Le conseiller d'Etat chargé de la cohésion sociale, Thierry Apothéloz était invité de Béatrice Rul, à 7h30. +76% d'augmentation des dossiers à l'aide sociale en dix ans. L'ancienne loi, la LIASI est clairement à bout de souffle…"Oui, je pense qu'on doit faire le constat que les paradigmes d'il y a quinze ans en arrière ne sont pas les mêmes que ceux d'aujourd'hui, qu'il faut les réviser, donc on a travaillé avec l'Hospice général, avec une commission externe pour nous permettre de nous enrichir dans nos analyses. Cette proposition a été votée par le Parlement en juin 2023. Très concrètement ça veut dire qu'on va diminuer la charge administrative, revoir les procédures, les limiter à ce dont on a vraiment besoin. Aujourd'hui les gens doivent venir tous les jours, tous les mois avec des papiers, des décomptes, etc. Je pense qu'on doit revoir aussi le rapport avec les bénéficiaires de l'Hospice général. Les travailleurs sociaux pourront ainsi se centrer sur la façon dont les personnes peuvent par exemple se réinsérer, soit socialement, soit professionnellement"Ça veut dire qu'il y aura un petit peu moins de contrôle ?"Non, ça veut dire qu'il y a un peu plus de confiance et il y a un peu plus de travail sur la responsabilité et l'autonomie des personnes concernées. Une franchise sur le revenu sera mis en place: quand vous reprenez une activité professionnelle, vous avez le droit aujourd'hui de ne garder à peu près rien de ce que vous gagnez et ça ce n'est pas très motivant quand vous reprenez par exemple une activité à 40%.  Avec la nouvelle loi à partir du 1er janvier, chaque franc gagné peut être évidemment gardé, c'est ça l'objectif.  On en a un peu plus effectivement pour l'aide sociale lorsqu'on est en activité professionnelle et c'est aussi la même chose pour les apprentis donc on part du postulat que c'est plus stimulant d'aller chercher un emploi, d'augmenter son taux d'activité parce qu'on peut gagner un peu plus à la fin du mois"

J'ai proposé une nouvelle loi sur l'aide sociale qui permet un retour plus rapide sur le marché de l'emploi. La question du sans abrisme a été enfin tranchée sur proposition du Conseil d'Etat, les communes ont pris leur responsabilité et je m'en réjouis"Thierry Apothéloz est aussi chargé de l'accueil des migrants. La fermeture du foyer de l'Etoile a été repoussée, suscitant les critiques des associations d'aide aux migrants:"5,8% des personnes qui arrivent en Suisse, sont attribués à Genève. Pour l'hébergement des mineurs non accompagnés, on a un projet à Aïre avec l'accord des autorités communales et cantonales et patatras, un recours jusqu'au TF, nous a retardé pendant trois ans. Quand on a discuté de l'attribution de places, nous étions à environ 60 personnes, aujourd'hui nous sommes à 186 RMNA. Le taux d'encadrement a été revu (...) La situation géopolitique nous oblige à maintenir du logement pour les personnes qui arrivent avec 1750 places créées en une année".Thierry Apothéloz, sort, en cette pleine période électorale, un livre “La force de l'âge”, sur les enjeux du vieillissement de la population:"C'est une réflexion que je voulais partager autour de l'avenir de nos seniors. La réflexion actuelle ne se concentre que sur les questions de santé mais on a la possibilité de faire beaucoup plus, très en amont. Il faut aussi réfléchir différemment en terme de logement: comment les aider à rester à domicile, encadrés et soutenus".Thierry Apothéloz est aussi chargé du sport et se défend d'avoir délaissé ce pan de son département:"Il y a le dossier de la patinoire (...)  mais nous avons aussi créé un poste de délégué contre la violence dans le sport. Nous avons relancé la feuille de route dans le sport, qui est prête (...) On m'aurait accusé d'en faire un objet électoral si je l'avais dévoilée".

Pour compenser cette baisse du pouvoir d'achat, l'USS demande un salaire minimum à 4500 francs. "Je pense que c'est utile d'en parler avec les secteurs économiques. On doit la dignité à celles et ceux qui travaillent" a réagi, sur Radio Lac, le conseiller d'Etat chargé de la cohésion sociale, Thierry Apothéloz.Le Conseil d'Etat a présenter un plan de soutien aux ménages les plus fragiles: hausse des subsides de l'assurance maladie, de l'allocation de logement, des allocations familiales et du forfait d'entretien pour les bénéficiaires de l'aide sociale. Coût total pour l'Etat: 36 millions de francs."Chaque franc compte, pour les familles. On a compensé entièrement l'augmentation des primes d'assurances pour les jeunes adultes et les enfants. Est-ce qu'il y a d'autres pistes pour aider? La question des salaires est intéressante. Nous avons agi là où nous le pouvions. La pauvreté a toujours existé à Genève et a été accentuée par la pandémie. Et la liste de ces bénéficiaires augmente, notamment pour ceux qui n'ont pas accès à des prestations sociales".Le foyer de l'Etoile qui accueille des mineurs non accompagnés doit fermer le 30 mars 2023. Où seront accueillis ces jeunes?"On a une augmentation incroyable de ces réfugiés mineurs non accompagnés, nous n'avons jamais connu un tel afflux. Nous devons protection à ces mineurs. Nous travaillons à les placer dans des structures adaptées. A cela s'ajoute les réfugiés ukrainiens et l'asile ordinaire: Genève doit accueillir environ 5% de ces personnes. On a transformé des bureaux en logement. Avec Léopold Audebert et Benjamin Duhamel, quelques minutes après la fin du discours d'Eric Zemmour au Trocadéro. La mobilisation de ses partisans peut-elle suffire pour le relancer dans la course au second tour ?

Le canton de Genève s'apprête à accueillir 15'000 réfugiés ukrainiens. Une quarantaine est déjà arrivée, au bout du lac: "une estimation néanmoins difficile à donner" pour le conseiller d'Etat, chargée de la cohésion sociale, Thierry Apothéloz. "Quand on arrive d'Ukraine, il n'y a pas besoin de visas (...) il y a d'immenses avantages à se signaler: un permis est délivré pour un an mais aussi une couverture d'assurance maladie. Nous pouvons également organiser des éléments de solidarité grâce à ces signalements"La majorité de ces réfugiés sont des femmes et des enfants, qui doivent être scolarisés: "le DIP est mobilisé pour permettre l'intégration de ces personnes (...) on ne croit pas que ces personnes ne vont rester que quelques mois. Les Genevois doivent être solidaires sur le long terme (...) on a besoin de s'organiser sur l'accueil d'urgence mais aussi des structures sur le plus long terme comme l'école ou les loisirs".La solidarité des Genevois sera indispensable pour l'accueil de ces refugiés: "on a besoin de compléter le dispositif (...) Le financement des travaux sera assumé principalement par le Grand Saconnex ; le fonctionnement, lui, le sera par des mécènes, le canton et le Grand Saconnex".Thierry Apothéloz ne craint pas les recours: "ce projet est soutenu largement par l'Association pour ce musée, mais aussi par le canton et la commune. Il n'y a pas de recours car la maison est existante. Il y a uniquement des travaux à faire à l'intérieur de la Villa Sarasin qui a été acquise par le Grand-Saconnex, il y a deux ans. My co-host Matthew thought it was a joke, but I was intrigued--after all cannabis was likely one of the plants that warring tribes of yore used in their “peace pipes.” If it worked centuries ago, maybe it could help bridge the red blue chasm that has the Republican party strangling the Senate, restricting voting rights, and egging on the misguided thugs who stormed the capitol on January 6th.So I called the writer of “Smoke Out A Republican” and grilled him. It turns out that he himself is a recovering Republican (and Evangelical Christian), so he knew his audience. And his reasoning was based on experience and seemed... well, very reasonable. “Look.” he told me, “When I first tried cannabis it caused me to think new thoughts and examine what I believed, which I had never done because an integral part of being a Republican is that you don’t do self examination because you’re always right!. That deep conviction in your rightness is at the center of being a Republican.” His ambition was mighty: try to change the minds of 1 million Republicans by offering them a joint (once COVID is no longer a threat). Do it respectfully and repeatedly, use an excellent sativa variety, and never insult. As he correctly points out, saying ‘Hey, you should stop being a Republican and try pot!’ isn’t going to do it because attacking someone causes them to hunker down and entrench. It is said to come from hemp but hemp doesn’t produce high levels of THC. It is said to be a natural sleep aid, but so is good old Delta-9-THC. In the last weeks I’ve heard that it has the same chemical structure of Delta-9-THC except for the location of one tiny double bond......that it’s extracted by spraying hemp flowers with a gas that reeks of rotten eggs... that it’s sort of legal…(sort of legal?!). While seeking answers to my questions I did what so many other cannabists do: I turned my body into a lab and tried it myself. Over a week, I took several 30mg white grapefruit Delta-8-THC gummy from the Tampa, FL based company, PUR. The label listed the ingredients (which include corn syrup, silicon dioxide and some artificial flavors, so not that pure), a batch and lot number plus a QR code that promised to direct me to a Certificate of Analysis (CoA) but instead brought me to a shopping site -- disappointing. I called the company and even though the gent who answered the phone promised to email me the CoA (once he asked his colleague what a CoA was), it never arrived. Nonetheless...the flavor “white grapefruit” was less disappointing than the lab testing info. Its sweetness was nicely cut with a mouth puckering tang. And the effects were gentle but not insubstantial. I took it at night and slept well. I woke up a bit foggy, but not unbearably so. I took a 2nd dose a few nights later with similar results but a much blurrier morning. Friends had mixed reviews. One woman’s experience echoed my own. Another male said it put him to sleep but wiped him out the next day. Conclusion: Just like all cannabinoids everybody seems to experience d8 THC differently depending on their metabolism and a host of factors that our guest this week, Jason Wilson, MS, spells out with great clarity.Jason is a natural products researcher, a board member of the Oregon Education and Resource Center, and a laboratory quality management consultant, which means he knows something about the funny business that goes on in product testing (more on that in an upcoming episode). He’s also a chemist who can explain processes in understandable english. When Delta-8-THC is synthesized from hemp CBD it is often processed with sulfuric acid (which is why it smells like rotten eggs). Depending on that quality of that chemical synthesis, a number of mysterious byproducts may also appear, which raises legitimate questions about the purity of the final product. As to its psychoactivity -- Delta-8-THC has less activation at the CB1 receptor, which is why it is less potent than d9 THC. As for its legality...let’s say citizen chemists are way ahead of the lawmakers, who are still trying to figure out the law. Of course, the simplest way to resolve the question of legality and assure product purity is to legalize and regulate all cannabis products. Hopefully, with the Dems firmly in control of their agenda, that day is around the corner.

Que signifiait une telle réaffectation ? S’agissait-il de créer un espace inspiré du Phalanstère de Charles Fourier, destiné aux familles ouvrières ? La région des Montagnes est fière d’avoir accueilli Lénine, Bakounine et d’autres anarchistes, se revendiquant une terre d’idéalisme. Qu’en est-il vraiment ? Faut-il parler de familistère ou simplement de logements sociaux ? Quel était véritablement le contexte social de La Chaux-de-Fonds à la fin du XIXe siècle ? Quelles influences ont eu les utopies dans l'histoire chaux-de-fonnière ?

1946 firades Franz Berwalds 150-årsjubileum i stor stil. Inte minst inom Radiotjänst ville man ge lyssnarna möjlighet att upptäcka Berwalds storhet. Såväl ungdomsverk som mera mogna kompositioner gick ut i etern. Vissa sändningar kom från Radions egna arrangemang, andra var överföringar från olika musikinstitutioner, och programtidningen Röster i Radio publicerade en helsidesartikel signerad Sten Broman. Där får man veta att Franz Berwalds ”melodiska och rytmiska uppslag äro alltid högst originella, och i det tematiska arbetet visar han en förbluffande ’modern’ kontrapunktisk genialitet, som ställer honom i särklass bland alla samtida tonkonstnärer vid mitten av 1800-talet. Ingen av dessa äger Berwalds klara och snillrika orkesterstil.” Sten Broman gjorde under året program om Franz Berwald, och han dirigerade också Stockholms Radioorkester i den enda sats som finns kvar av Berwalds ungdomssymfoni från 1820. En inspelning från det konserttillfället finns bevarad i Sveriges Radios programarkiv. Så den och många andra upptagningar av tidiga verk ingår i den andra delen av Christina Tobecks dokumentärserie om Franz Berwalds liv och musik i radioperspektiv – från Radiotjänst till Berwaldhallen. Krönet på jubileet var en uppsättning av Estrella de Soria på Kungliga Teatern, och radiolyssnarna fick ta del av operans första del. Estrella de Soria hör till de verk som Berwald arbetade med under de år han vistades i Berlin på 1830-talet. 1828 hade han slutat sin tjänst i Hovkapellet för att så snart det blev ekonomiskt möjligt resta utomlands. Han längtade efter en mera stimulerande musikalisk miljö, och han hoppades också att slå igenom som operatonsättare i Berlin. Men det visade sig svårare än han trott. Snart var han tvungen att hitta en annan försörjningsmöjlighet än musiken. Berwald gav aldrig tappt, ”en smula gott huvud gör till sluts allt möjligt”, skrev han hem till sina systrar. Och Berwald klarade sig bra. Han öppnade ett ortopediskt institut, där han med framgång behandlade diverse felställningar med sjukgymnastik och ortopediska apparater.
