Depuis la prise d'Uvira la semaine dernière par les rebelles du M23, soutenus par le Rwanda, Kigali est sous le feu des critiques. « "Les États-Unis sont profondément préoccupés et incroyablement déçus par la nouvelle flambée de la violence dans l'est de la RDC", s'est indigné Mike Waltz, l'ambassadeur américain auprès des Nations unies, rapporte Afrikarabia, site spécialisé sur la RDC. (…) En ligne de mire, le soutien actif du Rwanda aux rebelles, en matériel et en logistique. 5 000 à 7 000 soldats rwandais combattraient au Congo au début de décembre, selon Mike Waltz. Marco Rubio, le patron de la diplomatie américaine, a été encore plus clair sur les intentions de Washington, indiquant que "les États-Unis prendraient des mesures pour garantir le respect des engagements pris envers le président" Donald Trump. » Qui plus est, rapporte le site congolais Actualité CD, « le vice-secrétaire d'État américain Christopher Landau a qualifié l'offensive récente sur Uvira de "grave erreur", avertissant que "cela ne pourrait pas continuer" si le Rwanda "persistait à jouer les mêmes vieux jeux avec le M23" ». Les États-Unis furieux… La presse congolaise pointe du doigt le président rwandais : « Kagame a tourné Donald Trump en dérision : ses jours sont comptés », s'exclame La Tempête des Tropiques. Le quotidien kinois cite un officiel américain proche de la Maison Blanche qui accuse le chef de l'État rwandais d'avoir trahi la confiance des États-Unis et du président Trump : « dans un langage particulièrement offensif, il qualifie Paul Kagame de "criminel de guerre" incapable de tenir parole, et affirme que "le temps du dialogue est terminé" et qu'il est "temps pour Kagame de partir" ». Et « au-delà de l'attaque directe contre le président rwandais, note encore La Tempête des Tropiques, ce proche de la Maison Blanche lance un appel explicite aux militants pro-démocratie au Rwanda, les invitant à entrer en contact avec ses réseaux aux États-Unis, suggérant une volonté de soutenir ou structurer une opposition politique en exil. Cette sortie marque un changement notable de ton dans certains cercles américains, relève encore le quotidien kinois, alors que Kigali bénéficiait jusqu'ici d'une image relativement favorable auprès des partenaires occidentaux ». Le M23 va-t-il quitter Uvira ? Conséquence sans doute de toutes ces pressions : l'AFC-M23 a annoncé hier lundi qu'elle allait se retirer d'Uvira… La rébellion l'indique dans un communiqué repris notamment par le site congolais Actualité CD : « "malgré les provocations et abus persistants de la part des FARDC et de leurs alliés, l'AFC-M23 a décidé d'initier une mesure unilatérale de confiance afin de donner au processus de paix de Doha toutes les chances de réussir", affirme le mouvement, ajoutant qu'il "retirera unilatéralement ses forces de la ville d'Uvira, comme demandé par la médiation des États-Unis". La rébellion précise toutefois que ce "retrait est conditionné à des garanties de sécurité", appelant "les garants du processus de paix à assurer la gestion de la ville, notamment sa démilitarisation, la protection des civils et des infrastructures, ainsi que le contrôle du cessez-le-feu par le déploiement d'une force neutre" ». Alors le M23 va-t-il vraiment se retirer d'Uvira ? Le Rwanda va-t-il céder aux injonctions internationales, notamment américaines ? Difficile de répondre… À Kigali, le quotidien The New Times, proche du pouvoir, contre-attaque en affirmant que « la coalition de la RDC poursuit une campagne d'extermination ciblée contre les civils banyamulenge », ces Tutsis congolais qui vivent dans le Kivu. Le pouvoir rwandais avance régulièrement ce prétexte de défendre cette minorité ethnique d'origine rwandaise pour justifier sa présence militaire dans l'est de la RDC. Plus de 500 000 personnes déplacées En attendant, la crise humanitaire s'amplifie. « Selon l'Unicef, rapporte Afrik.com, plus de 500 000 personnes, dont plus de 100 000 enfants, ont été déplacées depuis le 1er décembre au Sud-Kivu. Et plus de 40 000 Congolais ont franchi la frontière vers le Burundi en seulement quatre jours. Au total, 5,3 millions de personnes sont déplacées à l'intérieur du pays et plus de 24 millions souffrent d'insécurité alimentaire ». Enfin, rapporte encore Afrik.com, « la ministre congolaise des Affaires étrangères, Thérèse Wagner, appelle le Conseil de sécurité de l'ONU à imposer des sanctions ciblées contre les responsables militaires et politiques de l'agression, à instaurer un embargo total sur les minerais exportés comme rwandais, et à révoquer le statut de contributeur de troupes du Rwanda aux opérations de paix. Et elle prévient : "soit l'ordre international accepte d'être ouvertement bafoué, soit ce Conseil assume ses responsabilités" ».

Principale cible : Airbnb.   En moins de 20 ans, la plateforme est devenue un acteur majeur du tourisme mondial avec une offre dans plus de 150 000 villes, plus de 8 millions d'annonces actives pour un chiffre d'affaires de 11 milliards de dollars en 2024. Au départ, alternative moins chère aux hôtels, permettant une expérience d'hébergement plus authentique pour les voyageurs et un complément de revenu pour les propriétaires, Airbnb s'est petit à petit métamorphosé et avec, les villes visitées. Pour beaucoup de propriétaires, la location courte durée est devenue une aubaine bien plus rentable que la longue durée.   Conséquences pour les habitants, une offre de logements disponibles qui s'amenuise, une hausse des loyers et une cohabitation de plus en plus tendue avec les touristes et les fameux “digital nomads”.   Les capitales ne sont pas les seules concernées. En France, par exemple, des communes de taille moyenne comme La Rochelle, Biarritz ou Nice ont vu leur centre-ville se transformer avec Airbnb. Les épiceries, les cordonneries, les magasins d'optique ou autres quincailleries laissent place à des coffee shop, des commerces de restauration rapide ou des magasins de souvenirs. Néanmoins, pour d'autres communes, l'arrivée d'airbnb a permis d'améliorer l'offre d'hébergement touristique et de redynamiser la vie locale. Alors quelles sont réellement les conséquences d'Airbnb sur les villes ? Selon Sidaction, ce type de discours peut avoir des conséquences dangereuses sur la prévention et la santé sexuelle. Cette campagne intervient alors que, entre 2014 et 2023, les cas de séropositivité ont augmenté de 41 % chez les 15-24 ans. Cette progression s'inscrit d'ailleurs dans une tendance plus large : le nombre d'IST augmente, tandis que l'usage du préservatif recule.
