    In 2023, Edmonton Police expanded online reporting to include hate incidents—conduct that is not a crime—and allowed reports to be filed on behalf of someone else. In 2024, Crime Stoppers, EPS and the Government of Alberta launched buses displaying: "See hate. Report hate." In 2026, Parliament passed Bill C-9 with Liberal and Bloc support despite opposition from the Conservatives, NDP, Greens and more than 40 civil society organizations, including the CBA, CCLA, CLC and Egale.Britain adopted a similar system in 2014. Since then, police have recorded 133,000+ non-crime hate incidents. In 2023, 37 police forces made 12,183 arrests over electronic communications, with fewer than 1,119 convictions. We take on a stubborn instructional design myth: the idea that piling on readings, videos, examples, and links automatically improves understanding. It sounds responsible, but it often creates confusion, weak retention, and low transfer because learners cannot see what matters most.We dig into why this belief sticks around, from the very human fear of leaving something out to the way subject matter experts naturally want to share everything they know. Then we bring in cognitive load theory to explain what is happening in the learner's working memory when we overload a module with too many competing details, choices, and side paths. The takeaway is simple: content matters, but content alone does not create learning.
