The international climate negotiation process stands at a critical juncture. At the recent COP29 summit in Azerbaijan, nations struggled to find common ground on financial support and carbon market strategies, all while grappling with the persistent influence of fossil fuel industries. Industrialized countries did pledge $300 billion to help developing nations adapt to climate change, but scientists say the commitment is still far short of the trillion dollars needed to prevent catastrophic environmental impacts. So, how can global leaders close the financing gap? And what practical approaches can ensure meaningful progress in climate negotiations amid rapidly changing political landscapes? This week host Bill Loveless talks with Elliot Diringer about the COP process and what the outcome of this year's summit means for the global energy transition. Elliot is a global fellow at the Center on Global Energy Policy at Columbia University SIPA, directing the Center's International Dialogue on Climate and Trade. He served as a senior policy advisor to Special Presidential Envoy for Climate John Kerry and led the establishment of the Energy Transition Accelerator under the Biden administration. Elliot also spent more than 20 years at the Center for Climate and Energy Solutions, serving as the head of the international program. He has attended 26 Conference of the Parties summits, most recently attending COP29 in Azerbaijan.

In this episode of Capital for Good we speak with Lise Strickler '86 and Mark Gallogly '86, the co-founders of Three Cairns Group, a mission driven investment and philanthropic firm focused on the climate crisis. In the years since Columbia Business School, where they met in 1986, Mark has worked in investing, philanthropy, and public policy; as co-founder of Centerbridge Partners, an investment firm with over $30 billion of assets under management; and before at The Blackstone Group. Mark's work in public service has included two stints under President Obama, and most recently at the US State Department as an Expert Senior Advisor to Special Presidential Envoy for Climate John Kerry. Lise has extensive experience in the climate advocacy sector and has spent the last 20 years working with local, state, and national organizations to advance public policy and build momentum for scalable solutions to the world's climate crisis, including as a board member of the Environmental Defense Fund and co-chair of their 501(c)4 political advocacy partner, EDF Action; on the leadership council of the Yale School of the Environment; and on the advisory boards of Environmental Advocates NY, the Yale Center for Environmental Law & Policy, Columbia University's Climate School, the Tamer Center for Social Enterprise at Columbia Business School, and the Adirondack Trail Improvement Society. In this wide-ranging conversation, we cover a number of the challenges — and promising solutions — to the climate crisis. We begin with their respective “climate journeys,” including for both formative childhood experiences in nature and the outdoors. Lise credits her parents for “passing on the values of hard work, conservation, and leaving the world better than you found it,” and recalls how the environmental activism of the 1970s, including the passage of important legislation like the Clean Air and Water Acts, shaped her understanding of environmental issues and the potential to address them. We discuss the genesis of the Three Cairns Group, and some of its first major initiatives, each focused, in different ways, on developing ideas and climate solutions that are potentially scalable, and then working with partners across sectors and across the world to implement. For example, Three Cairns has recently launched Allied Climate Partners (ACP), a platform that has aggregated capital from philanthropy, governments, development finance institutions and the private sector to support early-stage climate projects and businesses in emerging markets, including in Southeast Asia, the Caribbean and Central America, Africa, and India. We also explore why Mark and Lise believe that universities, as centers of learning, “creators of new knowledge that advance civilization,” and places that produce the leaders for tomorrow are natural partners for their work on climate. We touch on various efforts they are involved in at Columbia and Yale. Finally, Lise and Mark remind us that, while the challenges of the climate crisis are many, there are number of breakthroughs that motivate them to keep moving forward: some technological, like MethaneSat, a new $100 million methane tracking satellite, or the falling costs of renewables; some policy related, like the passage of the federal Inflation Reduction Act, the Infrastructure and Jobs Act, the CHIPS and Science Act, that are driving trillions of dollars into climate, or more locally the promise of congestion pricing in places like New York City that will reduce emissions and elevate the importance of public transportation as a climate and equity issue. Lise and Mark note that communicating these gains, and framing climate challenges as ones we have solutions to – and agency in – is critical to the tackling the crisis, particularly for young people “who want things to be better, and want to make them better.” Thanks for Listening! Vance (R-OH) explained why he vehemently opposes the Senate bipartisan border security/foreign aid bill. “The idea that we are committed to supporting whatever came out of this negotiation is pure, unadulterated bulls***. We supported a negotiation to bring common sense border security to this country—we did not agree to a fig leaf to send another $61 billion to Ukraine.” 3:40pm- On Tuesday, Nevada held its presidential primary. Despite basically running uncontested, Republican presidential candidate Nikki Haley received fewer votes than the “None of These Candidates” option on the ballot. With 88% of the vote counted Haley trails 63% to 31%. On Thursday, the Nevada Republican Party will hold its presidential caucus which Donald Trump is expected to win—and, presumably, will receive the state's 26 delegates. The Nevada primary will award no delegates. 4:05pm- On Tuesday night, Republican leadership in the House of Representatives attempted to impeach Department of Homeland Security Alejandro Mayorkas but failed. The final vote was 214-216. Four Republicans joined Democrats and voted “nay”— Mike Gallagher of Wisconsin, Ken Buck of Colorado, Blake Moore of Utah, and Tom McClintock of California. Though, Rep. Moore switched his vote for procedural reasons to help Republicans reintroduce the article of impeachment at a later date. According to Real Clear Politics polling averages, Trump leads Haley 44% to 29% in New Hampshire and 52% to 22% in her home state of South Carolina. Does she have any chance of actually winning Tuesday's NH primary? 3:20pm- On a recent episode of The Journal podcast, New Hampshire voters revealed that they are changing their party affiliation from Democrat to Republican prior to the state's January 23rd primary. Because they can't vote for their preferred candidate—Joe Biden—as he won't appear on the ballot following a Democrat National Committee feud with the state over scheduling dates, many Democrat voters are now registering as Republicans in order to vote against Donald Trump, supporting rival candidates like Nikki Haley. Democrats have seemingly destroyed their own New Hampshire primary, are they impacting the Republican primary as well? 3:40pm- Rich appeared on Fox News with host Dana Perino earlier today and he won't stop mentioning. Also, does he need Botox? 3:50pm- A video posted to Fox News' website documents a secret China-run lab in California—which was seemingly used to experiment on dangerous viruses and diseases including Ebola. 3:55pm- Robby Soave of Reason writes: “The World Economic Forum's (WEF) annual meeting is underway in Davos, Switzerland. Last year, disinformation stole the spotlight and was featured as a key problem for global elites to address. This year, the WEF has upped the ante, releasing a report that lists ‘misinformation and disinformation' as the No. 1 short-term risk facing the world—beating out interstate armed conflict, climate change, and lack of economic opportunity. Why didn't the Centers for Disease Control and Prevention (CDC) take the incident more seriously? 4:30pm- During a panel discussion at the World Economic Forum in Davos, Switzerland several speakers expressed outrage because citizens of the world no longer trust science blindly—questioning “when did the word ‘expert' become an insult?” 4:40pm- While appearing on Fox News with Sean Hannity, Rep. Jim Jordan accused the U.S. federal government—with the help of tech companies and universities—of targeting conservative voices for censorship prior to the 2020 presidential election. 4:50pm- Following Monday's results of the Iowa caucus, MSNBC host Joy Reid claimed that Republican presidential candidate Nikki Haley finished third because of her skin color—arguing that GOP voters could never elect a woman of color. Haley slammed Reid for her comments noting that she was elected to serve as Governor of South Carolina, and that America is not a racist country. 5:05pm- The Wall Street Journal Editorial Board writes: “No one escapes the climate police these days, and that includes Taylor Swift. The pop star has been criticized recently for emitting CO2 on her frequent trips on a private jet to see her beau Travis Kelce play for the Kansas City Chiefs. But not to worry. The legislation passed 77-18 in the Senate and 314-108 in the House of Representatives. In response to the deal, the House Freedom Caucus tweeted: “The House Freedom Caucus strongly opposes the proposed short-term Continuing Resolution extending government funding to March to facilitate the passage of the Johnson-Schumer agreement's appropriations bills. Americans did not give Republicans a majority in the House to continue Nancy Pelosi's inflationary spending and Joe Biden's failed policies. Unfortunately, that's precisely what has been proposed in order to buy time—incredibly—to pass full-year appropriations that increase Pelosi's spending level and likely preserve Biden's policies. This is not what we promised the American people. Instead, Speaker Mike Johnson should walk away from his agreement with Senate Majority Leader Schumer and pass an appropriations package that meaningfully reduces spending year-over-year and secures our southern border. That is what winning looks like. Seven months ago, over the opposition of many conservatives, Congress raised the debt limit by roughly $4 trillion to January 2025 and, in exchange, established modest spending caps. The recent Johnson-Schumer topline agreement uses those ‘side deals' to spend past the caps by a whopping $69 billion for an unprecedented total of $1.659 trillion—without securing a single commitment on Republican policy priorities. This doesn't preserve the status quo. The House voted 311 to 114 in favor of removing him following numerous allegations of lying about his background and a 23-count indictment that includes allegations he “repeatedly, without authorization” charged donor credit cards—depositing funds into his own bank account. Meanwhile, Rep. Jamaal Bowman (D-NY) remains a member of the House of Representatives despite pleading guilty to pulling a fire alarm in the Cannon House Office Building just prior to the House holding its vote on a stopgap spending measure to avoid a government shutdown. As Rich notes, Bowman's only punishment was a modest fine and a written letter of apology. 4:10pm- While appearing on The View, Senator John Fetterman (D-PA) reacted to George Santos' expulsion from the House by stating that Senator Bob Menendez (D-NJ) should also be removed from office. Fetterman explained, “Menendez, I think is really a senator for Egypt. You know, not New Jersey. So, I really think he needs to go.” Menendez has been charged with acting as a foreign agent for Egypt, and with accepting bribes in exchange for influence. 4:15pm- Brandon Drey of The Daily Wire writes, “A subpoena request filed in Congress to grant lawmakers access to the flight logs connected to deceased financier and convicted sex offender Jeffrey Epstein was allegedly blocked last week by Sen. Dick Durbin (D-IL). Durbin, who leads the Senate Judiciary Committee, reportedly rejected the request brought forward by Tennessee Republican Sen. Marsha Blackburn in early November. That declines came after FED Chair J Powell warrant interest rates may have to climb further. If it becomes appropriate to tighten policy further, we will not hesitate to do so. We will continue to move carefully, however, allowing us to address both the risk of being misled by a few good months of data and the risk of overtightening. On the same day Powell spoke, Richmond FED President Thomas Barkin said the US economy still has not felt the full effect of past interest rate increases. I think there's more lag to come from hikes. I'm not sure that you know that's everybody's view, but that's that's certainly my view. I also believe that there's inflation is going to take longer to settle than the more optimistic forecast that you might see. And the economy is also in focus in Europe. The UK economy flatlined in the third quarter, defying forecasts of a small contraction and ensuring a recession is avoided this year. GDP was unchanged from q two. Economists surveyed by Bloomberg forecast a tenth of one percent decline on average. Well. In other news this morning, Nathan the world's largest bank, has been hit by a cyber attack. The incident caused the US unit of the Industrial and Commercial Bank of China to reroot some treasury trades and may get more from Bloomberg's reshound Salamad in Hong Kong. The hack forced clients to reroot transactions. A large number of trades in US treasuries were prevented from being cleared. It left brokers and traders scrambling to US as the extent of the impact of the cyber attack. There are reports of liquidity being affected, and speculation continues to mount that the issues were a cattle for a very poor oaction of thirty year bonds. So to say, ICBC allerted clients that trading was being impacted. ICBC as seti hight cybersecurity for a mandant and has been offered assistance from the FBI in Hong Kong. We've seen more strikes into Syria as Israel continues its advances on Hamas in Gaza, and Israel's military now says it has agreed to quick humanitarian windows to allow people to flee the fighting in northern Gaza. For the very latest, we are joined now from Tel Aviv by Bloomberg News Economy and Government reporter for Israel, Kalie alstein Ghalid. Thanks for being with us. As always, I want to start off with this latest report that we're hearing, I think from Palestine Authority Radio about Israeli strikes on an out patient clinic in Gaza City. What more do we know? All right? Hi, Good morning, Nathan, so on the ground in Gaza Israeli army, as we know, has been operating at the heart of Kaza City over the past several days, and now we have been hearing more and more reports from the Palestinian side that some of these Israeli forces are approaching hospitals. So, as you mentioned, we heard the report from the Palestinian Authority radio that says that dozens were killed and wounded from an Israeli strike on outpatient clinics at Al Shifa Medical Complex in Gaza City. And we also hear Hamas saying that there are Israeli tanks in the vicinity of three different hospitals in northern Gaza, and these are different hospitals, Alvan Tisci, Al Nassel and Al Ajun Hospital, and the director of one of these hospitals, the Children's Hospital, issues a comment saying we've been surrounded in the hospital since yesterday and IDF vehicles are stationed around the hospital. We cannot provide even the slightest medical services, so that's what this hospital director is saying. Now, all these statements have not yet been confirmed by the IDEF, but I think we can probably definitely not probably expect more to come on that. But the Israeli military has said made some comments about potential targets in that area. What is the Israeli military saying about that? So, the Israeli military has been saying for a while that Hamas command centers are positioned underground beneath some of these hospitals. They've mainly focused on Al Shifa Hospital, and they've also presented some evidence the idea that they said was back by the US and the UK intelligence agencies. They've shown evidence that command centers of Kama's opposition beneath Al Shifa Hospital, and they say this is not the only hospital where this is happening. So that is why we are getting these reports of army, Israeli army forces surrounding these hospitals probably and this is coming after Israel's military confirmed US reports that there was an agreement on humanitarian windows in the fighting. What more do we know about that? Right? So, I think we're basically seeing a similar dynamic over the last couple of days with Israel providing humanitarian windows to allow people to flee in northern Gaza, and the IDF estimates that between fifty to one hundred thousand people have exited northern Gaza, over the last few days, with the total of almost some nine hundred thousand leaving the area since fighting began. And this is an area that usually occupies more than a million people, so that would mean that most people, according to the Ideas have left. At the same time as these people moved to the safe zones in the south of Gaza, we still see a modest number of eight trucks, that's how the UN describes it coming in from Egypt sixty five days. Trucks came in yesterday and the need is for at least one hundred trucks some day. That's what the UN said. And I think another interesting point to mention Nathan on what's coming and how long this fighting will take. We hear something on that from Israeli Prime Minister Benjaminitaniao who gives them an interview to Fox News tonight, and he says, well, it has taken a little longer than I had hoped, and he explained that this is taking longer on account of battle conditions on the ground and the safety of Ideas troops that Israel is obviously concerned with, and also getting out the hostages that they're in there. And he does admit that this is affecting the time that this operation is taking and just quickly about last thirty seconds scale. He also talks about these humanitarian fathers and he does give us a hint on the very interesting question of what will happen in the day after, and this is also associated with diplomatic talks, and he says that we'll have to find a government, the civilian government that will be there, but in the foreseeable future, we will have to make sure that this doesn't happen again. President Xi Jinping has reiterated the need to follow the principles of "mutual respect, peaceful coexistence and win-win cooperation" in dealing with relations between China and the United States, saying that Beijing is willing to work with Washington to explore the right way for both countries to coexist based on such principles.Xi made the remarks in a meeting with former US secretary of state Henry Kissinger in Beijing on Thursday.Kissinger, who celebrated his 100th birthday in May, has visited China more than 100 times since his first, secret trip to the country in 1971, which began the normalization of China-US relations.His visit came with expectations of a potential shift in the strained China-US relationship amid a series of high-level official engagements between the two countries. US Special Presidential Envoy for Climate John Kerry concluded his visit to China on Wednesday. In recent weeks, US Secretary of State Antony Blinken made his first trip to China in his current capacity, followed by US Treasury Secretary Janet Yellen.During the meeting, Xi said that 52 years ago, China and the US were at a crucial juncture. Kerry spoke at a recent Wilson Center event hosted in partnership with the Embassy of Panama to spotlight the 8th Our Oceans Conference, scheduled to take place in March in Panama. In his remarks, Kerry emphasized the vital role the ocean plays in supporting global food security and economic prosperity as well as the imperative to take action to protect the ocean from climate change. “Things that we used to think were 20 or 30 years into the future are in fact happening today… Climate change is noticeably changing the extent, the severity, and the frequency of these kinds of events.” This stark assessment from Jonathan Pershing, Program Director of Environment at the William and Flora Hewlett Foundation, is at the center of a discussion of progress made and needed for international climate commitments, the role of critical minerals in the green energy transition, and climate-related migration trends with ECSP Senior Fellow Sherri Goodman and ECSP Program Associate Amanda King in this week's episode of New Security Broadcast. Pershing brings a wealth of perspective to the conversation, drawing on his roles formally supporting Special Presidential Envoy for Climate John Kerry, and serving both as a Special Envoy for Climate Change at the U.S. Department of State and lead U.S. negotiator to the U.N. Framework Convention on Climate Change. As the world is currently tuning in to the 2022 United Nations Climate Change Conference (COP27) in Sharm El-Sheikh, Egypt, Pershing noted that the year since COP 26 occurred in Glasgow “really feels like a bit of a tipping point in the scale.” One notable yardstick can be found in a comparison of the scales of global security dimensions and refugee crises occurring over the past year. While about 5 million people have been displaced by Russia's invasion of Ukraine, and under 10 million compelled to move because of the ongoing conflict in Syria, he continued, climate catastrophe has displaced nearly 30 million people in Pakistan alone. “One event, short term,” Pershing said. Against this backdrop, Pershing observed that a key problem facing COP27 attendees is that “people have not been able to make as much progress as we'd like to have made.” Implementation is going to be hard, he said. “We know we've got the money now at the table, but how do you carry it forward?” A central point of contention at this year's conference is the long-standing commitment that the developed world would help the developing world transition to renewables. Pershing identified China as a major player in the global transition to renewable energy. “If we look at the total global development of renewable energy,” he said, “and divide up the world into two parts—one part is China.” Indeed, China's slice of that pie “is as big if not bigger than the rest of the world combined in terms of its installation of new renewable capacity.” Pershing considered that the world is not up to the scale needed for the coming decades in terms of obtaining the materials necessary for this energy transition. In examining the U.S. role in the renewable energy transition, for example, he noted that the U.S. has been historically reluctant to create the new facilities required for the essential minerals to make such a transition. Pershing also said that while the U.S. has a share in global mines, it is only a piece of the total amount. If the U.S. wants to build out its capacity for these resources, it will take a global network. While the energy transition and mining for critical minerals can be a point of conflict, Pershing added that it may also be a possible point of cooperation between the U.S. and China. But what would such partnership look like? “It could occur in places where it doesn't conflict with the underlying security tensions between the countries,” Pershing said, “but yet offers a real opportunity to transition to the future that we must have.” This common ground might include places where policy is central, and where information could be exchanged about creating more efficient and environmentally-sound mining operations. The Democratic Republic of Congo is one place suggested by Pershing as a nation offering the U.S. and China a chance to work together to minimize deforestation as global networks seek growing access to minerals. Pershing concluded by offering the Global Methane Pledge as an example of the significant movement on climate change that might be realized via international climate commitments. Of the many flavors of greenhouse gases contributing to climate change, the dominant challenge is carbon dioxide, but the second most prominent contributor is methane. Yet for much of the history of climate negotiations, the dynamics of methane were underplayed. Pershing pointed to the hope offered by the growing number of countries joining the Global Methane Pledge, and pushing to realize the many near-term preventative measures that can be accomplished if the world works on reducing methane emissions. The pledge itself, he said, “could be the kind of model that helps shape some of the answers, not just to methane, but to carbon dioxide, and the other greenhouse gases.” Sources: Global Methane Pledge

Last November, the international community concluded its 26th United Nations Conference on Climate Change (COP26) in Glasgow, Scotland. Reviews were mixed. Among its successes, COP26 concluded the Paris “rulebook,” adopted a consensus decision on next steps, and produced a series of multilateral commitments on limiting methane emissions and deforestation, strengthening climate finance, and more. A surprise joint declaration between the United States and China offered hope that the world's two largest economies and carbon emitters can still work together. At the same time, despite substantial progress since adoption of the Paris Agreement in 2015, the world remains off track to limiting warming to 1.5 degrees Celsius. Key countries have not yet aligned their “nationally determined contributions” with the Paris Agreement's temperature goal. How should the world view COP26? Is progress being made, or are countries avoiding the tough choices? How essential is the United States? And where do international climate negotiations go from here? On February 1, EPIC hosted Sue Biniaz, Deputy to Special Presidential Envoy for Climate John Kerry, who played a critical role in both the forming of the Paris Agreement and in the latest talks. Among other achievements, Kerry notes that countries representing most of the world's gross domestic product agreed to cut methane emissions by 30% this decade. Such cuts to this dangerous greenhouse gas (if they actually happen) would be a worthy accomplishment, even if rich nations have yet to fulfill a pledge to steer $100 billion a year to poorer nations facing the brunt of climate change. As countries try to cut carbon, whether by a tax on emissions or other measures, leaders can limit the effects on inflation by adopting the measures sooner rather than later—when more drastic measures may be needed, Bloomberg's senior Euro-area economist Maeva Cousin says. Finally, Frankfurt-based economics reporter Carolynn Look shares the harrowing story of a German woman who escaped a violent partner and how some European companies are stepping forward to fight domestic abuse. They have a financial imperative as well as a moral one: gender-based violence is estimated by the European Institute for Gender Equality to cost the European Union economy 366 billion euros ($409 billion) a year. By Evan Barnard The concept of climate security is decades-old, but a new sense of urgency and a renewed interest in the concept have developed over recent years, not least due to the efforts of CSR's Center for Climate and Security. Climate change initially became a formal security focus for the U.S. after the dissolution of the Soviet Union, when military efforts began diverting from the nuclear arms race and standoff. Now, the field is rapidly developing and receiving greater attention. The inclusion of a climate security session at the recent U.S.-hosted Leaders Summit on Climate suggests that world leaders are considering climate change a security risk in major diplomatic contexts. The Leaders Summit on Climate was just one of this year's numerous high-level meetings emphasizing climate security, including the Munich Security Conference, a UN Security Council high-level debate on climate and security, and the widely-anticipated COP26 conference in November. Today, we are sharing the first in a series of three podcasts reflecting on the upcoming 2021 World Climate and Security Report from the Expert Group of the International Military Council on Climate and Security, which builds upon the group's 2020 World Climate and Security Report, which was released at that year's Munich Security Conference. The report provides an update on the status of global and regional climate security factors, and details what climate experts predict will be the most important aspects of climate security. Before the Leaders Summit on Climate, I discussed climate security priorities for the military and climate diplomacy with the Honorable Sherri Goodman. Ms. Goodman is a senior strategist and advisory board member at the Center for Climate and Security, chair of the board at the Council on Strategic Risks, secretary general of the International Military Council on Climate and Security, and senior fellow at the Wilson Center. At the inception of the field of climate security, she served as the first deputy undersecretary of defense for environmental security from 1993 to 2001. The discussion included why the Department of Defense must cement a reputation as an environmental and clean energy leader and how the military is already taking steps toward resilience. Ms. Goodman believes the security sector will have an important role in the global effort to reduce greenhouse gas emissions and adapt to climate change. The military industrial complex has an enormous carbon footprint, so the military should lead by example in emissions reduction and clean energy adoption. Militaries can make much greater progress toward these goals by working cooperatively. Most importantly, innovation will enable the military to develop and implement clean energy and other technologies, further leading by example and building a climate domain awareness. Given the social, economic, political, and national security implications of accelerating climate change, the time to take action and mitigate and adapt for climate resilience is now. Ms. Goodman suggests an integrated, societal approach like the “Three Ds:” development, diplomacy, and defense. Solutions must be locally-based, because there is no one-size-fits-all solution to conflicts with climate as a factor. In a 2007 CNA Military Advisory Report, Ms. Goodman coined the term “threat multiplier.” The term was used multiple times, including by Special Envoy for Climate John Kerry, during the Leaders Summit on Climate in terms of security risks. The term describes how climate change aggravates existing threats around the world. Modern examples include the melting Arctic Ocean, where a smaller, thinner icecap is translating to both economic and national security opportunities for Arctic nations like the U.S. and Russia as well as interested traders like China. These Arctic economic and military opportunities are sculpting a new geostrategic and geopolitical arena.

“The more the United States can get itself back on track, the better position it is in to exercise climate leadership,” says Sue Biniaz, a member of Special Presidential Envoy for Climate John Kerry’s team, in today’s Friday Podcast. Biniaz spoke about the Biden-Harris administration’s international climate policy at a recent Wilson Center event on climate security risks in the Arctic. In her remarks, Biniaz outlined four overarching themes in President Biden’s January 27th Executive Order: renewing the United States’ climate objectives; exercising U.S. climate leadership; raising global climate ambition; and putting climate at the center of U.S. foreign policy and national security. Rejoining the Paris Agreement and re-upping the nationally determined contributions (NDCs)—national climate action plans where parties to the Paris Agreement are set to maintain national emission targets and implement policies and measures in response to climate change—are “key elements” towards getting the United States back on track for climate action. But it’s also about raising ambition. After the Paris Agreement’s focus on keeping temperature rise below 2ºC, the IPCC Special Report on Global Warming of 1.5ºC made clear the need to increase the scale and speed of climate action, says Biniaz. Because of the COVID-19 pandemic, there was no conference of the parties (COP) and countries didn’t revisit their NDCs in 2020 as planned. This creates added pressure, but also opportunity for 2021, says Biniaz, because determining a new collective temperature goal, a timeline for achieving net zero emissions, and increasing 2030 emission targets will be addressed and dealt with. To exercise U.S. climate leadership, says Biniaz, the Biden administration is “making climate change a priority and integrating it into both bilateral diplomacy and a wide range of international fora.” This includes reconvening the Major Economies Forum—a meeting of countries that represent about 80 percent of global emissions, population, and GDP—and holding a Leaders’ Climate Summit held on Earth Day, April 22, 2021. The appointment of John Kerry as the first-ever special presidential envoy for climate is another demonstration of U.S. leadership. “Our whole team has been actively involved in climate diplomacy in the last several weeks, both to align on goals and to try to raise ambition particularly among the major economies.” Kerry has been pressing countries, at least the major economies, to commit to net zero emissions no later than 2050 and to “not only to commit to the goal but to say here's how we intend to get there.” In her September 2020 contribution to a Wilson Center and adelphi project, 21st Century Diplomacy: Foreign Policy is Climate Policy, Biniaz wrote, “Climate change has too many sources, on the one hand, and implications, on the other, to be either ignored or treated as a niche issue with little or no bearing on other fields.” “The Executive Order makes very clear,” Biniaz says, “climate change is at the center of foreign policy and national security.”
