A new report on no-knock warrants in Minnesota shows 79 percent decrease in their use in the first full year since state legislators passed restrictions on the controversial law enforcement practice. There were 18 no-knock warrants issued last year. In 2023, that number was 84. And the year before that it was 179. The change to state law followed the fatal shooting of 22-year-old Amir Locke during a no-knock raid in 2022, in which he was not a suspect.Navy veteran Tom Weiler is running for the U.S. Senate. Weiler, a former candidate for the U.S. House, is running as a Republican. He has filed campaign paperwork with the Federal Elections Commission. He's vying for the seat that will come open because Sen. Tina Smith is not seeking a new term.It is the last day to vote in a special primary contest in a northwest Twin Cities House race. Tuesday in St. Paul, residents are electing a new city council member in Ward 4. The seat was formerly held by Council President Mitra Jalali, who stepped down in January, citing health concerns. Ward 4 includes the neighborhoods of Merriam Park, Hamline-Midway, St. Anthony Park, Como and Mac-Groveland. Four candidates are vying for the seat.St. Paul Mayor Melvin Carter says the group behind the ransomware attack targeting the city last month allegedly stole about 43 gigabytes of data, primarily from the parks and recreation department. Carter said the data ranged from work documents to copies of employee IDs, but did not include data like payroll or permits. The Hennepin County Board of Commissioners votes today on a measure to dismiss current directors of Hennepin County Medical Center and take over their duties in light of financial issues at the hospital. Otherwise, hospital and county officials say the hospital could have to make cuts to staff and programs, or risk closing by the end of the year. Commissioners have proposed eliminating the current hospital board and taking over budgeting and oversight. Minnesota Driver and Vehicle Services says Minnesotans who applied for a Real ID back in April may just be receiving them now.

Dort entstehen, wie schon zuvor 2024 am Schlachtermarkt, große Bilder an Häuserwänden. Die Standorte in der Nähe zum Staatlichen Museum sind nicht zufällig gewählt. Die Vorlagen der Motive sind der Sammlung „Alten Meister“ im Staatlichen Museum Schwerin entliehen. Tino Bittner stellt sie in einen neuen Zusammenhang. Und er muss mit seiner Arbeit ein bisschen Gas geben, denn die Bilder sollen rechtzeitig zur Wiedereröffnung des Museums im Herbst 2025 fertig sein. Tino Bittner, Jahrgang 1975, hat eine handwerkliche Grundausbildung. Der gelernte Schilder- und Lichtreklamehersteller hat nach der Lehre in Hamburg „Illustration und Kommunikationsdesign“ studiert und arbeitet inzwischen fast 25 Jahre als freischaffender Bildender Künstler. In der Franz-Mehring-Straße - nahe der Paulskirche - betreibt er gemeinsam mit Udo Dettmann und Thomas Sander seit 15 Jahre die Produzentengalerie „Dezernat 5“. Es ist ein Ort, an dem Werke entstehen und an dem die Gäste auch das Entwickeln und das sich Verändern einer Ausstellung miterleben können. Mit einer Ausbildung zur Fachkraft für Veranstaltungstechnik beim öffentlich-rechtlichen Rundfunk in die Veranstaltungswelt gestartet, wirkt er in den verschiedenen Teilen der Branche: von Fernsehproduktionen bei „The Voice of Germany“ und Industrieveranstaltungen über Festinstallationen bis zu Touringprojekten mit Die Toten Hosen oder Silbermond. Im Redfield Podcast diskutiert er mit Alexander Schröder neue Wege und Ideen für eine nachhaltigere Arbeitswelt mit sozialen Strukturen in der Veranstaltungsbranche. Dabei scheut er sich nicht, schonungslos und offen die derzeitige Situation anzusprechen und eigene Erfahrungen zu teilen. So initiiert er derzeit die Genossenschaft viele. Es sind Psychopathen, die ihre Bevölkerungen ins Unglück stürzen wollenEin Kommentar von Wolfgang Bittner.In meiner Lokalzeitung lese ich beim Frühstück am 11. März über Kriegsvorbereitungen, und mir bleibt fast der Bissen im Halse stecken. „Wir sind Drehscheibe für die Nato“, heißt es da. Im „Verteidigungsfall wäre Niedersachsen ein Zentrum für die Logistik der Bundeswehr“, und mit dem „Operationsplan Deutschland“ bereite sich das Land auf eine „mögliche kriegerische Auseinandersetzung“ vor.[1]Im Folgenden lese ich, dass Niedersachsen aufgrund seiner geografischen Lage eine besondere Rolle bei der Verlegung von nationalen wie internationalen Streitkräften zukomme. Wichtige Autobahnen seien zu berücksichtigen, ebenso die militärischen und zivilen Flughäfen im Verbund von Hannover, Bremen und Hamburg. Entlang der Marschroute brauche es „Convoy Support Center“, d.h. Orte für Ruhepausen, Verpflegung und Betankung der Fahrzeuge. Im Ernstfall werde die militärische Nutzung von Krankenhäusern, Bahnverbindungen und Autobahnen Vorrang haben. Überprüft werden müsse noch, ob die Verkehrswege ausgebaut werden müssen (hier würde dann wohl ein Teil der für Strukturmaßnahmen vorgesehenen 500 Milliarden zum Einsatz kommen).Weiter heißt es, Verteidigung sei eine gesamtstaatliche Aufgabe, die jeden angehe. Sie erfordere „Bereitschaft zur Einschränkung und einen finanziellen Kraftakt, der viel Steuergeld kosten wird“. Darauf müsse sich die Gesellschaft verständigen, und jeder könne dazu beitragen, „andere in seinem Umfeld als Botschafter oder Botschafterin dafür zu sensibilisieren“.Russland wollte FriedenAls ich das alles las, drängte sich mir wieder einmal die Frage auf, ob wir jetzt vom realen Wahnsinn vereinnahmt sind. Könnte Russland denn wirklich beabsichtigen, Deutschland und Westeuropa anzugreifen. Und welchen Sinn sollte das haben? Was könnte Russland in Westeuropa wollen? Es gibt weder Rohstoffe noch gäbe es strategische Vorteile. Was aber will die westliche Allianz? Da geht es seit Langem schon darum, Russland zuerst zu ruinieren und dann wirtschaftlich und strategisch zu vereinnahmen.Jetzt soll Russland besiegt werden, wie von den deutschen Bellizisten zu hören ist, und Great Britain und die Grand Nation konkurrieren zurzeit um die Führungsrolle in Europa, solange Friedrich Merz noch nicht regierungsfähig ist. Aber Russland kann nicht besiegt werden. Das ist überhaupt nicht möglich, weil Russland eine Atommacht ist. Ginge es um seine Existenz, würde es Atomwaffen einsetzen. Und das wäre das Ende der gegenwärtigen Zivilisation.Russland wollte Frieden und Ruhe für den weiteren Aufbau des Landes, wie Präsident Wladimir Putin bereits 2001 in seiner denkwürdigen Rede im Deutschen Bundestag erklärt hat. Ebenso wie Gorbatschows Vision von einem „gemeinsamen europäischen Haus“, wurde Putins Angebot einer Kooperation und eines Wirtschaftsraums von Wladiwostok bis Lissabon von den USA verhindert. Guillermo is a descendent of one of the founding families of La Rioja Alta and is part of the 6th generation in the business. He educates us on the Rioja Alta zone - its terroir, history, and the grapes in which it specializes.    Guillermo then tells us about La Rioja Alta, which was formed in 1890 as a partnership of 5 quality-conscious growers focused on getting the wines of their remote region to the masses. They achieved this by supporting the construction of a rail link from Haro to Bilbao and thus, opened the world to these marvelous wines. Welcome to Supreme Court Opinions. In this episode, you'll hear the Court's opinion in Bittner v United States. In this case, the court considered this issue: Is a “violation” under the Bank Secrecy Act the failure to file an annual Report of Foreign Bank and Financial Accounts (no matter the number of foreign accounts), or is there a separate violation for each individual account that was not properly reported? The case was decided on February 28, 2023. The court held that The Bank Secrecy Act's $10,000 maximum penalty for the nonwillful failure to file a compliant report accrues on a per-report, not a per-account, basis. Justice Neil Gorsuch authored the 5-4 majority opinion holding that Bittner was subject to a fine only for each report he failed to file, not for each account he failed to report over that five-year period. The plain language of Section 5321 addresses the legal duty to file reports, not of individual accounts or their number. The penalty the statute prescribes for nonwillful violations must therefore be based on the number of reports, not on the number of accounts. In contrast, for willful violations, the statute expressly considers a penalty on a per-account basis. The government's guidance as to these provisions, as well as the drafting history, further support this understanding. Justice Amy Coney Barrett authored a dissenting opinion, in which Justices Clarence Thomas, Sonia Sotomayor, and Elena Kagan joined, arguing that “the most natural reading of the statute establishes that each failure to report a qualifying foreign account constitutes a separate reporting violation.” The opinion is presented here in its entirety, but with citations omitted.
