In his address to the IIEA, Professor Mearsheimer discusses the foreign policy agenda of the President Biden administration. He shares his insights on the likely continuities as well as differences between the Biden administration's policies and the policies pursued by President Trump over the past four years. About the Speaker: John J. Mearsheimer is the R. Wendell Harrison Distinguished Service Professor of Political Science at the University of Chicago, where he has taught since 1982. He graduated from West Point (1970), has a PhD in political science from Cornell University (1981), and has written extensively about security issues and international politics. Among his six books, The Tragedy of Great Power Politics (2001, 2014) won the Joseph Lepgold Book Prize; and The Israel Lobby and U.S. Foreign Policy (with Stephen M. Walt, 2007), made the New York Times bestseller list. His latest book is The Great Delusion: Liberal Ideals and International Realities (2018), which won the 2019 Best Book of the Year Award from the Valdai Discussion Conference, Moscow. In 2020, he won the James Madison Award, which is given once every three years by the American Political Science Association to “an American political scientist who has made a distinguished scholarly contribution to political science.”

Wikipedia: Stephen Park Turner (born March 1, 1951) is a researcher in social practice, social and political theory, and the philosophy of the social sciences. He is Graduate Research Professor in the Department of Philosophy of the University of South Florida,[1] where he also holds the title Distinguished University Professor.[2] He has held a NEH Fellowship, was Simon Honorary Professor at Manchester University and has twice been the Advanced Fellow at the Swedish Collegium for Advanced Studies. Turner was born in Chicago, Illinois. He graduated from the University of Chicago Laboratory Schools in 1968 and then attended the University of Missouri in Columbia, Missouri. He received his undergraduate and his two master's degrees (one in philosophy and one in sociology) and his Ph.D. in sociology, with a dissertation on a philosophical topic, later published as Sociological Explanation as Translation (1980) by Cambridge University Press in the Rose Monograph series of the American Sociological Association. He later studied with Richard Rorty and Edward Shils. He began his long affiliation with the University of South Florida in 1975. In 1987 Turner was appointed Graduate Research Professor in Sociology; since 1989 he has held the same title, now Distinguished University Professor, but in Philosophy. He has had visiting appointments at Virginia Tech, the University of Notre Dame, and Boston University. He is on the editorial board of some 15 journals, and is the longest serving "Collaborating Editor" of Social Studies of Science.

It was with great pleasure that I welcomed into the virtual studio John J. Mearsheimer. John is one of the leading exponents of the School of Realism in international relations. With his book The Tragedy of Great Power Politics, published in 2001, John described and elaborated the foreign policy theory and practice of “Offensive Realism”. John has been a persistent critic of U.S. foreign policy critics and their creation and elaboration of the liberal international order. His critique has been fully argued in his two most recent works: the book The Great Delusion: Liberal Dreams and International Realities, published in 2018 and his recent extended article in International Security, “Bound to Fail: The Rise and Fall of the Liberal International Order”. John has taught international relations for many years at the University of Chicago. He has made quite a name for himself in his works on Realism in international relations. I was very excited to get John into the studio so we could get John to discuss the Liberal Order and get his views on American foreign policy in the ‘Age of Trump’.

Professor John J. Mearsheimer (University of Chicago) presents the conclusions of his latest article published in 'Foreign Affairs' on offshore balancing. Mearsheimer sets out his case against the practice of liberal hegemony by the US, making the bold statement that Presidents Bush and Obama have acted very similarly when it comes to intervention abroad. He examines the track record of US involvement in places like Iraq, Libya, Egypt and Syria before moving on to explain why 'offshore balancing' would be a superior strategy for the US government to adopt. Mearsheimer argues that by managing conflict from afar, the US can halt the buck passing that is so common in international relations today, free up resources to be spent domestically and curb the spread of terrorism. His argument is tempered by a caveat for conflict with potential world hegemons: while he believes that the US can retreat from Europe and the Gulf, onshore involvement will be increasingly required in China as it poses a strategic threat to the US that will not be tempered independently by Russia. Discussant and DPhil student Ulrike Franke (DPIR) whose research examines drone warfare questions Mearsheimer on his conceptualization of liberal hegemony, the role of NATO and the Obama administration's legacy. Wendell Harrison Distinguished Service Professor in Political Science and Co-director of the Program on International Security Policy at the University of Chicago, assesses the causes of the present Ukraine crisis, the best way to end it, and its consequences for all of the main actors. A key assumption is that in order to come up with the optimum plan for ending the crisis, it is essential to know what caused the crisis. Regarding the all-important question of causes, the key issue is whether Russia or the West bears primary responsibility.
