Very few municipal sustainability initiatives to date have focused on food-related emissions and specifically the relatively low carbon footprint of plant-based proteins, despite the fact that food accounts for over 25% of the average American household's carbon footprint. And research indicates that without lowering the emissions associated with food consumption, we will be unable to meet global climate targets. In this episode, hosts Sarah Backer and Linda Breggin seek to understand why localities have been slow to move on reducing carbon emissions related to food consumption and speak to local governments that are leading the way on measuring, tracking, and reducing those emissions. In 1962, the modern environmental movement was born. On Sept. 27, Rachel Carson's Silent Spring was published. Her book led to the banning of the pesticide DDT, which contributed to the preservation of the bald eagle, then facing extinction, and caused many Americans to reconsider their relationship with industrial chemicals that were increasingly becoming part of everyday life. That same day, The New York Times reported that Con Edison, the largest power company in the country, was planning to build a hydroelectric plant inside Storm King Mountain. The battle over that plan saved the mountain and led to the concept of environmental law and the formation of at least four organizations (Scenic Hudson, Riverkeeper, Clearwater and the Natural Resources Defense Council), and laid the groundwork for the creation of the Environmental Protection Agency and the passage of the Clean Water Act and the Endangered Species Act. Sure, our corner of the world deserves credit. But what have we done lately? That question was on my mind as I reported on two stories that appear in this week's issue about climate action plans for Dutchess County and Beacon. They come a few weeks after Leonard Sparks' look at the new Climate Smart certifications and planning efforts in Putnam County and Cold Spring. It's not a coincidence that these local plans all came out about the same time: They each received funding from the International Council for Local Environmental Initiatives. The Hudson Valley is one of the top four regions in the U.S. when it comes to local climate plans, according to the ICLEI. (The others are the Bay Area, Chicago and Miami/Dade County.) Florida Gov. Ron DeSantis may have removed most references to climate change from state laws, but the Sunshine State is chockablock with climate plans from Pensacola to Key West. "The difference between the Hudson Valley and the other three hot spots is that, in the Hudson Valley, it's primarily small towns, villages and rural counties that are climate leaders," says Kale Roberts, the ICLEI deputy director. "The other hot spots are more urbanized, with well-resourced cities" that employ full-time planners. In the Hudson Valley, it's more likely a few employees leading volunteers. Roberts has personal experience with this: While he works with municipalities all over the country, he happens to live in the Hudson Valley. The most common answer I get when I ask people why the Hudson Valley has been such an outsized contributor to the national environmental movement is that it's astonishingly beautiful and full of people who deeply appreciate that beauty. From personal experience, the same can be said of Athens, Georgia, inland Maine and the entire state of West Virginia, but there's not a climate action plan to be found among them. Roberts thinks New York's state and local governments play an outsize role. At the state level, the Climate Smart program is unusual, he says. Other states are not encouraging municipalities with expertise and grant money to develop climate action plans. "It's allowed cities and towns across the state, and particularly in the Hudson Valley, to show a level of national leadership that we only see in a few other pockets across the country," he says. New York also has an unusual layered structure of local government. Villages are located within towns and each has its own authority. But this plethora of legislative bodies means that local government is far more accessible than in other states, Roberts says. "We have a long history of residents being close to the government and having many more opportunities to participate in how their community is run," he says. "That has created a culture of civic engagement that makes people feel empowered to work on climate issues in a way that others across the country don't feel." In this episode of Flanigan's Eco-Logic, father-daughter duo, Ted and Sierra Flanigan host the clean energy crash course mini series focusing on Ted's international travels.They build on the first episode of the three-part series, which focused on Ted's travels in the 80s. The idea was to write case studies of the most successful programs and approaches, starting with North America, and then looking broadly and out of the country. Ted and his team wrote 128 case studies, including a series of case studies on Europe. Sierra and Ted conclude with the linking of ideas around climate action to a universal way of connecting and growing relationships and strengthening bonds, underscoring the value of meeting people where they are, creating greater visibility around the numbers, opening channels of communication, and cross-cultural collaborations that Ted facilitated and shed light on.

AGENDA 21 was passed in 1992 without any particular fanfare. The media was almost completely silent about it, and continues to relegate Agenda 21 to page 9, if any mention is made at all. But included in Agenda 21 is a plan for high-speed trains nationwide. Ooo, how exciting! Another interesting part of the plan is that it includes building six-story apartment complexes along these train lines, intended to relocate civilians away from their farms and ranches, which will no longer be approved for residential development. If you want to know what researchers have discovered about this effort, a simple google will lead you to all you ever wanted to know. Personally, I prefer the facts, Ma'am, nothing but the facts.Further investigation reveals that the Clintons and the Bushes approved of Agenda 21 and also approve of this development of a One World Government system. Barack Obama is also supportive of this Agenda 21 effort and this OWG plan, with approval and funding coming from our own federal government as well as local governments, is being implemented nationwide today. Locally, the little towns of Cotati (population 7,333 not counting the chickens or the snakes) and Cloverdale have been putting elements of Agenda 21 in place for years already. Why would our government choose these little unknown towns to begin implementing this thing? More importantly, if our own presidents are willing to give the United States of America over to a one world government system, then who is looking out for America's best interests now? That is, on the world stage, who has America's best interests at heart? Certainly not someone who supports a plan to eliminate the USA's independent nation status. Am I right? My point – and this is an awful realization to me – is that no one is looking out for America's best interests anymore. Our own presidents and leaders in Congress have already given their blessings to turn our nation over to an undetermined, unelected world government organization. That only leaves We, the People and God to look out for America's best interest. That said, we may have troubled times ahead, but when God is with us, who can be against us? That is, we have nothing to fear but fear itself. We can do this.Agenda 21 is being implemented across America, and many Americans have never heard of it. There is a list of mayors who have signed on to support it on the ICLEI website. It is actually a list of Progressive politicians, and the list includes mayors of nearly every major American city. (See diagram, above.) What this means, interestingly, is that when polled, while Progressives make up less than 20% of the political landscape in America, they've made a particularly impressive nationalized effort to put themselves into leadership in so many of America's largest cities! Bravo to the Progressives, but aren't you curious how they managed that?

But is President Biden following the science? There are so many problems in America right now, and they ignore everything they can see with their own eyes, for something they can't prove. Who is benefitting from this? Nations are falling all over themselves to fall into line. He is looking at five actions that we know of: 1) Halting crude oil exports, 2) Suspend offshore oil and gas drilling, 3) Restrict international trade in fossil fuels, 4) Order the construction of renewable systems in climate vulnerable communities, and 5) Leveraging the Defense Production Act. Those are some sweeping powers that don't the Executive Branch just don't have. This is a top-down abuse of power. Then to nail us from the bottom-up, there are special groups like C40 Cities that recruit cities around the world to join their little club and then cut their energy usage in half. A number of large American cities belong to this group, and they are accepting policies from international groups like C40, ICLEI, and the World Economic Forum. If we are getting it from both ends, where can we go to have our voice heard and our views represented? Is an emergency warranted? Is our freedom worth letting the government dictate how we deal with the climate? Short answer is "no", but how do we deal with it? We also take a look at the recent MN Primaries. Piedmont Housing Alliance would pay the money back through the incremental tax revenue the city would get from a more intense residential development. Here’s Economic Development Director Chris Engel. (staff report)“Typically, our performance agreements are done to encourage business development, job creation, capital investment that creates office space or an industrial building,” Engel said. “In this case, the public good if you will is the rehabilitation and addition of not public housing, but affordable housing that would be owned and managed on a long term basis by the Piedmont Housing Alliance.” The city is currently considering using this tool to finance improvements to Stribling Avenue. This is also the same mechanism that was proposed by the owner of the skeleton Landmark hotel. In this case, the 11.75 acre property is assessed at $8.185 million this year, which yields $77,714 in property taxes for the city. When the first phase of redevelopment is completed, the value is projected to be over $20 million, which Engel said would bring in an additional $190,000. Piedmont Housing Alliance would get that increase through a transfer from the Economic Development authority. “This is a very complicated, complex deal to get this to all come together,” Engel said.This is separate from the nearly $16 million in capital funds city taxpayers will contribute to all four phases of redevelopment. Under this agreement, Piedmont Housing Alliance would collect the funding up to $6 million.“There’s not a profit making opportunity here for anybody but it’s an opportunity to see additional affordable housing added to the city again and an old site that needs rehabilitation,” Engel said. The EDA approved the reauthorization with little debate. The original agreement was written up by former city attorney John Blair before he became the acting city manager after former city manager Tarron Richardson resigned. Engel said the Piedmont Housing Alliance is ready to begin construction. Their website has not been updated with information about redevelopment since last October when a December start-date for construction was expected. More information as it comes in. Charlottesville’s efforts to create a Climate Adaptation Plan move forward this month with a community forum to get input on potential threats from more extreme weather patterns. The October 25 event will be the first steps for the city to complete a Climate Vulnerability Assessment. “As part of the city’s climate action effort, it has committed to developing a plan to reduce greenhouse gas emissions and to prepare and respond to our changing climate,” said Susan Elliott, the city’s climate protection program manager..Participants are being asked to review a webinar recorded on October 7 where representatives from ICLEI described Charlottesville’s projected climate hazards and gave an overview of the process. Another pre-forum webinar will be held on October 15. (register) The Community Forum on October 25 will begin at 5:30 p.m. (register)Charlottesville City Council will have to appoint someone to serve as City Manager as of Monday, November 1. The five-member elected body held an emergency closed session Tuesday afternoon to discuss “Urgent Personnel Matters.” “I move that we accept the resignation of Chip Boyles, effective October 29, 2021 per the letter that he has sent to Council,” said City Councilor Heather Hill as she read a motion coming back from closed session. Council voted 5-0 to accept the resignation, but there was no sense of who would take over as city manager. There are two deputy city managers who were hired by Boyles, both of whom have a collective tenure of seven months. Ashley Marshall has been Deputy City Manager for Racial Equity, Diversity, and Inclusion since May and Sam Sanders has been Deputy City Manager for Operations since August. Before we get back to Boyles, there was also news of another person leaving city government. In an earlier motion, Hill disclosed the departure of the city’s Information Technology department, Sunny Hwang. He’s served in that position since September 2018 according to his LinkedIn profile, which has not yet been updated. There are also vacancies at the tops of the parks department and the public works department. Back to Boyles. Boyles was hired in January to replace John Blair, who served as interim city manager after Dr. Tarron Richardson resigned in September. In his resignation letter, Boyles said he had been hired to help the organization get back on its feet after a “time of turbulence and organizational instability.” “This success was disrupted with my decision to to change the leadership of the City Police Department,” Boyles wrote. “I continue to support my decision taken on this matter, but the vitriol associated with this decision of a few vocal community members and the broken relationship with Mayor Walker have severely limited my ability to be productive towards the goals of City Council.”Boyles said personal and professional attacks from Walker and others were beginning to hurt his mental health. He resigned to protect himself and his family. To recap, Boyles terminated the contract of Chief RaShall Brackney on September 1, 2021, triggering a ferocious outcry from Walker. She spent much of the September 7 meeting using her privileges as Mayor to force a conversation about the topic. For context, go back and listen to the September 8 edition of this newsletter. The soundbites for the read of the newsletter today come from the October 4, 2021 meeting of Council, and the last hour or so of the meeting. The agenda listed a formal discussion of the matter at the conclusion of other business. Boyles defended his decision, which was his alone to make under the city’s charter. Boyles’ explanationBoyles said Brackney had moved the department toward being a more just and fair system, but said surveys conducted by the Police Benevolent Association indicated low morale.“It became to me evident that some type of change needed to be made that while we had been making strides in one area, the implementation into the department itself was in jeopardy,” Boyles said. That soundbite comes from about an 11 minute explanation that Boyles gave. For some more background, I refer you to the August 20 “response from the city” to those PBA surveys. The statement also describes the resignations of two members of the SWAT team and the termination of a third. (read the statement)What followed were questions from the rest of the Council. Councilor Michael Payne said he was concerned about the timing of the incident.“It has to be stated that, one, the PBA is an organization that is one that is not friendly to reform,” Payne said. “Those organizations across the country are not friendly to officers being disciplined and held accountable for mistreatment.” Vice Mayor Sena Magill said she wanted Boyles to write down his vision for the city.“I have seen the team that you are building in City Hall and I believe that you are focused on a team that wants to bring Charlottesville into 21st century practices on a lot of things including a teamwork environment,” Magill said.Councilor Heather Hill.“We’re not condoning any of the behaviors that were rightfully dealt with in the police department and that we are committed to a very way of policing in the city of Charlottesville,” Hill said. In his comments on October 4, Councilor Lloyd Snook referred to a closed session from mid August after the disciplinary actions described in the statement were made. “When Chief Brackney explained to use in closed session on August 16 I believe it was what the evidence was of the SWAT team officers conduct, showed us a few snippets of video,” Snook said. “Every Councilor in the room, every senior management person in the room was satisfied with the chief’s decision.”Snook said the City Manager has the right and power to fire the police chief.“The only issue for us quite frankly is whether we fire the city manager for firing the police chief,” Snook said. On October 4, Snook said the answer was no.But for Mayor Nikuyah Walker, the answer was not no. Walker’s cross-examinationWalker used her time to ask Boyles a series of pointed questions, including this one about internal surveys. “How did you arrive from looking at the survey that the Chief was the issue based on those surveys,” Walker asked.“Most of the survey was built around the command staff and answers were regarding the individual command staff but it was just an overall leadership from both the questions that were included in the survey and then the chance for the officers to comment,” Boyles said. Let’s skip ahead a little to another section.“So these issues arose and you didn’t afford her a conversation to talk with her about the issues that you had come to learn and create a plan with her to rectify those issues,” Walker said.“I did,” Boyles said. “And one of our meetings after a lot of this started becoming evident, I asked her about preparing a plan to try to address some of these items. The response was that a plan wasn’t needed and what did I have in mind to put into a plan.”Boyles said that was not his area of expertise. Let’s skip ahead. Walker quoted from the September 17 op-ed Boyles wrote for the Daily Progress.“So, in the immediacy of the decision in the op-ed piece that you wrote that the CPD was ‘gripped in chaos’,” Walker said.“Yes, it was my understanding that some of the leadership positions were not going to be staying if Chief Brackney were staying,” Boyles said. This line of questioning continued. Walker said her information said only two of six members of the command staff were set to leave. “So, you consider two of six people to be chaos?” Walker said. “No, I think it extends beyond,” Boyles said. “It’s the statements from the survey of people looking for other jobs, wanting to be out of the police department. There is no smoking gun in this.”Walker went through many of the comments and read through them out loud. She also wanted to pin down Boyles on what conversations he had with regional leaders about policing issues. Boyles said those were conversations were private and in confidence.“Okay, Chip, so since all of these people are secretive and you think that’s okay, because what you want us to do on whether or not you want to stay here or not based on some random conversations we had without talking to you about?” Walker asked.”That’s a decision you all will make,” Boyles said. “As I stated earlier, I’m here to fulfil the direction of Council. I took this job knowing. I think I’ve even stated for me there’s a job evaluation every other meeting. I accept that.”The questioning continued. At one point, there was to have been a press conference after the release of the August 20 statement.“And then, Chief Brackney arrived at a meeting, right, Chip? And you had changed course by that time that there’s no longer going to be a press conference,” Walker said.“Yes,” Boyles responded. “We had a disagreement over wanting to show the videos that you all saw in your closed session.” A little later on in the cross-examination, Councilor Hill brought a specific incident related to how former Police Chief Brackney responded to feedback. Go back to the tape to learn more about that but Walker asked Hill to read the email in question. “Okay, do you want to pull that email up?” Walker asked“I’m happy to find it, but I don’t think it’s necessary right now,” Hill said. “I’m just saying you are trying to pick specific examples. I don’t want to go down this path with you.”“I’m not,” Walker said, her voice rising. “I was open to whatever you all presented. I asked and allowed you all you to talk first because I’m just trying…”“We were trying to be respectful,” Hill said. “Excuse me?” Walker asked.“We were trying to be respectful of the process,” Hill said. “This is not the appropriate forum to get into all of this.”“You were not trying to be respectful of any process,” Walker said. “I have been on this Council and I know how you operate.”“I’d like for us to move on,” Hlll said. The conversation went back to that meeting after the August 20 press release. Boyles explained the dynamic that was leading him to make a decision. “That meeting was a good indication similar to what Councilor Hill was just talking about when we began to disagree over the videos and other issues, Chief Brackney just left the meeting which again gave me concern of being able to work with that type of interaction, with that type of relationship,” Boyles said. Boyles acknowledged that Brackney had told him that she had felt targeted by members of the community as well as internally. “My knowledge of that comes from what she’s told me and I certainly believe it to be true,” Boyles said. Walker was clear she was not going to let Boyles forget his decision to terminate Brackney. “I can go on about every city manager that has been here, and you are never going to, I told you this, Chip,” Walker said. “You’re never going to live past this decision.”Soon after, Walker quoted from the book White Rage to make part of her point and chastised her fellow Councilors for trying to control her.“Have I made 100 percent of the right decisions?” Walker asked. “No. Have you all made 100 percent of the right decisions? No. You haven’t. But again, your white gaze gets to determine who wins in a situation like this.”Earlier this year, Walker wrestled with whether to seek a second term before announcing in May she would be a candidate. Shared Responsibility and Public Private - what do these words really mean? That key words are frequently placed in this Agenda's schedule - words that give us the ‘feel good vibe' such as ‘wellbeing' and the question is posited what does the word ‘wellbeing' translate to for the elite at the top of the UN, plus bankers and movers and shakers? What does ‘wellbeing' mean to the elite at the top of the pyramid of power? Have a listen - because what Antoinette says is very important for us all to take in. From Tims point of view as the interviewer - I did not want to get in and argue points - I was instead offering a platform that is based on Freedom of Expression - and I know that we are being limited as time passes. Whereas as Antionette says, as a Christian that we need to be taking care of human life. That we are sacred beings - (Tim believes we are souls inhabiting bodies - (see his previous interviews about souls and near death and out of the body experiences.) Note that in most cases Atheists refuse to debate this). Antoinette states that we are in the decade of eco restoration and that is a very good thing in Tims estimation - however it's all about how the top of the ‘pyramid of power' is going about doing this. So this is a very important point to understand - we need both - but how the Agenda's are being promulgated is that the Governments are making no effort to educate the public. There is no use of the Fourth Estate to educate humanity of what is the issue and what is at stake here. There is a balance … we have to take in the precautionary principle in situations - like the non growing of Genetically Engineered food in NZ - But, when it comes to Covid the authorities are not following this themselves. Because in NZ for example, the Pfizer injection has not been passed as safe by the FDA and that it is still in an ‘experimental phase' as per Med Safe here in NZ. so there is a huge in-congruence with how our elected servants are governing us - some will say ‘ruling us'. The current Government's understanding of Agenda21 according to Antoinette is that their adherence to Agenda21 is to the restoration of the environment as it was before man walked on our planet. This interview talks about top down control coming across NZ's rural sector - South Waikato for instance has been given a plan to control its water - (and we need plans to clean up our water) - however rural people are not being kept in the loop and the authorities are forcing the issue by initiating local bylaws etc without having open discussions with the locals. This is coming from the top down. This is not localised democracy. Antoinette - stresses that Local Government is not doing the work around having meetings with local rural residents or local town hall meetings and giving people a heads up on what it would like to do or what is actually going on. It all appears to - being put in place and that everyone in the community just has to comply. Like - it's being forced upon the people. The rural sector is about to be managed … where previously in a localised community district or region - ‘we the people' governed ourselves by democratic principles. However this does not appear to be happening. What we hear in this interview is that we are being ‘Ruled by an elite' - that sees us in many ways as useless eaters and that we do not have a soul … this is why management of the future is being set up - because in many ways we as a society have not been alert and have let our local democratic system deteriorate, by not voting - to such a degree that ‘others' have stepped in and in many ways subtly hijacked the process. That is the only means by which we can enter into a treaty with a foreign government. States and cities, however, have begun to enter into "non-binding agreements" to get around treaties that are so radical that the Federal government refuses to ratify them. Mayors in cities across America have vowed to implement failed international policies, like the Paris Accords, without any respect for the leadership of the Federal Government. It might be one thing if they were standing up to a government that was signing away a slice of their sovereignty, but these cities are fighting to give other countries a say in how we run our country. This is a blatant attempt to undermine a Federal Government that is looking to protect our country against the pressures put on it by foreign powers that do not have our best interests at heart. Richard Rothschild was the first county commissioner to officially oppose the United Nations' International Council for Local Environmental Initiatives (ICLEI), also known as Local Governments for Sustainability. The age of chaos is steamrolling along and gathering speed. Zbigniew Brzezinski sees portents of catastrophe if the U.S. declines too rapidly. China is not yet ready to take over as policeman of the world, and quite frankly, many countries would prefer that not to happen at all. Without a strong, centralizing presence the world may fall back into the chaos of nation states. (gasp!) How will the world survive? What is more interesting is that Mr. Globalist himself doesn't mention the United Nations as a possible stabilizing force. Wasn't that its original purpose? These days, the U.N.'s reputation with Americans is tepid at best. With the coming presidential elections, this isn't really the best time to step into the limelight. Behind the scenes, however, the U.N. has been busy taking over every facet of our government, from local to federal. The International Council for Local Environmental Initiatives (ICLEI) has been around since 1990, quietly taking over city councils in the name of sustainability and initiating the Rio conventions and Agenda 21. See if your town or city is a member on their website. Perhaps all this chaos is designed to force people to see the U.N. as the only viable solution to solve the planet's woes. The U.N. is also popping up in comic books again, this time hiring an international team of superheroes led by a corporate shill named Booster Gold. The propaganda is so obvious that it would be laughable if so many were not blind to it.
