    In 2001, Portugal decriminalised the possession and use of all illicit drugs. It was a move designed to mitigate the country's public health crisis, which at the time meant Portugal had one of the worst rates of overdose deaths in Europe, as well as the highest rate of HIV among drug users. Whilst drugs remained illegal, users did not receive a criminal record but were instead referred to rehabilitation and treatment programmes. It was an approach that proved so successful, that it has remained in place for a quarter of a century. But just over 10 years after its introduction, Portugal's drugs policy started to come under strain as the country's economic crisis and subsequent austerity measures led to budget cuts for drug services. More recently the rising cost of living has diverted people's attention from investment in this field. On top of this, the trafficking of cocaine and newer substances into the country along with changing demographics is putting decriminalisation under strain. He currently serves as Executive Director of the Family History Department and Chairman of FamilySearch International. Elder Bragg additionally has served as a full-time missionary in the México Monterrey Mission, ward mission leader, high councilor, bishop, stake president, and Area Seventy. Elder Bragg majored in marketing and Spanish at the University of Utah and began his career as vice president of Great Western Bank in Los Angeles. Guest Bio: Dr. Jessica Y. Lee is Chief Executive Officer of the American Academy of Pediatric Dentist. Prior to taking on this role in June 2026, she was the Demeritt Distinguished Professor of Pediatric Dentistry and Senior Associate Dean for Faculty Affairs and Leadership Development at the University of North Carolina, as well as a professor in the Department of Health Policy and Management in the UNC Gillings School of Global Public Health. Dr Lee received her MPH and DDS degrees from Columbia University and her Certificate in Pediatric Dentistry and PhD in Health Policy and Management from the University of North Carolina at Chapel Hill where she was also a NIDCR National Research Service Award recipient. She is a board-certified pediatric dentist and an active member of the medical staff at UNC Hospitals and practices in the Dental Faculty Practice in the School of Dentistry. She has authored over 150 peer-reviewed manuscripts and is a renowned expert in health literacy and health disparities. She is dedicated to bridging the gap between medical knowledge and patient understanding and reducing health disparities. She has led projects funded by the NIH and HRSA. Dr Lee is involved in teaching, clinical practice, and research. In addition to her academic pursuits, Dr. Lee is actively involved in leadership, community outreach and education initiatives. She collaborates with healthcare providers, government agencies, and non-profit organizations. She served as the President for the American Academy of Pediatric Dentistry (AAPD) from 2020-2021. She is the recipient of numerous teaching and research awards including the 2008 AAPD Jerome Miller “For the Kids” Award. In 2010, she received the Presidential Early Career Award for Scientist and Engineers from President Barack Obama. In 2011, Dr Lee was named the ‘Pediatric Dentist of the Year” by the American Academy of Pediatric Dentistry and in 2021 she received the AAPD Merle C Hunter Leadership Award.     Today's guest is Ranae Bartlett, the Mayor of Madison, one of the fastest-growing and most successful cities in the Southeast. Her career spans law, education, corporate leadership, nonprofit management, public service, and municipal government, making her one of the most accomplished civic leaders in North Alabama.During nearly a decade of service, she helped guide one of Alabama's highest-performing school systems through periods of rapid enrollment growth and increasing academic success. She served as Vice President of the Board from 2015 to 2017 and as President from 2017 to 2020, providing leadership during a critical period of expansion for Madison City Schools.Her contributions to education earned statewide recognition. In 2020, she received the All-State School Board Member Award from the Alabama Association of School Boards, one of the highest honors available to school board members in Alabama.Her influence in the chess world grew nationally when she was selected as Executive Director of the United States Chess Federation in 2024. As the leader of the nation's largest chess organization, she oversaw programs serving players, clubs, tournaments, and scholastic chess initiatives across the United States. She held that position until assuming the office of mayor in November 2025.Meanwhile, her local government career continued to advance. In 2020, Madison voters elected her to the Madison City Council representing District 5. During her tenure, she earned the respect of her colleagues and was selected to serve as Council President from 2022 to 2024 and later as Council President Pro Tempore in 2025. Her work focused on responsible growth, infrastructure planning, education, and maintaining Madison's reputation as one of Alabama's most desirable places to live.In 2025, Bartlett launched a successful campaign for mayor, emphasizing experienced leadership, economic development, support for Madison's award-winning schools, infrastructure improvements, and responsible management of the city's rapid growth. She won the election outright with a majority of the vote, avoiding a runoff and becoming the first Asian-American mayor in Alabama history.Since taking office in November 2025, Mayor Bartlett has focused on economic development, strengthening communication within city government, supporting local businesses, investing in public education, and ensuring Madison continues to provide the high quality of life residents expect. Her administration has emphasized strategic growth planning, collaboration with regional partners, and positioning Madison for long-term success.In addition to her professional accomplishments, Mayor Bartlett is a graduate of Leadership Greater Huntsville Class 26 and has been recognized throughout her career for community service and leadership.
