Động thái này được cho là để thúc đẩy thỏa thuận thượng đỉnh Hàn – Mỹ, trong khi quá trình thương nghị với Mỹ về vấn đề này đang bế tắc.Trong kế hoạch cơ bản do Chính phủ Hàn Quốc đang soạn thảo sẽ có một số yếu tố chính như vai trò và nhiệm vụ quốc phòng – quân sự của tàu ngầm hạt nhân, lộ trình chế tạo dự định, nguồn cung và các biện pháp đảm bảo nguồn cung nhiên liệu hạt nhân, những cơ chế chủ yếu nhằm tuân thủ quy định của Hiệp ước Không phổ biến Vũ khí hạt nhân (NPT)…Ý tưởng về đóng tàu ngầm hạt nhân của Hàn Quốc xuất hiện trong giai đoạn từ năm 1993-1998, dưới thời Tổng thống Kim Young-sam, nhưng đã liên tục thất bại trong quá trình hiện thực hóa.
