    Esta semana se han cumplido cuatro años del comienzo de la invasión rusa a Ucrania, un conflicto que arrancó como una crisis regional y ha terminado por modificar los equilibrios geopolíticos de todo el mundo. Rusia ha quedado ya totalmente aislada de Occidente y eso ha empujado al país hacia la órbita de la China popular. Entre medias, la Federación Rusa se ha transformado definitivamente en una autocracia con Vladimir Putin a su cabeza. Lo que en origen el Kremlin concibió como una operación relámpago de apenas tres días para descabezar al gobierno ucraniano y hacerse con el control de país, fracasó estrepitosamente en solo 48 horas. Desde aquel entonces la guerra ha pasado por varias etapas: desde el asedio devastador de Mariúpol y las exitosas contraofensivas ucranianas en Járkov y Jersón, hasta llegar a la actual y agónica guerra de desgaste en la que el frente apenas se mueve. El balance humano es simplemente estremecedor. Aunque las cifras oficiales se guardan con celo, se estima que unos dos millones de soldados han muerto, han resultado heridos o han desaparecido en combate. En estos momentos Rusia mantiene el control de casi el 20% del territorio ucraniano, lo ha anexionado incluso a la federación. Este último invierno ha sido especialmente duro debido a que los ataques rusos se han centrado en destruir la infraestructura energética para dejar a la población civil sin luz ni calefacción con temperaturas extremadamente bajas. En el aspecto militar Ucrania se ha convertido en un laboratorio de tecnología bélica en el que los drones han pasado a ser los protagonistas hasta tal punto que son responsables del 80% de las bajas. Han pasado de usar drones comerciales modificados a sistemas con inteligencia artificial y fibra óptica inmunes a las interferencias. Incluso en el mar Negro Ucrania ha logrado hundir o dañar un tercio de la flota rusa valiéndose de drones navales. Eso ha forzado a la flota rusa del mar Negro a cambiar de cuartel general para alejarse de las costas ucranianas. Pero el coste de estas hazañas está siendo inmenso para Ucrania. La población del país, que antes de la anexión de Crimea superaba los 46 millones de habitantes, hoy es de unos 29 millones, la economía está devastada y depende por completo de la ayuda de la Unión Europea. La natalidad está por los suelos y las reclutas son cada vez más difíciles. Un dato: la edad media de soldados ucranianos es ya de 43 años. Rusia, por su parte, ha logrado resistir las sanciones internacionales transformando su economía en una economía de guerra totalmente volcada en el gasto bélico. Han conseguido esquivar el bloqueo financiero occidental mediante una "flota fantasma" que vende a descuento petróleo a la India y a China. En estos momentos el futuro se decide en una mesa de negociación que se ha abierto en Ginebra a instancias de Estados Unidos. Hay dos planes enfrentados: uno presentado por Estados Unidos que exige concesiones muy dolorosas para Ucrania, como renunciar a la OTAN y ceder Crimea y el Donbás; y otro de las potencias europeas que busca condiciones algo más equilibradas. Aunque se habla de progresos, Zelenski se resiste a ceder territorio mientras los bombardeos continúen. La voluntad de alcanzar la paz, al menos por parte de los ucranianos, está ahí, pero el final de esta pesadilla todavía no se ve cercano. Russia's goal, he argues, is not compromise but subjugation — and any ceasefire that doesn't confront that reality only postpones the next war. We discuss the Witkoff-Dmitriev 28-point plan (critics call it the “DimWit plan”), exhaustion inside Ukraine, and why calls from the Western left for immediate, unconditional ceasefire, without a single protest outside a Russian embassy, are, as Kyselov puts it, “beyond naive.” Ksenia Kagarlitskaya then joins us from her exile in Montenegro. Her father, Marxist sociologist Boris Kagarlitsky, has now spent two years in Penal Colony No. 4 for opposing Putin's war.     Na ráno 24. februára 2022 zabudne asi len málokto. Obavy, že Rusko napadne Ukrajinu, sa naplnili. Armáda prišla z Ruska, obsadených ukrajinských území aj z Bieloruska. Od vtedy čelia Ukrajinci a Ukrajinky tisícom útokov a za cenu veľkých strát stále odolávajú. Ruský postup je pomalý, no Vladimir Putin ešte nie je vyčerpaný natoľko, aby to vzdal. No a Slovensko? To si pre Ukrajincov pripravilo špeciálny dar k výročiu. Nikola Šuliková Bajánová sa o téme rozpráva s expertkou na Ukrajinu a výskumníčkou think-tanku Európska rada pre zahraničné vzťahy Janou Kobzovou. Wir sprechen von Kriegstüchtigkeit, geben viel Geld für Rüstung aus und sind einer der größten Finanzierer der Ukrainehilfen. Aber reicht das? Üben wir genügend Druck auf Russland aus und tun alles, damit deren Kriegskasse austrocknet? Der Kanzler wird nicht müde zu betonen, dass wir uns in Europa zusammenraufen müssen, um den Bedrohungen standzuhalten. Das funktioniert aber nur mäßig und der Streit um den Kampfjet FCAS spricht Bände. Wie weit kommt man allein mit Waffenlieferungen?     Confira os destaques do Jornal da Manhã desta terça-feira (24): O presidente da Ucrânia, Volodymyr Zelensky, afirmou nesta segunda-feira (23) que o líder da Rússia, Vladimir Putin, já teria iniciado uma “Terceira Guerra Mundial”. Segundo Zelensky, há diferentes interpretações sobre o tema, mas a ofensiva russa representaria um conflito de escala global, com a principal questão sendo até onde Moscou pretende avançar e como impedir essa expansão. A depoente Ingrid Pikinskeni Morais Santos não retornou à sessão da CPMI do INSS após um intervalo na oitiva realizada no Senado Federal. Segundo nota da presidência da comissão, ela apresentou um mal-estar e foi avaliada pela equipe médica da Casa, o que levou à suspensão dos trabalhos. Ingrid é esposa e sócia de Cícero Marcelino de Souza Santos, apontado como operador e assessor do presidente da Confederação Nacional dos Agricultores Familiares, uma das entidades que estão sob investigação da CPMI. O governador de São Paulo, Tarcísio de Freitas (Republicanos), afirmou nesta segunda-feira (23) que o Instituto Butantan “forneceu esperança” ao Brasil durante a pandemia da Covid-19. A declaração foi feita durante cerimônia em comemoração aos 125 anos da instituição, realizada na Zona Oeste da capital paulista, na qual o governador destacou os avanços científicos e o papel estratégico do Butantan na saúde pública. O presidente em exercício e ministro do Desenvolvimento, Indústria, Comércio e Serviços, Geraldo Alckmin, afirmou nesta segunda-feira (23) que o Brasil foi o país mais beneficiado do mundo com as novas tarifas anunciadas pelo presidente dos Estados Unidos, Donald Trump. A declaração foi feita em São Paulo, durante evento na Fiesp, e se refere à tarifa global de 15% sobre produtos importados pelos EUA, que entra em vigor nesta terça-feira (24). O presidente da Ucrânia, Volodymyr Zelensky, fez um apelo direto ao ex-presidente dos Estados Unidos, Donald Trump, ao pedir que o líder norte-americano “permaneça ao nosso lado”. A declaração foi dada em entrevista à CNN Internacional, nesta segunda-feira (23), véspera do quarto aniversário da guerra no Leste Europeu. O Ministério da Justiça e Segurança Pública e a Interpol anunciaram nesta segunda-feira (23) a criação de uma força integrada sul-americana para combater organizações criminosas, com foco especial no tráfico internacional de drogas. O grupo atuará exclusivamente na América do Sul e será coordenado e financiado pelo Brasil, por meio da Polícia Federal e do próprio ministério. O relator da CPMI do INSS, o deputado Alfredo Gaspar (União Brasil-AL), afirmou que o banqueiro Daniel Vorcaro e representantes de bancos investigados devem prestar contas diretamente à comissão, em Brasília, sem qualquer tratamento diferenciado. Gaspar criticou a possibilidade de depoimentos fora da CPMI e disse ser contrário ao que chamou de “depoimento marmita”, reforçando que não pode haver distinção entre investigados VIPs e não VIPs. O ministro Gilmar Mendes, do Supremo Tribunal Federal, decidiu nesta segunda-feira (23) que verbas indenizatórias, conhecidas como “penduricalhos”, só podem ser pagas a membros do Poder Judiciário e do Ministério Público quando houver previsão expressa em lei aprovada pelo Congresso Nacional. A decisão também restringe a atuação do Conselho Nacional de Justiça e do Conselho Nacional do Ministério Público, que passam a poder apenas regulamentar benefícios já previstos em lei, com base de cálculo, percentual e teto claramente definidos.
