From the introduction of North Korean troops into the war in Ukraine to a budding friendship with Elon Musk, Putin continues to make strange headlines. The real question is whether Putin actually knows what he's doing or if he, as a wannabe 21st century Russian Tsar, is subject to the same seemingly inevitable historical forces as the Tsars of yesteryear. As both a seasoned Putin watcher and the author of many books about Russia, Mark Galeotti is as well positioned as anyone to determined if Putin is a prisoner or a master of history. Churchill famously described Russia as "a riddle, wrapped in a mystery, inside an enigma." In his new book, Forged in War: A Military History of Russia from its Beginnings to Today, however, Galeotti unwraps this mystery by seeing Russia as an eternal prisoner of its geo-strategic vulnerabilities and thus, like Putin, always insecure, land-hungry and bellicose. Professor Mark Galeotti is one of the foremost Russia-watchers today, who used to travel there regularly to teach, lecture, talk to his contacts, and generally watch the unfolding story of the Putin era, until the Kremlin banned him indefinitely in 2022. Based in the UK, he is an Honorary Professor at UCL and heads the consultancy Mayak Intelligence. In these circumstances, it is all the more important to try and understand not just how we got here, but the potential pathways to a more productive future for both Russia and its relations with the rest of the world. Mark Galeotti discusses Russian perceptions of war and conflict. The differences between what is considered "war" vs "conflict" and how this changes between the military and civilian security establishments. In addition, the war in Ukraine is discussed. Discussion of Russian notions of future warfare tend, for understandable reasons, to focus on the debates within the military, which are then embodied in doctrine, tactics and procurement decisions. These debates are important, but also much more accessible, given the degree to which they are played out and arbitrated within the military press. However, there is an intertwined, if much less accessible debate within the civilian national security establishment – notably the intelligence services and the Security Council secretariat – which is at least of equal importance. While informed by the defence establishment's debate and sharing many of its assumptions, it is different, not least in its greater willingness to think in terms of open-ended and non-military conflicts, in which over warfighting may play a limited, episodic or essentially theatrical role. In this presentation, Dr Galeotti will address both sets of perceptions and consider the practical and political implications of this divide within Kremlin thinking on warfare. In light of current events, the original planned lecture was amended to include coverage of the ongoing war in Ukraine, Russian thinking about it, and potential outcomes. Dr Mark Galeotti is CEO of the consultancy Mayak Intelligence as well as an Honorary Professor at University College London School of Slavonic and East European Studies. He is also a senior research associate with RUSI, the Council on Geostrategy and the Institute of International Relations Prague. A widely published specialist on Russian security issues, Dr Galeotti has taught, researched, and written in the United Kingdom, the United States, Russia, the Czech Republic and Italy. Educated at Cambridge University and the London School of Economics, he has been a senior research fellow at the FCO, head of the history department at Keele University, professor of global affairs at New York University, head of the IIR Prague's Centre for European Security, and a visiting faculty member at Rutgers-Newark (USA), MGIMO (Russia), and Charles University (Czech Republic). As tensions continue to rage between Russia and the West over its build-up on the Ukrainian border, Departures turns to expert Mark Galeotti for his analysis on the situation and a discussion of his brand new book, "The Weaponisation of Everything: A Field Guide to the New Way of War." Galeotti, who has spent years researching and writing about Russian organized crime and the security state, argues that despite the buildup of a traditional military conflict potentially in Ukraine, overall the world is seeing the practice of warfare change. Shooting wars are much too costly, from both an economic and social aspect, and hybrid warfare, disinformation, hacking, assassinations, sanctions, cultural exchanges, and even business and financial press provide a whole new series of battlefronts where rivals may clash. Galeotti and Amsterdam talk about the limits of sanctions, and why in many cases they don't work against larger nations like Russia. Although politically palatable, making the appearance of action at little cost to the policymaker, it sidesteps issues which are much more important.
Russia's Foreign Ministry on Sunday rejected a British claim that the Kremlin is seeking to replace Ukraine's government with a pro-Moscow administration, and that former Ukrainian lawmaker Yevheniy Murayev is a potential candidate.Britain's Foreign Office on Saturday also named several other Ukrainian politicians it said had links with Russian intelligence services, along with Murayev who is the leader of a small party that has no seats in parliament.Those politicians include Mykola Azarov, a former prime minister under Viktor Yanukovych, the Ukrainian president ousted in a 2014 uprising, and Yanukovych's former chief of staff, Andriy Kluyev."Some of these have contact with Russian intelligence officers currently involved in the planning for an attack on Ukraine," the Foreign Office said.Murayev told The Associated Press via Skype that the British claim "looks ridiculous and funny" and that he has been denied entry to Russia since 2018 on the grounds of being a threat to Russian security. He said that sanction was imposed in the wake of a conflict with Viktor Medvedchuk, Ukraine's most prominent pro-Russia politician and a friend of Russian President Vladimir Putin.Murayev's Nashi party — whose name echoes the former Russian youth movement that supported Putin — is regarded as sympathetic to Russia, but Murayev on Sunday pushed back on characterizing it as pro-Russia."The time of pro-Western and pro-Russian politicians in Ukraine is gone forever," he said in a Facebook post."Everything that does not support the pro-Western path of development of Ukraine is automatically pro-Russian," Murayev told The AP.He also said he supports Ukraine having neutral status and believes that "striving for NATO is tantamount to continuing the war." Ukrainian forces and Russia-backed separatists have been fighting in the country's east since 2014, a conflict that has killed more than 14,000.Ukrainian political analyst Volodymyr Fesenko described Murayev as a significant figure in Ukraine's pro-Russia camp, but added: "Murayev is a second-place player. I don't think Murayev has direct connections in the Kremlin."The U.K. government made the claim based on an intelligence assessment, without providing evidence to back it up. It comes amid high tensions between Moscow and the West over Russia's designs on Ukraine and each side's increasing accusations that the other is planning provocations."The disinformation spread by the British Foreign Office is more evidence that it is the NATO countries, led by the Anglo-Saxons, who are escalating tensions around Ukraine," Russian Foreign Ministry spokeswoman Maria Zakharova said on the Telegram messaging app Sunday. In an attempt to prop up a wobbly client regime, the Soviets sparked a transnational jihad, inflamed Cold War tensions, and hastened the downfall of their own empire. Often referred to as “Russia's Vietnam”, the Soviet-Afghan War is an overlooked, deeply misunderstood, and immensely important conflict. Dr Mark Galeotti joins Last Week on Earth for a conversation on Russia. Galeotti, Director of the consultancy firm Mayak Intelligence, Honorary Professor at UCL School of Slavonic & East European Studies and Senior Associate Fellow at RUSI, has spent the last 40 years researching Russian history and security issues. In the episode, he gives an introduction his latest book A Short History of Russia while sharing some short anecdotes from Russia's history, specifically about the character that is Peter the Great.Galeotti tells the history of modernisation in Russia and how different rulers have approached the subject, with occasional bloody despotism. Today in Putin's Russia, modernisation has partly advanced through technical solutions, but they are still lacking in rule of law and corruption. However, Galeotti describes how there might soon be an advancement of rule of law by the kleptocratic elite. These corrupted leaders, who have stolen from the public good, will soon get the incentive to create rule of law to protect their stolen plunder and support the transfer of wealth to the new generation. There are many misconceptions about Russia, one of them being that the West assumes that Russia always, cunningly, has a plan. Like any other state, Russia is a diverse and opportunistic country, that is not as centrally controlled country as many people may think. They want to be perceived as strong and powerful, and they thus act accordingly, regardless of their actual geopolitical status. When looking at Russia, there is a consistent focus on Putin, who, on one hand is a powerful actor but far from the only one. Russia's administration is complex one with many important characters who often tend to get overlooked.The discussion continues by addressing the new Biden administration, the recent summits and what the newly elected American president would like to see from Russia. With Galeotti as our guide, we delve into the colorful world of the vory v zakone or “thieves of the code,” with their flamboyant nicknames, esoteric rituals, and vibrant body tattoos, which Galeotti explains are very much a gangster’s CV. The goal is not necessarily to take and hold territory but to expand Russia’s sphere of influence and achieve political goals. This is hybrid warfare, or gibridnaya voina, the much hyped and discussed way of war. But, as intelligence expert Mark Galeotti tells us on this week’s War College, Moscow’s conception of hybrid war isn’t new - it’s a reaction to and an Eastern adaptation of American military strategy during the Cold War.
