Husband and father, Larry O'Brien, loved the freedom his job as a long-distance lorry driver gave him. But on March 6th 1987, that freedom was almost lost in the horror of the Zeebrugge ferry disaster, in which almost 200 people lost their lives. Larry – who could not swim – risked his own life to pull 30 people to safety. Almost 40 years later, Larry tells Dr Sian Williams why he never felt like a hero, how he came to terms with what happened, and why – after a career change into local politics – he decided to return to the road. Meerdere reddingsstations van de KNRM kwamen in actie, zoals Cadzand, Breskens, Neeltje Jans en Stellendam om overlevenden te redden van het gekapseisde schip. Echter een groot deel van hun inspanningen ging uit naar het bergen van de levenloze lichamen. De impact van deze ongekend grote ramp was immens op de KNRM-vrijwilligers. El 70% de las agencias de viajes considera que ante el momento de bonanza que está viviendo el sector turístico considerarían razonable comenzar a cobrar por el servicio de asesoramiento que realizan para el viajero, según datos de ObservaTUR. Bilbao recibe por primera vez al MSC Euribia, el barco más sostenible de MSC Cruceros, que se inauguró en junio de 2023 en Copenhague. Este crucero, ejemplo de eficiencia energética y reducción de emisiones, continúa su viaje hacia el Norte de Europa, con paradas en Le Havre, Southampton y Zeebrugge. Aujourd'hui, les députés européens qui ont voté en faveur de la fin de la vente des moteurs thermiques en Europe à partir de l'année 2035 doivent se demander s'ils ne devraient pas présenter des excuses. Non pas en ce qui concerne l'objectif de décarbonisation d'une industrie polluante, mais plutôt sur le fait d'avoir pris ce choix d'interdire les voitures thermiques sans étude préalable de l'impact de cette interdiction. Les responsables du port de Zeebrugge reconnaissent que les constructeurs automobiles chinois se servent des ports européens comme d'immenses parkings pour stocker leurs véhicules invendus, parfois depuis 18 mois. Ceci est le résultat d'un chaos sur le marché de la voiture électrique : les Chinois sont en surcapacité sur leur propre marché mais ils n'arrivent pas non plus à écouler les véhicules sur le marché européen car la demande se révèle plus faible que prévu. Deux raisons expliquent cela. Tout d'abord, plusieurs pays ont annulé leurs subsides à l'achat de voitures électriques. Ensuite, la demande est freinée en raison d'un manque de bornes de recharge ou d'une autonomie limitée, ainsi que du prix encore plus élevé par rapport à une voiture thermique. On ne pourra pas dire d'ailleurs que les eurodéputés n'étaient pas au courant. Carlos Tavares, pour ne citer que le patron de Stentys, les avait prévenus en disant que cette interdiction pour 2035 de vendre des voitures thermiques sur le sol européen revenait à dérouler le tapis rouge aux voitures électriques chinoises qui sont 20 à 25% moins chères que les nôtres. Certains observateurs se disent maintenant que la date de 2035, date de la fin de la vente des voitures thermiques sur le sol européen, ne sera pas respectée. C'est ce que pointe le Guardian à Londres. « Environ 10 000 agriculteurs français ont intensifié leurs manifestations hier, avec au moins une centaine de blocages sur les principales routes de France. (…) Les agriculteurs belges se sont joints aux manifestations à la frontière française et d'autres ont bloqué les routes d'accès au port à conteneurs de Zeebrugge pour une deuxième journée. Des agriculteurs espagnols et italiens ont également manifesté. » Des actions qui, semble-t-il, ont porté leurs fruits, poursuit le Guardian puisque les agriculteurs ont obtenu une « première concession » à Bruxelles, « l'Union européenne annonçant un retard dans l'adoption de règles qui les auraient obligés à mettre des terres en jachère pour encourager la biodiversité et la santé des sols ».Mais il y a d'autres revendications, pointe encore le quotidien britannique : « Les agriculteurs s'inquiètent du coût élevé des terrains, de la pression des supermarchés pour vendre les récoltes à des tarifs proches du prix coûtant et de la pléthore de nouvelles règles environnementales. » Pas les mêmes règles Il y a aussi les importations de denrées agricoles. « C'est un des arguments le plus souvent entendus sur les barrages dressés par les agriculteurs en France ou en Belgique, relève Le Soir à Bruxelles : la distorsion de concurrence créée par la Politique agricole commune entre les producteurs de l'Union européenne et ceux des pays extérieurs à l'Europe. Ces derniers exportent vers les consommateurs européens des produits agricoles et agroalimentaires obtenus via des méthodes d'élevage ou de culture interdites pour les paysans des Vingt-Sept. Dans le viseur, pêle-mêle l'utilisation d'intrants (herbicides, pesticides…) interdits en Europe ou d'OGM, le recours aux antibiotiques comme activateurs de croissance, l'utilisation de farines animales dans l'alimentation du bétail, le non-respect du bien-être animal… »Pourtant, remarque encore Le Soir, « l'Europe reste encore exportatrice nette de produits agricoles. En 2022, les exportations agroalimentaires de l'UE ont atteint près de 230 milliards d'euros. Les importations, elles, se sont montées à 172 milliards d'euros. Mais les agriculteurs craignent qu'à force de conclure des accords de libre-échange, la balance ne finisse bel et bien par pencher de l'autre côté ». Pas une mais des agricultures Autre facteur complexe à prendre en compte dans cette crise agricole, plus particulièrement en France, c'est la diversité des profils et des intérêts représentés. C'est ce que souligne Le Temps à Genève : « Le soulèvement de l'agriculture française peut sembler uniforme et puissant. Il monte comme une vague de colère destinée à déferler sur Paris et à faire céder le gouvernement. Un ras-le-bol légitime au vu des multiples témoignages de ces forçats de la terre qui n'arrivent pas à boucler leurs fins de mois. Une injustice que les dirigeants devraient se résoudre à combler. Mais, pointe Le Temps, une des limites du mouvement vient donc du fait qu'il n'y a pas une agriculture française. Il y a plusieurs agricultures françaises aux destins divergents. À tel point que leurs revendications sont si multiples, pour ne pas dire contradictoires, que le gouvernement ne pourra jamais y répondre dans leur intégralité. Même s'il le voulait. »En effet, précise le quotidien suisse, « les grands exploitants n'ont pas les mêmes intérêts que les petits paysans. On pourrait presque dire qu'ils ne font pas le même métier. Et il y a bien sûr 50 nuances de gris entre ces deux pôles. Avec autant d'objectifs hétérogènes. Comment à la fois aider les petits paysans bios et lâcher du lest sur les produits phytosanitaires pour les grands exploitants ? Comment verrouiller les frontières et soutenir les viticulteurs dont la branche a exporté pour 17 milliards d'euros de vins et spiritueux en 2022 ? » Mettre l'agriculture au cœur de la transition écologique ? Alors quelles solutions ? « Nul ne sait encore quand et comment se terminera le mouvement de grogne des agriculteurs. Mais une chose est sûre, affirme Libération à Paris : il se terminera mal si la porte de sortie finalement trouvée se résume à un moins-disant écologique. (…) Il est temps, s'exclame le journal, que les uns et les autres se regardent autrement qu'en chiens de faïence, car l'écologie est, en réalité, le meilleur allié des agriculteurs pour lutter contre ce libre-échange hors de contrôle qui les pousse dans les bras du toujours plus et toujours moins bien, moins bien rémunéré, moins bien qualitatif. Ce n'est évidemment pas un hasard si le berceau du mouvement de grogne est une région, l'Occitanie, où les impacts du changement climatique frappent très durement les agriculteurs et les viticulteurs. Cette crise est une occasion qu'il ne faut pas manquer, conclut Libération : mettre l'agriculture au cœur de la transition écologique. Cette réconciliation prendra du temps. Il faudra l'accompagner financièrement. Il faudra l'accompagner syndicalement et politiquement. »

The ship moved enough so that both gangways, first forward and then aft, were dragged and fell into the water. No guests or crew members were on the gangways at the time, and there were no injuries related to the incident. On the 21st of September 1980, Kevin Dundon was on board the Viking Viscount ferry on its way back from Zeebrugge in Belgium. He had been on board ships for several years at this point and his employment as a galley hand wasn't odd or unusual. What happened next however was; Kevin disappeared off the Viking Viscount and has never been seen since. Where is he and what happened to him? Hơn bốn tháng sau khi chuyến tầu container đầu tiên từ Hà Nội đến thành phố Liège, miền nam Bỉ, ngành vận tải đường sắt Việt Nam hài lòng về tiềm năng phát triển một trục vận tải mới, song song với đường biển. Việt Nam đã « tranh thủ » tuyến đường China-Europe Express, nằm trong Sáng Kiến Một vành đai một con đường (BRI) được chủ tịch Trung Quốc Tập Cận Bình khởi xướng năm 2014, để đưa hàng hóa đến tận Tây Âu. Công ty Cổ phần Vận tải và Thương mại Đường sắt - Ratraco, đơn vị khai thác tuyến đường này, cho biết có 28 đoàn tầu, với khoảng 644 container 40 feet, đã đi sang châu Âu kể từ chuyến tầu đầu tiên xuất phát đi Liège ngày 20/07 đến hết tháng 11/2021. Thực ra, tầu container từ Việt Nam không đi thẳng đến Bỉ mà phải qua Trịnh Châu (Zhengzhou, tỉnh Hà Nam), điểm đầu của tuyến vận tải đường sắt nối với Liège (Bỉ), được khánh thành ngày 24/10/2018. Liège trở thành điểm đến thứ ba tại Bỉ của mạng lưới đường sắt China-Europe Express (gồm Đại Khánh (Daqing) - cảng Zeebrugge từ tháng 06/2017, Đường Sơn (Tángha) - Anvers vào tháng 05/2018 và Trịnh Châu - Liège ngày 24/10/2018). Với mạng lưới đường sắt mà Trung Quốc không ngừng mở rộng, các chuyến tầu container từ Việt Nam sang đến Trung Quốc, tùy theo điểm đến ở châu Âu, sẽ được nối vào các đoàn tầu hàng khác nhau để đến Nga, Ba Lan, Đức, Anh, Bỉ… Phát triển xuất khẩu bằng đường sắt sang châu Âu mang lại những lợi ích gì cho Việt Nam ? Mạng lưới China-Europe Express đóng vai trò như thế nào ? RFI Tiếng Việt phỏng vấn giáo sư Eric Mottet, trường Đại học Công giáo Lille, Pháp. ***** RFI : Ngày 20/07/2021, một đoàn tầu chở hàng đã xuất phát từ Hà Nội để đến thành phố Liège của Bỉ và sử dụng tuyến đường China-Europe Express. Những tuyến vận tải đường sắt của Trung Quốc có tầm quan trọng như nào đối với lĩnh vực vận tải xuất khẩu của Việt Nam ? Eric Mottet : Đúng vậy, chuyến tầu đầu tiên nối Việt Nam và Bỉ đã khởi hành ngày 20/07/2021, cụ thể là đi từ ga Yên Viên, Hà Nội đến thành phố Liège của Bỉ. Điểm hay ở đây là đoàn tầu xuất phát từ Việt Nam sau đó nối với mạng lưới Cao tốc Trung Quốc-Châu Âu (China-Europe Express), đi từ Trịnh Châu (Zhengzhou), qua các nước Kazakhstan, Nga, vào châu Âu qua ngả Belarus, sau đó đi qua khoảng 30 thành phố khác ở châu Âu, và điểm đến là thành phố Liège ở miền nam Bỉ. Ban đầu, đây là chuyến tầu do công ty Décathlon thuê. Décathlon rất nổi tiếng ở Pháp, chuyên bán dụng cụ thể thao, một mặt hàng rất được ưa chuộng ở châu Âu. Công ty này đã thử nghiệm bằng cách xuất 23 container bằng đường sắt vào cuối tháng Bẩy. Chuyến đi khá dài, mất khoảng 30 ngày và do Công ty Cổ phần Vận tải và Thương mại Đường sắt Ratraco khai thác. Ratraco rất nổi tiếng ở Việt Nam và cũng là công ty khai thác tuyến đường sắt vận tải Hà Nội-Lào Cai, đồng quản lý với công ty Maersk của Đan Mạch. Cho đến giờ, đây là một thành công. Kể từ khi bắt đầu chuyến vận tải hôm 20/07, mỗi tuần đều có vài chuyến khởi hành. Tôi nghĩ đã có tổng cộng hơn 30 chuyến từ Hà Nội đến Liège ở Bỉ và chở gần 700 container hàng hóa, gồm máy móc, đồ điện tử, hàng dệt may, vải sợi. Hiện giờ là 3 chuyến một tuần, nhưng hy vọng từ năm 2022 sẽ tăng lên thành 4, thậm chí là 5 chuyến mỗi tuần. Có thể nói, từ một thử nghiệm vào cuối tháng Bẩy thì hiện giờ có lẽ là một thành công. Chắc chắn tuyến vận tải này sẽ còn tăng tốc từ năm 2022. RFI : Vận tải bằng đường sắt có thể trở thành một giải pháp quan trọng cho xuất khẩu của Việt Nam ngoài đường biển ? Eric Mottet : Như nói ở trên, đây là một loại hình vận tải mới, tạo điều kiện cho hàng Việt Nam xuất khẩu sang châu Âu trong khi Việt Nam và Liên Hiệp Châu Âu đã ký Hiệp định Thương mại Tự do (EVFTA). Đối với Việt Nam, điều đáng quan tâm là hình thức vận tải này có chi phí hấp dẫn và nằm trong khung thời gian hợp lý, đáng tin cậy. Như tôi nói ở trên, mỗi chuyến tầu chở hàng sang châu Âu mất khoảng 30 ngày, ít hơn thời gian vận chuyển bằng đường biển đến 15, 20 ngày. Ngoài ra, kể từ khủng hoảng đại dịch Covid-19, chi phí vận chuyển container bằng đường biển đã tăng lên rất nhiều và hệ thống giao thông cũng rất rối loạn. Có nghĩa là hiện giờ gần như không còn chỗ trống trong các container chở hàng từ châu Á sang châu Âu và vì không còn chỗ nên chi phí đường biển rất đắt. Cho nên, Việt Nam đã nhận thấy cơ hội xuất khẩu hàng hóa sang châu Âu bằng đường sắt với giá cả hợp lý. Nhưng phải nhìn nhận là hiện giờ cách vận chuyển này vẫn còn bị hạn chế vì mới chỉ có vài chuyến mỗi tuần. Có thể là sẽ có hơn 8 chuyến mỗi tuần kể từ năm 2023 nếu mọi chuyện ổn thỏa. Cho nên phải nói rằng vận tải đường sắt chưa phải là giải pháp thay thế cho xuất khẩu bằng đường biển. Nhưng dù sao Việt Nam cũng có một giải pháp đáng quan tâm vì hiện giờ có rất nhiều hợp đồng được sản xuất tại quốc gia Đông Nam Á này, trong đó có các nhà sản xuất quần áo thể thao, tiếp theo còn phải kể đến tình trạng thiếu kho bãi ở Việt Nam. Tất cả những yếu tố này buộc Việt Nam phải tìm ra phương pháp thay thế để xuất khẩu hàng sang châu Âu. Tôi muốn nhắc lại một lần nữa là vận tải bằng đường sắt có lợi thế về chi phí, thời hạn và giúp tránh được những khó khăn liên quan đến vận tải đường biển hiện nay. RFI : Tuy nhiên, có thể thấy rằng sử dụng hệ thống đường sắt Trung Quốc, Việt Nam phần nào bị phụ thuộc nhiều hơn vào nước láng giềng phương Bắc ? Eric Mottet : Đúng là điều này có thể xảy ra trong bối cảnh dịch Covid-19 kéo dài từ hai năm nay và trong trường hợp bất đồng chính trị với Bắc Kinh. Trung Quốc có thể đóng cửa biên giới và ngăn tầu hàng của Việt Nam vào nước này để sang châu Âu nhưng hiện giờ chuyện này chưa xảy ra. Thực vậy, Trung Quốc cũng đang cần thu lợi từ hệ thống hạ tầng giao thông nên hoan nghênh Việt Nam sử dụng hệ thống đường sắt của họ. Điều này có ý nghĩa quan trọng đối với Bắc Kinh để bù vào những khoản đầu tư khổng lồ cho những công trình cơ sở hạ tầng được xây ở Trung Quốc. Và để có được lợi nhuận thì phải cần đến một số nước, như Lào, Thái Lan, Việt Nam, sử dụng các tuyến liên vận này để xuất khẩu hàng hóa. Hiện giờ, đây cũng là tuyến đường sắt duy nhất để các nước Đông Nam Á xuất khẩu hàng hóa sang châu Âu. RFI : Có thể nhận thấy Việt Nam hài lòng trở thành đối tác của Trung Quốc khi sử dụng hệ thống đường sắt trong khuôn khổ dự án Vành đai và Con đường (BRI). Tại sao Hà Nội lại do dự trong việc tham gia vào các dự án hạ tầng đường sắt mà Trung Quốc muốn mở rộng qua Việt Nam để đi xuống Đông Nam Á ? Eric Mottet : Đúng là Trung Quốc cho vay với lãi suất ưu đãi. Ngoài ra, hiện giờ không có nhiều nguồn thay thế cho tín dụng Trung Quốc, cũng như đầu tư vào cơ sở hạ tầng, cho dù cách đây vài tuần, Liên Hiệp Châu Âu thông báo sẽ đầu tư ồ ạt vào các dự án hạ tầng, Hoa Kỳ cũng sẽ làm như vậy. Tuy nhiên, Trung Quốc hiện vẫn là nhà đầu tư khổng lồ vào các dự án cơ sở hạ tầng, trong đó có nhiều nước Đông Nam Á. Việt Nam do dự vì lý do đơn giản : Việt Nam không muốn rơi vào bẫy nợ. Chúng ta thấy những gì xảy ra bên phía Lào hay ở nhiều nước châu Phi với những khoản tiền khổng lồ. Khi nói đến vài tỉ đô la thì rõ ràng đó là các khoản vay ! Ngoài bẫy nợ, Việt Nam cũng e ngại về việc mất chủ quyền đối với các công trình hạ tầng. Nếu như Trung Quốc đầu tư 80% hay 100% hạ tầng ở Việt Nam thì hẳn sẽ phải dẫn đến việc hai bên đồng quản lý. Phía Hà Nội có thể sẽ phải đặt nhiều câu hỏi để xem liệu có bị mất quyền kiểm soát công trình đó, ngay trên lãnh thổ của mình, hay không. Chúng ta vẫn biết chủ quyền là một vấn đề quan trọng ở Việt Nam. Ngoài ra, lý do thực sự có thể khiến chính phủ do dự, đó là người dân Việt Nam có cái nhìn khá tiêu cực về Trung Quốc. Ví dụ mới nhất là sự kiện khánh thành tuyến tầu điện số 2 ở Hà Nội, nhiều người Việt Nam thông báo hoặc kêu gọi tẩy chay tuyến đường do Trung Quốc tài trợ và xây dựng. Một yếu tố khác, đó là nghi ngờ về chậm tiến độ. Tuyến tầu điện số 2 ở Hà Nội đã bị chậm hơn rất nhiều và đội phí hơn rất nhiều so với dự kiến ban đầu. Có thể thấy là có rất nhiều lý do để Việt Nam do dự về việc tham gia vào dự án con đường tơ lụa trên lãnh thổ Việt Nam. Tiếp theo cũng cần kể đến những yếu tố bên ngoài. Hoa Kỳ và Liên Hiệp Châu Âu, bằng cách này hay cách khác, “thúc” Hà Nội không tham gia vào tham vọng cơ sở hạ tầng của Trung Quốc. Vì thế, hàng loạt thỏa thuận song phương được ký kết, vốn đầu tư trực tiếp nước ngoài không ngừng đổ vào Việt Nam để Hà Nội không ngả theo dự án Những Con đường tơ lụa mới. Tuy nhiên, nếu nhìn vào dự án tầu điện do Trung Quốc xây dựng ở Hà Nội thì có thể thấy là dù sao đi chăng nữa Việt Nam cũng đã tham gia vào dự án con đường tơ lụa của Trung Quốc. Nói tóm lại, quan điểm của Việt Nam về Sáng kiến Vành đai và Con đường của Trung Quốc có thể được nhận định như sau : tham gia nhưng không ồ ạt và chính thức, vì nhiều lý do, như vấn đề nợ, mất chủ quyền và người dân Việt Nam thiếu thiện cảm về các dự án cơ sở hạ tầng lớn của Trung Quốc RFI : Như vậy sẽ khó có một tuyến đường sắt cao tốc tại Việt Nam do Trung Quốc tài trợ và xây dựng ? Eric Mottet : Hiện giờ chưa có tuyến đường sắt cao tốc nào nối Trung Quốc và Việt Nam. Vấn đề này hoàn toàn không được đề cập, có thể là vào những năm 2040-2050 nhưng hiện giờ cả chính phủ Việt Nam lẫn Trung Quốc đều không có dự án nào như vậy. Trung Quốc hiện đã có tuyến đường sắt cao tốc đi qua Lào, nên có thể sẽ không thật sự cần đến Việt Nam để xuống Thái Lan, Malaysia và Singapore. Điều này cho thấy Việt Nam sẽ thúc đẩy kết nối đường sắt với các nước láng giềng vì vào tháng 10/2021, chính phủ Việt Nam thông báo sẽ đầu tư khoảng 10 tỉ đô la trong vòng 10 năm để xây dựng hoặc cải tạo một tuyến đường sắt cao tốc. Dù Trung Quốc có thể không phải là nhà đầu tư lớn và quan trọng trong các dự án xây dựng và cải tiến các tuyến đường sắt ở Việt Nam, nhưng vẫn có thể thấy Hà Nội muốn thúc đẩy ngành đường sắt và triển khai cùng lúc các chuyến tầu nhanh và tầu chở hàng. Tuyến giao thông vận tải này sẽ nối Việt Nam với Lào, Thái Lan, Cam Bốt và dĩ nhiên là với cả Trung Quốc. Việc Việt Nam ưu tiên ngành đường sắt còn dựa vào các vấn đề chi phí, tốc độ nhanh và cả yếu tố môi trường, hiện rất quan trọng. Theo tôi, Việt Nam không trì hoãn được nữa và sẽ tự kết nối với các công trình hạ tầng ở các nước láng giềng, cũng như Trung Quốc. On the eve of this weekend's Echoes festival in Dalkey, celebrating Maeve Binchy and Irish writing, its programmer, author Henrietta McKervey, and Maeve's widower, Gordon Snell, join me to talk about the thinking behind the festival and the many ways in which Maeve's memory is being kept alive. The festival always has Maeve at its heart but each year it has a different theme. This year's theme is Celebrating Community in Contemporary Writing in Ireland. Last year's theme was “Maeve the quiet feminist”, a description she loved, says Gordon, as it was the first time anyone ever called her quiet. McKervey discusses the highlights of this weekend's festival as well as her experience of being the first winner of the Maeve Binchy UCD travel scholarship, including a hair-raising vist to Fastnet lighthouse. Snell reveals how he loves to re-read his late wife's work, which only confirms his admiration for her briliance as a storyteller: “her dialogue is so good it could be put straight on the stage”. He reminisces about their cameo roles in film adaptations of Maeve's work, usually in a restaurant or at a bar drinking cocktails served by Stephen Rea, but also in an episode of Fair City. He also discusses how he manages to write without his former partner – Maeve once described them working together in their upstairs studio at their typewriters as like two pianists performing a duet. As our interview takes place inThe Irish Times office, talk inevitably turns to Maeve's distinguished career as a journalist here. Snell reveals that his favourite article by her is I Was A Winter Sport, about a calamitous ski trip, while McKervey expresses admiration for Bincy's versatility as a writer, shifting in shade from reporting sensitively on the Zeebrugge ferry disaster to writing wittily about the British royal family.
