Mark Metzger III is a criminal defense attorney born and raised in Missouri City, Texas. After graduating from the Marine Military Academy in 1999, he enlisted in the U.S. Marine Corps in 2000, where he trained as a cryptologic linguist and earned honors as the Honor Graduate of his class. He went on to earn his law degree from South Texas College of Law in 2012 and has been recognized as a Texas Super Lawyers "Rising Star" from 2021 to 2023, an honor given to fewer than 2.5% of Texas attorneys. He has also organized events such as the Silkies Hike, a nationwide initiative supporting veterans' mental health. Mark makes his home in Houston, Texas.

He is the author of "Four Battlegrounds: Power in the Age of Artificial Intelligence" and "Army of None: Autonomous Weapons and the Future of War." Scharre previously worked in the Office of the Secretary of Defense (OSD) where he played a leading role in establishing policies on unmanned and autonomous systems and emerging weapons technologies. He led the Department of Defense (DoD) working group that drafted DoD Directive 3000.09, establishing the department's policies on autonomy in weapon systems. He also led DoD efforts to establish policies on intelligence, surveillance, and reconnaissance programs and directed energy technologies. Scharre was involved in the drafting of policy guidance in the 2012 Defense Strategic Guidance, 2010 Quadrennial Defense Review, and secretary-level planning guidance. Prior to joining OSD, Scharre served as a special operations reconnaissance team leader in the Army's 3rd Ranger Battalion and completed multiple tours to Iraq and Afghanistan. Dave was born into a family of two hard-working teachers and spent his early years helping on the family farm. Growing up, Dave played football and wrestled for his high school's team. He delivered newspapers and bused tables at a hotel. Dave was nominated and graduated from West Point, the United States Military Academy, with a mechanical engineering degree. When he wasn't keeping his head down studying for exams, you would see Dave practicing his wrestling skills for the school where he was a four-time letterman and a co-captain. His time at West Point only furthered the lessons that his parents instilled in him as a young child. He truly saw how dedication and hard work can pay off. Upon graduation, Dave enrolled in the U.S. Army Airborne School and Ranger School, where he was named the Honor Graduate of Ranger School. Shortly after, Dave joined the 82nd Airborne Division as a paratrooper and was one of the first waves of deployments into Iraq during the Gulf War. As a Captain, Dave led his team of 130 soldiers in clearing minefields and destroying enemy munitions. Dave's service in the military ended in 1992, after five years of commissioned service, earning him a Bronze Star. His time in the Army again exemplified the hard-working and resilient values from his parent's teachings. From there, Dave went and earned his Ph.D. from Princeton University, moved back to Pittsburgh, and entered the private sector, where he employed hundreds of Pennsylvanians in his successful tech start-up. His work ethic was strong, and his accomplishments were so well known that he was nominated to serve in multiple positions, including Under Secretary of Treasury and Deputy National Security Advisor. In these roles, he led the fight to protect American technology from Chinese theft and advised the President on national security issues. When Dave returned to the private sector, he met his wife, Dina. The two of them have six daughters. Dave is running for the United States Senate to ensure this nation provides a promising future for his children and future generations. TODD LYONS, USMC serves as the Vice President for the NPS Alumni Association and Foundation. In this role, he bridges the divide between industry, academia, and DoD entities to accelerate the responsiveness of NPS to the challenges arising from great power competition and emerging technology. Todd also serves as a volunteer instructor for Innovation Leadership at NPS. Prior to coming to the foundation, Todd served in the Marine Corps for 30 years. In his last assignment, he served as the Senior Marine Representative and the Associate Dean of Research at the Naval Postgraduate School. In those roles, he connected the work of students and faculty to the operational challenges of the Marine Corps, the Navy, and the broader DoD. As an innovation leader, he leveraged the research at NPS and the operational experiences of the students to drive the adoption of new practices across the Naval Services. Colonel Lyons began his career as a Marine artilleryman. After graduating from the Naval Postgraduate School in 2000, he became a Middle East Foreign Area Officer and an Intelligence Officer with assignments at the Marine Corps Intelligence Activity and the Defense Intelligence Agency. Todd spent nine of his last eighteen years in the Marine Corps serving in a variety of assignments across the Middle East, including Qatar, Israel, Oman, and Iraq. Todd Lyons earned a Master of Arts with honors in National Security Affairs from the Naval Postgraduate School. He earned a Master of Science degree from the University of Haifa and was the Honor Graduate from the Israeli National Defense College in 2007. For his reporting during the Israeli withdrawal from Gaza in 2005, he received the Department of State Superior Honor Award. He received a second Superior Honor Award from the Department of State for his service in Oman from 2011-2014. Todd is married to Kristi Lund Lyons and they have three daughters. DENNING is Distinguished Professor, Chair of the Computer Science Department, and Director of the Cebrowski Institute for Innovation at the Naval Postgraduate School in Monterey, California. He has been a leading engineer and scientist in computing since his graduation from MIT in 1968. At MIT he discovered the locality principle for how computations access storage objects and from it invented the influential working set model for program behavior. His original paper received the ACM systems best paper award for 1968 and was named to the Operating Systems Hall of Fame in 2005. The working set model became the universal reference model for memory management and the heart of memory caching systems, which are now deeply embedded into all computers and the Internet. He contributed important extensions to operational analysis, an approach to computing system performance prediction that overcame strong limitations of stochastic queueing models. He co-founded CSNET, the first open community research network based on ARPANET technology and a key transition from the ARPANET to the NSFNET. CSNET received the Internet Society's Postel Award in 2009. He led the Digital Library project for the Association for Computing Machinery; the ACM DL was the first complete digital library among professional societies and it set new standards for online publication and distribution of scientific information. He was founding Director of the Research Institute for Advanced Computer Science (RIACS) at NASA-Ames, one of the first centers in computational science. He currently leads the Innovation Project, which is identifying and teaching foundational practices of innovation and is now exploring the consequences of interpreting innovation as emergence rather than idea creation. This work led to his book with Bob Dunham, The Innovator's Way (2010). He also currently leads the Great Principles of Computing project, which has gathered and focused the timeless basic principles of computing, contributed to a new image and respect for computing, and seeded the national movement to revamp the high-school Advanced Placement Curriculum and the development of CS principles courses at major universities. We view the effects through the lens of U.S. national security policy and how China (in the COVID environment) will react domestically and internationally. The consensus view is that the U.S. will not pull back on its commitment to its allies, including Israel and Saudi Arabia, but the relationships will evolve. However, the consequences of low oil prices for other nations could be significant and we go around the world to discuss the potential ramifications. In the Middle East, low oil prices will have an impact on nations using oil revenue to help subsidize their local economies. Saudi Arabia, with a very low break even point for production, can sustain lower prices, but its Vision 2030 plan could be at risk. Iran and Iraq will have significant economic issues to contend with as the impact of COVID is taking its toll, particularity on Iran. In North Africa, lower oil prices will impact nations that are budgeting for much higher prices and will have ripple effects. We do not see Turkey backing away from its support of the GNA in Libya. In Russia, we believe that low oil prices, the impact of COVID, and struggling overseas campaigns in Libya, Syria, and Venezuela will not deter Putin or erode his grip on power. In Venezuela, while the U.S. does not intend to interdict Iranian shipping carrying fuel to the country, the stakes are high as the goal is an eventual transfer of power. Major General (Ret.) Guest Bio: Former 2d Ranger Battalion veteran Mikhail Venikov continues to live a life devoted to the principles of the Ranger Creed following his passion in mixed martial arts and establishing Ranger Road, an active duty and transition not for profit designed to bringing veterans and civilians together through extraordinary sports adventure experiences to assist in the transition process to civilian life. A native of Kazakhstan, Venikov's service in the 75th Ranger Regiment was defined by stellar accomplishment rooted in small unit leadership that included three combat tours. He was named Honor Graduate and Sgt Maj. Robert Spencer Enlisted Leadership Award recipient of his U.S. Army Ranger School class. In 2006, Mikhail and his partner Sgt. 1st Class John Sheaffer won the prestigious and physically demanding Army Best Ranger Competition. After completing his Army enlistment, Venikov graduated from the Sacramento Sheriff's Academy and was hired by the San Mateo Police Department where he eventually joined the city's SWAT team. After joining the SWAT team, a chance engagement with MMA legend Urijah Faber led to Venikov's dedication to become a professional MMA fighter with Team Alpha Male. The popularity of MMA within the military community provided Venikov a platform to launch Ranger Road. Since its inception Ranger Road has provided opportunities for active duty and veterans to participate in a variety of high adrenaline activities such as skydiving, wakeboarding, and MMA training. The events are provided at low and no cost. "We believe that the brotherhood and camaraderie found in the military is unparalleled in the civilian world," Venikov said. "We've learned that being amongst our brothers and sisters is better than any therapy and brings out the best in us and everything we do. We are here to lead the way." Venikov is actively pursuing a partnership with the United States Special Operations Command Care Coalition. The Care Coalition serves special operations forces wounded, ill, or injured service members and their families by, through, and with government and non-government organizations such as Ranger Road. Although the original prognosis was that he had been killed in action, Justin survived. Coach Lance's snarling face struck fear deep into the heart of every Kokoro participant in my class, and he is well known for being the man who dishes out extreme amounts of suffering and hardship for anybody brave enough to step into Kokoro. But there's much more to coach Lance Cummings than simply being a man who could kill you with his pinky finger. Technically, Lance is director of training at . Before that, retired from Active Duty Navy Service with 30 years of combined Active and Reserve service. After graduating BUD/s Class 124 he deployed overseas in support of US Foreign Policy with six different SEAL teams on both the east and west coast. He served at the Naval Special Warfare Center as a Basic Underwater/SEAL (BUD/s) instructor where he earned his Master Training Specialist classification. He also worked several State Department Security Team contracts with private employers during his time in the Naval Reserves. He left Active Duty in 1995 to pursue a Doctorate of Chiropractic degree, graduating in 2000 from Life Chiropractic College in Atlanta. While running a Chiropractic practice in Ga. and continuing to serve in the SEAL Reserves, he was recalled to Active Duty in January 2002 to deploy to the Middle East in support of Operation Enduring Freedom in Afghanistan. He made 7 subsequent Middle East deployments to Afghanistan and Iraq with three different SEAL Teams as well as contracting with Blackwater Security. As the Training Officer at Naval Special Warfare Group 1, in charge of West Coast SEAL Team operational training and readiness, he helped establish the Human Performance Initiative, a tactical readiness assessment and evaluation testing system utilized by every SEAL team today. Since retiring from the Navy in 2011, Lance has coached at SEALFIT Integrative Training, where he, Mark Divine, and numerous SEALs and selected civilian coaches conduct multi-day Academies, 20X, Kokoro Camps and custom team events, both locally and internationally. His athletic accomplishments include hundreds of triathlons, multi-day adventure races (he once paddled from the Atlantic to the Pacific Ocean through the Panama Canal in 15 hours), endurance horse racing, and he has been a member of World Championship Teams in Military Pentathlon, Naval Pentathlon, Outrigger Canoe and Dragon Boat racing. He has won several Marksmanship awards in inter-service competition in both handgun and carbine categories, and also competes in Stand Up Paddle Board Racing, archery and mountain biking. He continues his passion for Chiropractic, both with people and animal patients.
