tears rolled down our faces, chef and mixologist par excellence.” Bill, a devoted and loving husband and father, was a man of great faith. Bill was Assistant General Counsel and Corporate Director of the Northrop Grumman Corporation. Prior to that, he was employed at The Boeing Company and Wiley, Rein & Fielding LLP. He served in the United States Navy as a nuclear submarine officer on the USS Hampton, where he received numerous awards. A nationally recognized expert in government contracts, Bill frequently spoke and published on procurement issues. The days when an SME would have to sacrifice up to 65 (non-earning) hours to pitch for a government contract are, if not over, then at least coming to an end, insists Emilia Cedeno, who is running the Digital Outcomes and Specialists (DOS) framework for government procurement agency the Crown Commercial Service. In this video she describes the measures CCS is taking as it works towards a target of getting 33% of government business awarded to SMEs. Among these are a much shorter, more simple, public sector contract, written in plain English; work with government (including local government) buyers to improve briefs and to be clearer about budgets; and encouragement of ‘pre-tender engagement' to open up contracts to not-just-the-usual-suspects. Poss Apostolou, who has recently joined the private sector from GDS, describes the involvement of GDS in the moves to make procurement more SME-friendly and also the impact of MHCLG's ‘Local Digital Declaration' which councils must sign up to in order to pitch for funding for local digital projects. Workshops with local authorities, which among other things will promote the procurement of digital components as a means of breaking up traditional, all-encompassing council service contracts, are being rolled out as part of the campaign.

The Government is Back in Business The government is officially re-opened!  Apparently, the government shut down, maybe it was on Friday.  Earlier today Congress voted to re-open it! The good news that the government is back in business sent the stock market to record highs.  The Dow, the NASDAQ, the S&P all rallied on the good news. When the Government Shuts Down, it gets Bigger Of course, the good news was the government shutdown.  Except, it's not really shut down.  If they actually shut the government down, that would be great news. The bad news is that it's not shut down.  It's open for business.  If they really shut down government, people would like it.  At least a lot of people. The problem is, in the past, when the government shuts down, normally government gets bigger during the shutdown. The Problem is not Government Shutdown; It is Government Regulations Let's say they close a National park. They have more government workers making sure nobody uses the National park because it's closed than they had when the park was open. So the whole thing is a farce. I remember reading an article one year, during the government shutdown, that there were businesses that needed permits, but the permit office was closed, so they couldn't get the permits they needed.  The media covered the situation as, "See how bad it is when government is shut down, when people can't get their permits." Well, if government is shut down, you shouldn't need the permit.  If government shut down, you can do what you want.  You don't need a government permit. The problem was not the government shutdown, it was the government regulations. All Federal Taxes Don't Count during the Shutdown Let's say during government shutdown, "No one has to pay any taxes."  All Federal taxed don't count during the shutdown.  How many people would be anxious for the government to be open? So, a real government shutdown, where all taxes and regulations are suspended during the time of the shutdown would be great. Government Business is Destructive Because Government Means Power Government is no longer shut down; it is open for business and that means it is destructive business because government is power.  I thought it was typical or funny - the minute the news came out that they had the votes to open the government, the dollar rallied and gold sold off.  They weren't big moves. The way the lemmings react to this news is that they thought that the dollar was falling because of the government shutdown.  The dollar going down had nothing to do with the government shutdown.

A secret cabinet memorandum document purportedly signed by the Minister of Finance Malusi Gigaba requesting President Jacob Zuma and his cabinet to approve a R10 billion to save the cash-strapped South African Airline was leaked to the DA in parliament. The document also revealed that Gigaba requested for Telkom's assert to be sold for the recapitalisation of SAA. Deputy President Cyril Ramaphosa could either deny or confirm the authenticity of the document except to say-if at all the proposal comes to fruition, it will require more debate from all the stakeholders. SAA for so long has relied on government guarantees to obtain loans to fund its loss-making operations. DA MP to whom the secret document dated on the 22 August was leaked surprised the Leader of Government Business the deputy president when he demanded answers both on the authenticity and the content of the said document
