Someone argues that Donald Trump threatens democracy, maybe because he's asserting authority against the judiciary or the media or the NGOs. Someone else counterargues that it hardly seems undemocratic for someone to favor someone who won an election (the President) over other people who did not (the judiciary, the media). If anything, it seems undemocratic to allow the unelected people to continue to obstruct and harass elected leaders. The most common response is to say that fine, democracy is about who wins votes, but we also like liberalism, liberalism is under threat, it's too hard to talk about “liberalism” because in the US it sometimes means being left-wing, and so we use the related concept “democracy” as a stand-in. This is reasonable, and some accused-democracy-destroyers like Viktor Orban even accept it for themselves, calling their brand of government “illiberal democracy”. But I think there's an even stronger response that doesn't require admitting to a bait-and-switch: democracy isn't just about having an election. At Climate Week NYC continues, the hottest topic is the question of how to meet growing demand for electricity while cutting emissions. In New York State, electricity use is expected to increase by 25% over the next 15 years. To meet that demand, the state plans to add tens of gigawatts or renewables. But that is not enough. It also wants more “dispatchable, emissions-free” power to keep the grid stable, and that includes new nuclear reactors.Back in June, Governor Kathy Hochul asked the New York Power Authority to move ahead with at least 1 gigawatt of new nuclear generation. And the New York State Energy Research and Development Authority (NYSERDA) is exploring what it needs to do to make that happen. Doreen Harris is President and CEO, and she explains to host Ed Crooks that nuclear is a central pillar of an emissions-free power mix.She says New York's plan isn't about bringing back old reactors like the ones at the Indian Point nuclear plant, controversially closed in 2021. The state wants new designs that are safer, modular, and more efficient. NYSERDA is leading a “Master Plan for Responsible Advanced Nuclear Development”, expected to be published by end of 2026, to explore technologies ranging from large reactors to small modular and micro reactors. Ed and Doreen discuss the plan, and the barriers and opportunities for nuclear in the US.Support from federal, state and local governments is going to be essential to make new nuclear construction a reality. But backing from the private sector will also be essential. Nick Campanella is a Senior Equity Research Analyst at Barclays investment bank. He says new nuclear investment will move forward only if three pieces line up: clear policy support, customers willing to buy the power, and an EPC ready to build the plant.Nick and Ed discuss the cost overruns and delays that have plagued nuclear projects in the West. Hyperscalers might be able to get costs down by committing to multiple reactor builds at once. The ‘first-of-a-kind' project is always risky. The ‘nth-of-a-kind' developments that benefit from the lessons learned on previous projects should be more predictable, and less costly. Nick believes it is quite possible that a final investment decision to build at least one new nuclear plant in the US is very possible before the end of 2026. If that happens, the first project to go ahead could be for large plants, not small or micro reactors. The looming government shutdown — now just days away — has escalated dramatically. Russ Vought, Trump's former OMB director and the key architect behind the original administration firings, circulated a memo this week warning agencies to prepare for a “reduction in force” if funding lapses. The message was clear: if there's a shutdown, he plans to fire as many people as possible and make those firings stick. In his words, the Democrats would be handing him a gift. It's what he's always wanted to do, and he's daring them to let it happen.Democrats, for their part, view this as a scare tactic, a way to push them into passing a clean continuing resolution. They've been offered essentially the best deal possible under GOP control: Biden-era spending levels and no controversial riders. Still, they're rejecting it. Even lawmakers from districts and states with large numbers of federal employees — Chris Van Hollen, Glenn Ivey, Patty Murray, Mark Warner — are standing firm. For them, this is about resisting what they see as Trump-aligned plans to gut the federal workforce.Politics Politics Politics is a reader-supported publication. Bernie Moreno said he supports the memo as a negotiating tactic but wants to avoid a shutdown. Speaker Mike Johnson, meanwhile, is pressing hard, accusing Democrats of preferring illegal immigrants to federal employees by insisting on funding Obamacare and Medicare subsidies that Republicans argue benefit non-citizens.So where does that leave us? A shutdown happens when Congress fails to pass, and the President fails to sign, either the full appropriations bill or a continuing resolution before the start of the fiscal year. When that happens, agencies are prohibited from spending money, except on activities deemed essential to life, property, or national security. Non-essential employees are furloughed, contractors go unpaid, and essential workers like the military and TSA keep working without pay. We're set to enter this world on October 1st.Everything from passport processing to regulatory enforcement gets paused. Federal contractors, especially in areas around DC, take a huge financial hit. Social security checks, Medicare, and mail delivery continue. And while federal workers usually get back pay, contractors often don't. A shutdown only ends when Congress passes and the President signs a funding bill. That's why I say this isn't an “if,” but a “when.” The government will shut down; the only question is how long Democrats are willing to hold out before taking the same deal they're rejecting now. I don't think it'll be long.
