She managed oversight of government projects, operating sites, and national laboratories focused on nuclear security and nuclear wastemanagement for the U.S. Department of Energy. Previously, Dena served as the Manager of Functions for NS&E and was responsible for all of the people, processes, and execution in the areas of engineering, procurement, construction, startup and operations as well as their supporting functions. Dena has held leadership roles on a variety of projects, including project director of the National Nuclear Security Administration's Uranium Processing Facility project, a multi-billion-dollar complex in Oak Ridge, Tennessee for processing highly enriched uranium for U.S. nuclear defense and naval nuclear propulsion. She also served as project manager of the Sabine Pass Liquified Natural Gas facility in Cameron Parish, Louisiana and operations manager for all of Bechtel's nuclear operating plant services.Dena was elected a Bechtel senior vice president in 2019. She holds a Bachelor of Science in Nuclear Engineering from the University of Maryland and is a Project Management Professional. He highlighted the bill's flawed reasoning, arguing that it disregards consumer demand for safe THC access and would lead to the closure of thousands of businesses and job losses for tens of thousands of workers. Winstanley criticized the political motivations behind the bill, suggesting they are not rooted in genuine health concerns and would instead foster an unregulated illicit market. He emphasized that an outright ban fails to address underlying issues in the hemp industry, and Texas is missing an opportunity to establish a sensible regulatory framework.Winstanley further pointed out the double standards in Texas regulations, contrasting the proposed hemp ban with the state's approach to alcohol, tobacco, and firearms, none of which face similar bans despite documented harms. He noted the strong opposition to SB3, particularly from veterans who rely on hemp products for pain management and fear a return to opioid dependence. Sam would soon realize that material wealth left him unfulfilled, so he decided to retire and follow his passion for helping others. Through his passion, Sam saw how homelessness ruined lives and government programs could actually make the problem worse. Sam is Founder and CEO of The Kingdom Center which provides emergency shelter and transitional living assistance for at-risk women. In 16 years, The Kingdom Centers has provided emergency shelter and transitional living centers for over 3000 women and their children. Sam saw suffering in other marginalized communities so in 2014 he founded Treasured Harvest, whose mission remains to provide food and other much-needed resources for migrant farm workers and their families. And Sam has helped provide immigration assistance to these workers. Sam then saw the need to help parents provide a better education for their children in the K-12 public-school system. He founded Revive Academies in 2023 which provides a high-quality, low-cost alternative to public education to Ventura County families. Sam is the senior pastor of Embrace! Church in Oxnard. He is a featured speaker in the areas of business, travel and faith. Sam wrote ‘More than Animals' in 2022 which addresses how to solve the homeless crisis in California and ‘A Love That Nobody Wants' which chronicles his service to those experiencing homelessness. Sam loves California and is a lifelong resident. He lived in Thousand Oaks for 20 years raising his family, and for the past 17 years lives in Oxnard where he is serving the community.
