    À Port-au-Prince, des habitants ont décidé de regagner leur domicile. Le gang « Viv Ansanm » promet de faire taire les armes pour permettre le retour des citoyens. Et la population a répondu à l'appel. Des retours qui traduisent la détresse des habitants, fatigués des conditions de vie dans les camps de déplacés, et la volonté de recommencer à vivre normalement malgré les risques.  Dans les quartiers de Solino, Delma 30 et Nazon, d'anciens habitants découvrent les dégâts laissés par la violence, d'autres, la joie de rentrer chez eux après avoir été chassés. Des comités locaux se sont déjà activés pour nettoyer les quartiers. Si du côté des autorités, c'est le silence total, des organisations de défense des droits humains dénoncent cette démarche. C'est le reportage de Peterson Luxama, notre correspondant à Port-au-Prince. Au Guyana, une élection sous tension Alors que le pays élit, ce lundi, son président, le média guyanais Kaieteur News revient sur une attaque qu'il qualifie « d'effrontée » et qui a eu lieu dimanche. Des responsables de la commission électorale ont été visés par des tirs venant de la frontière entre le Guyana et le Venezuela. Ils étaient en train de transporter une urne dans la région de l'Essequibo, à l'ouest du pays. Le territoire est riche en ressources naturelles et convoité par Caracas depuis des décennies. Kaieteur News fait le lien entre cet événement et la multiplication des attaques de gangs vénézuéliens sur le territoire guyanais. Et CNN Latinoamérica s'interroge : « Pourquoi ces élections suscitent-elles autant d'attention que celles d'une nation plus grande et plus active en termes géopolitiques ? » La réponse est simple. Le pays devrait connaître la plus forte croissance de production pétrolière au monde durant les dix prochaines années. En 2015, une compagnie pétrolière avait découvert un gigantesque gisement de pétrole. Mais ce n'est pas la seule raison de l'intérêt porté à cette journée, selon CNN Latinoamérica. Cette élection est la première d'une série de scrutins qui devraient changer la face du continent sud-américain entre aujourd'hui et 2026 et bouleverser les collaborations de la région avec les États-Unis. Un pas de plus dans la lutte contre le trafic international de drogue menée par Donald Trump. Ce lundi, la Celac se réunit à la demande de la Colombie, qui en assure la présidence tournante. Le média El Colombiano refait le point sur cette rencontre dépêchée d'urgence. Les membres doivent évoquer la situation et rappeler le rejet total de l'ingérence dans la région. El Colombiano revient aussi sur la guerre que mène Donald Trump à Nicolas Maduro, et rappelle qu'il y a quelques semaines, Washington a augmenté la récompense pour la capture du chef d'État vénézuélien.     La Amazonía es azotada por una expansión criminal sin precedentes. La FCDS, una organización ambientalista, documentó la presencia de grupos criminales en el 69% de los municipios de la Amazonía noroccidental, un territorio que abarca 6 países de Suramérica, con impactos graves en la biodiversidad y en las poblaciones locales. Es el pulmón de nuestro planeta y la mayor reserva biológica del mundo. Y, sin embargo, la Amazonía se está convirtiendo con el tiempo en un bastión de las mafias. En un informe de 110 páginas titulado Amazonía en disputa, la ONG ambientalista Fundación para la Conservación y el Desarrollo Sostenible (FCDS) detalla la presencia de al menos 17 grupos criminales armados en la parte noroccidental, una región que cubre el 65% de la Amazonía y que se extiende en Brasil, Colombia, Perú, Bolivia, Ecuador y Venezuela. Los grupos armados identificados en la región son Comando Vermelho, Comandos de Frontera, Estado Mayor Central (EMC), Estado Mayor de Bloques y Frente (EMBF), Segunda Marquetalia, Primeiro Comando da Capital (PCC), Ejército de Liberación Nacional (ELN), Primeiro Comando da Panda (PCP), Familia del Norte (FDN), Piratas dos Solimões, Tropa do Rei (TDR), Los Choneros, Nueva Generación, B13, La Constru, Tren de Aragua y Rápidos del Amazonas. El narcotráfico, la minería ilegal y el tráfico de fauna son algunas de las actividades de estos grupos. Con múltiples consecuencias ambientales: la deforestación afecta el bosque tropical y puede llevarlo al punto de no retorno, es decir reducir su capacidad de regenerarse y capturar CO2. Con datos de las autoridades nacionales, de investigadores locales y de organizaciones en el terreno, la FCDS establece que “estos grupos operan en al menos el 69% (348) de las 456 unidades territoriales de acuerdo con la división administrativa de cada uno de los países”. La presencia criminal es tal que los autores del informe identifican una situación de "gobernanza criminal" en la que estos grupos armados controlan la movilidad, el derecho de reunión, interfieren en elecciones, corrompen las instituciones y recurren al reclutamiento forzado. En esta investigación, la FCDS alerta sobre las amenazas ambientales y sociales derivadas de esta presencia. "Yo empezaría por señalar el proceso de degradación ambiental y de pérdida de control territorial dentro de los territorios indígenas a nivel fronterizo”, indica con Rodrigo Botero, director de la Fundación para la Conservación y el Desarrollo Sostenible que coordinó el informe “Estos territorios son hoy por hoy un objetivo estratégico de ese proceso de criminalidad, porque son corredores de movilidad, porque son territorios en los cuales hay intereses económicos concretos como el tema del oro, el tema de la madera, el tráfico de personas, la movilidad de las armas y la movilidad de los narcóticos”, detalla Botero. Escuche la entrevista completa: ¿Quién tiene la culpa? El auge criminal en la Amazonía es el resultado de décadas de abandono estatal, de la falta de oportunidades económicas para las poblaciones y también de una falta de responsabilidad internacional, denuncia Botero. “Europa, Estados Unidos y Asia generan una demanda comercial por los productos que están rompiendo la Amazonía. ¿Quién compra el oro que está hoy destrozando este territorio? ¿Quién está entrando centenares de cabezas de animales de ganado para generar procesos de lavado alrededor de estas economías y posteriormente generando también expectativas en burbujas de especulación financiera? ¿Quién está comprando más narcóticos?”, se pregunta Rodrigo Botero. “Pues en general son los países que llamaríamos industrializados”, sentencia. Amenazas ambientales de gran envergadura El informe Amazonía en disputa alerta sobre la contaminación por mercurio ligada a la minería clandestina de oro, que alcanza una gran envergadura en la Amazonía. Naciones Unidas calcula que la minería artesanal en Suramérica emitió 600 toneladas por año en 2019. En el parque natural Yaigojé Apaporis en Colombia por ejemplo, se encontraron concentraciones de mercurio en el cabello de los habitantes hasta 22,98 μg/g, casi 10 veces superiores a límites recomendados por la OMS. “Los flujos de distribución de mercurio en [los países de la Amazonia Noroccidental] no han sido controlados. Tenemos una entrada de mercurio proveniente de México que entra por Bolivia también de manera descontrolada y en general hoy ya tenemos un mapeo de grandes zonas del Amazonía con muy altos de contaminación en suelos y en aguas. Encontramos que ya empiezan a haber evidencias de malformaciones genéticas en diferentes países”, dice Rodrigo Botero, entrevistado por RFI. El informe establece además un balance crítico de las políticas de lucha contra la contaminación por mercurio en Perú, Colombia, Brasil y Venezuela, principalmente centradas en operativos militares sin enfoque socio económico para atender la situación de pobreza de las poblaciones locales. “En el caso del Perú, en 2019 el gobierno de Martín Vizcarra ejecutó la Operación Mercurio, cuyo objetivo principal fue combatir y erradicar la minería ilegal aurífera de pequeña escala. La operación se proyectó para una duración de dos años. En el primer año, se logró desalojar aproximadamente al 92% de los mineros ilegales, lo que representó una reducción de la actividad, y se reportó una disminución de hasta el 90% en la deforestación asociada. (...) A pesar de los esfuerzos, los avances iniciales no fueron sostenidos, los esfuerzos militares no se consolidaron en el tiempo, y la minería ilegal resurgió en la región. Desde la implementación de la Operación Mercurio, esta actividad se triplicó en Madre de Dios y el 98% de las áreas previamente recuperadas volvieron a ser explotadas”, detallan los autores del informe. “En el otro lado está la deforestación. Y la deforestación se alimenta de todas estas economías ilegales y de criminalidad y se alimenta porque es una forma de lavado muy importante”, apunta Botero. Uno de los síntomas de esta acelerada deforestación es el crecimiento exponencial de la actividad ganadera. “El crecimiento de un hato ganadero no tiene comparación con ninguna otra región del continente. Recordemos que en los últimos años el hato ganadero en Bolivia ha crecido 16% y 30% en Colombia. Eso significa millones de nuevos animales que están entrando para cambiar de manera irreversible estas regiones de la Amazonía y deforestar”. En las conclusiones del informe, su organización formula una serie de recomendaciones que van más allá del simple uso de la fuerza para luchar contra estas bandas criminales. Como es desarrollar inteligencia, investigación criminal sobre las rentas económicas, los intermediarios del crimen, prevenir el lavado de activo, así como proteger a los líderes ambientales.

Una movilización que además incluye 4.500 soldados y hasta un submarino nuclear que además de fortalecer su presencia naval contra los cárteles de drogas que operan en el Caribe, buscan elevar la presión contra el régimen de Nicolás Maduro.Si bien la naturaleza de este despliegue militar no sugieren operaciones de desembarco u ocupación en territorio venezolano, representa una exhibición de fuerza sin precedentes en las ya tradicionales tensiones entre Washington y Caracas. MINNEAPOLIS SHOOTING RESULTS IN INCREASED THREAT RISK AS MANY PEOPLE DECLARE SUPPORT FOR THE KILLER.// -----BEGIN TEARLINE------International Events-Middle East: Indications and warnings are growing regarding what may be a general increase in hostilities throughout the region. Yesterday, France, Germany, and the United Kingdom voted to begin the process of re-imposing the United Nations sanctions on Iran (the same sanctions that were lifted in 2015). In Gaza, the conflict continues as before, with the statements by the White House over the past few weeks giving the green light for another expansion of Israeli operations in Gaza City. This morning, the White House revoked the diplomatic travel visas of Palestinian Authority diplomats, so that they cannot travel to testify before the United Nations General Assembly.Analyst Comment: This could be nothing, or this could be the start of something. Overnight, Turkey inexplicably closed their airspace to all Israeli aircraft and has allegedly cut all economic ties with Israel. Separately, Germany issued warnings to all of their citizens in Iran to leave the country, mostly out of fear of retaliatory attacks. So far, these are very early indications of trouble, but the history of the region is proof that very little is needed for a war to kick off again.South America: US Naval operations continue off the coast of Venezuela, as Venezuelan forces increase territorial defense operations. Several low-level military exercises have been undertaken in Venezuela, and coastal gunboat patrols have increased over the past few days.Analyst Comment: So far, this is all just posturing from both parties. Venezuela has no real defense against American forces, so any real resistance to this "naval diplomacy" effort from the United States will carefully avoid any direct confrontation.-HomeFront-Florida: This morning a mass casualty event was reported on I-95 near Ives Dairy Road in Miami. 29x people were hospitalized due to injuries sustained when a semi truck failed to observe traffic congestion, rear-ending a long line of halted vehicles. The driver has not been identified, but is expected to face charges.-----END TEARLINE-----Analyst Comments: So far, the fallout from the Minneapolis Church Shooting has left more questions than answers. From a tactical standpoint, the shooter very clearly stated that he selected this Church as a target due to the staff being unarmed and thus unlikely to fight back. The killer also had drawn very crude sector sketches of the Church interior, mapping out the entry and exit points in the Nave. The killer also made statements of specifically avoiding behavioral actions that might tip off authorities that he was planning this attack, indicating that this had been in the works for some time.Similarly, online rhetoric has been exceptionally severe following this attack, with hundreds (if not thousands) of accounts online supporting the killer. There is even one company selling T-shirts with the killers face, declaring support for his actions. One Massachusetts man posted a video online encouraging further attacks on Christian institutions, and many others have also declared the intent to carry out other attacks (though without providing specific and actionable details). In short, the online atmosphere among the usual suspect platforms (Reddit, Discord, etc), has indicated that the threat of copycat attacks is higher than usual.     El llamado Cartel de los Soles se refiere a una presunta red criminal integrada por altos mandos militares y funcionarios venezolanos, vinculada al narcotráfico, al lavado de dinero, la minería ilegal y otras actividades ilícitas.La pregunta es: ¿Existe realmente? El ex fiscal venezolano Zair Mundaray, exiliado en EEUU, explica los mecanismos de esta organización. Estados Unidos califica al Cartel de los Soles como “una organización criminal que se hace pasar por un gobierno”. Esta semana, el gobierno argentino lo declaró “organización terrorista”. En contraste, el presidente de Colombia, Gustavo Petro, sostiene que no existe y lo describe como “una excusa ficticia de la extrema derecha para derribar gobiernos que no obedecen”. Frente a estas versiones, el ex fiscal venezolano Zair Mundaray, exiliado en Estados Unidos y crítico del chavismo, cree que “hay decenas de testimonios dentro del sistema de justicia norteamericano que dan cuenta de que Chávez creía en la posibilidad de que, en vez de combatir a los carteles y las organizaciones terroristas que hacen vida en Colombia, estas pudieran tener una forma de contribuir de alguna manera a la seguridad del proceso político". Estados Unidos acusa al presidente Nicolás Maduro de encabezar esta organización narcoterrorista, cuyo nombre hace referencia a una insignia de los militares de Venezuela. Según el ex fiscal, "muchas personas que formaron parte de esta planificación criminal han declarado y han sido detenidos, hay colaboradores, es decir, el Cartel de los Soles tiene un sustento probatorio". "Miente Petro, sobre todo cuando dice que no existe, porque la misma inteligencia colombiana era plenamente consciente de la participación de altos funcionarios no sólo de la Fuerza Armada Nacional, sino de organismos de seguridad de Estado".  Zair Mundaray, estudioso del narcotráfico, explica por qué el Cartel de los Soles es una organización criminal particular: A diferencia de los carteles de México o Colombia, quienes controlan las operaciones formarían parte del propio Estado venezolano. "En el caso venezolano los que llegaron al poder se convirtieron en narcotraficantes. No estás hablando de un cártel como un cártel mexicano o el Clan del Golfo. Estamos hablando de  quienes están sentados en las oficinas públicas del Estado venezolano y tienen todo el poder de fuego y el dominio territorial", explica el experto.  Para el ex fiscal Mundaray, una de las pruebas más claras de la existencia del Cartel de los Soles está en un hecho paradójico: en Venezuela no se registra la violencia ligada al narcotráfico que sí golpea a países como Colombia. "El narco no ha traído los niveles de violencia que tiene Colombia. Puedes traficar miles de de toneladas y pasar por donde sea, y nadie se está matando por ello, como sí ocurre en Colombia cuando el Ejército de Liberación Nacional (ELN) pisa el territorio de la disidencia o cuando el Clan del Golfo pelea por su espacio. Aquí no hace falta eso, porque tienes una fuerza armada que lo hace y el que lo haga fuera de ese control sí lo alcanza la mano del Estado y lo apresa. Esto es una de las perversidades mayores del sistema creado por el chavismo".
