October 31, 2024 ~ A University of Michigan student from allegedly voted this week, even though he's not a citizen of the United States. Guy and Jamie talk with Detroit News politics reporter Craig Mauger about why his vote will still count, and the review of the state's Qualified Voter File that found duplicate ballots.
It's rare and election offices have safeguards to catch it You've heard the horror stories: Someone casting multiple ballots, people voting in the name of dead relatives, mail-in ballots being intercepted. Voter fraud does happen occasionally. When it does, we tend to hear a lot about it. It also gets caught and prosecuted. The nation's multilayered election processes provide many safeguards that keep voter fraud generally detectable and rare, according to current and former election administrators of both parties. America's elections are decentralized, with thousands of independent voting jurisdictions. That makes it virtually impossible to pull off a large-scale vote-rigging operation that could tip a presidential race - or most any other race. "You're probably not going to have a perfect election system," said Republican Trey Grayson, a former Kentucky secretary of state and the advisory board chair of the Secure Elections Project. "But if you're looking for one that you should have confidence in, you should feel good about that here in America." What's stopping people from committing voter fraud? Voting more than once, tampering with ballots, lying about your residence to vote somewhere else or casting someone else's ballot are crimes that can be punished with hefty fines and prison time. Non-U.S. citizens who break election laws can be deported. For anyone still motivated to cheat, election systems in the United States are designed with multiple layers of protection and transparency intended to stand in the way. For in-person voting, most states either require or request voters provide some sort of ID at the polls. Others require voters to verify who they are in another way, such as stating their name and address, signing a poll book or signing an affidavit. People who try to vote in the name of a recently deceased friend or family member can be caught when election officials update voter lists with death records and obituaries, said Gail Pellerin, a Democratic in the California Assembly who ran elections in Santa Cruz County for more than 27 years. Those who try to impersonate someone else run the risk that someone at the polls knows that person or that the person will later try to cast their own ballot, she said. What protections exist for absentee voting? For absentee voting, different states have different ballot verification protocols. All states require a voter's signature. Many states have further precautions, such as having bipartisan teams compare the signature with other signatures on file, requiring the signature to be notarized or requiring a witness to sign. That means even if a ballot is erroneously sent to someone's past address and the current resident mails it in, there are checks to alert election workers to the foul play. A growing number of states offer online or text-based ballot tracking tools as an extra layer of protection, allowing voters to see when their ballot has been sent out, returned and counted. Federal law requires voter list maintenance, and election officials do that through a variety of methods, from checking state and federal databases to collaborating with other states to track voters who have moved. Ballot drop boxes have security protocols, too, said Tammy Patrick, chief executive officer for programs at the National Association of Election Officials. She explained the boxes are often designed to stop hands from stealing ballots and are surveilled by camera, bolted to the ground and constructed with fire-retardant chambers, so if someone threw in a lit match, it wouldn't destroy the ballots inside. Sometimes, alleged voter fraud isn't what it seems After the 2020 election, social media surged with claims of dead people casting ballots, double voting or destroyed piles of ballots on the side of the road. Bob Doll, chief investment officer at Crossmark Global Investments, says that stock market valuations are extended to the point where "things need to be nearly perfect to justify those valuation levels." He is finding much better valuations internationally, noting that "Non-U.S. equity markets are cheap relative to the U.S. by an amount we have never seen before," which is why he is suggesting investors start nibbling and dollar-cost averaging into foreign markets now. Doll also reviews his annual list of 10 forecasts for the calendar year and sizes up where his forecasts stand after the mid-year point of the 2024. Doll says the economy is slowing and he expects that to show up in a market downturn before year's end. Michael Urich, chief economist at Seventh Point Analytic Consulting, discusses the latest Business Conditions Survey from the National Association for Business Economics -- released today -- which shows that a record number of respondents reported that their firms had raised prices in the last three months, but fewer respondents reported higher sales and profits, a dichotomy that suggests there might be some economic trouble ahead. Plus, Kyle Guske, analyst at New Constructs, puts a mutual fund in the Danger Zone.

If you're a fund manager based outside the United States with no operations in the U.S., you may think American securities laws don't extend to you. The short answer is “Yes.” There are, however, some restrictions which can make it a little more difficult. You also have to know where to look, because not all lending institutions will loan money to non-U.S. citizens. First of all let go over Why Most Lending Institutions Won't Lend to Non-U.S. Citizens? Generally, lenders consider non-U.S. citizens, regardless of their visa status, income, and financial stability, to be a high risk. Most visa holders are in this country for a limited time and, once they leave, U.S. laws don't always apply to them. While some lenders will consider an applicant's comprehensive profile in determining eligibility, most require at least a six-year credit history. Many banks will only issue a personal loan to a non-U.S. citizen if there is an eligible cosigner on the loan. Here is a list of 2 Lenders Who Offer Personal Loans to Non-U.S. Citizens: The requirements vary by lender, and you'll need to meet additional eligibility requirements past those listed in the table to be approved. Number1: 24hr fast funding Capital: To apply for a personal loan with 24hr fast funding, you need to be a Green Card holder. A green Card holder is someone who has been granted authorization to live and work in the United States on a permanent basis. As proof of that status, U.S. Citizenship and Immigration Services (USCIS) grants a person a permanent resident card, commonly called a "Green Card." You need to have a good credit score. At least 680. You are also require to have a good credit history and a good debt to income ratio, usually under 35%. Borrowers with demonstrative good financial behavior and a high credit score can qualify for a rate as low as 10%, which is fairly standard for nonresident personal loans. Direct International Travel to Hawaii Starting Nov. 8 NON-U.S. citizens traveling directly to Hawaii from an international destination must present BOTH a vaccination records AND a negative COVID-19 test result (NAAT or antigen) within three days of boarding a flight to the United States. U.S. citizens flying directly to Hawaii from an international destination have two options: Fully vaccinated travelers must provide proof of vaccination and present a test taken within three (3) days of boarding flight to U.S.; OR Travelers not fully vaccinated must provide proof of negative COVID-19 test result within one (1) day of boarding flight to U.S. There will be no additional State of Hawaii requirements for passengers flying directly into Hawaii from an international destination. The airlines will screen passengers prior to their departure to the U.S. If foreign passengers fail to meet BOTH requirements and if U.S. citizens fail to meet ONE of the two requirements, they will not be allowed to board the flight. Once in Hawaii, the CDC will conduct compliance checks. Note: Tests do NOT have to be done with Trusted Travel Partners under the new international federal requirements, but they MUST be done with a Trusted Travel Partner for unvaccinated domestic travel. Non-Direct International Travel to Hawaii Starting Nov. 8 International passengers entering the U.S. from another state or territory will be treated as domestic travelers when entering the State of Hawaii. The Safe Travels Hawaii program remains in place for domestic travelers. Current Safe Travels Hawaii requirements for domestic travelers include: Creating a Safe Travels Hawaii account on a digital device Entering trip details Filling out a health form, and Attesting that all information is correct. Currently, travelers may bypass the state's mandatory 10-day quarantine in one of two ways: Upload a vaccination document; or Upload a negative NAAT test result. The test must be taken by a Trusted Travel Partner (TTP) within three days of departure for the State of Hawaii. Also, beginning on Nov. 8, the State of Hawaii, in alignment with the federal government, will accept vaccines approved or authorized by the U.S. Food and Drug Administration, and vaccines listed for emergency use by the World Health Organization. A list of currently accepted vaccines is posted on the CDC's website. “Thanks to the people of Hawaii for their patience and for taking precautions to keep our communities safe. Our state continues to see one of the lowest incidences of COVID-19 and death rates related to the virus. As more and more people are vaccinated, we are moving to ease pandemic mitigation measures – including travel restrictions -- in a way that ensures the health and safety of our communities,” said Gov. Ige.
On October 25, President Biden announced a Presidential Proclamation titled “A Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic.” This proclamation, which takes effect at 12:01 am Eastern Standard Time on November 8, 2021, will end the travel restrictions under Presidential Proclamations (P.P.) 9984, 9992, 10143, and 10199 as they relate to the suspension of entry into the United States of persons physically present in Brazil, China, India, Iran, Ireland, the Schengen Area, South Africa, and the United Kingdom. In place of these restrictions, the President announced a global vaccination requirement for all adult foreign national travelers. This proclamation applies to persons aboard a flight scheduled to arrive in the United States that departs after 12:01 a.m. eastern standard time on November 8, 2021. You also have to know where to look, because not all lending institutions will loan money to non-U.S. citizens. First of all let go over Why Most Lending Institutions Won't Lend to Non-U.S. Citizens? Generally, lenders consider non-U.S. citizens, regardless of their visa status, income, and financial stability, to be a high risk. Most visa holders are in this country for a limited time and, once they leave, U.S. laws don't always apply to them. While some lenders will consider an applicant's comprehensive profile in determining eligibility, most require at least a six-year credit history. Many banks will only issue a personal loan to a non-U.S. citizen if there is an eligible cosigner on the loan.

Non-Americans who want to invest internationally often use U.S. brokerage accounts. While it may seem counter-intuitive for a non-American to open an American brokerage account from overseas, there are several reasons why this is a good move. 2 reasons why non-U.S. folks use American accounts Efficiency – U.S. securities markets may be the most efficient and individual-investor friendly in the world. American regulations place customer protection and transparency at the top of their concerns. You can have a diversified basket of global assets within a “regular” U.S. brokerage account, and do it cost effectively. Diversification – A U.S. brokerage account can host a variety of investment vehicles, such as stocks, bonds, mutual funds, and bank deposits (CDs). American brokerage portfolios can hold investments in both American and global companies. Do non-American heirs need to pay U.S. Inheritance Tax? One of the issues that non-Americans face by opening an American brokerage account is the possibility of their estate having to pay an inheritance tax to the United States when they die. There are a few solutions to this problem; the most common of which is to buy “offshore” mutual funds in an American brokerage account. Those mutual funds are not considered “U.S. assets” when determining U.S. estate tax, even if the funds themselves invest in U.S. stocks. So if a non-American buys an offshore mutual fund with a name like, “ABC Offshore U.S. Equity Fund,” or the “XYZ Offshore European Bond Fund,” and then passes away, that fund will not be subject to U.S. estate tax. In order to prevent tax bills, the account needs to be set up and handled properly. There are many details related to opening a U.S. brokerage account, so make sure you work with a company that is experienced in handling cross-border investments for both American and non-American citizens.
