TCS | Dominic Cull on why 'Fair Share' is a non-starter in South Africa

The big mobile network operators in South Africa “have never shown a willingness to … accommodate smaller players”, so the notion that they should be entitled to “Fair Share” is “difficult to swallow for smaller operators who have been at the end of their [unfair] business practices”. That's the view of Dominic Cull, a leading specialist South African ICT lawyer and regulatory adviser to the Internet Service Providers' Association (Ispa), who was speaking to the TechCentral Show (TCS) in an interview (published below). Cull's criticism of Fair Share – at least in the form being advanced by the large telecoms operators – comes as the Association of Comms & Technology (ACT), a lobby group that represents the country's largest telecoms providers, agitates for its adoption by policymakers in South Africa. Fair Share is an idea that has gained traction among operators in Europe, where margins have been pressured in a competitive market. They argue that so-called OTT – “over the top” – companies, which include streaming video providers such as Netflix, Disney+ and TikTok, should contribute a “fair share” to the development of broadband infrastructure. Critics have said this is simply a move by infrastructure providers, which have experienced margin compression with the move from voice to data services, to try to claw back lost profits. Speaking at last month's Datacentrix Showcase 2024 event in Sandton, ICT industry stalwart Andile Ngcaba – who founded Convergence Partners – said the move by ACT to pressure policymakers and regulators over “Fair Share” is not needed or wanted in the South African context. “If it ain't broke, don't fix it,” said Ngcaba, who is a previous policymaker in South Africa and who served as director-general of communications in the Nelson Mandela administration. In the interview with TCS, Cull echoed this view and said ACT's lobbying for Fair Share is partly aimed at “catching the ear” of newly appointed communications minister Solly Malatsi and influencing what is included in forthcoming amendments to legislation that governs the ICT sector in South Africa. In this episode of TCS, Cull chats about: • Whether ACT has a point about Fair Share; • How big content players impact smaller operators and internet service providers, and why the call for Fair Share is coming from the industry's biggest players; • The investments by the OTT players in both terrestrial and subsea fibre infrastructure, including Google's investment in the Equiano cable and Meta Platforms' involvement in 2Africa; • Whether mobile network operators doomed to become low-margin “dumb pipes” like other utility industries. Barney Harmse is the Executive Chairman of the Paratus Group and has guided the company to become a major telecommunications player with a substantial footprint in Africa. He also boasts a unique skill for spotting talent, which has allowed Paratus to grow rapidly. Rolf Mendelsohn is the Chief Technical Officer of the Paratus Group and has also served as the CEO of Paratus Angola (formerly ITA) for the last seven years. He plays an instrumental role in ensuring the company's infrastructure is comprehensive and effective, with the latest example of his efforts being a deal struck in the DRC to activate hundreds of kilometres of fibre. Schalk Erasmus is the Group CEO of Paratus and works closely with Harmse to implement the company's vision for changing Africa's connectivity landscape through exceptional digital infrastructure and customer service. He has led several of Paratus' most recent projects, including landing the Equiano subsea cable in Namibia and launching the newest Paratus data centres in Windhoek. In this What's Next interview, Harmse and Mendelsohn discuss how Paratus was founded in Angola in 2003. Send us a Text Message.Abolitionist Olaudah Equiano was captured from his home in Africa as an 11 year old boy while his parents were out working one day. He was stuffed below decks of a slave ship, shackled together lying down with hundreds of other captives in what Equiano referred to as “a scene of horror almost inconceivable.” By the late 17th century, Great Britain dominated the slave trade and wealthy plantation owners in the American colonies were lining their pockets, thanks to the labor of 11 million captive Africans forced into slavery. In 1833, Britain signed the Slavery Abolition Act, effectively ending British slavery 30 years before the United States. Google says that it had already spent over 20 percent of the budget, which covers the establishment of its first cloud region in Africa. Managing Director, of Google Africa, Nitin Gajria, says Google had last year, committed $1 billion over five years to increase connectivity and invest in companies to accelerate Africa's digital development, adding that this year, Google is focusing on how it is fulfilling the pledge. He says other African projects include the connectivity to more people in Africa, with Equiano subsea cable now linked to Togo, Nigeria, Namibia, and South Africa, and operations set to begin by the end of the year. Gajria says the new Google Cloud region would be established in South Africa, being it's first on the continent.

Google's West Africa Director, Juliet Ehimuan, says Google's subsea cable, Equiano, has arrived in Lagos, Nigeria adding that the cable will help improve internet speeds in Nigeria. Ehimuan says the cable, named after Olaudah Equiano, a Nigerian-born writer and abolitionist, will run from Portugal along Africa's west coast to South Africa. She says the Nigerian government has been actively working on its digital transformation programs as part of plans to grow its domestic sectors. She says studies suggest that faster internet connections, better user experiences, and reduced internet costs will help accelerate these benefits.

The statement was made at Google's first-ever Google for Africa event, broadcasted live virtually.Sundar Pichai, CEO of Google and Alphabet, shared the planned $1bn investment and will include:Enabling affordable internet access and building helpful productsGoogle is building global infrastructure to help bring faster internet to more people and lower connectivity costs. The subsea cable Equiano will run through South Africa, Namibia, Nigeria and St Helena and connect the continent with Europe.Internet access is also hampered by the affordability of smartphones. Android has developed a device locking technology as part of the Android platform that will enable partners to offer financed devices.Google has collaborated with Safaricom to support the launch of the first “Device Financing” plan in Kenya, and will expand this initiative across Africa with partners like Airtel, MKOPA, MTN, Orange, Transsion Holdings and Vodacom, and more. These partnerships will help millions of first-time smartphone users gain access to quality, affordable Android smartphones.Plus Codes are a free and open-source addressing system to provide addresses for everyone. The government of The Gambia has adopted this in providing addresses for residents and businesses across the capital Banjul and are now scaling to the rest of the country. The Head of St Helena Governments IT Department and Undersea Cable Project lead Jerry Roberts provided an update to listeners as to the progress of the Project on the Breakfast Show on 30th June 2021. Works on the cable are progressing well, two Engineers from Alcatel Submarine Networks (ASN) who arrived in May 2021, to undertake the installation of the Power Feed equipment and all associated telecoms equipment left on Saturday after successfully completing their tranche of the works. Eight engineers from MCC, along with four members of Alcatel's Submarine Networks Installation and Testing Team are now expected to arrive towards the end of July, their visit is expected to coincide with the arrival of the cable landing ship schedule to arrive in Ruperts Bay on 20th August 2021 The next stages of the work will include Equiano's shore end landing, testing of the MCLS's Power Feed Equipment and working towards the station's completion date which has been forecasted towards September/October 2021.

Das heutige Podcastinterview entstand durch Empfehlung einer Zuhörerin. Heute möchte ich euch daher Equiano Intensio im Soul to Go-Podcast vorstellen, der u.a. als Coach für ganzheitliche Selbsterkenntnis tätig ist. Seine Mission ist, dass Menschen die Fülle und Schönheit ihres Lebens nicht nur verstehen, sondern auch fühlen können. Hi, everyone, and welcome to episode 7 of my podcast Leading A Double Life. I’m Kwei Quartey, a physician and author of the Inspector Darko Dawson novels. On my podcast, reflections on being a medical doctor and a writer. This episode, part one of a series on African Literature African Literature: What is it? African literature has been much written about. There is still debate about what it really is, its themes and its style and content. A notable aspect is that it includes both the oral and written literatures. The etymologic definition of literature is “writing formed with letters,” from the Latin littera (letters). Therefore, Pio Zirimu, a Ugandan scholar, suggested the word orature to replace the self-contradictory “oral literature.” Despite the ingenuity of the name, it didn’t really take hold, and “oral literature” is still the more popular term among scholars. Included in oral African literature is the African heroic epic. A prime example is the Sunjata (or Sundjata/Sundiata) Epic of the Mendeka peoples, relating the legend of Sunjata, the 13th century king of the Mali Empire. What is the stereotype about written African literature? The oral form of African literature is frequently mentioned and acknowledged in papers and books, but even supposedly knowledgeable scholars hold the view that written African literature barely made any appearance before the 1950s (as a result of colonization). In other words, before Chinua Achebe’s famous Things Fall Apart and other African writers’ works of that era, there was no good African literature to be found. TFA was one of the first African novels to garner international critical acclaim, but was that all there was? No, says Princeton professor of medieval, early modern, and modern African literature, Wendy Laura Belcher. She notes in her paper on African Literature, An Anthology of Written Texts from 3000 BCE to 1900 CE that while historians labor to overturn privailing misconceptions that Africa is a place without history, literary critics have done little to overturn a mistaken view that Africa has no literature. Some Westerners believe that writing on the continent was not done by Africans or in African languages. Belcher emphasizes, and others back her up, that in fact there is an at least 3000-year history of African writing. Why has some African literature escaped notice (or been ignored)? Much of African literature over the last millenia has disappeared from view because it has not survived, particularly in sub-Saharan Africa, but extant texts refer to these ancient documents as having existed. Second, many works were not published and therefore went unknown. Third, very few were translated from African languages into European languages, and they were therefore ignored. As much as scholars probe and dissect shining examples of twentieth century African literature, Belcher points out there are historical precedents to the works of the prominent modern-day African writers. For example, it could be argued that the pidgin English works of Amos Tutuola (The Palm-Wine Drinkard), (which Dylan Thomas called “fresh, young English”), Ken Saro-Wiwa (Sozaboy), and Uzodinma Iweala (Beasts of No Nation) were well preceded by Antera Duke‘s eighteenth century diary, which was written in Nigerian pidgin English and carried to Scotland by a Scottish missionary. Where is that ever mentioned in popular analysis? Historical categories of African literature One subsection of African literature emerged from the writings of Africans living outside of Africa– both slaves and African youths whom European colonists sent to study in England, France, Portugal, Italy, Holland and Germany. The Interesting Narrative of the Life and Adventures of Olaudah Equiano or Gustavus Vassa, the African (1789), was written by former slave Olaudah Equiano, who described the awfulness of slavery and the slave trade. Equiano was in the forefront of the movement in Britain to abolish slavery. His book was highly influential in bringing the trade to an end. Written in English, Equiano’s narrative received much attention, but another group of Africans in Europe had writings in Latin. Those have not commanded as much close examination. What are the ancient forms of African literature? The Arab expansion in the Sahel spread Islam to the region, and the 11th-century Berber-led Almoravid invasion of the Empire of Ghana (not to be confused with modern Ghana) brought with it a Kufic-derived Arabic script. Mali, Sudan, and Nigeria developed different styles of Kufic-derived calligraphy. The role of Arabic writing and literature in West Africa has been long underestimated. Ajami is an African-adapted Arabic script found in the Swahili, Hausa, Wolof, and Yoruba. It is 300 t0 500 years old. Another ancient written form in Nsibidi, which is an ideographic script with a system of symbols that was indigenous to what is now southeastern Nigeria. It dates back to at least 2000 BC. Many people don’t realize that the much-commercialized Adinkra symbols of Ghana also represent old, ideographic writing. It dates back to at least 1817, when the Englishman Thomas Edward Bowdich collected a piece of Adinkra cloth in 1817. The next oldest piece of Adinkra textile was sent in 1825 from the Elmina Castle to the royal cabinet of curiosities in The Hague. Lybico-Berber or Tifinagh script dates back to 3000 BC at least, and is the ancient writing of the Tuareg and other peoples in Morocco, Algeria, Mauritania, Egypt, Chad and Niger. The Egyptians invented three different types of scripts–hieroglyphic, hieratic and demotic; and yes, like it or not, Egyptians are Africans. Vai script (3000 BC to present) is a particularly lovely form of writing indigenous to Liberia and a small portion of Sierra Leone. It is a set of symbols representing syllables Other languages with syllabaries include Japanese. Summary Clearly, there is much more to learn about African literature. In reference to Ajami, Serigne Kane notes, “the writings of black African authors have long been neglected due to prejudice, as both Europeans and Arab scholars with the necessary linguistic competence to study their works have often deemed their insights of little or no scholarly interest or benefit, and most assume that sources of knowledge on Africa are either oral or written in European languages,” (quote from Fallou Ngom.) Much the same applies to other forms of African writings. Even the word “literature” seems to have been captured and held hostage by Eurocentric exceptionalism as its rightful and exclusive property. African literature has been viewed as that which developed as a result of the “civilizing influences” of invading Europeans. It’s time to take the blinders off and open up the mind. He was a famous proponent of British abolitionism and worked with William Wilberforce.  His story is featured in the movie Amazing Grace.   Following its success at this year's Edinburgh Fringe Festival, ‘Olaudah Equiano, The Enslaved African' will be transferring to Sutton House from the 26th-29th November. Kidnapped with his sister at the age of eleven, Equiano is beaten, suffocated and tortured on their journey to the coast, which sees him separated from his sister and sold to British traders.   Set in the heart of West Africa during the height of the British slave trade, ‘Olaudah Equiano, The Enslaved African' is an honest, uncompromising and moving portrayal of Olaudah Equiano's early life. Please note this is a site-specific production with no wheelchair access. The production also contains scenes of a violent nature and is therefore only suitable for those over the age of 16. Tonight on The Gist of Freedom listen to excerpts from the autobiography of Olaudah Equiano, a survivor of the middle passage! www.BlackHistoryBLOG.com --Survived The Middle Passage, purchased his freedom, became a black abolitionist  and  authored the first known  Enslaved African Narrative . He was a famous proponent of British abolitionism and worked with William Wilberforce.  His story is featured in the movie Amazing Grace. He settled in the United Kingdom in 1792. His autobiography, "The Interesting Narrative of the Life of Olaudah Equiano", depicts the horrors of slavery and influenced the enactment of the Slave Trade Act of 1807.                                                                   They put us in separate parcels, and examined us attentively. They also made us jump, and pointed to the land, signifying we were to go there. We thought by this, we should be eaten by these ugly men, as they appeared to us; and, when soon after we were all put down under the deck again, there was much dread and trembling among us, and nothing but bitter cries to be heard all the night from these apprehensions, insomuch, that at last the white people got some old slaves from the land to pacify us. They told us we were not to be eaten, but to work, and were soon to go on land, where we should see many of our country people. This report eased us much. And sure enough, soon after we were landed, there came to us Africans of all languages.
