The Global South is a term that covers a broad swath of developing countries and emerging economies in Africa, Asia, Latin America, and Oceania. It is a grouping of over 130 heterogenous countries that is pushing to enhance its voice in global decision making. China, which self-identifies as a leader of the developing world, has a long history of engaging with the developing world. Under Xi Jinping, Beijing has deepened its ties with Global South countries through economic investment, diplomatic engagement, and security cooperation.  Meanwhile, developed countries from the wealthier and more industrialized Global North are stepping up efforts to counter Chinese influence and win support from Global South countries.  What are China's interests in the Global South?  What are the key strategies and tactics that Beijing utilizes to influence and engage with those countries? The vision of building a community with a shared future for mankind, proposed by President Xi Jinping in 2013, has evolved from an initiative into a world consensus and practice that has been increasingly recognized as the most important global public good with profound international significance, officials and experts said.The vision highlights the original mission of the Communist Party of China, namely striving for the happiness of the Chinese people and for the progress of mankind, and points the way for major-country diplomacy with Chinese characteristics on the new journey, Foreign Minister Wang Yi said.By integrating the fundamental interests of the Chinese people with those of people worldwide, and linking China's future with the common interests of the whole world, it transcends differences in social systems and ideologies, and bridges disparities in history, culture and development stages, Wang said.It is China's solution to the question of what kind of world to build and how to build it, Wang said in Beijing on Thursday at the unveiling ceremony of a research center on building a community with a shared future for mankind.Over the past decade or so, President Xi has, on many occasions, given high priority to the vision, saying that the international community is increasingly becoming an interconnected community with a shared future and no country can remain unaffected in the changing and turbulent world.To date, dozens of countries and regions have joined China in building various forms of shared communities. Multilateral cooperation such as building a global community of health for all, building a community with a shared future in cyberspace, and building a community of life for mankind and nature, is advancing steadily. The vision has also been included in the resolutions of the First Committee of the United Nations General Assembly for eight consecutive years. Zhang Jun, China's former permanent representative to the UN, said that the vision, advocating unity and cooperation, helps to bridge divisions, rebuild trust and establish a common foundation to jointly address global challenges. "It stands in stark contrast to the unilateralism, decoupling and exclusive practices promoted by certain countries and individuals, which positions China's diplomacy on the moral high ground," he said.Noting that the vision draws wisdom from the rich legacy of traditional Chinese culture, such as valuing peace and universal harmony and putting righteousness first, Xu Bu, former president of the China Institute of International Studies, said it will contribute to the progress of human civilization."China's advocacy for humanity's shared values of peace, development, fairness, justice, democracy and freedom, differing from the universal values championed by Western countries, truly represents the aspirations of the broader international community, particularly developing countries," he added.Zhang Weiwei, director of the China Institute of Fudan University, said: "More and more countries come to realize that the vision is in line with the common interests of all mankind, and represents the greatest common denominator of people from all countries to build a better world."He noted that China is one of the countries that has truly found its way to success and achieved its development through peace rather than violence and plunder, which he said was a remarkable feat.China has put forward the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative since 2021, offering its wisdom and solutions to improve world governance and respond to global challenges.He expressed the belief that more and more nations will recognize the significance of China's ideas and learn from the second-largest economy.Hu Jiping, vice-president of the China Institutes of Contemporary International Relations, said that in a world where major powers are increasingly mired in conflicts and cooperation is hindered, the vision champions a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, which is critical for global peace and development.The vision also manifests China's responsibility as a major power, he said, adding that Beijing has played a positive and constructive role in facilitating peace talks and resolving international and regional hot spot issues."China's development is a beacon of hope for humanity, and the vision is not an empty slogan but a tangible path toward development," said Yang Guangbin, dean of the School of International Studies at Renmin University of China, when talking about the Belt and Road Initiative, which serves as a platform for practicing the vision."For instance, under the BRI, Chinese companies have helped countries in South America and Africa build digital communication technologies," he said, adding that this has enabled many developing nations to leap into the information age almost overnight.So far, 155 countries and over 30 international organizations have signed Belt and Road cooperation agreements with China. Statistics showed that in the first three quarters of 2024, the total trade volume under the BRI was $1.57 trillion, an increase of 4.53 percent compared with the previous year.Chen Zhimin, a professor at Fudan University's School of International Relations and Public Affairs, said that facing a new round of scientific and technological revolution and industrial transformation, China has put forward the concept of science and technology for good and further enriched the practice of building a community with a shared future for mankind.

In a fragmented world that needs to fix deficits in peace, development and governance, China's visions, proposed by President Xi Jinping at the 19th G20 Summit, of building a just world of common development and promoting a fair and equitable global governance system are of great relevance to making the world a better place, according to analysts. The G20 Summit, hosted by Brazil in Rio de Janeiro on Monday and Tuesday, took place amid shifting geopolitical dynamics and economic uncertainty, providing an opportunity for world leaders to get together to discuss solutions to address urgent global challenges, including economic stagnation, trade disruptions, food security, reform of multilateral institutions and climate governance. As leader of the second-largest economy and the largest developing country in the world, Xi's attendance and his interactions with other leaders at the summit were in the spotlight. Addressing the summit, he outlined China's eight actions to support global development, including pursuing high-quality Belt and Road cooperation, implementing the Global Development Initiative, supporting international cooperation on poverty reduction and food security, and supporting the G20 in carrying out practical cooperation for the benefit of the Global South. He called for improving global economic, financial, trade, digital and ecological governance to build a world economy characterized by cooperation, stability, openness, innovation and eco-friendliness.Evandro Menezes de Carvalho, a professor of international law at Fluminense Federal University in Brazil, said that taking a systemic view of global governance, Xi highlighted key actions in each of the main areas of global governance in his speech. "China has already given concrete demonstrations of being a country committed to the development of a more inclusive international order. In addition, it has been very active in promoting green development with significant investment in technology and environmental protection," he said. The professor noted that global economic development depends on a balanced, stable financial and trade system that takes into account the needs of developing countries in order to promote a more inclusive international order, highlighting the importance of Xi's remarks on improving global digital and ecological governance with the Global South and developing countries involved. "Global digital governance and ecological governance, which are increasingly linked to each other, if well directed towards the common good, could contribute to opening new paths for the future for humanity as they increasingly exert influence in today's world." Under the Brazilian presidency, the Rio G20 Summit adopted the motto "Building a Just World and a Sustainable Planet", focusing on three priority themes: energy transition, fair sustainable development (with an emphasis on combating hunger, poverty and inequality), and reform of multilateral institutions. China, standing at the forefront of the Global South, has been advocating for greater representation of developing countries in global governance to promote an international order that is truly democratic, inclusive and multilateral. From advocating the Five Principles of Peaceful Coexistence to proposing the construction of a new type of international relations featuring win-win cooperation, and building a community with a shared future for mankind, China's consistent goal has been to build a more equal and just world, ensuring that developing countries have a greater voice in global affairs, observers said.At the Rio G20 Summit, Xi urged the World Bank to carry out a shareholding review and the International Monetary Fund to carry out quota share realignment in line with the agreed time frame and road map in order to increase the voice and representation of developing countries. He said that China, alongside Brazil, South Africa and the African Union, is proposing an Initiative on International Cooperation in Open Science to help the Global South gain better access to global advances in science, technology and innovation. Anthony Moretti, an associate professor in the Communication and Organizational Leadership Department at Robert Morris University in the United States, said that Xi is spot on when he suggests that isolationism is not what the global community needs right now. This is especially true for the developing world, Moretti added.Mehmood Ul Hassan Khan, executive director of the Center for South Asia and International Studies in Islamabad, Pakistan, said that Xi has made proposals for an open, inclusive and non-discriminatory environment for international economic cooperation through a universally beneficial and inclusive economic globalization. His proposals support developing countries in better integrating into digital, smart and green development to bridge the North-South gap, and they constitute a holistic and comprehensive policy badly needed for economic recovery, poverty reduction and job creation, Khan said, adding they reflect the global need for complete transformation from isolation to integration, from Cold War mentality to international cooperation. As the Ukraine crisis and Palestine-Israel conflict remain protracted, Xi highlighted at the Rio G20 Summit that "global security governance is part and parcel of global governance". The G20 should support the UN and its Security Council in playing a greater role, and support all efforts conducive to the peaceful settlement of crises, he said. China and Brazil, together with some other Global South countries, have launched a group of "friends for peace" on the Ukraine crisis, with the goal of bringing together more voices for peace.Khan said that the proposal of the group of "friends for peace" is innovative and well-timed, which must be listened to and implemented for achieving peace in Ukraine and Palestine. Marcos Cordeiro Pires, a professor of international political economy at Sao Paulo State University, said that the China-proposed Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Belt and Road Initiative are becoming international public goods that offer a path to building actions that help overcome the immense challenges faced by humanity. These initiatives are a counterpoint to selfishness and unilateralism by pointing out that development is essential to overcoming hunger and poverty, that no country can guarantee its security at the expense of others, that peaceful coexistence between civilizations presupposes respect for the uniqueness of each culture, and, above all, that building infrastructure is one of the best ways to guarantee progress and address inequalities, Pires said. The Chinese president also urged G20 countries to "see each other's development as opportunities rather than challenges and view each other as partners rather than rivals", highlighting the need to observe the basic norms of international relations underpinned by the purposes and principles of the United Nations Charter and defend the international order based on international law. Xu Feibiao, a senior researcher and the director of the Center for BRICS and G20 Studies of China Institutes of Contemporary International Relations, said that China, unlike traditional Western powers, remains committed to safeguarding a multilateral system with the UN at its core, following the path of peaceful development, and advocating for the building of a community with a shared future for mankind. It calls for a new type of international relations and upholds the principles of "extensive consultation, joint contribution and shared benefits" in global governance, Xu said, adding these efforts and principles are gaining broader recognition and respect from countries all over the world, offering hope for the G20 to regain its relevance in global governance.The Rio G20 Summit adopted a leaders' declaration, with the G20 leaders reaffirming their strong commitment to multilateralism and pledging to reform the global governance system. The leaders pledged to work for a reinvigorated and strengthened multilateral system, rooted in the purposes and principles of the UN Charter and international law, with renewed institutions and a reformed governance that is more representative and effective, according to the declaration. They also pledged to reform the UN Security Council to align it with the realities and demands of the 21st century and make it more representative, inclusive and effective, the declaration said.

President Xi Jinping and Peruvian President Dina Ercilia Boluarte Zegarra will attend the inauguration ceremony of Chancay Port via video, expecting to further promote the connectivity of Latin America and boost regional development and integration.Xi revealed the information in a signed article published on Thursday in Peruvian media outlet El Peruano as he was set to start his state visit to the country and attend the 31st APEC Economic Leaders' Meeting in Lima.Located about 78 kilometers north of Lima, Chancay is a natural deep-water port. It is not only an important project under Belt and Road cooperation between Beijing and Lima, but also will be the first smart port in South America.Once in operation, it will become a major gateway to the oceans and a crucial hub in the South Pacific Ocean region, helping to redistribute cargo from countries such as Chile, Ecuador, Colombia, Brazil and Paraguay.According to Xi, the first phase of the project, when completed, will reduce the sea shipping time from Peru to China to 23 days, thus cutting logistics costs by at least 20 percent.It is expected to generate $4.5 billion in annual revenue for Peru and directly create more than 8,000 jobs.The completion of Chancay Port will enable Peru to put in place a multidimensional, diverse and efficient network of connectivity spanning from coast to inland, from Peru to Latin America and farther on to the Caribbean, Xi said in the article.The port also will focus on fulfilling its social responsibility for rescuing and protecting wild animals and improving the ecological environment, he said."It is thus very important that we work together to ensure the success of Chancay Port from construction through operation, so that the route from Chancay to Shanghai will lead China, Peru and Latin America to common development and prosperity," he noted.The president said in his article that China is also ready to launch in Peru more "small and beautiful" livelihood cooperation projects, open more Luban Workshops and centers for Chinese language and professional skills, and strengthen cooperation on vocational education. The Luban Workshop is a Chinese vocational training program that aims to nurture workers around the world who are highly skillful, professional and innovative."We will encourage Chinese companies to create more jobs and fulfill their social responsibilities in Peru, making our paisano friendship more tangible and beneficial," he said, noting that Peruvians endearingly refer to the Chinese people as paisano.China has been Peru's largest trading partner and largest export market for 10 consecutive years. Last year, Peru's exports to China accounted for 36 percent of its total exports, and Chinese businesses have an investment stock of about $30 billion in Peru.The Las Bambas copper mine, a project with investment from Chinese enterprises, contributes to about 1 percent of Peru's GDP, creating tens of thousands of job opportunities, Xi noted.In addition, Saul Garrido Rosillo Hospital in Tumbes, a project undertaken by a Chinese enterprise, will serve over 100,000 local residents, and a water project in three districts of Lima will enable more than 400,000 people to have access to clean water and sanitation services, he said.Peru is the first Latin American country to sign a free trade agreement package with China, and it is among the first in Latin America to participate in cooperation under the Belt and Road Initiative.This is Xi's second visit to Peru since taking office as president. The 16th BRICS Summit in Kazan, Russia, is expected to witness reinforced unity among emerging markets and Global South countries, as well as their greater support for multilateralism and global stability, analysts said.They made the observation as President Xi Jinping was set to attend the landmark event from Tuesday to Thursday.What makes this year's summit special is that it is the first of its kind following the most recent historic expansion of BRICS.Chinese officials have emphasized that Beijing attaches great importance to the Kazan summit and fully supports Russia's role as the host.Zhang Hanhui, Chinese ambassador to Russia, told Xinhua News Agency in a recent interview that the expanded BRICS cooperation will make more contributions to improving the global governance system."China will continue to work closely with other BRICS members to forge a more comprehensive, closer, practical and inclusive high-quality partnership, and together embark on a new journey for BRICS," he said.With the latest expansion, BRICS accounts for roughly 30 percent of the world's land area, 45 percent of the world's population and 20 percent of global trade. China, Zimbabwe sign agreements to deepen cooperation, cement tiesChina and Zimbabwe released a joint statement on Tuesday to intensify and upgrade their comprehensive strategic partnership of cooperation and build a high-level community with a shared future as part of their efforts to strengthen ties.The statement came as President Xi Jinping rolled out the red carpet for visiting Zimbabwean President Emmerson Mnangagwa at the Great Hall of the People in Beijing on Tuesday. deep-rooted traditional friendship between China and Zimbabwe, noting the significant progress in political mutual trust and fruitful cooperation between the two nations.He called on the two countries to build a "five-star ironclad" cooperation framework with pillars in politics, the economy and trade, security, culture and international coordination to foster a high-level China-Zimbabwe community with a shared future.China supports Zimbabwe in safeguarding its sovereignty, security and development interests, and opposes external interference and illegal sanctions, Xi said.The nation is willing to further align its development strategy with that of Zimbabwe, and expand mutually beneficial cooperation in areas such as investment, trade, infrastructure, energy and minerals, clean energy and the digital economy, to help Zimbabwe and Africa enhance their capacity for independent development, he added.Xi congratulated Zimbabwe on assuming the chairmanship of the Southern African Development President Xi Jinping's recent state visit to South Africa and his attendance at the 15th BRICS Summit are proof of the noticeable and fresh progress made by emerging markets and developing economies toward building a fairer and just global governance system, senior officials and experts said.Xi had a packed yet productive diplomatic schedule from Tuesday to Thursday in South Africa as he attended and addressed a slew of wide-ranging multilateral meetings and held bilateral talks.In addition to his state visit to South Africa in its administrative capital, Pretoria, and attending the annual gathering of BRICS nations — Brazil, Russia, India, China and South Africa — in Johannesburg, Xi also co-chaired the China-Africa Leaders' Dialogue with South African President Cyril Ramaphosa.Hailing the trip as "bearing strategic significance", Foreign Minister Wang Yi said the tour highlights China's consistent approach to embracing Africa and the whole world, carries forward the traditional China-Africa friendship, consolidates fresh consensus for South-South cooperation, and injects positivity into the pursuit of peace and development."The expansion of membership means BRICS is now embarking on a new journey. For Seabelo Tumpane, who is about to return to her hometown in Botswana after obtaining a master's degree from a university in Jiangsu province, a letter from President Xi Jinping is the best thing to have happened to commemorate the two years she has spent in China.In a recent letter replying to Tumpane and 36 other international students pursuing master's degrees in auditing at Nanjing Audit University, Xi encouraged them to use auditing as a window to better understand China and make contributions to deepen the friendship and cooperation between China and their own countries."We really appreciated that. Thank you, President Xi," Tumpane said.Tumpane worked as an external auditor for the Supreme Audit Institution in Botswana before coming to China in 2021 for the international master's program in auditing.Launched in 2016, the program has since provided training to more than 280 people working for auditing agencies in 76 countries participating in the Belt and Road Initiative. Graduates from the program have since returned to their countries and continued to engage in auditing."The first thing that I learned in China was the use of technology (in auditing). I found technology here very advanced, and I feel that our countries can also adopt the technologies that China uses," Tumpane said.The idea of writing a letter to the Chinese president came up after the international students visited Lan­kao county in Henan province in April.During the trip, the students got to see how China's progress in auditing has helped in poverty alleviation. In the once-impoverished county, they learned how the Communist Party of China has led people to combat poverty and boost local development.The students, from 18 countries, told Xi in their letter that they would keep in mind their experiences in China, cherish their emotional connections with China forever, and strive to act as ambassadors in enhancing friendship between China and their own countries.In the reply letter, Xi expressed the hope that the students would step up exchanges and mutual learning with their Chinese counterparts.He also said that China has established a socialist auditing system with Chinese characteristics after years of exploration, and a centralized, comprehensive and efficient auditing supervision system has been formed.Sunday Francisco Moloseni, from Malawi, got admitted to the program in September. "I was greatly motivated by Xi's reply letter," he said, adding that he wishes to take home to Malawi the excellent experience of Chinese auditing.Moloseni said he was impressed by how China is utilizing big data in auditing, which is still a new area in his country. "With the help of big data technologies, auditors can save a lot of time by quickly identifying possible problems," he said.Bubacarr M. Jallow said he learned a lot about Chinese culture, people, food and everything else about the country after coming to China in December from Gambia."It (the reply) was great news. We were not expecting it to come so soon. We are very appreciative of it because this is one of a kind. He also called on SCO member states to keep to the right direction of economic globalization, uphold solidarity and cooperation and enhance mutual trust.India, which currently holds the rotating presidency of the regional organization, hosted the annual SCO Summit in a virtual format.Iran was accepted as a full member of the SCO during the summit, becoming the ninth member in addition to China, Russia, Tajikistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Pakistan and India. Belarus signed a memorandum of obligations on joining the SCO.While addressing the summit, Xi also called on the SCO countries to keep in mind the overall and long-term interests of the region, and make foreign policies independently."We must be highly vigilant against external attempts to foment a new Cold War or camp-based confrontation in our region. development will usher in new opportunities for the Eastern Caribbean country and bilateral cooperation.He called on both sides to deepen political mutual trust and support each other on issues related to each other's core interests and major concerns.It is important for Beijing and Barbados, as two developing nations, to expand pragmatic cooperation and take advantage of the opportunities China and Kazakhstan agreed on Wednesday to build up cooperation on economy, trade, production capacity, investment and emerging sectors such as renewable energy, as part of broader steps to strengthen pragmatic cooperation.President Xi Jinping and visiting Kazakh President Kassym-Jomart Tokayev reached the consensus during their talks in Xi'an, Shaanxi province, on Wednesday.The two leaders signed a joint statement in which the two nations agreed to promote cooperation on transportation to stabilize industry and supply chains, including steps to explore building a third cross-border railway line and constructing new railway border ports.Both sides underscored the significance of safeguarding political security and opposing foreign interference in the domestic affairs of the two nations, and they agreed to enhance cooperation on preventing "color revolutions".Tokayev arrived in Xi'an on Wednesday for a state visit and to attend the China-Central Asia Summit on Thursday and Friday. China will steadily expand institutional opening-up with regard to rules, regulations, management and standards, and will work with all countries and parties to share opportunities arising from it, President Xi Jinping said on Sunday.In a congratulatory letter sent to the China Development Forum 2023, Xi said China will remain committed to its fundamental national policy of opening up to the outside world, pursue a mutually beneficial strategy, and continue to create opportunities for the world with new advances in China's development.Xi said that at present, momentous changes of a like not seen in a century are accelerating across the world, regional conflicts and disturbances are frequent, and the global economic recovery is sluggish. He added that the facilitation of global economic recovery requires consensus and cooperation. The Global Development Initiative proposed by China has received wide support and an active response from the international community, said Xi.Vice-Premier Ding Xuexiang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, attended the opening ceremony of the forum and read out the congratulatory letter. In a keynote speech, he emphasized the importance of establishing a new development pattern. He said China aims to foster more open "dual circulation" development involving both domestic and foreign markets rather than a closed domestic loop. China will comprehensively deepen reforms and opening-up, promote the building of a high-standard market system and foster a world-class business environment, Zheng said.The country will also make appropriate reductions to the negative list for foreign investment, ensure national treatment for all foreign-invested enterprises, enhance the stability, scale and structure of foreign trade and promote the high-quality development of the Belt and Road Initiative, he said.Citing China's economic performance in the first two months of 2023, Zheng said the Chinese economy is stabilizing and picking up, with a notable improvement in both supply and demand. In April 2022, Xi Jinping announced the Global Security Initiative (GSI), a new Chinese foreign policy initiative proposed as a solution to a rapidly deteriorating international security environment. Some view the initiative as China's latest bid to tilt the rules-based global order in its favour, but what does it actually mean for the future of the international security architecture? Chris Cash and Archie Brown are joined by Ovigwe Eguegu, a policy analyst at Development Reimagined who has written extensively on China-Africa security engagement, to discuss the GSI's key concepts and its implications for the future of China's engagement within the developing world. China's Global Development Initiative (GDI) was launched by President Xi Jinping on September 21, 2021. In a speech at the General Debate of the 76th Session of the UN General Assembly, Xi stated that, in the face of the severe shocks of the coronavirus pandemic, the world needed to work together to steer global development toward a new stage of balanced, coordinated, and inclusive growth. The GDI was meant to achieve those objectives as well as the United Nations' 2030 Agenda for Sustainable Development. Photo/XinhuaUnder the initiative, which Xi unveiled in September, "staying committed to development as a priority" is listed first among the six aspects that countries should work for.Xi has used the word "robust" when defining the goal of such concerted actions-pursuing "more robust, greener and more balanced global development".Chen Fengying, a senior economist and former director of the Institute of World Economic Studies at the China Institutes of Contemporary International Relations, said this is "because development is a premium benchmark for all countries, and the world haunted by the COVID-19 pandemic will be in deep trouble if global growth fails to gather steam in a robust way".Last month, the IMF lowered its forecast for global economic growth this year and next year to 5.9 and 4.9 percent, respectively, citing "a downgrade" for advanced economies as well as low-income developing countries "largely due to worsening pandemic dynamics".To make things worse, "the speed of job creation is generally lagging to compensate for the earlier employment losses, especially in developing economies" over the course of this year, despite the gradual rebound of the global economy, according to the "World Economic Situation and Prospects" report released this month by the United Nations Department of Economic and Social Affairs.Analysts said that Xi's detailed solution for prioritizing development, put forth at recent multilateral, global or domestic conferences, could be summarized as four pillars for global action.The four pillars are coordinating for continued, consistent and sustainable macroeconomic policy; advancing and reforming a multilateral trade system; boosting infrastructure construction and connectivity; and stabilizing industrial and supply chains.Ren Lin, head of the Department of Global Governance at the Chinese Academy of Social Sciences' Institute of World Economics and Politics, said, "The first two pillars-macro policy and trade system-help countries including China discuss what they can do to improve global economic governance."The other two pillars-infrastructure and supply chain-"focus on China's future concrete actions that will motivate countries to follow", she said."We can't say any of these four pillars is less urgent or superior, because they all serve to answer how countries could set out to make initial breakthroughs toward recovery," she said.
