Après la grève cet automne des salariés des raffineries de pétrole, celle des contrôleurs de train au moment des fêtes et, aujourd'hui, celle des médecins libéraux et ses conséquences sur l'engorgement des services d'urgence à l'hôpital, avec le retour annoncé ou fantasmé des Gilets jaunes « partout en France », le climat social, dans un contexte d'inflation et donc de baisse du pouvoir d'achat, est devenu inflammable, d'autant que nombre de services publics sont défaillants, notamment ceux de la santé et des transports. Le maintien d'un bouclier tarifaire sur le gaz et l'électricité permet de contenir les factures d'énergie des ménages. Si l'inflation vient de connaître deux mois consécutifs de baisse en Europe, la hausse des prix des produits alimentaires se poursuit et le chômage pourrait remonter de son faible niveau actuel en raison du ralentissement de la croissance. Un contexte compliqué pour faire accepter une réforme des retraites à laquelle deux tiers des Français se disent opposés.A quelques jours de la présentation de cette réforme mardi prochain, l'exécutif a poursuivi son opération de déminage. La Première ministre a indiqué, le 3 janvier, le retrait de la partie controversée du décret sur l'assurance-chômage qui prévoyait de réduire de 40 % la durée d'indemnisation lorsque le taux de chômage passerait sous la barre de 6 % de la population active. Elisabeth Borne a précisé que 65 ans n'était pas « totem ». et que « d'autres solutions peuvent permettre aussi d'atteindre l'équilibre de notre système de retraites à l'horizon 2030 » . Il pourrait s'agir d'un rehaussement à 64 ans de l'âge du départ, doublé d'une accélération de la réforme Touraine pour arriver à 43 annuités de cotisation. Mais les syndicats, après avoir été reçus cette semaine à Matignon, et une bonne partie de l'opinion publique, restent vivement opposés au projet du gouvernement.Le directeur général Opinion de l'Ifop, Frédéric Dabi a indiqué sur Europe 1 le 2 janvier que seuls 22 % des Français soutiennent un âge de départ légal à la retraite fixé à 65 ans. Le même jour sur France inter, le directeur général délégué d'Ipsos France, Brice Teinturier a constaté que « 36 % des Français disent appartenir à une France en colère et plus de 50 % se disent mécontents ». Rien n'assure toutefois que cette contestation se traduise dans la rue. Et pour cause, « le contexte actuel n'est pas très favorable à des dynamiques collectives », juge le patron d'Ipsos. La FSU « appelle l'ensemble des agent-es concourant au service public d'éducation à une journée d'action le 17 janvier » pour « les salaires et la retraite ». Côté partis politiques, la France Insoumise appelle à une « Marche pour nos retraites » à Paris le 21 janvier prochain.***XI JINPING DANS UNE IMPASSE ?Début 2020, lorsque la pandémie a éclaté, Pékin a inventé la stratégie du confinement, et sa politique “zéro Covid” semble avoir d'abord été un succès sanitaire. Mais près de trois ans plus tard cette politique portée par Xi Jinping a sapé l'économie et coupé le pays d'un monde qui, lui, a continué son chemin. Au lendemain du 20ème congrès du Parti communiste chinois, fin octobre, qui a consacré le pouvoir absolu de Xi Jinping, la Chine a été confrontée à une vague de protestation contre la stratégie zéro Covid, d'une ampleur sans précédent depuis le mouvement de Tiananmen, en 1989. La colère sociale a gagné l'ensemble du pays après l'incendie le 24 novembre à Urumqi, la capitale régionale du Xinjiang, d'un immeuble confiné et cadenassé qui a fait au moins dix morts. Apple Inc. is warning customers they'll have to wait longer to get its latest iPhone models after anti-virus restrictions were imposed on a contractor's factory in central China. The company announcement gave no details but said the factory operated by Foxconn in the central city of Zhengzhou is “operating at significantly reduced capacity.” “We now expect lower iPhone 14 Pro and iPhone 14 Pro Max shipments than we previously anticipated,” the company said. “Customers will experience longer wait times to receive their new products.” Foxconn Technology Group said it imposed anti-virus measures on the factory in Zhengzhou following virus outbreaks. Apple and Foxconn previously hadn't responded to questions about how iPhone production might be affected. Access to the industrial zone where the factory is located was suspended for one week following a surge in infections in Zhengzhou and the departure of workers from the factory. The lockdown is expected to cause further disruptions to the plant, which in recent weeks has seen a spate of coronavirus infections and an exodus of workers, some of whom fled the factory on foot. Foxconn said in a statement that it is revising its outlook for this quarter downward due to the lockdown. “Foxconn is now working with the government in a concerted effort to stamp out the pandemic and resume production to its full capacity as quickly as possible,” the company said. It also said that the provincial government has said it will “fully support” Foxconn in managing the plant's pandemic prevention and operation situation. In a post on the Zhengzhou plant's WeChat social media account, the company said a “closed loop” system would restrict its employees' travel between their dormitories and the factory area to manage risks of COVID-19 transmission. The last quarter of the year is typically a busy season for companies like Foxconn as they ramp up production ahead of the end-of-year holiday rush. “We are working closely with our supplier to return to normal production levels while ensuring the health and safety of every worker,” Apple said. Se trata de un acto multitudinario en el que los ejecutivos de la empresa muestran su última creación y anuncian su lanzamiento inmediato unos días después en los principales mercados. La presentación de los iPhone se ha convertido en una cita ineludible para la industria tecnológica y obliga a la competencia a mover ficha. Los productos Apple están diseñados en Estados Unidos, en California exactamente, tal y como se encarga de recordar la empresa en los paquetes, pero se ensamblan mayoritariamente en China. En este país Apple lleva trabajando dos largas décadas con gran éxito. Cuenta allí con muchos proveedores y fábricas dedicadas en las que se ensamblan distintas líneas de producto desde los teléfonos hasta los ordenadores portátiles pasando por las tabletas o los relojes. En estas fábricas trabajan decenas de miles de personas que conocen bien la cultura de la empresa cuya producción se vende en todo el mundo. No es casual que el prodigioso viaje que llevó a Apple desde la aguda crisis que padeció a mediados de los años 90 y que a punto estuvo de hacerla desaparecer, hasta convertirse en la empresa más valiosa del mundo haya seguido de cerca el ascenso económico de China. Los directivos de Apple fueron de los primeros en advertir las ventajas de diseñar los productos en Occidente y ensamblarlos luego en China a un coste mucho menor. Eso les permitía, además, acceder directamente a un inmenso mercado en crecimiento como el chino. La senda de Apple la han seguido otros fabricantes tecnológicos de Japón o Corea del Sur, cuyos productos, al igual que los de Apple, se diseñan en sus países de origen, pero luego se fabrican en China y se distribuyen desde allí. El idilio de estas grandes corporaciones con China empezó a resquebrajarse hace tres años, cuando Apple anunció que el ensamblaje de algunas líneas de producto, como la del Mac Pro regresaría a Estados Unidos. Luego llegó la pandemia, los problemas en la cadena de suministro y el enfriamiento de las relaciones diplomáticas entre China y los países occidentales. El año pasado Apple anunció que movería parte de la producción a la India y a Vietnam, donde ya están listas algunas instalaciones para ir dando salida a la fabricación de los iPhone, los Apple Watch, los AirPods o los MacBook. Este año los problemas en China han ido a más por el modo en el que el Gobierno chino está tratando la pandemia mediante la controvertida política de cero covid. Hace unas semanas se produjo un brote de covid en la región de Zhengzhou, ciudad en la que se encuentra el centro de producción de Apple más grande del mundo. Las autoridades locales decretaron un confinamiento de siete días que afectó directamente a la producción de los recién lanzados iPhone 14. Esto ha tenido como consecuencia una escasez mundial del modelo a sólo tres semanas de la Navidad, momento del año en el que más iPhone se venden. En Cupertino, sede de la empresa en las cercanías de San Francisco, se les ha acabado la paciencia y están acelerando los planes para ir poco a poco saliendo de China y cerrar así una etapa que ha durado más de veinte años. This fall, chaos broke out at the world's biggest iPhone factory. The Foxconn plant in Zhengzhou employs hundreds of thousands of workers. Nicknamed “iPhone City,” the factory is operating on a closed-loop system under China's zero-COVID policy. That means its workers eat, sleep and live at the plant in what authorities say is an effort to prevent expensive lockdowns and avoid outbreaks. But in October, the virus got in. As the company clamped down to control the spread, videos surfaced online of workers scaling fences, streaming towards the exits and hitching rides to escape the factory. The chaos at iPhone City is just one example of the growing discontent over life in zero-COVID China, which has sparked widespread protests across the country. Today, Lily Kuo, the China bureau chief with the Washington Post, shares how the demonstrations are challenging China's leadership in a way not seen since the Tiananmen protests in 1989. Then, Sue-Lin Wong takes us through what the protests say about President Xi Jinping's grip on the country. El iPhone 14 es caro, pero se demora. Hay que reconocer que es un teléfono líder en tecnología y que es carísimo. No es el único teléfono así de caro. También Samsung tiene unos modelos carísimos, también Xiaomi y casi todas las marcas tienen modelos así de caros, pero caros solo en dinero. Ahora resulta que el iPhone 14 no solamente es muy costoso en cuánto tienes que pagar, sino también en cuánto tienes que esperar. Los precios de los iPhone nuevos en Colombia estaban más altos de lo que ya son originalmente porque no se podían comprar en tiendas, solo "importar" al país por el “correo de las brujas”, es decir, traídos uno a uno por viajeros. Estaba prohibido promocionarlos y venderlos. Y ahora ya se permite. El Tribunal Superior de la División Civil del Distrito Judicial revocó una medida que prohibía la venta de iPhones y iPads de la marca Apple con tecnología 5G en Colombia. El Juzgado 43 del Circuito Judicial de Bogotá impuso la medida cautelar en julio de este año como resultado de una disputa legal entre la empresa estadounidense y Ericsson. A pocos meses de que a Apple se le prohibiera vender, comercializar y distribuir sus dispositivos con tecnología 5G en Colombia —tiempo durante el cual incluso lanzó el iPhone 14– el 16 de noviembre de 2022, el magistrado sustanciador, encargado de analizar, extractar, compendiar y estudiar los documentos que conforman el expediente administrativo, se pronunció a favor de Apple. La decisión ordena literalmente: “REVOCAR los autos de 28 de abril de 2022 adicionado mediante proveído de 16 de agosto de 2022 y 6 de julio de 2022 que se aclaró en virtud del proveído de 16 de agosto de 2022, pronunciados por el Juzgado 43 Civil del Circuito de Bogotá, en el asunto de la referencia, en su lugar, se NIEGAN las medidas extraprocesales solicitadas por Telegonktiebolaget LM Ericsson (Publ), conforme la parte motiva de esta providencia”. Apple Colombia S.A.S. comenzará a importar los iPhone 11, 12 y 13. Le ministère de la Santé a annoncé jeudi un nouveau record du nombre de personnes testées positives en 24 heures, à 31 444 cas locaux - dont 27 517 asymptomatiques. Des chiffres qui peuvent sembler peu élevés au regard des 1,4 milliards d'habitants que compte le pays mais qui suffisent pour que Pékin donne un tour de vis supplémentaire à sa politique zéro Covid, qui n'a jamais cessé d'être appliquée. Le gouvernement vient ainsi de décider de refermer une partie du pays, et notamment sa capitale. Sept mois après les Shanghaïens, c'est en effet au tour des 22 millions de Pékinois de vivre en quasi-confinement dans une ville où sont fermés les « magasins non essentiels », restaurants, salles de sports et sites touristiques. Les cours dans les écoles sont également arrêtés, les étudiants de province sont appelés à rentrer chez eux et les employeurs à mettre 95 % de leurs salariés en télétravail. Des dépistages quotidiens sont également demandés et les personnes testées positives emmenées – de gré ou de force – dans des centres de quarantaine. Tout cela crée un sentiment d'exaspération qui croit de jour en jour. A Canton et Chongqing où les habitants sont soumis à des confinements encore plus sévères, des mini-émeutes ont éclaté ces derniers jours. A Zhengzhou, dans la plus grande usine de fabrication d'iPhone au monde, des centaines de travailleurs ont manifesté leur colère contre leurs conditions de vie, alors que le site a été confiné le mois dernier après l'apparition d'un foyer de Covid-19. Foxconn, qui possède cette usine où travaillent 200 000 employés, a confirmé des « violences ». Des confinements à répétition qui entraînent aussi des conséquences lourdes pour la deuxième économie de la planète. Vu d'occident, l'usine du monde n'est plus considérée comme un fournisseur fiable alors que les délais de livraison s'allongent. Résultat : les investissements étrangers ont fondu. Et si ces derniers semaines ces mauvais chiffres avaient nourri les rumeurs d'un assouplissement de la politique sanitaire, ces espoirs viennent d'être douchés. Xi Jinping s'en tient de manière « indéfectible » à sa stratégie zéro Covid et pas seulement. Les dernières semaines ont vu le président chinois durcir ses positions à l'égard de Taïwan, à l'occasion du congrès du Parti communiste chinois puis du G20 qui s'est déroulé à Bali. De quoi inquiéter sur l'île où l'on affirme ne pas vouloir la guerre mais s'y préparer. Le ministre des Affaires étrangères taïwanais craint désormais que Xi Jinping envahisse l'île pour faire oublier ses déboires internes. Alors que se passe-t-il en Chine ? Beijing's Covid Zero strategy leads to weeks of unrest in the Zhengzhou facilities of Apple's main supplier, Foxconn. We talk to Natalie Jaresko, a former Ukrainian finance minister. The International Monetary Fund has urged China to boost its Covid-19 vaccination rates in hopes the authorities might soon rework their Covid Zero strategy. This comes as Beijing is struggling to maintain its policy of using mass testing and lockdowns to eliminate the virus. We hear from a local resident in the capital about growing discontent surrounding these restrictions. We also look at the reported clashes between police and workers at the largest iPhone factory in the world, in the Chinese city of Zhengzhou. Covid Zero policies have led to weeks of unrest in these facilities. Credit Suisse has warned it will lose around $1.6 billion in the fourth quarter after customers pulled their investments and deposits over concerns about the bank's financial health. Hoping to escape Covid restrictions, many of them walked miles along motorways to their hometowns, their journey captured by video and shared on social media in China and out. This episode is all about China's migrant working class – poorly paid and often poorly educated people from the countryside who go to cities like Zhengzhou for better lives. There are hundreds of millions of these so-called ‘internal migrants', making their story an important part to understand if you want to understand modern China. Even now, 'on average urban residents are making at least more than 2.5 times the income as the average rural resident', Professor Cindy Fan tells me on this episode. She's an expert on Chinese migration and population patterns at UCLA. Most commonly, migrants will send their earnings back to home villages and towns, where they have left behind family members. Often, children are being looked after by grandparents while the parents are earning away from home. Cindy and I discuss the role played by these migrants – often unwelcomed in the cities but vital for urban areas to develop, grow and function. We go deep into the hukou system – household registration – that gives urban residents rights and privileges that migrant workers cannot access, making them second class citizens. But ultimately, as the Chinese are wont to do, many migrant workers make the system work for them. They don't necessarily want to swallow urban life wholesale: 'Rural migrants are pretty smart... Yes they are victims… but at the same time, they are also weighing their options, they're also strategising. They're not just passive.'

La semana pasada en las instalaciones de Foxconn en Zhengzhou (provincia de Henan) se detectó un caso de covid. Las autoridades locales decretaron cuarentena, confinamiento y que se estableciese una burbuja en torno a la fábrica. La fábrica de Foxconn, uno de los principales proveedores de Apple que ensambla los nuevos iPhone 14, en aquella ciudad emplea a unas 300.000 personas, por lo que la producción se vio afectada en el acto creando un cuello inmediatamente en la cadena de suministro de unos terminales que acaban de salir al mercado. Los problemas en Henan son sólo un ejemplo más del precio que China está pagando para mantener su estrategia de cero covid, una estrategia que persigue erradicar la enfermedad y que para ello prevé confinamientos rápidos, testeo masivo de la población, cuarentenas obligatorias y, en ciertos casos, cierres temporales de empresas con el objetivo de detener la propagación del brote. En China llevan así casi tres años y la economía lo nota ya de forma muy intensa. Las exportaciones se han desplomado y las compañías internacionales están empezando a trasladarse a otros países de Asia para evitar problemas. Las exportaciones chinas disminuyeron un 0,3% el mes pasado en comparación con el año anterior, el peor dato desde principios de 2020, cuando acababa de comenzar la pandemia, se cerraron las fronteras y se recluyó a la gente en casa. Las exportaciones a EEUU han caído un 13% interanual en octubre y llevan ya tres meses descendiendo, las dirigidas hacia la Unión Europea han caído un 9%. Todo a pesar de que el coste del transporte se ha abaratado de forma drástica en el último trimestre. La crisis de los contenedores, que golpeó el mercado mundial durante el año pasado y parte de este, ha concluido ya. El precio de transportar un contenedor desde Asia a América ha bajado más de 80% con respecto a hace un año, un ajuste que se ha debido al enfriamiento general de la economía y a los problemas del mercado chino Pero la estrategia cero covid no está siendo lo único que saca a las empresas occidentales de China. El ambiente internacional está muy enrarecido y se desconfía del régimen de Xi Jinping. Las empresas estadounidenses y europeas están dejando de invertir en China para evitarse problemas. El país ya no es el paraíso para las grandes multinacionales que era hace sólo unos años. La guerra arancelaria primero, el covid después y, por último, los persistentes problemas geopolíticos están llevando a muchas compañías a buscar nuevos puertos en el sudeste asiático para producir y exportar. Los favoritos por las corporaciones son la India y Vietnam, dos países en los que abunda la mano de obra cualificada, existe cierta seguridad jurídica y se encuentran en pleno proceso de expansión económica, similar al que emprendió China hace unos años. En algunos casos las empresas se plantean incluso sacar las fábricas de extremo oriente y llevárselas a países cercanos a sus principales mercados como México o Europa del este. El proceso no ha hecho más que empezar, pero, de consolidarse, tendrá un impacto decisivo en la cadena de suministro global y en regímenes como el chino, cuya fortaleza proviene de su papel como fábrica del mundo que ha desempeñado en las tres últimas décadas. La cuestión es saber hacia dónde se irán todas esas fábricas.
