More licencing, Higher Fees + Increasing pressure on Landlords

Rob talks about the recent proposal by Leeds City Council to implement the highest licensing fee for landlords in the UK, set at £1,225, which represents a 45% increase from the current rate, raising concerns about selective licensing schemes, arguing that these initiatives are primarily cash-generating measures rather than genuine efforts to improve housing standards.  KEY TAKEAWAYS Leeds City Council has proposed raising the licensing fee for landlords to £1,225, marking a 45% increase from the current fee, which is the highest in the UK. The increase in licensing fees is likely to be passed on to tenants through higher rents, potentially leading to an inflationary spiral that negatively affects those the licensing is intended to protect. Councils often justify selective licensing by claiming it aims to improve housing standards and protect tenants, but there are doubts about its effectiveness, especially in areas with poor housing conditions. The implementation of selective licensing schemes incurs additional administrative costs for councils, which may further complicate the financial burden on landlords and, consequently, tenants. BEST MOMENTS "Leeds City Council has proposed charging the highest fee in the country... £1,225 to have a license to operate a buy-to-let property." "The very thing that selective licensing schemes are trying to protect... the tenants are going to become the most worse off out of this because the fees will get passed on to them." "It's not necessarily the implementation of the licensing. It's almost the lying about it and saying, well, this is what it's for, when really it's got nothing to do with that." "The revenue from the scheme is to allow the local authorities to increase enforcement and improve standards... raising doubts about the direct impact of licensing on housing standards." Having thousands of photos, songs and films available at our fingertips would have seemed amazing just a few decades ago, but how long will these files last for and be available? Could the digitalisation of cultural artefacts now be putting a time limit on our memories? The materials that phones and computers are made of can decay over time, impacting the data that they store. Images can still be seen in faded photographs, but when digital data degrades, it can quickly make it impossible to even open a file. Also, as formats and devices become obsolete, it may become impossible to read files from previous decades. Storing information in the cloud can also present problems. Large companies can still lose data. In 2019, social media platform MySpace admitted losing more than 12 years' worth of users' music uploads. The widespread use of streaming services for music, TV and film means that people no longer own the content that they watch and listen to, they just pay for the right to access it. If streaming companies decide to remove content, or go out of business, users will lose access. Licencing rather than buying content is an example of how our behaviour towards digital content has changed. Another example is that we take far more pictures than people did in the past. This means that, added to the challenge of keeping our data safe, people have to consider what to preserve and what can be discarded. So, what can we do? Technology writer Jack Schofield said that "data doesn't really exist unless you have at least two copies of it", so it's important that we keep backup copies of what is important to us – probably more than one. Academic Paul Royster suggests that we should all take time to consider what content we personally believe is worth saving. Perhaps the answer is just to avoid digital altogether. Science and Technology writer Chris Baranaiuk calls for a cultural movement towards buying analogue copies of cultural content. 词汇表digitalisation 数字化artefact 人工制品material 材料decay 腐蚀data 数据faded 褪色的degrade 降质format (计算机信息的)格式obsolete 淘汰的,过时的the cloud (网络)云upload 上传的信息streaming service 流媒体服务,在线收听或收看内容的服务content 内容go out of business 倒闭licence 授予preserve 保存,保留discard 扔掉backup copy 备份,备用副本analogue (相对数字而言)实体的

Some farmers who already rely on state benefits are being told they need to look for paid work and ditch their farm businesses if they want to continue receiving those benefits. It's happening because of changes in the way welfare is delivered, so farmers on Tax Credits are now being switched to Universal Credit. But eligibility for Universal Credit is calculated using monthly income and expenditure, which doesn't sit well with very seasonal farm businesses. The Wildlife and Muirburn Bill has passed through the Scottish Parliament and brings in the licensing of grouse shoots, banning animal snares and changing the rules on the burning of heather. For the RSPB it's game changing legislation, for gamekeepers a disproportionate response. And how sustainable is our scampi? The UK gets through around £68 million worth of scampi a year. But a conservation group says the current drive to make fishing for langoustine more environmentally friendly has failed.Presented by Charlotte Smith Produced for BBC Audio in Bristol by Heather Simons

Highlights ·   On 23 June 2022 ANCAP, the Uruguayan state-owned petroleum company, advised publicly that three offshore blocks in Uruguay have been licenced following bids received in the most recent ANCAP 2022 Open Bidding Round. ·   Two blocks have been awarded to Shell - the shallow offshore block immediately adjacent to Challenger's OFF-1 block (AREA OFF-2), and one deep-water block (AREA OFF-7). ANCAP has reported that the work Shell committed to undertake in relation to these blocks in the initial 4-year exploration period includes the acquisition of new 3D seismic. ·   One deep-water block (AREA OFF-6) has been awarded to APA Corporation (formerly Apache). ANCAP has reported that the work APA Corporation committed to undertake in relation to this block in the initial 4-year exploration period includes the drilling of an exploration well. ·   The award of these three blocks is in addition to the OFF-1 block previously awarded to Challenger. Of the three new blocks awarded, the OFF-2 block, which is directly adjacent to Challenger's OFF-1 block, was the only block which received competing bids, with both Shell and APA Corporation having submitted proposals. ·   The aggregate value of work committed across blocks OFF-2, OFF-6 and OFF-7 by Shell and APA Corporation in the next 4 years, in respect of both technical and exploration activities including well drilling by APA Corporation, is stated by ANCAP to be approximately US$200 million. On this week's Squawk 7000, from 20th June 2022, any pilot who resides in the EU must hold an EASA Part FCL licence when flying any aircraft other than those defined in Annex I of the EU Basic Regulation. I'm joined by Mark Dwyer of Flying in Ireland on this episode as we explore some of the changes and give you insights into the relevant legislation. Pilots holding a pilot licence and associated medical certificate issued by a third country (non-EU country) involved in the non-commercial (VFR, private, etc.) operation of aircraft registered in Ireland are currently permitted to fly in Ireland without any further formality. The same holds true while flying aircraft registered in non-EU countries where that country permits it e.g. FAA allow holders of a foreign licence to fly privately in the country of issue. However, for pilots residing in the EU, this is due to change from 20th June 2022.More information and application forms on https://flyinginireland.com/2022/03/easa-pilot-licencing-requirements-changes-coming-into-effect-20th-june-2022/FunFly Aerosports Flying Club, based at Clonbullogue (EICL) Co. Interview with Claude Dufresne, President &  CEO of Niobay Metals (TSX-V:NBY)Niobium is a very small market (100,000t, US$3-4Bn) with very few players (2 in Brazil, 1 in Canada). Most investors have never heard of it, let alone considered investing in it. Niobium is mainly used (90%) in the production of stainless steel alloys and also in alloys with a variety of nonferrous metals, such as zirconium. Niobium is used in superalloys for jet engines and heat resistant equipment. The remaining 10% of demand comes from the intelligent technology sector. So, onto Niobay Metals. The TSX-listed niobium explorer is aiming to be a new entrant into the niobium space. Dufresne himself has 15-years worth of niobium-specific experience. Useful. Dufresne claims to have a project similar to the successful Niobec Niobium mine in Quebec, a mine Dufresne previously worked on in the early 2000s. The appeal is clear: niobium is a high margin, unsaturated market, but does Niobay really have what it takes to add value for shareholders? If the share price is anything to go off, there are doubts.Niobay was set up with the intention of finding an excellent niobium project. The James Bay Niobium Project was originally acquired for C$50,000 cash and C$300,000 of Niobay stock in 2016. Dufresne believes the project is worth a large multiple of that. Niobay has studied historical data, released a resource estimate, and conducted a scoping study. Some exciting news was released a few weeks ago, with Niobay finding high-grade niobium from the first three drill holes at the James Bay project. What was the market reaction? Nothing. This appears to be a major issue for Niobay Metals: the market is not responding. Is it the obscure nature of niobium, or is there a problem with Niobay itself? Dufresne claims the first reason is that investors don't understand the value of the asset. The first hole's assays included 0.69% niobium pentoxide Nb205 over 185m in one hole including 1.02% Nb2O5 over 61.8m. Converted to gold, that is a 185m intersection at 4.3g/t Au eq: much more exciting. It is perhaps true that many investors don't understand if these numbers are impressive or not, and many will not want to go anywhere near a commodity they don't understand, especially if it's an exploration company. Aren't these problems inherent in the niobium space itself? If so, what is Dufresne going to do about it? He knew all about the niobium space beforehand, so should Niobay be experiencing these issues?A lot of niobium-aware investors are aware of the scale of the competition. The world's largest producer of niobium, CBMM, has enough niobium to supply 100% of the world's demand profitably, and will continue to have this amount for at least 20-years. So, where is the space for Niobay? How can there be a gap in the sector when demand is already satisfied? Or can Niobay produce at a substantially lower cost to undercut the established competition? Dufresne claims in reality that niobium consumers target smaller producers before going to CBMM. Strangely, does being a smaller niobium producer help in this space? Will suppliers see Niobay as its first point of contact to avoid giving CBMM more leverage? The market doesn't appear to agree or understand at present.Long term, Dufresne expects Niobay to be taken out once the project has been derisked. Niobay is currently sat on C$1.7M in the bank after conducting its drill program. This funds the company through to the start of 2021. This year, Dufresne wants to get the PEA out and raise more capital. Licencing and permitting with then present additional obstacles to navigate. Niobay may need to raise money in Q3/20 or Q4/20.In terms of remuneration, Dufresne claims he and his board members are heavily invested. He claims a salary of C$200,000 per annum.Company page: http://niobaymetals.com/Make smarter investment decisions, subscribe here: https://www.cruxinvestor.comFor FREE unbiased investment information, follow us on Twitter, LinkedIn and Facebook:https://twitter.com/cruxinvestorhttps://www.linkedin.com/company/crux-investor/https://www.facebook.com/cruxinvestorTake advantage, hear it here first: https://www.youtube.com/CRUXinvestor

Then we dive into some of the technical details of how it all works, including 'better than real-time processing', edge computing vs the cloud, the need to train custom acoustic models, and how these machine learning models can run on low-resource devices like headphones using TinyML. Chris briefly explains the process of integrating the AI3 framework into your products, then we tackle the all important question of data privacy and security. Many of the smart devices of future will rely on sound recognition to understand the context of their environments. Chris and his team are at the cutting edge of the sound recognition field and are long-time experts in the domain, so there's no better person to introduce us to this important technology. BCMs, the need for licencing and the role of education in enhancing the profession An insightful view on Body Corporate Management, its intricacies and future growth opportunities with Deryck Walker, RMIT In the 9th episode of the Let’s Talk Strata Podcast, Deryck Walker draws on his extensive experience in Body Corporate Management, consultancy and education in the strata space. Deryck discusses the scope of the RMIT Certificate VI in Strata Community Management that he coordinates and how it offers a clear pathway into a career in Body Corporate Management. In relation to the need for licensing of Body Corporate Managers, Deryck remarks: “…with the exception of … NSW, ACT and Northern Territory, with there being no licencing requirements, there is not a minimum bar for entry on who a manager can be, what they know and what they do – and this is why the licensing piece is so vital … if you know what you are doing, you can go into the Cert VI – an experienced manager should be able to fly through it … it creates accountability…” For Body Corporate Managers, Deryck sheds light on critical matters such as: - The difference between the giving of legislative information vs legal advice - The need to refer matters to suitable professionals to navigate the multitude of issues that come across a BCM’s desk; - Honing BCM service delivery models such as the segregation of duties and the need to be a “conduit” to other specialised professionals; - The need for formal accreditation and a licensing regime in Queensland to ensure the further growth of the profession and a firm pathway into the profession. Deryck talks about the seismic changes in Body Corporate Management in recent years and how information and education have begun to formalise a professional career, however, discrepancies, from a national level, pose challenges to creating consistency, uniformity in terminology, and promoting national standards and the delivery of strata services. Remarks are made on the diversity of stakeholders in Queensland and the changing service proposition for consumers, including the homogenising and specialising of providers to meet the ever-growing scope of the BCM’s role. Deryck also reflects on the burdens on BCMs in meeting client expectations and delivering high levels of service against sustainability concerning BCM staffing, financial viability and appropriate charging for that service. Today on the show we talk with Dan Newcomb who is an expert on Liquor Licenses. Its tricky out there trying to navigate the liquor license process. Dan will share some insights with us on this complex issue. Dan's company is Liquor License Advisor. One of the distilleries I visited while in Ireland was Pearse Lyons distillery. Dr. Pearse Lyons had deep family roots in Dublin. There was an old church that had fallen into disrepair and was abandoned for many years. In fact Dr. Lyons’ grandfather is buried there. Dr. Lyons purchased the property and his wife restored it into a beautiful distillery. Unfortunately Dr. Lyons’ passed away in 2018, but the distillery is lives on.  We have some pictures on bartenderjourney.net If you are anywhere near San Antonio TX BarSmarts Advanced is coming to San Antonio, TX on April 2nd, 2019.  It’s a full day of education with the masters of the bar industry like Dale DeGroff, David Wondrich, Paul Pacul, Steve Olson, Doug Frost, and Andy Seymour. You need to do the online component called BarSmarts first in order to qualify. The online segment is absolutely worth doing, even if you are not planning to do BarSmarts Advanced. The online course is only $29! BarSmarts Advanced is just $75.
