In this episode of Work in Progress, Frankie Miranda, president and CEO of the Hispanic Federation, and Mauricio Garcia, senior VP of programs for UnidosUS join me to discuss the digital divide that is threatening to create further barriers to family-sustaining jobs for Latinos and Hispanics. You've probably heard about the digital gap or digital divide in the U.S. For U.S. Latinos that gap is significant. According to the Pew Research Center, 80% of whites are connected to broadband internet while only 65% of Latinos are. And Latinos may get less encouragement to seek digital training or jobs requiring digital skills. That digital disparity means Latinos as a group face more challenges when job-seeking. Without a high level of digital skills, Latinos and others are increasingly shut out of career opportunities. As Latinos are set to drive nearly 80% of workforce growth by 2030, closing the digital divide is not just a social priority, it's an economic imperative. I spoke with Miranda and Garcia at the JFF Horizons conference in Washington, D.C., in July. We discussed how community-based organizations, upskilling programs, and policy initiatives are working to bridge the gap and empower the Latino workforce. In this episode of Capital for Good we speak with Luis Miranda, one of New York, and the country's, most dynamic cross-sector leaders, with more than four decades of experience in government, business, politics and advocacy, community development, and the arts. Miranda is the founding partner of the MirRam Group, founding president of the Hispanic Federation, and board chair of the Latino Victory Fund, the Public Theater, and the Northern Manhattan Arts Alliance. In the words of his son Lin-Manuel, Miranda is relentless.   We begin with Miranda's childhood and formative years in Vega Alta, a small town in Puerto Rico where he was born and raised before leaving for New York to pursue a PhD in clinical psychology at NYU. Although he left Puerto Rico as a very young man, the place has remained central to his identity and family — and, as beautifully told in the award-winning HBO documentary Siempre, Luis, a place he returns to regularly, including to lead much of the rebuilding effort after hurricanes Irma and Maria.   Once settled in New York, Miranda discovered that work as a clinical psychologist didn't suit him, but the city “fit like a glove.” Inspired by his parents, who were deeply engaged in public service, Miranda became a community activist, first via nonprofit organizations, then in government when he “came to understand the role that politics can play in changing lives, making communities better.” Miranda would go on to serve in three Mayoral administrations — Koch, Dinkins and Giuliani — and became increasingly involved in local, state, and national politics, helping to elect officials to the New York City Council, the New York State Assembly, and all of New York's recent representatives in the US Senate: Senators Hillary Rodham Clinton, Charles Schumer, and Kirsten Gillibrand. Miranda also chairs Latino Victory, focused on building power in the Latino community by electing more Latinos to office.   We end with a discussion of the arts — and the ways in which Miranda's commitment to the arts, politics, community activism, and inclusion all come together. His many recent and large-scale arts projects include bringing Hamilton to Puerto Rico as part of the hurricane recovery effort, leading the restoration of the United Palace theater in Washington Heights, and chairing the board of The Public Theater, where he is leading its Fund for Free Theater campaign. “The arts feed the soul; they bring people together,” Miranda says. “We have to ensure they are accessible.”   Thanks for listening! My guest this week is Frankie Miranda, the first openly gay president and CEO of the Hispanic Federation — a nonprofit serving the Latino community. Frankie's background isn't what you might expect for the head of a political organization. When he moved from Puerto Rico to New York, the plan was to study theater. But his dramatic training turned out to serve him well in work where he could serve his community — especially after stepping into a leadership role that threw him multiple immediate curveballs. Fortunately, he was prepared — thanks in part to confidence-building pop divas and an education that included daytime TV.We'll have that conversation in a minute. Lewis Voting Rights Act of Connecticut.   The 78-page amendment allows the state to establish “preclearance” procedures and remedies for municipalities which violate voting access rules, and spells out prohibitions of any voter registration, voter eligibility or voting rule which QUOTE “results in an impairment of the right to vote for any protected class member.”Among many other provisions, the new law also expressly prohibits “intimidation, deception or obstruction that interfere with any elector's right to vote,” and instructs the courts to act with a pro-voter philosophy to encourage citizen participation.  It also expands non-English voting materials, and gives voters additional tools to petition the court.Connecticut joins California, New York, Oregon, Virginia and Washington in passing state VRAs. Still pending are proposals in Michigan and New Jersey.   Democracy advocates are closely watching a challenge to Washington State's VRA just heard in the state supreme court in May. We have a link to the new law, plus analysis and groups taking action, at AmericanDemocracyMinute.org.   I'm Brian Beihl.Today's LinksArticles & Resources:Campaign Legal Center - Protecting the Freedom to Vote through State Voting Rights ActsConnecticut Legislature - John L. In this episode of Work in Progress, I speak with Charlotte Gossett Navarro, chief director of the Hispanic Federation Puerto Rico about efforts to rebuild and revitalize the island territory five years after the worst storm in its recent history. Almost five years to the day, Hurricane Fiona slammed into Puerto Rico this weekend, causing massive flooding and knocking out power to the entire island. It could be days or weeks before power is fully restored. While Fiona is directly responsible for the outage, the unreliable power grid is to blame. Just weeks before this latest storm, I spoke with Charlotte Gossett Navarro, chief director of the Hispanic Federation Puerto Rico about the lasting impact of another devastating hurricane. On September 20, 2017, Hurricane Maria struck the island, killing more than 3,000 people, damaging more than 45,000 businesses, and leaving 40,000 people out of work. Navarro and I talked about the rebuilding effort being led by the Hispanic Federation. One of the key topics of conversation was the ongoing issues with the Puerto Rican energy grid, an issue that continues to plague the island. 'A timely conversation' Navarro had a lot to say to me about the energy situation on the island. Our conversation was on September 9th. Here is what she told me. "It's a very timely conversation to have because here have been ongoing protests here in Puerto Rico about the outages that we continue to have constantly, and that in the last year have actually gotten worse and have been more frequent. And so unfortunately, I cannot say that our energy grid is in a much stronger place than it was after Hurricane Maria. "We did have the longest blackout in U.S. history, in Puerto Rico's history after Maria, in some locations lasting up to a year. And so we have energy again. However, the consistency, the reliability of that energy, the resilience of the system, is not there. And to that end, the goal of trying to bring more renewable energy to Puerto Rico and really help Puerto Rico transition to 100% renewable energy is our goal in the Hispanic Federation." Navarro says the goal is to install decentralized rooftop solar energy systems. "The energy infrastructure is a very centralized infrastructure that's located in the south and then has transmission lines that cross the whole island. Sometimes simple things that cause a problem in one location can cause blackouts for half of Puerto Rico. We continue to see that problem. "Most recently, we saw the issue affect our health system again. It affected our health system after Maria, and then just a few weeks ago, our largest hospital system lost power for 24 hours. The main energy from the electric grid failed and, then unfortunately, the damage that these blackouts and these outages have to our appliances, our different systems, caused their generator to fail as well. So we had, again, the largest hospital system with no energy. And then a week later, the pediatric wing of another one of our hospitals had no energy. "For us, we talk about energy as more than just infrastructure, more than just the technology and the equipment that's needed, but really it is about the humans that are affected behind it," Navarro tells me. Renewable Energy Needs a Skilled Workforce Navarro says in 2019, Puerto Rico passed a law mandating the island is 100% reliant on renewable energy sources by the year 2050. The primary source of energy is going to be solar energy because that's what makes sense for Puerto Rico,. she adds. "In order to do that, we need a workforce that can meet that sort of demand to really be able to install the amount of solar energy systems that we're talking about. And that is a training that does require some specialized skills, and we don't currently have enough of the workforce development programs there to do that. "There needs to be a special curriculum created. The curriculum that's actually used within the U...

In this episode of Work in Progress, we examine the critical issue of closing the digital divide in the Hispanic community. Hispanic workers are 14% of overall workers, but represent 35% of workers with no digital skills and 20% of those with limited digital skills. Digital skills are crucial to obtaining gainful employment and resources to support their families. In March, WorkingNation partnered with SXSW EDU to bring together a panel of outstanding leaders in the Hispanic community to examine solutions to this important issue. Our Closing the Hispanic Digital Skills Gap panel featured Hector Mujica, Economic Opportunity lead Americas, Google.org; Frankie Miranda, president & CEO, Hispanic Federation; and Domenika Lynch, executive director, Aspen Institute Latino and Society Program. The panel was moderated by John-Carlos Estrada, anchor, CBS Austin. There is a lot of information in the discussion about solutions, with some excellent ideas floated by this very thoughtful group. In the conversation, Lynch cites the Pathways to Digital Skills Development for Latino Workers report, a collaboration between the Latino and Society Program and Upskill America. These findings are from a national survey and in-depth interviews with employers of Latino frontline workers and workforce development organizations, and include a call-to-action to help get this workforce the skills they need to succeed in today's labor market. It was released after the discussion in Austin in March. There's a lot more information and suggestions in the report, and I encourage you to read it for yourself to get more details. In this episode of the Work in Progress podcast, Diana Caba, assistant vice president for policy and community engagement for the Hispanic Federation joins me to discuss the digital skills gap in the Latino community and what is being done to close that gap. "The dire need for digital skills is a longstanding issue for communities of color in general. And before the pandemic, the digital divide has been especially detrimental to the economic prospects of Latinos of all ages," says Caba. "The Latino workforce is growing exponentially," she adds, "(and) a lot of those workers are lacking critical digital skills to be able to work, to be able to progress in their careers, to be able to increase their financial security." Latinos are 14% of today's workforce and will account for as many as seven out of 10 workers entering the workforce by 2025, but they also currently represent 35% of workers without digital skills and 20% of those with limited digital skills, according to the National Skills Coalition. This disconnect means that Latino workers without in-demand digital skills will have fewer opportunities to compete for the best-paying jobs. "This stems from a variety of different issues from K-12 education and access to opportunities. There's so much to be said in regards to that, but I think that we can all agree that the devastation the pandemic has caused has shed light on these deep-rooted inequities, but has also offered the opportunity to see that digital access is no longer a luxury." To address the digital skills gap, a few years ago the Hispanic Federation created the Latino Digital Accelerator initiative, which enhances and expands the digital workforce activities of Latino-led and Latino-serving nonprofit organizations across the nation. "The intention of the Digital Accelerator is to be able to support Latino-serving organizations that are doing the work, that are in the community with the resources and expertise for them to grow their digital skilling initiatives, that in turn will prepare Latinos for the workforce of today and tomorrow, and the idea of creating a coalition of organizations working in this area to then further inform other groups that want to do this in their communities," Caba explains on the podcast. The Hispanic Federation is currently working with 24 community-based organizations (CBOs) in 10 states and in Puerto Rico. "We have provided them with seed funding to either start a digital skilling program or enhance their digital skilling programs that they currently have, again, through the workforce training work that they do. "In additional to the capital, we have developed a basic digital skilling and job preparedness curriculum, which was created also with input from the CBOs that we're working with and also additional research and also combining that with free tools that can be incorporated. It's part of our essential services that we provide to the organizations that we provide capacity building for." As Caba explains, "We are very fortunate to receive the support of Google.org and also continue to work with other entities interested in digital skilling for Latinos. The long-term vision for the Digital Accelerator, of course, is to establish a pipeline that leads to well-paying jobs." "The future belongs to those who are connected." NoMAA facilitates the creation of new works by both emerging and established artists; strengthens the infrastructures of local arts organizations; encourages public dialogue, engagement, and collective reflection around issues that affect upper Manhattan's cultural community; and fosters the region's economic development and overall vibrancy.Get more info here: http://www.nomaanyc.orgSUBSCRIBE to our YouTube channel for more videos: www.youtube.com/harlemworldmagazine.comwww.facebook.com/harlemworldmagazine.comwww.harlemworldmagazine.comSupport the show (https://www.patreon.com/theharlemworldmagazinepodcast)
