„Rausch in einer Demokratie zu verbieten, ist Blödsinn!“, sagt der Anästhesist und Notfallmediziner Gernot Rücker. Statt den Konsum von Rauschmitteln wie Alkohol, Cannabis, MDMA und Co. zu verbieten, plädiert Rücker dafür, ihn sicherer zu machen. Eine Maßnahme, wie das laut Rücker möglich sei, wäre, flächendeckendes Drug-Checking einzuführen, damit Konsumentinnen und Konsumenten schnell und sicher erfahren, was in ihren Pillen in welchen Mengen enthalten ist. Personen, die ihre Drogen in solchen Einrichtungen untersuchen lassen, erhalten eine Risikobewertung der Substanz und können die Auswirkungen der Einnahme besser einschätzen und Überdosierungen so vermeiden. Der Schlüssel liegt für Rücker also in der Konsumkompetenz. Ein Thema, das auch Ex-Junkie Roman sehr am Herzen liegt. Mit Roman, Max und Nina spricht Gernot Rücker über seine Erfahrungen als „Drug-Checker“ (in Mecklenburg-Vorpommern wurden 2023 per Verordnung die rechtlichen Rahmenbedingungen für Modellvorhaben zum Drug-Checking geschaffen) und warum er es für eine gute Idee hielt (und Spoiler: immer noch hält!), dass Drug-Checking auf Festivals einzuführen. Er berichtet über den aktuellen Forschungsstand zum Thema Konsum und Mortalität von Drogen und warum die Legalisierung von Substanzen wie Cannabis, MDMA und LSD aus seiner Sicht relativ unbedenklich wäre. Acknowledgement of Country// Headlines// Researcher and urbanist Guadalupe Granero Realini joined us to discuss the recent launch of the Global Observatory on Short-Term Rentals, an initiative led by a coalition of Latin American organisations working on housing and urban issues to track governance patterns, private sector pushes and activist action on short-term rentals and their impact on housing markets worldwide. Guadalupe works on territorial justice, and her research is currently focused on extractivist processes in Latin America which dispossess communities in cities as well as in rural and wild environments. Whenever she can, she teaches, collaborates with social organisations and participates in the media. She developed part of her research in Rio de Janeiro, as well as at Ryerson University and the University of Montreal as an ELAP fellow. In 2017 she published Territories of Inequality. Urban Policy and Spatial Justice (Territorios de la Desigualdad. Política Urbana y Justicia Espacial).// Sanmati Verma, Legal Director at Human Rights Law Centre, spoke about some recent updates in the legal landscape governing so-called Australia's carceral border regime, including in relation to the imposition of punitive visa conditions onto asylum seekers released from detention centres into the community, and the question of 'voluntary' cooperation with deportation orders. The former issue relates to the case of YBFZ v Minister for Immigration, Citizenship and Multicultural Affairs [2024], where last week the High Court determined by majority that the Albanese Government's imposition of curfew and ankle bracelet monitoring conditions are contrary to Chapter III of the Constitution and invalid - a decision that the Minister, Tony Burke, has immediately sought to overturn by introducing new legislation into Parliament. The latter issue of cooperation with deportation orders relates to whether indefinite detention was unlawful in circumstances where a person - in this case, an asylum seeker referred to by the pseudonym ASF17 - is not cooperating with their deportation because they fear harm in their home country. Niki is an exhibiting artist at Incinerator Gallery's 2024 annual award show, ‘Art for Social Change'. This award provides recognition for artists addressing critical topics shaping our social-cultural worlds today, such as first nations justice, climate crisis, disability justice, queer histories and more. This year, Niki is one of 27 shortlisted artists showing alongside highly acclaimed artist and winner of this year's award, Sam Peterson. The exhibition is open until Saturday the 24th of November.// Chris Christoforou, CEO of VAADA, the peak body for Victoria's alcohol and other drug treatment services, joined us to talk about the long awaited news of Victoria's pill testing/drug checking trial, as well as the latest 2024 overdose statistics. Victoria's pill testing trial aims to reduce harm and save lives, and a mobile service will begin during this summer's music festival season, attending up to 10 festivals and events throughout the trial. A fixed site, due to open in mid-2025 will be co-located at a health service and operate from inner Melbourne, close to nightlife and transport.//

In episode four of our Community-based Solutions for Substance Use Challenges season, Just Science sits down with Dr. Nabarun Dasgupta, Pharmacoepidemiologist and Senior Scientist in the UNC Injury Prevention Research Center, and Erin Tracy, Research Chemist in the UNC injury Prevention Research Center, to discuss their unique approach to providing drug-checking services on a broad scale. To address and prevent overdose deaths, it is crucial that local public health and harm reduction groups can check what substances are being used in a community, so that they can make informed decisions about local services, policy, and education. The UNC Street Drug Analysis Lab has made these important drug checking services more widely accessible by developing mail-in drug checking kits, which allow organizations to collect their own samples to submit for lab analysis and provide anonymized results back. Listen along as Dr. Dasgupta and Erin discuss types of drug checking technology, navigating the legal and logistical challenges of mailing street drug samples, and the positive impact of their drug checking program. This Just Science season is supported, in part, by RTI Award No. 15PNIJ-21-GK-02192-MUMU, awarded by the National Institute of Justice, and by RTI Award No. 15PBJA-23-GK-02250-COAP, awarded by the Bureau of Justice Assistance. Acknowledgement of Country// Headlines// Sheree Lowe, Executive Director of the Balit Durn Durn Centre at the Victorian Aboriginal Community Controlled Health Organisation (VACCHO), joined us to discuss the Victorian government's failure to act on the urgent need for youth justice system reform scaling back the encroachment of the criminal legal system into the lives of young Aboriginal people. Late last month Attorney General Jaclyn Symes announced a backflip by the government on reverse onus bail reforms, and the concerning introduction of an electronic monitoring system to track children on bail in Victoria. Sheree Lowe is a Djab Wurrung and Gunditjmara woman with a strong connection to South West Victoria, and has lived most her life on Wadawurrung Country in Ballarat. She has been advocating within the Aboriginal Community in Victoria for over 20 years, and previously worked as a management consultant at PWC on projects related to organisational transformation through an Aboriginal lens and cultural safety program design.// Dr Rebekah Hoffman, General Practitioner at Kirrawee Family Medical Practice in Sydney and NSW/ACT chair of the Royal Australian College of General Practitioners (RACGP), spoke with us about the latest Drug Checking Service pilot running out of Kings Cross' Medically Supervised Injecting Centre. This pilot builds on the life-saving history of drug checking service provision at fixed sites and festival pill testing in Australia, demonstrated in the ACT and Queensland. We listen to part one of a conversation with Yoorrook Justice Commissioner Travis Lovett who joined Leila to discuss these recent developments and provide the latest updates on this year's Yoorrook hearings investigating land injustice, which began with on-Country evidence last month.//James Godfrey, spokesperson for Free Gaza Australia, a member of the Freedom Flotilla Coalition, spoke with us about the Coalition's plans to set sail in mid-April to carry 5500 tons of humanitarian aid and hundreds of international human rights observers to Gaza. The Coalition, made up of international civilian groups fighting for freedom and human rights, will challenge the long-standing israeli siege on the Gaza Strip as israel's genocidal onslaught continues into its sixth month. For more than 35 years, he has been active in many campaigning organisations fighting for social justice, locally and internationally, including the Non-Stop Picket of the South African Embassy in London (1986-1989). Bis Sommer 2023 erhielten Menschen, die in Berlin illegale Drogen auf dem Schwarzmarkt kaufen oder konsumieren wollten, keinerlei Information darüber, welche Wirkstoffe genau in den Drogen enthalten sind. Da es in der Herstellung auch kein "Reinheitsgebot" gibt, wie man es etwa bei der Produktion von alkoholischen Getränken kennt, war das Risiko, eine Substanz zu sich zu nehmen, die man gar nicht konsumieren wollte, immens hoch. Dennoch hielt dies viele Berliner*innen nicht davon ab, Drogen zu konsumieren. Als gesundheitspolitische Maßnahme soll Drug Checking nun das Risiko von illegalem Drogenkonsum minimieren. Blockade Australia is an organising network established in response to Australia's political and economic systems, and others like it globally, who are facilitating the collapse of the ecosystems that support all human and non human life. Last week we learnt from James that Direct action is synonymous with Blockade Australia and that it is aimed directly at industrial polluters and extractors. He also shared that he believes the major obstacles to achieving a socially and environmentally just world are systemic, connected to how information (scientific data) is produced and disseminated and "catastrophe fatigue" or trauma. Spike and James agreed that primary industry corporations have succeeded in convincing the public that climate degradation is due to individual consumption. Jamess also indicated that he believes that the promotion of activism on social media is a positive and effective way to promote the efforts of the activist community. Emerge Australia is currently recruiting people with post-infection diseases to join collaborative research efforts with universities to find a cure for complex illnesses. In reality, this will lead to the major dislocation of the lives of around 10,000 people from marginalised communities, who learnt about the life changing policy change only 24 hours prior to the announcement through a letter that was shoved underneath their door. To discuss the successful passing of a Merri-bek Council motion to oppose the demolition we spoke with Socialist Alliance activist and Merri-bek Councillor Sue Bolton.// Jamal Nabulsi, a diaspora Palestinian writer and scholar living on unceded Jagera and Turrbal Country, joins us to speak about his writing on Palestinian sovereignty and Indigeneity. This conversation builds on some of Jamal's published work, situating these political claims about Palestinian identity in relation to the present genocidal siege of Gaza by Israel and exploring the importance of Palestinian scholar-activism and the long history of solidarity between Palestinians and Aboriginal and Torres Strait Islander Peoples. Allerdings hat die Suchthilfe in Thüringen es schon früher geschafft On Site Drug Checking durchzuführen. Gemeinsam mit den Tests von Miraculix waren sie inzwischen schon auf einigen Veranstaltungen am Start und haben den Konsum etwas sicherer gemacht. Vor fünf Jahren wurde das Drug-Checking-Projekt des Berliner Senats bereits beschlossen und nun können in Berlin endlich Substanzen auf Zusatzstoffe und Wirkstoffgehalt getestet werden. Wie genau das funktioniert und warum dies ein wichtiger Schritt nach vorne ist, das erklären in dieser Folge Tibor Harrach, pharmazeutischer Koordinator des Drugchecking-Projekts, und Lars Behrends, Fachbereichsleitung bei vista gGmbH, einem Verbund für integrative soziale und therapeutische Arbeit mit dem Schwerpunkt Suchtarbeit. Eine Ergänzung zu dieser Folge, denn manchmal ändern sich Dinge doch schneller als gedacht: In der Zwischenzeit wurde das Betäubungsmittelgesetz angepasst. Bundesländern ist es nun erlaubt, Modellprojekte zur Substanzanalyse für User*innen anzubieten – und das auch mobil UND in Drogenkonsumräumen.

Drug checking services are available at Auckland stadiums for the first time from today, following a law change last year. Volunteers from KnowYourStuff NZ will be at Mt Smart Stadium's music concert "Listen In". A report for the 2021 to 2022 festival season shows samples have been tested at 40 events, nearly twice the number done two years ago. Auckland Stadiums Director, James Parkinson told Kate Hawkesby says it's a new tool to keep people safe, made available by the legalisation of drug checking. In this episode of Addiction Audio, Nazlee Maghsoudi talks about her recent publication “Drug checking services for people who use drugs: a systematic review”. Nazlee discusses how drug checking services change behaviour, contribute to drug market monitoring and otherwise impact the risk associated with using substances. She talks about the three waves of drug checking services from the late 1960s to present day. Nazlee talks about the benefits of working with library sciences experts when setting the search parameters for her systematic review. She also talks about how important it is for physicians or GPs to know what substances people might have taken. “We know from the systematic review [people who use drug checking services] do make changes in their behaviour, they do take that information into account, and whether it's choosing to not use, choosing to use less, choosing to seek more information before they use, that gives them information to make more informed choices about the drugs they use.” Nazlee is the Manager of the Policy Impact Unit at the Centre on Drug Policy Evaluation in Toronto, and a PhD Candidate in Health Services Research at the Institute of Health Policy, Management and Evaluation within the University of Toronto.Original research article: Drug checking services for people who use drugs: a systematic review By Nazlee Maghsoudi and colleagues. Heike Drees (Referat Suchthilfe, HIV/Aids, Gesundheit beim Paritätischen Wohlfahrtsverband Berlin) Niklas Schrader (Drogenpolitischer Sprecher der Linksfraktion im Berliner Abgeordnetenhaus) Die Berichterstattung über eine neue "Kokainepidemie" und "Kokstaxis", die größere Sichtbarkeit von Heroinkonsum im öffentlichen Raum oder der mediale Dauerbrenner "Görli" haben den staatlichen Umgang mit Drogen (mal wieder) ins öffentliche Bewusstsein gebracht. Anders als bei den vielen Diskussionen der Jahre zuvor werden diesmal aber Stimmen, die Drogengebrauch und -sucht als gesundheitspolitisches Thema und nicht als Kriminalitätsfeld sehen, hörbarer. Sogar aus der Polizei gibt es Stimmen, die Kleinstmengen von sogenannten "harten Drogen" nicht mehr strafrechtlich verfolgen wollen. Es tut sich aber nicht nur diskursiv etwas: Das Berliner "Drug Checking"-Programm ist angelaufen, Abschaffung der Null-Toleranz-Zone im Görli, es gibt neue Programme, um die gesundheitlichen Schäden von Drogen durch Aufklärungsarbeit zu minimieren. Zudem sind neue Druckräume entstanden und sollen entstehen. Ein Antrag für ein Modellprojekt zu Cannabis ist eingereicht worden. Ein Projekt zur Anwendung von Naloxon zur Verhinderung von Drogentoten soll auf den Weg gebracht werden. Wenn über einen anderen Umgang mit Drogen geredet wird, fällt oft das Beispiel Portugal. Hier ist seit 2001 ein Drogen-User kein Fall mehr für die Polizei. Der Besitz von geringen Mengen ist keine Straftat mehr, sondern nur noch eine Ordnungswidrigkeit. Besitz und Konsum von zehn Tagesrationen gilt als "okay" und wird strafrechtlich nicht mehr verfolgt. Die Rationen sind zudem üppig berechnet. Ergebnis des Wandels der portugiesischen Drogenpolitik ist ein Rückgang der Abhängigkeit.

Dr. Mark Lysyshyn is a medical health officer with Vancouver Coastal Health in British Columbia, Canada. The Vancouver region, like many parts of North America, has been strongly affected by the rise in opioid-related fatalities. Dr. Lysyshyn is among those working to reduce fatalities by implementing and expanding harm reduction tools. He recently co-authored a study looking at drug checking for fentanyl at Insite, a supervised consumption facility. It found a very high prevalence of fentanyl in heroin samples and also showed users do change their behavior, primarily by reducing their dose, when they know their drugs contain fentanyl. This suggests expanding the availability of drug checking could give users actionable information that will reduce overdoses. Guy Jones runs Reagent Tests UK and is a senior chemist for The Loop, a drug checking organization in the UK. He's also associated with Kosmicaid, a group that offers psychedelic harm reduction services at music events. Drug checking involves analyzing a substance with tools like reagent liquids and GC/MS in order to gain a better understanding of what the substance is. Misrepresentation is fairly common in the illicit drug market, so if you're not careful, you could end up using something you didn't intend to take.
