Calls for the resignation of South Korean President Yoon Suk Yeol have rung out from civil society and beyond after Yoon declared martial law on December 3rd. The Korean Confederation of Trade Unions (KCTU) called for strikes until Yoon steps down, and groups under and beyond that organization are heeding the call.Yoon's brief and apparently sudden declaration of martial law caused many to protest outside of the National Assembly chanting “Abolish Martial Law! Down with Dictatorship!” The members of that body who were able to get into the building without being blocked by troops voted unanimously against the decree, with the chair declaring it to be “invalid” after their vote.Yoon claimed that the measure was necessary “as an act of national resolve against the anti-state forces” and that he would target “shameless pro-North Korean anti-state forces.” Now, an arrest warrant has been filed against the former Defense Minister, Kim Yong-hyun, alleging that he collaborated with Yoon and intended to cause an insurrection.To talk about this still-developing story and help us understand the history, Yoon's relationship with the U.S., what these events mean for popular movements in South Korea and the prospects for Korean reunification, we're joined by Jia Hong, a member of Nodutdol. The administration's forecast center later issued a statement saying it had reviewed the footage and determined that it showed a circulating motion similar to a tornado. However, the forecast center went on to say it's not ruling out the possibility that a tornado had formed, although additional evidence is be needed to confirm that. Avec notre correspondant à Séoul, Nicolas Rocca Dans un quartier résidentiel en bordure des montagnes qui entourent la capitale, Kim Yong-min et So Seong-wook nous accueillent dans leur modeste trois pièces. La lumière filtre légèrement à travers le drapeau arc-en-ciel qui leur sert de rideaux. Ils semblent toujours étonnés qu'en quelques années leur couple soit devenu un symbole. « Nous avons effectué une cérémonie de mariage et nous vivions ensemble, mais nous n'avions aucun droit en tant que couple. Et puis nous avons découvert par hasard qu'il était possible de s'inscrire à l'assurance maladie en tant que personne à charge, et nous avons donc pensé à faire une demande, que nous avons effectuée auprès de l'agence d'assurance maladie, ils l'ont accepté et c'est comme ça que tout a commencé », explique Kim Yong-min. Après la médiatisation de leur histoire, ce droit leur a été retiré. Si c'est le cas, je pense qu'ensuite, il y aura de plus en plus de droits pour les LGBT en Corée à l'avenir à la suite de cette décision. Mais ce n'est encore qu'un seul droit, nous ne pouvons pas nous arrêter là, et je pense qu'en fin de compte, nous devons obtenir plus de droits, comme le mariage. » Ce militantisme par voie juridique a été contraint selon eux par l'inaction des politiques. « L'action des deux principaux partis politiques en Corée du Sud a été très décevante, je ne pense pas que dans notre pays, l'espoir puisse venir du pouvoir législatif, déploreson compagnon. Mais nous essayons de faire changer les choses et la société continue de progresser. Donc, si les droits des personnes LGBT ne sont pas pris en compte, alors les grands partis vont finir par perdre des voix, et les partis au pouvoir seront ceux qui soutiennent activement nos droits. » Un cadre législatif trop peu protecteur selon eux, à l'image de leur histoire d'amour qui a d'abord été illégale, car elle a débuté durant le service militaire. Dernière interdiction en date, celle du port de vêtements en cuir, qui s'inspirent du style vestimentaire de Kim Yong-un.Une mode lancée par un dictateurLe dictateur nord-coréen semble apprécier les manteaux en cuir. Il a en effet arboré cette tenue lors de plusieurs apparitions publiques. Il n'en fallait pas plus pour lancer la mode en Corée du Nord.Les habitants les plus aisés se sont mis à porter des manteaux et des vestes en vrai cuir, le plus souvent importés de Chine. Ce fut bientôt la dernière mode chez les notables nord-coréens. Un article inabordable pour le Coréen moyen, quand on sait qu'il lui coûterait environ l'équivalent de deux mois de salaire.Il s'est donc rabattu sur les vêtements en simili cuir, proposés par de nombreuses boutiques. La sœur de Kim Jong-un ayant également adopté le manteau en cuir, les femmes nord-coréennes se sont empressées de suivre son exemple.Des vêtements réservés à la classe dirigeanteCette imitation, par les habitants d'un pays, du style vestimentaire de ses dirigeants, paraîtrait bien inoffensive dans la plupart des contrées du monde. Mais pas en Corée du Nord.On le sait, la susceptibilité de son jeune dictateur est très chatouilleuse. S'habiller comme lui est en effet, pour Kim Jong-un, une atteinte à sa dignité, et même une véritable insulte.Désormais, les manteaux en cuir, que le dictateur a choisi de porter, font partie des symboles du pouvoir qui, comme tels, sont réservés à ceux qui l'exercent et, notamment au premier d'entre eux, Kim Jong-un.Aussi les vestes et les manteaux en cuir doivent être strictement réservés au dirigeant, ainsi qu'à sa famille et à son entourage. Ainsi en aurait décidé le parti communiste nord-coréen, c'est-à-dire Kim Jong-un en personne.Pour faire respecter cette nouvelle interdiction, la police a été chargée de faire le tour des magasins et de confisquer les vêtements en cuir qu'ils pouvaient mettre en rayon. Outsourcing and sub contracting is a scourge for workers all around the world with companies using these methods to increase profits and cutting costs by shifting responsibity and dangers to workers.In mid December 2018, a young worker in South Korea, Kim Yong-gyun, was killed by a conveyor belt at the thermal power plant where he had been recently employed at. Yong-gyun was employed on an insecure contract. His death was the result of inadequate training, supervision and occupational health and safety conditions.The Korean labour movement initiated a large protest movement as a result. APC interviewed Wolsan Liem, Director of International and Korean Peninsula Affairs of the Korean Public Service and Transport Workers' Union (KPTU), about this movement, its aims and the results so far.Asia Pacific Currents provides updates of labour struggles and campaigns from the Asia Pacific region. Mr. Kerr was previously the director of climate change initiatives at the World Economic Forum in Geneva, where he worked with international organizations, government leaders, and industry executives to advance practical solutions via platforms such as the G20, the United Nations, and the Forum’s Annual Meeting at Davos. While at the Forum, he designed and led the Green Growth Action Alliance, a public-private coalition launched at the 2012 G20 with over 60 leading companies developing solutions to unlock private investment for sustainable growth. From 2006-10, he worked in Paris for the International Energy Agency, leading the development of global reports, including the Technology Roadmap series, the flagship Energy Technology Perspectives publication, and the Clean Energy Progress Report. Mr. Kerr started his career with the U.S. Environmental Protection Agency in Washington, where he designed and launched a suite of innovative voluntary programs such as Energy STAR, Green Power, and methane programs that today continue to engage thousands of businesses to adopt clean, efficient technologies and practices.
