Recent changes to payroll tax laws have brought increased scrutiny to medical practices, especially regarding payments to contractor GPs. Historically, many practices assumed exemptions due to their structure. However, judicial rulings, like the Optical Superstore case, and a stricter Victorian State Revenue Office (SRO) interpretation have clarified and enforced obligations. Victoria announced temporary relief for retrospective liabilities and partial exemptions for fully bulk-billed services starting 1 July 2025. Practices now face challenges navigating these rules, especially for non-bulk-billed services. The AMA Victoria has been advocating for clarity and fairness, but practices must act quickly, seek professional advice, and prepare for these changes. Nadav Tamir is the Executive Director of J Street Israel and an Advisor for International and Governmental Affairs at the Peres Center for Peace and Innovation. Nadav served as the Senior Policy Adviser to the President of Israel during the last 3 years of the presidency of Shimon Peres. Nadav returned to Israel in 2010 after serving as the Consul General of Israel to New England at the Consulate General of Israel in Boston for four years. He then served at the Policy Planning unit of the Israeli Ministry of Foreign Affairs until July 2011 when he joined the President's Office. Nadav joined the Ministry of Foreign Affairs in 1993 and the following year began to serve as the Policy Assistant to the Foreign Minister. Nadav had the privilege to serve as a policy assistant under three Foreign Ministers – Shimon Peres, Ehud Barak, and David Levy. He was then promoted to the position of Political Officer at the Israeli Embassy in Washington, D.C. in 1997. In 2001, Nadav was granted the position of Advisor to the Director General at the Ministry of Foreign Affairs in Jerusalem. Nadav was the chairperson of the Wexner – Israel Alumni Association. He was chosen as a Wexner Israel Fellow and earned his Master's in Public Administration from the Kennedy School of Government at Harvard University in 2004. Nadav is on the steering committee of the Geneva Initiative and on the board of the Mitvim think tank for regional foreign policy. Prior to joining the Ministry, Nadav served as a security officer at the Residence of the President of the State of Israel, while simultaneously earning his B.A. in Philosophy and Political Science from the Hebrew University of Jerusalem, from which he graduated Magna Cum Laude. Nadav was born and raised on Kibbutz Manara in northern Israel. He began his career in public service in 1980 in the IDF, where he eventually served as a company commander and retired with the rank of Major. He is married to Dr. Ronit Tamir, a dance educator, and is the father of Maya, Ido, and Naama.

Ben and Richard are joined by Stuart Adam, a senior economist at the Institute for Fiscal Studies, who believes that measures introduced by former Chancellor George Osborne are harming tenants by forcing rents up. He says that in his opinion the Government should restore the deduction for finance costs in full (mortgage interest relief) and get rid of the additional dwelling supplement in stamp duty, changing the existing tax system to make it fairer for landlords.   With XL Bully attacks and the new Government ban making the headlines in recent months, Samuel Blackhurst from the NRLA's Landlord Support Team talks about some of the calls the association has received on the issue. And later in the show we are joined by former landlord and letting agent Claire Empson, who has sold her rental properties to invest in a holiday let, and Avril Roberts, Senior Policy Adviser from the Country Land and Business Association. Avril says more and more members, many of whom operate in the agricultural sector, are diversifying into holiday lets to mitigate the impact of Brexit, which has seen them lose important farming subsidies. Software liability has been dubbed the “third rail of cybersecurity policy.” But the Biden administration's National Cybersecurity Strategy directly takes it on, seeking to shift liability onto those who should be taking reasonable precautions to secure their software. What should a software liability regime look like? Jim Dempsey, a Senior Policy Adviser at the Stanford Cyber Policy Center, recently published a paper as part of Lawfare's Security by Design project entitled “Standards for Software Liability: Focus on the Product for Liability, Focus on the Process for Safe Harbor,” where he offers a proposal for a software liability regime. Lawfare Senior Editor Stephanie Pell sat down with Jim to discuss his proposal. He previously served as Commissioner of New York City's Department of Correction​, and before that Columbia University, where he served as Senior Research Scientist at the Columbia School of Social Work and co-Director of the Columbia Justice Lab. While Commissioner of New York City's Department of Correction, he attempted to close Riker's Island and end the practice of solitary confinement. He also served as director of juvenile corrections in Washington DC, as Commissioner of the New York City Department of Probation, and as Senior Policy Adviser to the NYC Mayor's Office of Criminal Justice. The results can be really powerful both with my friends and my work colleagues. I don't really sign up to work/life balance anymore. If you're super stressed at home or work it doesn't magically disappear. How many times have you gone on holiday feeling stressed, or you're at work thinking about personal issues or staying late and that having knock-on effects into your relationships? Genuinely, because I'm more chilled out about life these days – not that I'm perfect – it's a lot easier to work with people. It's all about the mental load. A lot of diversity books are very academic or about personal development, I saw there was something in between. The idea of my book is to make an accessible way of understanding diversity where I thow in my own personal experiences and interpretations of some of the terminology, like ‘equity' or ‘in-group' and ‘out-group', without making it too dense. I brought in a coaching approach of creating an uncomplicated CUBE model (Culture, Upbringing, Bias, and lived Experience) which basically asks: What is your culture, upbringing, bias and lived experience? It's a self-enquiry way to understand diversity for yourself. BEST MOMENTS ‘There's a lot of pressure and stress and I think that's holding people back by creating burnout, which is not a fun place to be. I got burned out after working on Brexit.'‘There is more to the world than just our bubble.'‘The way that you do anything is the way that you do everything.'‘Business is a state of mind, not necessarily about all the work we do.' “From a very young age, I wanted to be a lawyer,” says Paula Chin. “But I completely flunked my A-levels.” So, she followed her heart and did French at university, which eventually led to her first job in packaging. Her advice to anyone who is not sure exactly which career path to follow? “Just do the subjects that you love.” It appears to be sound advice, as Paula's career has seen her work for Sainsbury's, M&S, Pret A Manger, and now the World Wildlife Fund. She has worked in packaging for years and her current job title at WWF is Senior Policy Advisor on Consumption. Paula's expertise in food packaging has proved invaluable in her current role, which involves researching, collecting evidence, and putting forward arguments to persuade authorities to design policies to the benefit of the natural environment. “There's always reading to be done,” she tells Elisa Roche in this episode of the Career Conversations podcast series. “You have to keep abreast of studies, reports and information that is coming out from across the world.” She says she maintains close links with former colleagues in the food industry, which helps her understand how they are thinking and feeling about specific issues, and then she works with them to perhaps persuade them towards a different view, if needed. Paula says her interest in sustainability really kicked in when she worked at Sainsbury's: “It was instrumental in shaping my thoughts about sustainability and presented me with the opportunity to work on projects that were sustainability-related.” Now she works for an organisation that has offices all around the world. Most pig farmers are already aware of the biosecurity measures they need to take to reduce the risk of disease outbreaks, such as ASF. So, what are the threats and what can we all do to keep ASF out of the UK? ASF is well-established in parts of Europe, Russia and China, with a reservoir of infection in the wild boar population. The recent announcement of ASF in a pig dense area of Germany, close to the Netherlands border, shows that the risk through human-mediated spread is high. In Geneva, complex negotiations are underway to decide if a treaty is needed to control, or even ban, lethal autonomous weapons – or killer robots. Imogen Foulkes talks to experts, lawyers, and campaigners."It's about the risk of leaving life and death decisions to a machine process. An algorithm shouldn't decide who lives or dies," says Neil Davison, Senior Policy Adviser at the International Committee of the Red Cross. "Do you hold the commander responsible, who activated the weapons system?" asks Mary Wareham of Human Rights Watch. "What if a weapon is used and developed without meaningful human control, what are the consequences of it? How do you ascribe responsibility?" ponders Paola Gaeta, an international law expert at Geneva's Graduate Institute."If we don't have a treaty within two years we will be too late. Technology is progressing at a much faster pace than diplomacy is doing, and I fear the worst," warns Frank Slijper of Pax, a Dutch peace organization.

In another special Rural Matters Bonus Brief, Michelle meets with White House Senior Policy Adviser for COVID-19 Equity Dr. Cameron Webb to discuss how COVID-19 and the Delta variant continues to challenge rural America.  “We've got so many states now with surges and cases, and it tends to track pretty closely to the vaccine rates in states... It is because this Delta variant is really less forgiving... if you are not vaccinated, you are not protected,” said Webb. They also discuss how staffing shortages effect the number of beds available in rural hospitals.  As a result of less elective surgeries during the pandemic, rural hospitals have been hit extra hard.  This has resulted in hospitals being forced to cut staffing, leaving some rural residents with less-than-ideal care available to them.  Dr. Webb talks on his belief that the recent FDA approval of the Pfizer MRNA COVID-19 vaccine will help ease the minds of some remaining individuals that haven't received the shot yet.  Michelle brings up the misinformation involving vaccines and COVID-19 treatments, and what messengers of information should be trusted.  Dr. Webb suggests trusting local health providers, and the CDC for guidance.  Lastly, they discuss how the Delta variant impacts children.  “...more kids are being hospitalized... Today we're talking to California's Senior Policy Adviser Dr. Lande Ajose. She works with the Governor of California to see what they can do to shape the higher education system in their state. Since she represents higher education as a whole she works hard to get colleges to view themselves as pieces of a puzzle. California is often known for its Master Plan for Higher Education. The problem with this plan is it doesn't include how to finance. California has recently created the Recovery With Equity Task Force to fill this role. Together with college leaders and government officials, they ask the tough questions. Dr. Ajose says they are currently thinking about things like capacity, innovation, and equity. At the start of the pandemic higher education was working more as a triage, but they still needed to plan for the future when we recover. The Equity Task Force met for six months and even included individuals from other states to get other perspectives. Together they discussed the questions they need to ask themselves to position students for ten or twenty years out. And to end it off I chat with Tranquille Farm Fresh about a new feature show they have coming. The Cooney Papers is set to debut on October 19th.

Pam MacPherson’s involvement with end-of-life care and advocacy bean in 1964 when she graduated from the Jeanne Mance School of Nursing. Pam later received training as a hospice volunteer and served as Hospice Volunteer Coordinator for the Visiting Nurse Association of Chittenden and Grand Isle County (VNA) from 1988 to 2004, a position to which she brought passion and dedication. After retirement, Pam had more time and energy to give to community resources dealing with quality end-of-life care. Pam has been a hospice volunteer for over thirty years as well as well as a volunteer at the UVM Medical Center in their No One Dies Alone program. She became a vigil volunteer; sitting with those facing end of life alone.It was during and after these vigils visits, Pam hand wrote about her experiences. She wrote each poem in private journals, describing it as “my safe place for processing; my haven for unfiltered, unedited writing.” Her book of poems will touch a part of your heart, and inspire you to live boldly, love unconditionally and embrace those living while dying. Event recording from 28/06/2017 THE POLITICS OF FORCE IN THE DEMOCRATIC REPUBLIC OF THE CONGO: A CLOSER LOOK AT THE UN'S STRATEGIES FOR NEUTRALIZING ARMED GROUPS Speaker: Adam Day, Senior Researcher at the UN University and formerly Senior Political Advisor with MONUSCO in the Democratic Republic of Congo This talk examined the current security dynamics in eastern DRC, looking in particular at the armed groups which are the priority targets for MONUSCO’s neutralization mandate. Based on his recent experience as the Senior Political Adviser to MONUSCO, Adam Day described the strategies MONUSCO is implementing to address the threats posed by these armed groups, some of the unintended consequences of the use of force, and implications for the UN’s broader mandates to protect civilians and stabilize conflict-affected areas. Biography: Adam Day joined as Senior Policy Adviser in the UNU Centre for Policy Research in January 2017. Prior to UNU, he served for a decade in the UN, focused on peace operations, political engagement in conflict settings, mediation and protection of civilians. He served as Senior Political Adviser to MONUSCO (DRC), in the UN Special Coordinator’s Office for Lebanon, in the front offices of both UNMIS (Khartoum) and UNAMID (Darfur), and was a political officer in both the Department of Political Affairs and the Department of Peacekeeping Operations in New York. Prior to the UN, Mr Day worked in Human Rights Watch’s Justice Program, for the Open Society Justice Initiative in Cambodia, and supported the International Criminal Tribunal for the former Yugoslavia. An attorney and former member of the New York Bar Association, Mr Day was an international litigator in New York, where he also worked pro bono for the Center for Constitutional Rights on behalf of Guantanamo detainees in their suits against former US officials for torture.

Listen NowThis past July 13th the White House convened its sixth Conference on Aging.   The meeting's purpose is to identify elder care needs over the next 10 years.  More specifically the meeting is, or is typically, held to discuss improvements to the Older Americans Act (OAA).  The OAA was  signed into law in 1965 by President Johnson and has historically enjoyed Congressional support having been amended over ten times.   This Conference, the 6th, however was held despite the fact the Congress has failed to reauthorize the OAA over the past four years.  The OAA expired in 2011 though the Congress has appropriated funding since then to continue to fund OAA programming.   Among other purposes the OAA established the federal Administration on Aging and provides moneys to state agencies on aging that in turn fund health care services including nutritional programming, social service support programs (termed Long Term Services and Supports) and employment and legal protection programs.  During this 21 minute discussion  Ms. Montgomery discusses what issues President Obama discussed during the meeting, other or additional meeting discussion topics, what was not or insufficiently discussed, the future/near future health and social service support needs for this country's rapidly growing senior (and frail elderly) population (10,000 Americans age into Medicare every day) and what are the prospects for Congressional renewal (with adequate funding) of the OAA this fall or going into the 2nd session of Congress in 2016.    Anne Montgomery is a Senior Policy Analyst at Altarum Institute's Center for Elder Care and Advanced Illness and is a Visiting Scholar at the National Academy of Social Insurance.  From 2007 to 2013, Ms. Montgomery served as Senior Policy Adviser for the U.S. Senate Special Committee on Aging.  She has also served as a Senior Health Policy Associate with the Alliance for Health Reform in Washington, as a Senior Analyst in public health at the U.S. Government Accountability Office and as a Legislative Aide for the House Ways & Means Health Subcommittee.   As an Atlantic Fellow in Public Policy based London in the early 2001-2002, Ms. Montgomery undertook comparative policy analysis of the role of family caregivers in the development of long-term care in the United Kingdom and the United States.  During the 1990s, she worked as a health and science journalist covering the National Institutes of Health and Congress.  Ms. Montgomery earned her MS at Columbia and her BA  at the University of Virginia.For information about the Altarum's Center for Elder Care and Advanced Illness go to: http://altarum.org/research-centers/center-for-elder-care-and-advanced-illness This is a public episode. In this talk, Duncan Green asks what would we do differently, if we acknowledge and try to adapt to the messiness of reality. Dr Duncan Green is Senior Strategic Adviser at Oxfam GB, Honorary Professor of International Development at Cardiff University and a Visiting Fellow at the Institute for Development Studies. He was previously a Visiting Fellow at Notre Dame University, a Senior Policy Adviser on Trade and Development at the United Kingdom’s Department for International Development (DFID), a Policy Analyst on trade and globalisation at the Catholic Agency for Overseas Development (CAFOD) and Head of Research and Engagement at the Just Pensions project on socially responsible investment. He is author of From Poverty to Power: How Active Citizens and Effective States can Change the World (Oxfam International, June 2008) and has written several books on Latin America including Silent Revolution: The Rise and Crisis of Market Economics in Latin America (2003), Faces of Latin America (2006) and Hidden Lives: Voices of Children in Latin America and the Caribbean (1998). In this podcast we discuss the impact of increasing numbers of migrant workers on the UK workforce and in particular the effect that this is having on young people as they seek employment. We speak to Gerwyn Davies, Public Policy Adviser at the CIPD, who sets the scene for the numbers of migrant workers compared to 10 years ago. We discuss the rising number of skilled EU workers entering the UK workforce and the impact on the UK employment rate. We also speak to Alex Gennie, Senior Research Fellow, IPPR (Institute for Public Policy Research) and Sinead Lawrence, Senior Policy Adviser, CBI (Confederation of British Industry) about how the employment landscape is changing in general and why it is important to consider the impact of EU migrant workers as part of this changing landscape. We go on to discuss what EU migrants bring to the workforce in terms of skills and values and the effect this is having on young people in particular.
