The state of public services is a pressing issue both in the UK and globally. News headlines are frequently dominated by stories of chronic failures and acute crises. In response, politicians often propose solutions involving more targets, tighter rules, and increased oversight. When confronted with challenges, their instinct is often to exert more control.A new book challenges this approach, suggesting that such responses may (at least in some cases) be counterproductive. It argues that bureaucrats can often perform at their best when they are trusted with greater autonomy, encouraged to develop and apply their own expertise, and supported in collaborating with colleagues toward a shared mission. Despite this, the book acknowledges that managing for empowerment comes with significant challenges. The book, Mission Driven Bureaucrats, is written by Dr. Dan Honig, Associate Professor of Public Policy in the UCL Department of Political Science and School of Public Policy, who joins us on the podcast today. Mentioned in this episode:Mission Driven Bureaucrats. Empowering People To Help Government Do Better, by Dan honig UCL's Department of Political Science and School of Public Policy offers a uniquely stimulating environment for the study of all fields of politics, including international relations, political theory, human rights, public policy-making and administration. The Department is recognised for its world-class research and policy impact, ranking among the top departments in the UK on both the 2021 Research Excellence Framework and the latest Guardian rankings.

Most of the time, the manager of a team can influence or remove the reasons that stop staff performing.Learn different ways to reduce or remove the blockers to employee performance to reduce underperforming employees in your team. --- --- The 4 main reasons why employees under perform are:1.     A lack of direction and expectations2.     Too few resources to do a good enough job3.     Lack of skills4.     The will is missing A lack of direction or far more common – confusion about direction is a classic example of what stops employees performing. When everyone is working in different directions, there will be conflicts and actions helping one employee but detrimental to others. Employees working in slightly different directions reduces co-ordination and with it, team performance. Every employee has to deal with less resources than ideal. Business resources are always going to be constrained. Real problems occur when individuals and teams start hoarding resources which definitely stops staff performing at work.Another key to managing underperformance is to ensure that the staff have the skills they need to do a good enough job. A lack of skills, knowledge and help is among the top factors that stop employees performing. Employees might get the work done but miss deadlines, work slowly or produce lower quality than is needed. All contribute to poor performance. How to manage underperforming employees must address expectations, resources and skills. Cover all these areas and you have removed a ton of excuses that poor performers hide behind. Lastly, a lack of will also stop employees performing. There can be so many reasons for a lack of motivation. They might have character flaws, have difficulties at home, or feel they have been unfairly treated at work. Find out what the issues are and you have a reasonable chance of resolving them. If you care about improving team performance, you must address all the reasons that stop staff performing. Which leadership traits are ideal and who decides? How important are confidence and assertiveness versus interpersonal sensitivity and empathy? Are we better off with the relaxed, caring, leader who strives to “do it harmoniously,” or the motivated, inspirational leader who strives to “do it together”? The logical, cautious leader who strives to “do it right,” or the determined, competitive leader who strives to “do it now”? Which traits are associated with positive outcomes, and which are associated with negative outcomes? Emerging research is showing that it is time to reexamine a broken system that constantly praises traits that can lead to dark leadership,  exploitativeness, and abuse of power. Can you, as a supervisor, remain friends with colleagues once you have become their boss?  This is an especially critical question when it comes time to promote someone, and you promote your ‘friend'. -Are performance reviews good or bad? Are they useful tools for supervisors and managers? -Is it ethical to use a personal relationship to get promoted in the workplace?      Is it ethical to treat each worker differently instead of having the same rules for everyone? (i.e., working from home)?   This Question of Ethics Conversation looks at how technology plays a role in workplace culture for court users, for one's co-workers, and on a court's institutional knowledge.   Today's Moderator Samantha Wallis: Deputy Trial Court Administrator, Supreme Court, Coeur d'Alene, Idaho Today's Panelists Lizzie Alipaz:  Court Administrator for the Municipal Court in the town of Tinmath, Colorado Peter Kiefer: Retired Court Professional Norman Meyer:  Retried Clerk for the U.S. Bankruptcy Court for the District of New Mexico Erika Schmid: Supervisor for the Multnomah County Circuit Court, 4th Judicial District, Portland, Oregon Karl Thoennes: Court Administrator, 2nd Judicial Circuit, Sioux Falls, South Dakota Creadell Webb: Chief Diversity, Equity, and Inclusion Officer; First Judicial District, Philadelphia, Pennsylvania

Jason Lauritsen on Employee Performance: What you've experienced is a production style of management that was born out of the Industrial Revolution in an era where we were taking people off the farm, putting them in factories to basically do jobs that were better suited for machines, but we didn't have the technology to build those machines yet. So we had to get people to behave like those machines. We're still stuck where we think of people and treat people like machines to be optimized, to be tweaked. The problem is, that doesn't work for human performance. Managers aren't managing machines. They are managing these growing, developing, imperfect human beings who have needs and are facing obstacles and really want to be successful. And if they're not, then that means there's something going on that you need to solve for them or help them with. And when you get that shift made, things start to change. "Your job should be to want to help them find out what the problem is. If they are unhappy, try to figure out why so we can all work on it and you can work on it." - Lee Cockerell During my days at Hilton, I found myself tangled in a web of union operations and non-performing employees. It was deeply frustrating at times. I found myself constantly questioning how to handle these situations. Then I realized, the solution was simpler than I initially thought - consistency. I began documenting every single instance of underperformance, putting it into writing, and having it signed as proof. With enough documentation, I was able to convince the union to back off. This wasn't because I wanted to win over them, but because I genuinely wanted these employees to succeed. Fast-forward to my second stint at Disney, I encountered a similar situation. However, this time, I decided to take a different approach. Instead of focusing solely on their non-performance, I dove deeper into the root causes. I initiated sincere, heart-to-heart discussions with the employees. I discovered that some of them were facing personal problems, while others just weren't happy with their jobs.  This approach not only helped improve their performance but also established a stronger bond between us. It made me realize that sometimes, all it takes is a little understanding and compassion to transform a non-performing employee into a valuable team player. If you're dealing with a non-performing worker: Document their performance issues and follow your company's policy for addressing the problem. Consult with HR and the company lawyer if necessary. Consider having a sincere heart-to-heart discussion with the non-performing employee to understand the root cause of their performance issues and offer support or suggest alternative roles within the organization. If the performance issues persist and the employee is not receptive to improvement, be prepared to either continue supporting them or terminate their employment. Remember that as a leader, it is your responsibility to address performance issues and help employees succeed. Approach the situation with sincerity and a desire to find a solution. If you feel like you need a break in order to clear your mind and be better prepared for the hard conversations then I recommend a vacation.
