President Cyril Ramaphosa YESTERDAY instructed the Minister of Basic Education, Siviwe Gwarube to fully implement the BELA Act. This after he signed a Presidential Proclamation bringing the Basic Education Laws Amendment Act into operation without changes to two contentious sections of the Act. The two clauses relate to the provincial department becoming responsible for admitting pupils into a public school and determining a school's language policy, taking away those responsibilities from school governing bodies. Those opposed to the Act had argued that the full implementation of the BELA Act would compromise the Afrikaans language. The DA had also threated that the party will withdraw from the Government of National Unity if President Ramaphosa orders its full implementation. I bet that was like HIPAA on steroids. "During his service in the White House Medical Unit, he conducted 84 domestic and five overseas missions in support of the President and Vice President. Consequently, he assessed hospital systems and witnessed the social determinants of health that lead to health disparities and inequalities in the United States and worldwide. Welcome to September 28th, 2022 on the National Day Calendar. Today we celebrate tickling the ivories and the folks on the porch next door. Before the piano arrived on the scene, the most popular keyboard instrument was the harpsichord. It made beautiful music, but its volume could not be varied while playing. Composers and musicians wanted an instrument with the ability for more controlled expression. This led Bartolomeo Cristofori to create an instrument that allowed musicians to alter volume and tone with the force of their fingers. He called it the piano. Well, technically the original name was much longer. We'll spare you the Italian name, but it translates to “soft and loud keyboard instrument.” September is National Piano Month and thanks to Mr. Cristofori, we can celebrate beautiful music in every genre from Classical to Rock. In the early 1970s, National Good Neighbor Day was created by Becky Mattson of Lakeside, Montana. What began as an effort to build goodwill in our communities, became a Presidential Proclamation in 1978. Jimmy Carter said: “... we are mindful that the noblest human concern is concern for others. For most of us, this sense of community is nurtured and expressed in our neighborhoods where we give each other the opportunity to share and feel part of a larger family…” On National Good Neighbor Day celebrate the spirit of friendship that has far reaching consequences. Surprise, surprise! It was indeed a surprise when the storm and tornado hit Canistota last Friday evening. Oftentimes we read or hear about these stormy events, but it is another thing to experience it. For many there were tears over the losses. But what warm thoughts we have when we observe how a community works together and can stand stronger through life's storms. As we survived the tornado together, one could only observe a caring community and a community who really cares for one another. One cannot help but be reminded of the words of Philip Brooks who once said, "Do not pray for easy lives. Pray to be stronger people. Do not pray for tasks equal to your powers. Pray for powers equal to your tasks." Those thoughts inspire us to stand strong throughout the storm of life. Many families throughout our land were together for Mother's Day. It was a joy to have family over the weekend and overnight guests. And those grandchildren, with their abundant energy certainly can light up your life. And what memories can be made as families celebrate life together. Mother's Day was first observed in 1908. It was in 1914 when a Presidential Proclamation was issued to set aside the second Sunday in May for the observance of Mother's Day. Today, Mother's Day is observed throughout the country. Some countries observe it in a different month. South Dakota is honored to have Mrs. Margaret Connors from Vermillion as the South Dakota Mother of the Year. She represented our state of South Dakota in the 1993 National Mother Of The Year contest and convention in Raleigh, North Carolina recently. A reception will be held honoring her on May 16th, from 2-4pm at the Father Wolf Auditorium, St. Agnes in Vermillion. As we reflect upon some warm thoughts on motherhood and about our own mothers, one cannot help but realize that motherhood is the most important career that one could ever choose. On October 25, President Biden announced a Presidential Proclamation titled “A Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic.” This proclamation, which takes effect at 12:01 am Eastern Standard Time on November 8, 2021, will end the travel restrictions under Presidential Proclamations (P.P.) 9984, 9992, 10143, and 10199 as they relate to the suspension of entry into the United States of persons physically present in Brazil, China, India, Iran, Ireland, the Schengen Area, South Africa, and the United Kingdom. In place of these restrictions, the President announced a global vaccination requirement for all adult foreign national travelers. This proclamation applies to persons aboard a flight scheduled to arrive in the United States that departs after 12:01 a.m. eastern standard time on November 8, 2021. Today, Indigenous Peoples Day is being observed in more than a dozen states. Maryland isn't among them. But the movement to ditch the traditional Columbus Day holiday is growing, in favor of celebrating the unique contributions Native Americans have made, and continue to make to our nation. Several cities in Maryland have replaced Columbus Day with the holiday to honor Native American history, including Baltimore, Washington DC, and more than 130 other cities, counties and school districts across the country do too. On Friday, President Biden issued the first ever Presidential Proclamation on Indigenous People's Day, which was widely seen as a major stride towards re-directing the focus of the federal Columbus Day holiday towards recognition of Native Peoples. It said, in part, “our Nation celebrates the invaluable contributions and resilience of Indigenous peoples, recognizes their inherent sovereignty, and commits to honoring the Federal Government's trust and treaty obligations to Tribal Nations.” Columbus Day is a federal holiday established by Congress. The President also issued a Columbus Day Proclamation, in which he acknowledged “the painful history of wrongs and atrocities that many European explorers inflicted on Tribal Nations and Indigenous communities. Mr. Sallman serves as a labor representative on the National Advisory Committee on Occupational Safety and Health (NACOSH) and NFPA’s 652 Technical Committee on the Fundamentals of Combustible Dust. Leslie and Steve discuss Workers’ Memorial Day and the Trump administration’s responsibility to workers during the Covid-19 pandemic. Coronavirus has introduced a host of new health and safety concerns into the workplace: both for essential workers who have been on the job for the past two months and for workers who will be entering the workplace again as the economy begins to reopen. During this pandemic, many USW members have been and continue to go to work each day in oil and chemical plants, paper and steel mills, hospitals, power plants, and many other workplaces. Unions, including the USW, have made a series of common sense recommendations and some employers have been taking steps to keep workers safe. However, there are still real challenges, including access to appropriate PPE, the need for appropriate distancing, still sometimes limited opportunities to regularly wash hands, and more. The biggest challenge has been a lack of leadership from the federal government, which has left everyone to tackle these problems piecemeal. The Occupational Safety and Health Administration (OSHA), the agency charged with keeping workers safe, has been largely absent from this conversation. In March, a group of unions demanded that OSHA implement an emergency, temporary infectious disease standard that would specify the steps employers must take to keep workers safe. But OSHA still has not done so. Instead OSHA merely provided guidance that employers are free to accept or reject. As a result, since January, more than 3,000 workers contacted OSHA to complain about employers’ failure to take basic steps to protect them from COVID-19. Yet another problem is that OSHA has all but stopped investigating complaints. This has left the states, and other stakeholders, to fill in the holes. Oregon, for example, ramped up enforcement of state-level occupational safety rules and began spot checks of employers to ensure workers practice social distancing. The Trump administration has also targeted the Chemical Safety Board (CSB), which has broad bipartisan support, and rolled back chemical safety regulations. This week the USW marked Workers Memorial Day, a somber day that we observe every year in the fight for safe jobs. This year, their union remembered the 29 workers who were killed at USW-represented workplaces in the USA and Canada over the past twelve months. And, as they always do, they resolved to fight for the health and safety of their members and all workers. But in light of COVID, and the administration’s failure of leadership, they’re also mobilizing to fight for the safety of all workers by supporting H.R. 6559, The COVID-19 Every Worker Protection Act of 2020. This legislation would require OSHA to put out an enforceable standard for COVID-19. On April 28, 2016, Workers Memorial Day, President Obama signed a Presidential Proclamation. On April 28, 2020, Workers Memorial Day, President Trump keeps meatpacking hotspots open as he signed an executive order under the Defense Production Act to compel meat processing plants to remain open amid the coronavirus pandemic. The President should instead be using the DPA to mandate the production and distribution of personal protective equipment, while issuing an emergency temporary standard to protect workers from COVID-19. Two actions of the Trump Administration have sought to make it practically impossible for women who are victims of intimate partner violence to apply for and be granted asylum in the United States. The first is an action by then-Attorney General Jeff Sessions to overturn a decision of the Board of Immigration appeals granting asylum to a woman who had survived horrific violence at the hands of her husband. The second is a Presidential Proclamation, accompanied by new federal regulations, that automatically denies asylum to persons entering the United States between designated border entry points. Kate Jastram, a senior attorney at the Center for Gender and Refugee Studies at the University of California, Hastings College of the Law, discusses the lawfulness and morality of these decisions.

On 24 May 2017, Philippine President Rodrigo Duterte declared Martial Law in Mindanao through Presidential Proclamation 216. This came after a botched military operation against an individual by the name of Isnilon Hapilon, the leader of the Maute Abu Sayyaf terrorist group, allegedly connected to ISIS. Under Martial Law, the Philippine military has intensified indiscriminate aerial bombing even as civilians are still trapped within the city. As Philippine authorities claim, 20-38 civilians have been killed, thousands have evacuated and taken refuge in several parts of Mindanao, while hundreds more were arrested.Even before PP216, state impunity perpetrated by the Armed Forces of the Philippines already claimed the lives of 34 people, mostly farmers and Lumads who are the indigenous peoples of Mindanao. They have been victims of politically-motivated extrajudicial killings, while 20 incidents of indiscriminate aerial bombings and operations have occurred since February this year.To discuss the situation in the philippines, Accent of Women speaks with Stephanie Rabusa, Chairperson of AnakBayan Melbourne. If you look at virtually any United States History book, any book, video, film, poem, or whatever, you will be told that the civil war ended with Robert E. Lee's surrender to Ulysses S. Grant at Appomattox Courthouse on April 9, 1865. But did it really? How do you define the end of a War, particularly a civil war. Most people will look at the end when the peace treaty is signed, but in a civil war there is really no peace treaty. So does it end with the first fighting force that surrenders, or the last? Does it end with the last battle? Does it end after all of these events, or when the goal of the war was accomplished? Or does it end when someone with the political power to say so says it has ended? This podcast explores the period between Appomattox Courthouse and the Presidential Proclamation announcing the end of the war. The nation, both of them, were tired of war.
