More and more people across the world are struggling with burnout. According to a Future Forum survey of over 10,000 workers from February 2023, as many as 42% of workers experience it, an all-time high. When signs of exhaustion emerge, the ideal solution is, of course, total rest, but it's often a luxury that few can afford. An alternative for preventing burnout is what's known as the "42% rule." The rule was introduced in 2019 in a book authored by two identical twins from the USA: Amelia and Emily Nagoski. Small Island Developing States (SIDS) are, by definition, highly dependent on shipping and other forms of connectivity. As geographically small land masses, SIDS have a high propensity to import things, and as islands, all imports, exports and travel must be done by sea (or air). However, SIDS are at the mercy of the global shipping industry, over which they have little control – an industry prone to shocks, spikes in prices and rapid technological change. In this episode of "Small Islands, Big Picture", Emily and Matt discuss: why SIDS are so dependent on shipping; how these small states are experiencing recent transformations in inter-island and international maritime industries; and whether changing patterns of ownership and control, multilateral governance of the high seas, or technological innovation – for example, through Artificial Intelligence – represent positive or concerning developments for SIDS. The rule was introduced in 2019 in a book authored by two identical twins from the USA: Amelia and Emily Nagoski. Au Cambodge, les électeurs se rendront dimanche 23 juillet dans les urnes pour renouveler l'Assemblée nationale. Un scrutin joué d'avance en l'absence d'opposition crédible parmi les candidats. Le Parti de la bougie a été disqualifié par la commission électorale sur la base de manquements administratifs kafkaïens, alors que le parti avait pu prendre part aux élections municipales cambodgienne de l'an dernier. Qu'ils soutiennent l'opposition privée de scrutin ou non, de nombreux électeurs avouent pour la plupart sous anonymat leur désintérêt pour un scrutin dans lequel ils savent que leurs voix ne changera pas grand-chose.  Vendredi, les rues de Phnom Penh se sont emplies une dernière fois des slogans à la gloire du parti de Hun Sen. Les personnes qui ne soutiennent pas le parti au pouvoir ont, elles, déserté l'espace public et préfèrent s'exprimer anonymement. Comme ce travailleur indépendant de 40 ans. Il n'a jamais vraiment connu d'autre dirigeant que Hun Sen, au pouvoir depuis 38 ans. « Je vais aller voter. Parce que je veux exercer mon droit en tant que citoyen. Mais j'ai l'impression de n'avoir aucune vraie option. Parce qu'il n'y a aucun parti qui m'intéresse et le parti de la bougie a été exclu des élections législatives ». La disqualification du parti par la commission électorale à deux mois de l'élection a douché les espoirs de ceux qui souhaitaient voir une opposition crédible dans ce scrutin. L'homme qui votera blanc veut aussi éviter d'éventuels soucis auprès des représentants locaux de sa commune, affiliés au parti au pouvoir. Plusieurs fonctionnaires, ouvriers du secteur textile ou citoyens lambdas confessent également hors micro se sentir sous pression. « Si c'était une élection équitable, j'irais voter, bien sûr »Ces craintes restreignent le débat public. « Si nous sommes dans un café, nous pouvons en discuter. Mais si nous sommes en public, la liberté d'expression est limitée. Je ne pourrais pas critiquer le gouvernement ». Cette jeune femme de 26 ans a décidé de ne pas voter.« J'ai l'impression que les gens de mon âge, et j'en ai discuté avec des amis, ne sont pas très partants pour voter cette fois-ci. Ce n'est pas que la politique ne nous intéresse pas. Nous lisons les actualités, etc. Mais nous ne voyons pas cette élection comme équitable et l'issue est courue d'avance. Si c'était une élection équitable, j'irais voter, bien sûr », explique-t-elle.Perçue comme un signe d'appartenance à l'opposition, la campagne du parti au pouvoir a largement porté sur la lutte contre l'abstention. Au risque d'occulter les vrais enjeux selon Ou Virak, président de Future Forum, un groupe de réflexion dédié aux politiques publiques. « Le fait de voter ou non ne devrait pas faire l'objet de débat. Le débat devrait porter sur l'avenir du pays dans les 10 ou 20 prochaines années.
