Deb Fischer Reintroduces HAULS Act To Improve Agriculture Transportation Safety U.S. Senator Deb Fischer (R-Neb.), a member of the Senate Agriculture Committee, has reintroduced the Haulers of Agriculture and Livestock Safety (HAULS) Act, legislation aimed at strengthening the transportation system that supports America's farmers, ranchers, and agricultural supply chains. The HAULS Act addresses longstanding challenges faced by agricultural and livestock haulers, particularly those related to federal hours-of-service (HOS) regulations. By modernizing these rules, the bill seeks to improve safety, flexibility, and efficiency across the agriculture transportation industry. Key Provisions of the HAULS Act The legislation includes several critical updates designed to better reflect real-world agricultural operations: Expanded Hours-of-Service Exemptions The HAULS Act would eliminate the requirement that agricultural and livestock HOS exemptions apply only during state-designated planting and harvesting seasons, allowing haulers greater flexibility year-round. Clearer Definition of Agricultural Commodities The bill amends and clarifies the definition of “agricultural commodities” based on feedback from agriculture and livestock organizations, reducing confusion and improving regulatory consistency. Extended 150 Air-Mile HOS Exemption Building on a previous Fischer provision already signed into law, the HAULS Act authorizes a 150 air-mile exemption from HOS requirements on the destination side of a haul, giving agricultural commodity haulers more operational flexibility when delivering goods.
