In this episode of the Urban Exchange, host Lauren Sorkin, Executive Director of Resilient Cities Network and Co-chair of the SmartCitiesWorld Advisory Board, is joined by Kathy Oldham, Chief Resilience Officer, Greater Manchester Combined Authority (GMCA) and Will Cavendish, Global Digital Services Leader, Arup. The latest episode is set in the context of the new publication entitled Digital Cities, Resilient Cities: Delivering urban resilience through digital solutions, developed by Resilient Cities Network and Arup. Lauren begins by asking Will what “digital resilience” means and why cities should care about it. He explains the importance of looking at it through the two lenses of a city's abilities to use digital systems to build resilience but also ensuring the resilience of those systems and services themselves. As the Chief Resilience Officer for Greater Manchester since 2018, Kathy explains that one of the main challenges is that cities are now looking at a complex “system of systems” with digital technologies having brought together so many different technologies and processes which can be difficult to risk assess. She talks about the “layering” approach to digital resilience that GMCA now builds in. Viewing digital technology as a basic human right is a recurring theme. Manchester has a number of strategies in place to address digital exclusion with its aim to help people use digital technology to live their best life. Kathy also talks about the importance of covening with stakeholders from private, public sectors and academia. For example, the Manchester Digital Blueprint is co-owned by more than 300 organisations. Will then discusses some of the principles city leaders can adopt to build in digital resilience such as flexibility of systems and redundancy. He brings in the subject of climate resilience and how data and technology can help us be more predictive. He emphasises the need for city leaders to recognise that the threat is real, highlighting the impact urban heat has had on cities around the world in recent years. The discussion also covers the importance of knowledge sharing between cities and how networks can facilitate this. This also means cities can achieve resilience aims in potentially shorter timelines.

No one can fail to be aware of the consequences of lack of resilience in our economy and society. Digital systems are already a critical part of society and the economy – we all depend on services supplied by digital systems. Their range is wide – there are very few people who do not use digital services – whether it's bus arrival information or satnavs, credit cards or bank accounts, self-check out in the supermarket, staff scheduling in service industries. This is great, as it provides people with information and services they did not have before. But. There is growing evidence that service breaches are increasing in scale and duration. Some are due to network failures but increasingly they are caused by software failures. Systems are increasingly complex and interconnected. Organisations are increasingly dependent on systems built out of a myriad of software components from a multiplicity of sources. This means that failure causes and modes are harder to predict. The risks are similar to those from global warming or pandemics, in that major shocks are certain, but not their location or timing. This webinar will explore the impact of software failure on the economy and society, and why this is set to increase. We will conclude with summarising the output from a recent Roundtable organised by the BCS with the National Preparedness Commission.

Cheryl tells us about ways communities often come together in practical ways after disasters and how we can continue those positive aspects of community long term. We talk about how it's important to balance the wonderful things about technology, such as data driven decision making and digital twins helping us be agile, with the way our digital junk food diet has reduced our ability to focus. Cheryl shares with us some of the projects she's working on and some of the great books she's been reading. The next steps toward increasing adult digital literacy

In this episode of Work in Progress, Alison Ascher Webber, director of strategic initiatives, U.S., with EdTech Center @ World Education, joins me to discuss adult digital literacy. Digital literacy is an essential skill for today's workforce, yet 30 millions of adults are still struggling to learn basic technology and one in five Americans still don't have internet access. The digital divide remains a serious barrier to work and education opportunities. Webber was one of the lead researchers on a new report from the Digital Resilience in the American Workforce (DRAW), a joint initiative from World Education, Jobs for the Future (JFF), and Safal Partners, with support from the Office of Career, Technical, and Adult Education (OCTAE). The report examines the digital landscape to better understand the extent of the divide and what's causing it. The next steps include devising strategies and providing the resources educators need to close that divide. "Formal instruction is critical and very important," says Webber. "At the same time, if you're talking about closing some of these shocking divides in who has access to the internet devices and digital skills development opportunities, we need to get a lot more human-centered in our program, design, and delivery. And our funding streams need to figure out how to pay for that." One way to create a more human-centered approach, according to the findings, is to establish digital navigation supports "in locations and services that people are already trusting and using. For example, when someone goes to a health clinic, when someone goes to an adult education program, when someone goes to their children's school, those are all touch points that need to be leveraged to support individuals," explains Webber. She adds, "No one should come to an adult education program or a workforce program and...not have had their digital inclusions needs met at the very first intake point. We need to figure out, 'Do you have internet? Do you have access to device? Do you need help with your foundational digital skills?'" She adds that establishing a personal connection and trust with learners who are still developing foundational digital literacy is key to closing the divide. Educators should tap into what adult learners already know. "The move should be away from a deficit-based model of instruction to a strengths-based one that recognizes what a learner can already do with technology and build from there." "Digital literacy is a critical literacy that you need now to operate in this world, to get the information you need, to access opportunities. We look at common myths professionals might inadvertently be passing on, such as suggesting that gaming causes young people to be violent or that looking at a screen all day will damage your eyesight. We also discuss whether young people are really concerned about pornography. We talk about questions you should be prepared for, and how much you really need to know about this subject to deliver a really great lesson. It's not all about being in the classroom though, we talk about how this is relevant in informal settings (such as youth clubs) as well. I took a short hiatus from creating new episodes, because I have been extremely busy cooking up some new business plans and finishing up the course I have created that helps people grow their businesses through mindset, productivity and communication strategies.  I had this episode all ready to go, but I delayed, because I wanted to nail the introduction, and I suffered from hopelessly fractured focus. Today’s topic is all about cyber bullying, cyber shaming and digital resilience. I can report from the trenches on this critical issue.  As a lawyer, I have represented people who have been sued for defaming others on- line when they legitimately complained in a Rip-Off report.  I have also had clients who were victims of trolls and on-line haters. I have represented artists who were badgered by an angry digital mob into dismantling a political art exhibit.   The First Amendment did not win the day in that case. I also help people strategically communicate to minimize the effects of on-line harassment and bullying, and I support them in having the confidence to be more visible so their customers and clients can find them.  So many professionals and business owners are afraid to be more visible precisely for this reason – fear of the trolls. It stops them from using technology to its fullest to grow their businesses. And then I read this story about a 6th grader in Mississippi who hung himself after being called fat, ugly and worthless at school. And my heart broke for him.   I was that 6th grader.  I remember the absolute despair I felt at the time.  Obviously, I survived. But so many do not. This morning’s news made me realize I could not wait any longer to release this episode. My next guest is Sue Scheff.   Today you know her as the advocate against on-line hate.   She was a victim of cyber bullying and harassment before it was even a thing, and she filed a now famous lawsuit to get her reputation back, and won a huge verdict.    Sue can tell her story better than I, and that’s why we did this interview. She, along with Melissa Schorr, is the author of Shame Nation, an amazing book with a forward by Monica Lewinsky, someone else who knows how the choices we make as humans sometimes have unintended and long-lasting consequences, especially in the digital age.   On-line hate is a very real, very tragic problem. Our society has become so toxic in the way we disagree with each other.  It is very difficult to find people who disagree politely anymore. That’s why this topic means so much to me. In fact, it’s the main reason why I started this podcast.  I desperately wanted to shift the conversations I was hearing all around me. How can you increase the digital resilience of your organization's systems? Richard chats with Alan Sharp-Paul about exactly what it means to be resilient, starting with knowing when your systems are changing, either intentionally or otherwise. All too often security starts and stops at the edge, which means when a breach happens, the breach is total. Worse yet, as Alan discusses, the organization often doesn't even know there's a breach for months! Resilience really focuses in on being able to deal with security and systems problems with graceful degradation. Without an ability to fail and measure the failure, how can you even know there's a problem?
