La semana pasada el Gobierno de Venezuela liberó a un veterano de la Fuerza Aérea de Estados Unidos que estaba encarcelado y se lo entregó a las autoridades estadounidenses en Antigua y Barbuda. Con esta medida Nicolás Maduro espera que mejoren las relaciones bilaterales y, sobre todo, que Donald Trump permita que las compañías petroleras occidentales continúen operando en el país. El ex militar liberado, Joseph St. Clair, fue arrestado por las fuerzas de seguridad venezolanas en octubre cerca de la frontera con Colombia cuando viajaba por aquella zona junto a unos amigos. El 3 de marzo, el departamento de Estado reclamó su liberación inmediata, pero el régimen se los había guardado como moneda de cambio. Con esto Maduro pretende mostrarse cooperativo, pero no es lo único que está haciendo para congraciarse con la Casa Blanca. En los últimos tres meses, ha aceptado sin rechistar un flujo constante de vuelos de deportación desde Estados Unidos y Honduras. A principios de este mes, cinco activistas del equipo de María Corina Machado, refugiados desde el año pasado en la embajada argentina en Caracas, consiguieron abandonar el país y reaparecieron en Washington, donde ofrecieron una rueda de prensa. Maduro encajó el golpe y se está mostrando dispuesto a seguir liberando gente a cambio de que Trump sea clemente con él. Quiere sacar el máximo partido a esa diplomacia de los rehenes que los cautivos de la embajada denunciaban hace sólo unos días. El hecho es que Trump no termina de adoptar una política clara respecto a Venezuela. Está dando una de cal y otra de arena. En febrero se revocó la licencia de Chevron para producir y exportar petróleo venezolano e impuso aranceles a los países que importen crudo proveniente de Venezuela. Un revés tras otro que complica las finanzas del régimen, pero que no le supone ni mucho menos una amenaza existencial. Para compensarlo ha despachado para el Caribe a Richard Grenell como enviado presidencial con la orden de establecer negociaciones discretas con el régimen chavista. En paralelo a estas maniobras internacionales, este domingo se celebraron elecciones regionales, unos comicios en los que no votó casi nadie (la abstención fue del 85%) y que el oficialismo ganó de calle. En los municipios cercanos a Guyana se organizó además una absurda farsa. Se presentaron listas y candidatos para representar a la Guayana Esequiba, una región del país vecino que Maduro reclama como propia. Para la oposición venezolana esta letanía de acontecimientos es como el día de la marmota. Todo se repite de forma incansable y sin que los venezolanos puedan hacer nada para impedirlo, salvo abstenerse de participar en los circos electorales que el régimen organiza de forma periódica. Nada parece que vaya a cambiar y las señales que reciben de Estados Unidos no son precisamente esperanzadoras. U.S. President Donald Trump's foreign policy is chaotic. This may be by accident or else the result of stupidity. But it is also partially by design. In his ghost-written books about business, Trump describes the benefits of keeping the other side off guard with unexpected negotiating tactics. Similarly, beyond the world of business negotiations, Trump believes in the "madman theory" of foreign policy, in which being less predictable helps him gain concessions because other foreign leaders do not know how credibly to take his threats. In other words, the chaos is part of the policy. The world has seen this play out over the first eight weeks of Trump's new term in office. On tariffs, Trump threatened Canada and Mexico, with which he renegotiated a free trade deal during his first term, with a blanket 25 percent tariff. He has now backed down twice in two months on following through, once at the very last moment and once after having briefly imposed the import duties. The uncertainty this has created with regard to the North American business environment has led to lower consumer confidence, declining U.S. stock markets and concerns about a potential recession. Meanwhile, Trump has slowly ratcheted up tariffs on China, threatened the European Union with far-reaching trade restrictions and moved to increase tariffs on metal imports, resulting in counter-tariffs and popular anger targeting U.S. businesses all across the globe. Is Trump hoping to use these tariffs to raise revenue or to move manufacturing back into the United States? Or alternatively, does he hope the threat of tariffs will change other countries' behavior before he actually has to impose them? Nobody knows. Trump has claimed all three competing rationales at various points, adding to the maelstrom. The uncertainty is not restricted to trade. On the war in Ukraine, Trump opened direct talks with Moscow and directed the U.S. to vote against a United Nations resolution condemning Russia for the invasion. Later that week, Trump appeared to change course and invited Ukrainian President Volodymyr Zelenskyy to the White House to sign a deal on Ukraine's critical minerals. That deal was canceled after the two leaders' disastrous Oval Office press conference, leading Trump to suspend military aid and intelligence-sharing that the U.S. has provided to Kyiv since the February 2022 invasion. He then had U.S. negotiators meet with their Ukrainian counterparts in Saudi Arabia, where they agreed on a potential ceasefire deal. As of this writing, military assistance and intelligence-sharing with Ukraine has resumed, and Trump is now floating the imposition of hard-hitting sanctions on Russia to get Moscow to go along with the ceasefire. Foreign leaders cannot just plan for facing Trump's worst possible policies. Rather they must be ready for policies that never stop changing and even reversing. On Venezuela policy, Trump's special envoy Richard Grenell traveled to Caracas in late January to meet with President Nicolas Maduro, who blatantly stole the country's presidential election last year and was the target of a "maximum pressure" campaign seeking regime change during Trump's first term. As a result of Grenell's visit, Maduro agreed to accept Venezuelan migrants deported back to the country from the U.S., in exchange for an implicit guarantee that the Trump administration would not reimpose oil sanctions that former President Joe Biden had stopped enforcing as part of his own diplomatic efforts to ensure that last year's election would be more free and fair. A few weeks later, however, Trump reversed course, revoking a special license that had allowed Chevron to drill in the country and giving the company just 30 days to wind down operations. Yet, late last week, Maduro began accepting deportation flights again, suggesting another quiet under-the-table deal had been reached. Speculation over how much the United States intervened in the Romanian justice system, to help the Tate brothers reach American soil. A private jet believed to be carrying Andrew and Tristan Tate has landed in Florida, in the midst of Romanian investigations into their trafficking, and rape charges. Venezuela sends planes to bring back undocumented migrants from US "Venezuela has sent two planes to repatriate undocumented migrants from the US, following a deal with the Trump administration. La Syrie vit une période de transition historique depuis la chute du régime de Bachar el-Assad en décembre 2024. C'est un moment de grandes aspirations pour les différentes populations du pays, dont une communauté plutôt méconnue, installée au sud de la Syrie. La ville de Soueïda, à une centaine de kilomètres au sud de Damas, est surnommée « La Petite Venezuela ». RFI a pu s'y rendre pour un reportage exclusif. Notre envoyée spéciale Mélissa Barra a rencontré Carmelinda Rouslan qui fabrique des petits drapeaux syriens en macramé, ces drapeaux de la révolution ont trois étoiles et une bande verte et ils étaient interdits sous le régime de Bachar el-Assad : « Nous les avons tissés rapidement, il fallait faire vite. C'est une nouvelle vie qui commence, pleine d'espoir. Les gens ont besoin d'une vie meilleure. » Soueïda est le fief de la plus grosse communauté syrienne vénézuélienne. Cinq artisanes travaillent dans la boutique de Carmelinda. Elles confectionnent des sacs, des accessoires de décoration et même des poupées vêtues de costumes traditionnels vénézuéliens. « Ces femmes travaillent », explique Carmelinda, « ce n'est pas facile car l'économie est en récession et les prix sont élevés. Les femmes doivent faire vivre leurs familles. Comme au Venezuela, toute la famille travaille ».Carmelinda Rouslan est née à Caroca, au nord-est du Venezuela. Elle vit en Syrie, le pays de ses parents, depuis qu'elle a 14 ans. Dans un mélange d'espagnol et d'arabe, elle explique que de nombreux clients ont les mêmes origines. « La terre vénézuélienne est à jamais dans nos cœurs », ajoute-t-elle.Les habitants de Soueïda ont tous un cousin ou une tante en Amérique latine. Selon un historien local, une première vague de Syriens a émigré dans les années 50 au Venezuela pour travailler dans les champs et dans les mines d'or. Puis, après le coup d'État en 1970 de Hafez el-Assad, le père de Bachar, d'autres sont partis pour trouver un emploi dans les exploitations pétrolières. Certains enfants de ces générations sont rentrés en Syrie.Sawsan Almaaz en fait partie. Elle a ouvert dans le centre-ville un restaurant, où se retrouvent tous les mois les membres du groupe d'amitié Syrie Venezuela. « Quand les clients demandent des arepas vénézuéliennes - nos galettes de maïs traditionnelles – nous les préparons. » dit-elle. « On peut se procurer de la farine de maïs mais elle est chère. Elle est importée. L'ancien régime avait mis beaucoup d'impôts sur les produits d'importation. Ils coûtaient trois fois plus cher qu'un produit national. Le prix devrait baisser désormais. D'ailleurs, c'est déjà un peu le cas. »Durant les années 2000, le gouvernement vénézuélien a tissé des liens avec Bachar el-Assad. On dit qu'à ce moment-là, Soueïda a reçu le surnom de « Petite Venezuela ». « Quand Hugo Chavez était en vie, il est venu à Soueïda et a posé la première pierre du club vénézuélien de la ville. La moitié des habitants se sentent Vénézuéliens, par naissance ou par expatriation, ou bien parce que leurs enfants et petits-enfants le sont », explique Aida Hadefi, gérante d'une pharmacie et membre du club d'amitié. « Mon père et ma mère sont arrivés en bateau là-bas. Mes enfants sont nés au Venezuela. Ce pays est notre terre, notre mère. »2011 a marqué un moment décisif dans cette grande histoire de migrations.
