It's been almost four months since City Fire Chief Pierre Brewton returned home to Spartanburg to lead the department where he first honed his skills as a firefighter. Returning after serving for four years as Fire Chief for the City of Albemarle, NC, Chief Brewton began his career with the City of Spartanburg in 1988, assigned to garbage collection in the Public Works Department. In 1994, he successfully transitioned to the Spartanburg Fire Department, rising through the ranks to eventually serve as Assistant Fire Chief, the highest-ranking minority member in Spartanburg Fire Department history.  Chief Brewton was born and raised in the Highland community in Spartanburg and is a proud graduate of Spartanburg High School, Limestone University, and Spartanburg Community College. He is credentialed through the Center for Public Safety Excellence as a Chief Fire Officer and Chief Training Officer and is a graduate of Texas A&M's Fire Service Chief Executive Fire Officer Program and the International Association of Fire Chiefs Fire Service Executive Development Institute. Today on the podcast, we're talking with Chief Brewton about his experiences growing up and living in Spartanburg, his plans for the fire department he leads, and his reflections on the future of community he is dedicated to serving.

In a dual capacity, he also serves as an Assistant Fire Chief with the El Paso Fire Department with a program portfolio that includes special operations, aircraft rescue and firefighting, homeland security grants and the Office of Emergency Management. He managed the response and recovery when El Paso was the center of multiple protracted back-to-back disasters: a domestic terrorism attack/mass shooting in 2019, the COVID-19 pandemic when El Paso was the global epicenter, and the mass migration humanitarian crises of 2019, 2022 and 2023. He holds both a Master of Public Administration with a focus on Leadership and a BA in Political Science with a focus on Intelligence and National Security from the University of Texas at El Paso. He is a graduate of Harvard University's National Preparedness Leadership Initiative Executive Education Program and the Naval Postgraduate School Center for Homeland Defense and Security's Executive Leaders Program. In early 2000, he began part-time fire and EMS work with the City of Englewood, Ohio. Prior to coming to Sidney, Hollinger had worked for the City of Monroe, Ohio has a full-time firefighter/EMT-B. After coming to Sidney, Chief Hollinger served on numerous teams and committees. He is a past-president and vice-president of Sidney Professional Firefighters IAFF Local 912. During his time as a firefighter/EMT-Paramedic, he received numerous letters of accommodation, unit citations, and records of exceptional performance. In May of 2011, Chief Hollinger was promoted to lieutenant and served in the fire prevention, training, and shift assignments. Due to retirements, Hollinger was again promoted in 2015 this time to the rank of Assistant Fire Chief where he served as A-crew Shift Commander and Chief of Technical Rescue. He was promoted to Deputy Fire Chief in 2019 and to Fire Chief in 2020. He has served in that rank since. Chief Hollinger holds an Associate Degree from Sinclair Community College in Fire Administration and a Bachelor of Science Degree in Fire and Safety Engineering Technology from the University of Cincinnati. In April of 2018, Hollinger graduated from the Ohio Fire Executive program through the Ohio Fire Chief's Association as a member of Class 16. Chief Hollinger is a state of Ohio certified Level II Firefighter, EMT-Paramedic, Certified Fire Safety Inspector, Fire Instructor, and Continuing Education Instructor. Additionally, he has completed Hazardous Materials Technician, HazMat Officer & Safety Officer, Fire Investigator, Level 1 Technical Rescue, and Fire Officer 1, 2, and 3 training. Chief Hollinger is the Northwest District Director for the Ohio Fire Chief's Association and serves on numerous committees for the OFCA. In 2022, Chief Hollinger was recognized as a ‘Fellow' in the Ohio Fire & Emergency Services Foundation and became a credentialed Ohio Fire Chief. Sturgeon, (Bill), MPA, CPM, EFO, EMT-P, ICMA-CM, has served volunteer, military, municipal, and county fire rescue organizations and held many titles including: Firefighter/Paramedic, Aircraft Crash Rescue Firefighter, Flight Paramedic, Hazardous Materials and Technical Rescue Specialist, EMS Supervisor, Instructor, Company Officer, Shift Safety Officer, Battalion Chief, Assistant Chief, Division chief, Fire Chief and City Manager. In 2007, as the Accreditation Manager for Orange County Fire Rescue (OCFRD) Florida, he successfully led OCFRD to CFAI accreditation.In 2013, Bill was appointed as the Assistant Fire Chief for St. Cloud Fire Rescue and six months later he was appointed to the Fire Chief's Position, where he took his vast experience and diverse knowledge to transform St. Cloud Fire Rescue into a modern fire rescue department. From July 2017 until August 2022, he served as the City Manager where he oversaw a $209M budget and 755 employees of the ninth fastest growing City in the United States and the second fastest in the State of Florida. Under his leadership the city improved its strategic focus, financial position, bond rating, public safety services (emergency management, fire, EMS, and police), revitalized the downtown, established a sea plane base, rebranded the city, improved staff training and customer service.Bill holds an associate degree in Fire Science from the Community College of the Air Force, a bachelor's in occupational safety and Health from Columbia Southern University and a Master's in public administration from American Public University. Prior to his appointment with the city, Chief Hollinger obtained fire certification in 1995 and volunteered with the villages of Arcanum and Pitsburg, Ohio. In early 2000, he began part-time fire and EMS work with the City of Englewood, Ohio. Prior to coming to Sidney, Hollinger had worked for the City of Monroe, Ohio has a full-time firefighter/EMT-B. After coming to Sidney, Chief Hollinger served on numerous teams and committees. He is a past-president and vice-president of Sidney Professional Firefighters IAFF Local 912. During his time as a firefighter/EMT-Paramedic, he received numerous letters of accommodation, unit citations, and records of exceptional performance. In May of 2011, Chief Hollinger was promoted to lieutenant and served in the fire prevention, training, and shift assignments. Due to retirements, Hollinger was again promoted in 2015 this time to the rank of Assistant Fire Chief where he served as A-crew Shift Commander and Chief of Technical Rescue. He was promoted to Deputy Fire Chief in 2019 and to Fire Chief in 2020. He has served in that rank since. Chief Hollinger holds an Associate Degree from Sinclair Community College in Fire Administration and a Bachelor of Science Degree in Fire and Safety Engineering Technology from the University of Cincinnati. In April of 2018, Hollinger graduated from the Ohio Fire Executive program through the Ohio Fire Chief's Association as a member of Class 16. Chief Hollinger is a state of Ohio certified Level II Firefighter, EMT-Paramedic, Certified Fire Safety Inspector, Fire Instructor, and Continuing Education Instructor. Additionally, he has completed Hazardous Materials Technician, HazMat Officer & Safety Officer, Fire Investigator, Level 1 Technical Rescue, and Fire Officer 1, 2, and 3 training. Chief Hollinger is the Northwest District Director for the Ohio Fire Chief's Association and serves on numerous committees for the OFCA. In 2022, Chief Hollinger was recognized as a ‘Fellow' in the Ohio Fire & Emergency Services Foundation and became a credentialed Ohio Fire Chief. Chief Hollinger serves on numerous non-profit boards in Sidney and Shelby County in leadership roles. He and his wife Beth reside in the Sidney area along with their two daughters.

Our guest, and his family, are currently navigating an international battle with their son, a U.S. Navy Lieutenant, locked in the center of it.  Ridge Alkonis is a thirty-four-year old surface warfare officer who has been serving time in a Japanese prison for what Japanese courts deemed to be the negligent driving deaths of two Japanese citizens, which occurred with Ridge's wife Brittany and children in the car at the time. Ridge's father, retired Los Angeles County Fire Chief Derek Alkonis, has been pleading with the Biden administration to help bring his son home claiming that Ridge did not receive a full medical examination after the accident, or a fair trial in Japanese court. Additionally, the Alkonis' assert that the Status of Forces Agreement (or SOFA) between the Japanese and American governments has been breached/violated.  Listeners of this podcast may already be familiar with Derek Alkonis… He currently serves as a Research Program Manager for UL's Fire Safety Research Institute (or FSRI). Prior to joining FSRI, Alkonis served 31years with the Los Angeles County Fire Department, most recently as Assistant Fire Chief in charge of the Air and Wildland Fire Division. Steve Robinson was hired by the Surrey Fire Service in 1992, leaving Surrey Fire Service as an Assistant Fire Chief,  Steve went on to become the Fire Chief of the City of Kamloops. When in Surrey, Steve was involved in helping develop an amazing CISM team from its infancy. Steve was one of the go-to resource for delivering CISM sessions to firefighters after being exposed to trauma. SFS built one of the best mental health support systems for firefighters in North America. Steve also sat on the Fire Chiefs Canadian Mental Health Committee and was instrumental in bringing the Resilient Minds Program to KFR and text to counseling appointment services. Steve sat on the Canadian Mental Health Committee for Fire Chiefs. Steve talks about why it's not only OK to get emotional, it's encouraged and that he wants people to know they are supported.

Born in Reno and raised in Incline Village, he started his career in 1991 as a seasonal volunteer firefighter. Throughout his tenure, Sommers moved up through all of the respective ranks from dispatcher, firefighter, Engineer, Captain, Battalion Chief and Assistant Fire Chief. Enjoy!

During my career I have had several opportunities to sit in lecture halls and listen to Chief Dennis Compton share some of the wisdom he has gleaned over 50 years in the fire service. He taught us that one should “never sacrifice a relationship for an outcome”, that we need to “become politically competent”, and be aware of what behaviors and procedures that we “institutionalize.” In episode 68 Chief Compton and I chatted about his journey into the fire service, how things have changed and how important relationships are to a healthy organization. We talked about these important topics and so much more. Give it a listen and please enjoy.                                                                                                                                     A little about our guest… Dennis Compton serves as a respected Executive Advisor for national, state, and local fire service and homeland security organizations. He was the Fire Chief in Mesa, Arizona for six years and Assistant Fire Chief in Phoenix, Arizona, where he served for 28 years. Chief Compton has Chaired the IFSTA Executive Board and also Chaired the Congressional Fire Services Institute (CFSI) National Advisory Council (NAC), where he continues to represent IFSTA. Chief Compton Chaired the National Fallen Firefighters Foundation (NFFF) Board of Directors for well over a decade and served as the Secretary of the International Public Safety Data Institute (IPSDI) Board of Directors as well. He has also served on the National Fire Protection Association (NFPA) Board of Directors. Dennis is a widely recognized speaker and author. He has written many articles and chapters for publications, including five of his own books – the two latest being: 1) Progressive Leadership Principles, Concepts, and Tools; and 2) Mental Aspects of Performance for Firefighters and Fire Officers. Chief Compton is a 2011 Inductee into the National Fire Heritage Center's Hall of Legends, Legacies, and Leaders; a 2018 Inductee into the Firehouse Legends and Icons National Hall of Fame; and is a charter member of the Arizona Fire Service Hall of Fame. He is the recipient of Lifetime Achievement Awards from the Metropolitan Fire Chiefs Association (Metro Chiefs) and the Arizona Fire Chiefs Association (AFCA). Dennis has received the George D. Post National Fire Service Instructor of the Year Award and was recognized as the American Fire Sprinkler Association Fire Service Person of the Year. He was named the Distinguished Alumnus of the Year by the University of Phoenix and received the coveted CFSI/Motorola Solutions Mason Lankford National Fire Service Leadership Award. Chief Compton has also received the 2014 Dr. John Granito Award for Excellence in Fire Service Leadership and Management Research; the 2016 International Association of Fire Chiefs (IAFC) James O. Page EMS Achievement Award; and was awarded the 2019 IAFC President's Award. Since 1978, Chief Compton has served on many IFSTA Validation Committees and Task Groups, including as Past Chair of Chief Officer. Our guest tonight, Chief Dennis Compton, serves as a respected Executive Advisor for national, state, and local fire service and homeland security organizations. He was the Fire Chief in Mesa, Arizona for six years and Assistant Fire Chief in Phoenix, Arizona, where he served for 28 years. Chief Compton has Chaired the IFSTA Executive Board and also Chaired the Congressional Fire Services Institute (CFSI) National Advisory Council (NAC), where he continues to represent IFSTA. Chief Compton Chaired the National Fallen Firefighters Foundation (NFFF) Board of Directors for well over a decade and served as the Secretary of the International Public Safety Data Institute (IPSDI) Board of Directors as well. He has also served on the National Fire Protection Association (NFPA) Board of Directors. Dennis is a widely recognized speaker and author. He has written many articles and chapters for publications, including five of his own books – the two latest being: 1) Progressive Leadership Principles, Concepts, and Tools; and 2) Mental Aspects of Performance for Firefighters and Fire Officers. Chief Compton is a 2011 Inductee into the National Fire Heritage Center's Hall of Legends, Legacies, and Leaders; a 2018 Inductee into the Firehouse Legends and Icons National Hall of Fame; and is a charter member of the Arizona Fire Service Hall of Fame. He is the recipient of Lifetime Achievement Awards from the Metropolitan Fire Chiefs Association (Metro Chiefs) and the Arizona Fire Chiefs Association (AFCA). Dennis has received the George D. Post National Fire Service Instructor of the Year Award and was recognized as the American Fire Sprinkler Association Fire Service Person of the Year. He was named the Distinguished Alumnus of the Year by the University of Phoenix and received the coveted CFSI/Motorola Solutions Mason Lankford National Fire Service Leadership Award. Chief Compton has also received the 2014 Dr. John Granito Award for Excellence in Fire Service Leadership and Management Research; the 2016 International Association of Fire Chiefs (IAFC) James O. Page EMS Achievement Award; and was awarded the 2019 IAFC President's Award. Since 1978, Chief Compton has served on many IFSTA Validation Committees and Task Groups, including as Past Chair of Chief Officer. Robert talks to us about early memories of growing up near King and Story in East San José and reflects on his mother's impact on his sense of community and his commitment to the common good. We also hear Chief Sapien discuss his career trajectory, key lessons he's learned along the way, and his view of seeing our way through what currently divides us. Robert attended Archbishop Mitty High School in San José and joined the San Jose Fire Department as a firefighter in 1989. He rose through the ranks as a fire engineer, fire captain, battalion chief, and Deputy Chief of Bureau of Field Operations. In 2016, Robert was appointed Assistant Fire Chief, then Acting Fire Chief in 2017. He was officially appointed Fire Chief in 2018. Robert participated in ALF Class XXV and joined the ALF board in March 2020.

Chief Dan Munsey is Assistant Fire Chief of San Bernardino Fire Protection district, the California Fire Chiefs Association Operations section president, and part of the IAFC technology council. Dan has decades of experience in the fire industry. He has seen the evolution of data in the fire industry and how much things have changed and haven’t changed over the years. Everyone in the fire industry knows there is a necessity to implement data into their planning and training, but refining the information is a major challenge in the industry. One common thing Dan has noticed in his career is how much data is available to them. It is great to have all this information, but unless the data is refined and presented in a way to be used; it will fall to the wayside. Another problem is information overload. With so much data being poured onto firefighters, decision-makers don’t know where to start and instead fall back on old processes. Technology and innovation are driving forces behind change in the fire industry. It’s important we keep the change positive and not have products entering the market that doesn’t solve a problem. Fire departments are being asked to decide if technology will be worth the resources without knowing if that technology will still be available next year. We ask a lot of firefighters we shouldn’t leave them in a situation that puts them at a disadvantage. Firefighters aren’t averse to change; in fact, they are pushing for it. The problem is that the data that is being used isn’t actionable enough. For the fire industry to change data needs to become cleaner and have a clear direction for change. February 4, California Governor’s Office of Emergency Services (Cal OES) Director Mark Ghilarducci officially swore in Brian Marshall as the new Fire and Rescue Chief. He was appointed to his new position in December. Chief Marshall spent the previous six years as the fire chief and director of emergency services at the Kern County Fire Department. He served in several positions with the Kern County Fire Department since 1987, including interim fire chief and director of emergency services, deputy fire chief, fire battalion chief, fire captain, fire engineer and firefighter. He is also a member of FIRESCOPE and oversaw numerous disasters throughout central California, including the Erskine Fire in 2016. Chief Marshall will be replacing Kim Zagaris, who announced his retirement in 2018. Zagaris was appointed as the Fire and Rescue Chief on April 1, 2001. Prior to his appointment, Chief Zagaris was the Assistant Fire Chief for Cal OES with assignments in Region I, II, III, IV and V since 1987. He started his career as a Comprehensive Employment and Training Act (CETA) seasonal firefighter in 1977 and promoted through the ranks of the local, state and federal fire agencies to the State Fire and Rescue Chief. His extensive background in fire service, emergency management, and homeland security included working with local, state, federal and international agencies over the last 40 years. Upon learning of his appointment, Kern County Fire Chief Brian Marshall said "I’m going to miss Kern County, working with the citizens and working for the citizens of Kern County.” He will focus on preventing statewide emergencies in his new position. He has worked in the department since 1987, nearly 32 years. “It’s not been 32 years, it’s been a lifetime," he said. “I want to go to Sacramento and protect the state," he said. "I am just so excited about the opportunities that exist in Sacramento right now for me and my family. Episode 035 - Chief Dennis Reilly is a 44-year fire service veteran, and is currently the Assistant Fire Chief for the City of Davis (CA). He is a retired Battalion Chief from Cherry Hill Fire Department (NJ) and also spent more than six years as the Fire Chief of Sunrise Beach FPD (MO). In addition to his fire service career, Chief Reilly is a US Army veteran, spending over six years on active duty. He was assigned as a combat medic with the 83rd Airborne Division, a flight medic with over 500 hours of flight time, and as a combat medic with the 2nd Armored Calvary Regiment and was deployed during the first Gulf War. Chief Reilly discusses leading by example, and how the message a leader brings to the group has more to do with the the leader's personal and professional character, rather than the actual message itself. He points out that great organzations talk about fire, and don't hide from it, and they become great because they seek out people who are focused on the mission rather than themselves.

Reginald D. Freeman, MS, CFO, FIFireE On February 1, 2016, Reginald D. Freeman was sworn in as the 37th Fire Chief/Emergency Management Director for the City of Hartford. Prior to the City of Hartford, Chief Freeman served as Fire Chief for Lockheed Martin Aeronautics in Ft. Worth, TX also known as U.S. Air Force Plant 4. In addition to his duties as Chief of Department to the team in Ft. Worth, Chief Freeman provided international guidance and direction to the Italian and Japanese governments through the Ministry of Defence by providing training and consulting to each nation's Air Force Fire Department personnel, respectively as it pertains to the F-35 Lightning. Furthermore, Chief Freeman served as the Assistant Chief/Deputy Director of Emergency Management for the City of Hartford, CT as well as Fire Chief for Lockheed Martin in Marietta, GA. (U.S. Air Force Plant 6) where he was named Professional of the Year in 2009. Chief Freeman served in Iraq as a civilian Fire Chief for the U.S. Department of Defense and coalition allies from 2004 to 2008, providing all hazards fire and emergency services to forward and continuing operating bases throughout Iraq. His last assignment was at their headquarters on Camp Victory in Baghdad as the Chief of Compliance, Safety, & Planning where he helped managed more than 700 firefighters and nearly 25,000 calls per year.  He has worked in a number of fire service capacities in his career including Firefighter/Emergency Medical Technician (EMT), Fire Captain, Fire Service Instructor, Assistant Fire Chief, and Fire Chief. Fire Chief Reggie FreemanChief Freeman's educational accomplishments include a Bachelor of Arts in Leadership from Bellevue University in Bellevue, NE. He earned his Master's Degree in Executive Fire Service Leadership from Grand Canyon University in Phoenix, AZ and he is currently a Doctoral student in dissertation phase studying Organizational Leadership with an emphasis in Organizational Development. Chief Freeman is also a graduate and Fellow of Harvard University's Senior Executives for State & Local Government program at the Kennedy School of Government. Chief Freeman previously served as the Chair of the Industrial Fire & Life Safety Section for the International Association of Fire Chiefs (IAFC) and a previous Board member of the Executive Fire Officer Section of the IAFC and Technical Committee member of NFPA 1021 (Fire Officer Professional Qualifications), respectively. Additionally, Chief Freeman serves as the Chair for the Commission on Professional Credentialing via the Center for Public Safety Excellence, Inc. and is also the Director of Training for the Caribbean Association of Fire Chiefs. Lastly, Chief Freeman is an accredited Chief Fire Officer (CFO) through the Center for Public Safety Excellence, Inc. as well as a credentialed “Fellow” with the Institution of Fire Engineers, USA Branch. Lastly, Chief Freeman serves on the Board of Directors for NFPA. Kim Zagaris, or Chief Z as some call him, is the State Fire and Rescue Chief for the California Governor’s Office of Emergency Services (Cal OES); he was appointed on April 1, 2001. He admits his appointment rattled cages, nerves and even a few careers. He’s not only survived the highly political position, he’s succeeded. In this episode (#48) of All Hazards Chief Z reflects on his storied career, the changes he’s seen at Cal OES and in the business of putting the wet stuff on the red stuff, and what he’s learned.   Prior to his appointment, he was the Assistant Fire Chief for Cal OES with assignments in Region I, II, III, IV and V since 1987. He started his career as a Comprehensive Employment and Training Act (CETA) seasonal firefighter in 1977 and promoted through the ranks of the local, state and federal fire agencies to the State Fire and Rescue Chief. He is the past chair of the Department of Homeland Security (DHS)/ Federal Emergency Management Agency (FEMA) National Mutual Aid/ Resource Typing Project Team, and a past member of the National Incident Management System ICS Competencies Change Management Board, and the National Wildfire Coordination Group/ Urban Interface Working Team. The Governor’s Office of Emergency Services owns 114 all-risk Type I Fire Engines, 40 Type III Fire Engines, 12 Water Tenders, 6 Communications/ Support Units, 13 Swift Water Rescue Caches, 12 Type II Hazardous Material Unit and manages California’s 8 Local/State/National Urban Search and Rescue Task Forces in cooperation with those sponsoring agencies. Chief Zagaris is responsible for several major program elements including the day-to-day management of the California Fire and Rescue Mutual Aid System, which includes over 1,100 fire agencies, and some 55,000 professional and volunteer firefighters that operate approximately 6,000 fire engines Statewide. My birthday is July 4th, my Mom Ruth would be 87 on July 5th. My Mom was a strong women of God! Her Bible is all marked up with underlined verses and comments. She did not just read the Bible, she lived it! An awesome testimony. People say my Mom was quiet, yes she was, but her testimony speaks volumes to this day. Mom was an awesome wife to my Dad, she worked with him in his duties as the Transportation Director for the Windom, Minnesota Schools and as Assistant Fire Chief. This was before cell phones! Mom would take many calls during the day for Dad at home and at night regarding school bus matters. Mom also was head cook at Winfair Elementary. Mom and Dad had us kids in Sunday school as soon as we were old enough. They gave us kids a strong Christian foundation from the start. Mom and Dad gave their lives to the people of the Windom area, they served so wonderfully. The picture I have posted is my Mom’s graduation picture from Windom High School and Mom and Dad with son Lars when we had visited them in Windom. Mom and Dad both passed onto glory at age 64. Dad of a sudden heart attack and Mom of cancer. The life that my Mom and Dad gave me, is one reason I preach the gospel of Jesus Christ. I know how important it is to be raised in a Christian family! They taught me well! Children, obey your parents in the Lord, for this is right. Eph 6:1

On February 14, 2014 the Birmingham Fire Department was dispatched to a residential dwelling fire at 0130. On arrival the first-in company reported heavy fire conditions on the CD corner of the house. There were two vehicles on the property, one of the vehicles had three car seats in it. This gave the IC a strong indication there were people still in the house, including children. Despite the challenging conditions, crews entered with the mission of fire containment and search and rescue. On July 5, 2013, the Spokane Fire Department responded to a reported commercial building fire at the Mayfair Professional Building, located at 5901 North Mayfair. Within two minutes of the alarm, the first arriving company found light smoke coming from the area of the HVAC units in the side of the building. The structure was a Type 5 construction, two-story structure with a basement. The fire progressed quickly, nearly trapping crews on the first floor and in the basement. Some takeaways from the interview include: 1. How rapidly changing fire conditions can unexpectedly over run crews. 2. You’re hear what you can learn when the fire does not behavior as expected (i.e., the puzzle pieces don’t fit). 3. You can become normalized to your environment and may not see the severity of the conditions. 4. How volumes of radio traffic on a single tactical channel can impact scene safety if at-risk crews cannot communicate via radio. 5. Time distortion impacted perception of speed of the incident. 6. How Spokane Fire is using the skills of a psychologist to help develop emotional intelligence, build incident scene situational awareness, and recover from traumatic incidents.
