Reporting on Climate Change When it's at Your Doorstep with Allison Agsten

Compelling communication about risks and necessary actions is of special interest throughout the Ten Across geography. As we continue to follow the course of recent wildfires in the Los Angeles area, we took a closer look at journalism on the ground-- reporters doing their best to convey urgent information at multiple and sometimes personal scales.  On the heels the hottest 12 months in recorded history, parts of the Los Angeles metro burned during most of January. Ten months of abnormally dry conditions in the city were preceded by two very wet winters. Scientists refer to this increasingly common phenomenon as hydroclimate volatility or whiplash. It has been shown to be aggravated by climate change, and in Southern California, it creates the essential ingredients for large-scale wildfire.  As inaugural director of the Annenberg Center for Climate Journalism and Communication at the University of Southern California, Allison Agsten's job is to study how the news media and other communication professionals are informing audiences of climate change risks and impacts. In 2023, we invited her to share this important work and to lead our Climate Communications workshop at our Ten Across Summit in Los Angeles.  Allison is, unfortunately, also a recent survivor of the Palisades Fire conflagration.   As her neighborhood burned and the media converged around her home last month, she conducted some research in real time by asking them whether their reports would cover the ways climate change influenced the disaster. Born in West Chicago, he lives in Los Angeles with his wife, son, and daughter. In the late 1970s, the fishermen of the Texas Gulf Coast were struggling. The bays that had sustained generations of shrimpers and crabbers were being poisoned by nearby petrochemical plants, oil spills, pesticides, and concrete.  The White fishermen, though, could only see one culprit: the small but growing number of newly resettled Vietnamese refugees who had recently started fishing. Tensions climbed as White fishermen called for refugee bans and threatened violence in the name of protecting what they claimed was their turf. After a young Vietnamese man killed a White crabber in self-defense, a posse responded by torching Vietnamese boats and a home, leading the Grand Dragon of the Texas Knights of the Ku Klux Klan to sense an opportunity. Over the next two years, amid a garish campaign of violence, death threats, and arson, with terrifying Klan rallies and boat patrols, many Vietnamese were ready to flee – until a charismatic South Vietnamese colonel convinced them to stand their ground and put their trust in the Constitution.  Throughout the dizzying clash, which culminated in a tense courtroom showdown, one woman could see clearly enough to recognize the true threat to the bays—and her determination to take on the real villains became the fishermen's last hope. Kirk Wallace Johnson's gripping book depicts a community set on fire by hatred, xenophobia, and ecological disaster. Drawing upon a trove of never-before-published material, case files, and interviews with Klansmen, shrimpers, law enforcement, environmental activists, lawyers, perpetrators, and victims, Johnson uncovers secrets and secures confessions to crimes that went unsolved for more than forty years. But there is so much more to this field. Dr. John Boudreau is a professor emeritus of management and organization and a senior research scientist with the Center for Effective Organizations at the University of Southern California Marshall School of Business. Today's guests are Abraham Márquez, Amanda Legarreta, and Julie Varughese. Abraham is a revolutionary freelance journalist based in Los Angeles. He's a member of the National Association of Hispanic Journalist and a 2021 USC Annenberg Center for Health Journalism Fellow. Amanda is a college student and anti-imperialist activist based in Southern California. Amanda participated in the November 2021 Friends of the ATC delegation to Nicaragua. Julie has served in an advisory role for the Black Alliance for Peace from its founding in 2017, until just a month ago. However, she continues to serve as the coordinator of the Black Alliance for Peace's Solidarity Network, made up of non-African allies who support the Black Alliance for Peace's mission. Most recently, she joined an independent publication called Toward Freedom as its new editor. She's also done movement work in New York City and Washington, D.C.

Board calls for feasibility study of locating PHF at Whitmore Lane

May 25, 2021 — The Board of Supervisors voted unanimously yesterday to use Measure B funds for a psychiatric health facility, or puff, and to conduct a study on the feasibility of locating it on Whitmore Lane, in the unincorporated fifth district portion of south Ukiah. The county purchased the 26,601 square foot building with two point two million dollars of CARES Act federal funding last August. Repairing the roof appeared on an original document with suggestions for how to use the funds from the PG&E settlement, though now the possibility of a partial demolition is under consideration. CEO Carmel Angelo told the board that the Ranch Proposal, for the county to buy a rural parcel of land and build a multi-purpose mental health care facility, is no longer being pursued. Operators for the county’s psychiatric health facilities are emerging. The Board of Supervisors has approved a contract with Redwood Community Services to run the critical residential treatment facility that’s being built on Orchard Avenue in Ukiah. It’s expected to be up and running in November. Dr. Jenine Miller, the head of the county’s Behavioral Health and Recovery Services Department, wrote in a letter to the board that Telecare Corporation, an Alameda-based mental healthcare organization, had received a conditional award letter to operate the puff. Telecare, according to the letter, is the largest provider of county contracted PHF services in California, with 122 beds. In a letter to the board, Miller cited operating costs of between $5.7 and $7 million a year, with Medi-Cal, Medicare, realignment, Measure B, and private insurance as funding sources. She wrote that Lake County had expressed an interest in using the facility, which would reduce operating costs. She added that projected costs vary widely due to Medi-Cal payment regulations. Early in its tenure, the Measure B Citizens Oversight Commission hired Lee Kemper to conduct a study and write a report about mental health needs in Mendocino County. Ros Liberty, who serves on the Commission, wondered about the long term return on the investment in a PHF. He said that, according to the Kemper report, the county could expect to see a reduction of about 50% in the need for a PHF, provided there were more services available to people in the early stages of a mental health crisis. “I don’t think this conversation is complete without at least looking at the possibility that maybe, instead of a PHF, we spend more money on advanced services before people get into that kind of crisis, per Kemper report recommendation,” he suggested. And Jan McGourty, a former member of the Commission, called in to urge the board to figure out exactly what kind of PHF, and what kind of services, they want. If the facility ends up at Whitmore Lane, the building will have to garner a higher rating than it currently has with OSHPD, the Office of Statewide Health Planning and Development, the agency that approves hospital expansions and building plans and analyzes California’s healthcare infrastructure, according the USC Annenberg Center for Health Journalism. As the meeting adjourned with unanimous direction to conduct a feasibility study on locating the puff at Whitmore Lane, Angelo added that she would include regular updates in her CEO report.

This week on the podcast, we take a look at the challenges facing couples as they navigate decisions about timing their retirement in the time of pandemic. This podcast stems from a column I wrote last month for the New York Times. That story examined how the pandemic is affecting all aspects of retirement timing for older workers - everything from the job losses happening due to the recession to age discrimination issues related to health risks.Retirement timing is one of the most important factors affecting retirement plans. When you are able to work longer, those additional years of wage income make it easier to delay your Social Security filing, earning delayed filing credits. Working longer also can mean saving more and living off those savings for fewer years. It also could get you more years of employer-subsidized health insurance. (For more on this see my recent guide for subscribers on retirement timing.)About one-third of baby boomers and Genxers tell pollsters that they plan to work longer because of the economic crisis. But that may be easier said than done. Even before the pandemic, about half of all workers who retired between age 55 and 64 did so involuntarily because of ill health, family responsibilities or job loss. And the pandemic is going to make things much tougher. For the first time since World War II, the rate of unemployment and underemployment has been running higher for workers over age 65 than it for other adults. There’s also mounting evidence of a large spike in people taking early retirement, as I note in the Times story. The virus creates a sort of double jeopardy for older workers - if they go back to work, they face a risk of serious illness. If they stay home, they stand to lose income and may be forced to file for Social Security earlier than planned. That will have lifetime financial consequences.One of the topics I covered in the column is how couples are approaching these complicated questions. A decision to return to the workplace may not only create infection risk for that person but put a spouse at risk as well. I wanted to pursue that further on the podcast this week.Joining me are two guests: Katherine Carman is a senior economist at the RAND Corporation. Currently she is studying health insurance decisions and retirement decisions. And she is the co-author of a Rand study (pre-pandemic) on retirement patterns among couples. The research found a fluid pattern of decision making, often involving phased retirement, short-term jobs, and periods of non-employment and returns to work. Click on the little green button to subscribe, or go here to learn more.Widespread unemployment and retirement riskWidespread unemployment due to the pandemic would increase the number of older households at risk of being unable to maintain their pre-retirement standard of living. That’s not a big surprise.But the latest update of the National Retirement Risk Index (NRRI) finds something else quite interesting. Low-income households face greater job risk, but their retirement security risk is similar to that of higher income groups.The NRRI is produced by the Center for Retirement Research at Boston College. The latest update finds that widespread unemployment would increase the NRRI from 50.2 percent to 54.9 percent of all working-age households, resulting in an additional 4.7 percent of households at risk in retirement. The results for the 30 percent of households that experience the job loss are much more dramatic. The NRRI for this group increases from 54.4 percent to 75.4 percent, a 21-percentage-point jump.But a closer look by income groups and age shows that while low-income households have a greater chance of losing their job than those in the upper two groups, their risk does not increase proportionately. What’s going on? According to CRR: One reason for this pattern is the progressivity of the Social Security benefit formula. Reduced lifetime earnings due to the employment shock increase the Social Security replacement rates for the unemployed in all income groups, but this effect is particularly important for the bottom third, which relies almost entirely on Social Security for retirement income.I’m starting work now on a new story about the role Social Security plays in this very difficult economic climate in smoothing out retirement inequality, with a particular focus on race. Stay tuned.Nursing home death rates exposes cracks in the systemThe high death rates from COVID-19 in nursing homes and long term care facilities was a catastrophe waiting to happen. As Trudy Lieberman notes in this article for the USC Annenberg Center for Health Journalism:The coronavirus pandemic has exposed the chasms, the fissures, the cracks in many American institutions. Nowhere, though, are they more apparent than in the nation’s arrangements for long-term care — specifically, in its nursing homes, where some 1.4 million people, mostly women, live out the rest of their days.The virus has exposed what advocates for better treatment and families of loved ones in nursing facilities have known for years. Care is often substandard, infection control sometimes non-existent, living space overly crowded, staff members too few to keep residents safe, and a regulatory system that looks good on paper but too often looks the other way when politics and lobbying trump good enforcement and resident safety.In May, the Government Accountability Office released a damning report showing that only 18% of the country’s nursing homes had no deficiencies for infection control and prevention in one or more of the years from 2013 through 2017, before the virus hit. That’s a grim indictment of how America cares for its most vulnerable elders. “It is a policy failure based on moral negligence,” said Larry Polivka, executive director of the Claude Pepper Center at Florida State University. “We need to understand more clearly this moral failure that is responsible for the crappy long-term care system we have built over the decades. Bio   Jeffrey Cole has been at the forefront of media and communication technology issues both in the United States and internationally for the past three decades. An expert in the field of technology and emerging media, Cole serves as an adviser to governments and leading companies around the world as they craft digital strategies.   In July 2004 Dr. Cole joined the USC Annenberg School for Communication as Director of the newly formed Center for the Digital Future and as a Research Professor. Prior to joining USC, Dr. Cole was a longtime member of the UCLA faculty and served as Director of the UCLA Center for Communication Policy, based in the Anderson Graduate School of Management. Cole founded and directs the World Internet Project, a long-term longitudinal look at the effects of computer and Internet technology, which is conducted in over 35 countries. At the announcement of the project in June 1999, Vice President Al Gore praised Cole as a “true visionary providing the public with information on how to understand the impact of media.”  Nineteen years into the project, the World Internet Project, through its unique data on Internet users around the world, is the leading, unrivaled international project examining the ways in which technology changes our lives.    Cole regularly presents trends and insights of the project to the White House, FCC, Congress, Department of Defense and heads of governments around the world. He has worked closely with the CEOs of GroupM, Ericsson, Telstra, Wesfarmers and others. On the advisory side, his long-term relationships have included Microsoft, Sony, Time Warner, AT&T, AARP, CBS, NBC, ABC, CPB, PBS, HP, Coca-Cola and many more as they learn to navigate the digital future. He also sits on Unilever’s (the world’s second largest advertiser) Global Digital Strategy Board.   In 2016 Cole was one of the founders of the Global Disruption Fund (GDF), a technology investment fund based in Australia (www.globaldisruptionfund.com.au). Cole is one of the members of the Investment Committee identifying innovative companies and those about to be disrupted, making investments based on his work. The Fund is now worth close to $1 billion and growing; it achieved a 40% return in its first year. Since 2017 he has written a popular and widely circulated column on disruption, media, technology and entertainment (www.digitalcenter.org/cole).   Under Cole’s leadership, the Center has conducted deep examinations of the entertainment, sports media, transportation and banking industries to identify where the next wave of disruption will occur. More than just identifying trends, the Center works closely with industry to create policies and make the concrete changes that will keep them competitive. That work includes all five (formerly six) motion picture studios, all four networks and now streaming companies, as well as sports networks, leagues, automotive companies and banks.   In the 1990s, Cole worked closely with the four broadcast networks (ABC, CBS, NBC and Fox) dealing with television programming issues under an anti-trust waiver that allowed the networks to work together for the very first time. He issued annual reports to the television industry, Congress and the nation. Upon the release of the 1996 report, Cole held a joint press conference with President Bill Clinton, who referred to the Center for Communication Policy as “the premier educational institution setting trends in entertainment.” Nationwide there was unanimous praise for the quality of the reports and their contribution to the television content debate.    Cole has testified before Congress on television issues and has been a keynote speaker at more than 750 conferences on media and technology (many can be seen on YouTube). He has worked with the White House during the Clinton and George W. Bush administrations on media and telecommunications issues. He regularly makes presentations across the U.S., Europe, Asia, Latin America, the Middle East and Africa.   Cole was a member of the Executive Committee of the Academy of Television Arts & Sciences (ATAS) from 1997 to 2001 and was the founding governor of the ATAS Interactive Media Peer Group. At UCLA, Cole taught over 35,000 students. In 1987 he received UCLA's Distinguished Teaching Award.          Resources   USC Annenberg Center for the Digital Future     News Roundup Election security funding bill gets McConnell’s support  Mitch McConnell, whom Democrats had started to call “Moscow Mitch”, backed a $250 million spending bill last week to help states beef up election security. McConnell had previously blocked two bills that would have boosted security and required paper ballots. Facebook suspends thousands of apps following audit Facebook has suspended tens of thousands of apps after an internal audit revealed that they could either have be a threat or didn’t respond to Facebook’s requests for information. Facebook says the move comes after a review of millions of apps following the Cambridge Analytica scandal. The FTC fined Facebook $5 billion over the summer for privacy violations. Meanwhile, Facebook CEO Mark Zuckerberg was in town meeting with members of Congress and President Trump at the White House, meetings which sources say were “constructive”.  Emmy’s awards feature little diversity Well, there’s not much else we can say about the 71st Emmy Awards other than the fact that this year’s awards offered shockingly little diversity. National Urban League CEO Marc Morial and FCC Commissioner Jessica Rosenworcel penned a joint Op-Ed in the Hill released prior to the awards discussing this year’s lack of nominees of color.  For example, not one woman of color was nominated for lead actress in a comedy. This year, just 26 nominees were people of color, compared to 38 last year. Just three people of color ended up winning—RuPaul Charles won for hosting RuPaul’s Drag Race, Jharrel Jerome won for When they See Us, and Bill Porter won for Pose.  When are we gonna stop begging these people to include us, fam? Seriously. FCC Open Meeting Agenda The FCC released its open meeting agenda. The meeting will take place at 10:30 at the FCC. A proposal for $950 million in funding for Puerto Rico’s communications infrastructure is first on the agenda. New York Times ends Spanish language coverage The New York Times is ending Spanish language coverage. “While the Español site did attract a new audience for our journalism and consistently produced coverage we are very proud of,” the Times said in a statement, “it did not prove financially successful”. New York Times in Español launched in response to President Trump’s hate speech against Mexicans. NBC/Universal has launched a new streaming service NBC/Universal has launched a new streaming service dubbed Peacock, which is slated for launch in April. NBC/Universal will join the long list of new Netflix streaming competitors including the likes of Disney, Apple, and HBO Max.

About 50% of African-American and black families in this country will experience a child welfare investigation. That’s far, far more than the data indicates we should expect to see. That’s a problem. Author Orville Schell, author of many books, studied Chinese history at Harvard and Berkeley and has written for many publications, including The Atlantic, The New Yorker, Time, Foreign Affairs,The New York Review of Books, Harper's, and The New York Times. Formerly dean of the UC Berkeley Graduate School of Journalism, he is now the Arthur Ross Director of the Asia Society's Center on U.S.-China Relations in New York City. Schell is a member of the USC U.S.-China Institute's board of scholars. Discussants Geoffrey Cowan has long been an important force in education, communication, and public policy. Cowan became the first president of The Annenberg Foundation Trust at Sunnylands in 2010 and hosted the Xi Jinping/Barack Obama meeting there in June. Previously he was dean of the USC Annenberg School for a decade and headed the Voice of America during the Clinton administration. Cowan also heads the USC Annenberg Center on Communication Leadership and Policy. His co-authored play Top Secret has twice toured China. Clayton Dube has headed the USC U.S.-China Institute since it was established by USC President C.L. Nikias in 2006. Dube was trained as an economic historian, lived in China for five years and visited dozens of times. Dube's long been committed to informing public discussion about China and about the U.S.-China relationship. He oversees the institute's magazines and documentary efforts and writes the institute's Talking Points newsletter and earlier edited the academic journal Modern China.
