The Chinese startup DeepSeek has rattled Silicon Valley's confidence in the United States' lead in artificial intelligence (AI) technology. DeepSeek's first free Chatbot App became the most downloaded app on the iOS App Store as well as on the Google Play Store by the end of January. These developments come ahead of the French AI Action Summit, which will take place from February 10 to 11 and convene Heads of State and Government, leaders of international organizations, tech companies, NGOs, as well as academics, and members of civil society.Johannes Heller-John talks to Rebecca Arcesati, Lead Analyst at MERICS based in Brussels, about the issues behind DeepSeek's meteoric rise and expectations for the AI Action Summit. In her view, “France has an opportunity to show that there is a European way that is a middle way between a corporate driven approach that has emerged in the United States and a more state driven approach that has emerged in China.”Artificial Intelligence is one of the topics featured in the MERICS China Tech Observatory, a project sponsored by the German Ministry for Education and Research (BMBF).

Ukrainian President Zelensky said that the war with Russia will “end sooner” than it otherwise would have done once Donald Trump becomes US president next year.4. German Chancellor & Russian President Speak by Phone.Russian President Vladimir Putin and German Chancellor Olaf Scholz have spoken directly for the first time since 2022. The Kremlin said that despite differences of the two leaders, the dialogue was "extremely positive". 5. Turkey to (possibly) procure 40 x Eurofighter Typhoon Jets from Germany.Turkey's Defense Minister (Yasar Guler) “We will acquire 40 Eurofighter Typhoon jets. Germany had been reluctant for a long time, but with the constructive contributions of our NATO allies Italy, the UK, and Spain, they finally gave a positive response.” The German Ministry of Defense did not immediately respond to a request for comment (to Breaking Defense).6. Croatia to procure 6 x Bayraktar TB2 UAVs (Turkey) in deal worth $95 million.The six aircraft will be equipped with electro-optical cameras for reconnaissance, an initial set of weapons, and have double radio coverage of the entire territory of Croatia in the stationary and mobile version.7. Taiwan receives ATACMS and HIMARS systems from US. The systems have been delivered to the 58th Artillery Command of the 10th Army Corps in Taichung. 8. US Navy Sub Launched Nuclear Cruise Missile Effort.The Sea-Launched Cruise Missile – Nuclear (SLCM-N) was first initiated by the Trump administration. The Biden administration attempted to cancel the program but was overruled by Congress.  President-elect Trump's return will likely fuel the effort.

This grant allowed him to establish an independent research group called 'neuronal nutrition physiology' at the Philipps University of Marburg, where he explored the impact of nutrient sensing in the brain on the regulation of body weight and glucose homeostasis as one of the youngest independent group leaders in Germany. From 2012-2014 in addition to his group leader role he was Head of Department for Animal Physiology at this institution before he was appointed at the University of Otago in 2014 in Physiology.   Throughout his career, Alex Tups has contributed significantly to his field, publishing 48 peer reviewed research papers, the vast majority as lead author. His research has contributed to our understanding of how the brain controls body weight and blood sugar levels. His work has been internationally recognized with notable awards, such as the Michael Harbuz Price in neuroendocrine research in the UK in 2009, the Ernst and Berta Sharrer Award in Germany in 2014, the Commercialisation Researcher Award at Otago University in 2023 and the Research Excellence Price by the Physiological Society of New Zealand in 2023. Alexander reviews research for leading international journals and grant agencies including for Harvard University, the British Welcome Trust and the French and German National Research Agencies. Before that, she was head of cabinet of Vera Jourova, the European commissioner for justice, consumers and gender equality. Before that, she led the Unit of interinstitutional and international relations in DG Justice between 2011 and 2014. She has also been an advisor in the cabinet of the first High Representative and Vice President Catherine Ashton where she led on the relations with the European Parliament in setting up the European External Action Service (EEAS) and on relations with Asia, in particular China. Before that, she was a member of the cabinet of Trade Commissioners Peter Mandelson and Catherine Ashton from 2004 to 2009. She started her career in the European Commission in the department for trade in November 2003 dealing with the accession negotiations of Vietnam to the World Trade Organisation and with the trade policy committee with the member states. She has also been a diplomat in the German Permanent Representation in Brussels and worked as private secretary to the German G8 sherpa in the German Ministry of Economics. Nikolay holds an M.A. as a Fulbright Scholar in Washington DC and a B.A. in law from the Free University in Berlin.

Wars are raging in Ukraine and the Middle East. Russia's most famous opposition politician (Alexei Navalany) has just been murdered. Meanwhile, the international institutions set up after World War 2 to uphold peace and security no longer seem fit for purpose. Into this space comes the annual Munich Security Forum. Its flagship event, which took place last weekend, is its gathering of hundreds of the world's top security experts and decision makers in Munich each year, to debate – and hopefully come up with solutions for - the world's most pressing security concerns.     Last year, despite the ongoing war in Ukraine, the conference took place in relatively optimistic circumstances: the Ukrainians were putting up a plucky defence, while the euro-atlantic alliance seemed to have found new purpose. This year is a different story. Russia has just taken the city of Avdiivka, while international support for Ukraine is wavering. And on the very opening day of the conference, the shocking news broke that Russia's most prominent opposition politician, Alexei Navalny, had died in prison.     So what was the mood like at this year's conference, and how should the euro-atlantic community respond to these challenges? To answer those questions, Alex Hall Hall was joined by Nico Lange – a senior fellow at the Munich Security Conference and a former Chief of Staff at the German Ministry of Defence. He obtained his MSc and Dr. rer. nat. degrees from the Technical University of Berlin. During his academic journey, he held visiting researcher positions at ETH Zurich, the University of Cambridge, and the University of Hong Kong. South African developers of mature green hydrogen or derivatives projects are potentially eligible for non-refundable grant funding being extended under Germany's €270-million Power-to-X (PtX) Development Fund, set up to close "bankability gaps" standing in the way of implementing industrial-scale projects in seven eligible developing countries. Funding for the platform, which was established in 2023, is being made available from the German Ministry for Economic Cooperation and Development and the fund's first call for expressions of interest (EoI) is open for projects in Brazil, Egypt, Georgia, India, Kenya, Morocco and South Africa. German development bank KfW has appointed KGAL Investment Management to manage the fund and the EoI has a project-submission deadline of 12:00 on March 1. KfW's Stefan Hediger tells Engineering News that the PtX Development Fund is part of a portfolio of instruments available for projects in developing countries and beneficiaries are not precluded from accessing other concessional and grant funding schemes being made available by Germany, including those funding commitments made in support of South Africa's Just Energy Transition Partnership Investment Plan (JET-IP). KfW has already concluded a €23-million grant funding agreement with the Industrial Development Corporation to support early-stage "catalytic" green hydrogen projects, and some South African project developers are also aiming to access concessional loans under the JET-IP, as well as the subsidised long-term purchase agreements being extended under the H2Global framework. The PtX Development Fund's niche, however, is to support advanced projects that require grant funding to close any residual gaps preventing the project from advancing to financial close. PtX Development Fund head Thomas Engelmann, who is also head of energy transition at KGAL, tells Engineering News that up to €30-million could be dispersed to individual projects should these meet the scheme's technical, environmental and social eligibility criteria. The fund is particularly keen to support industrial-scale projects with a total investment cost of over €100-million, and which are geared towards supplying sectors where the usage of hydrogen is hard to avoid. These could include products developed to use green hydrogen - produced using renewable electricity in an electrolyser to split water into hydrogen and oxygen - as a feedstock in the manufacture of green ammonia, green methanol, green synthetic fuels, and green hydrogen-based chemicals. The platform, Engelmann says, can be used to finance any part of the project's PtX value chain, from renewable energy generation and electrolysis, through to hydrogen compression, storage and transportation, as well as the distribution infrastructure. He expects the full €270-million to be dispersed over two to three bidding rounds to between eight and ten projects and reports that significant interest has already been shown by project developers in the various eligible countries since the launch of the EoI in December. Once a project is submitted, the PtX Development Fund will evaluate the project against the scheme's eligibility and exclusion criteria before selecting preferred projects to support. The planned investment horizon for the PtX Development Fund is between 2024 and 2027. Hediger is confident that there are projects in South Africa at a suitable level of maturity to qualify for the grant and reports that every effort is being made to market the opportunity to potential participants, with a webinar scheduled for February 13. KfW's Kelly Slaffa highlights that Germany's promotion of Green Hydrogen not only focusses on the development of the nascent industry in South Africa but importantly the promotion of skills transfer, development and job creation.

The implementation of study tours aimed at boosting the acceleration of green hydrogen development in South Africa form the core of a tender just called, which closes on December 8. Mining Weekly can report that this is being done amid the ability of green hydrogen to create a significant new economy with a multiplicity of business models and opportunities, and a growing number of people coming to understand that green hydrogen is the champagne of the energy transition. The knowledge-exchange tender has been called by the the German sustainability organisastion Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), which is a long-standing promoter of green hydrogen development in South Africa, through the Hydrogen South Africa project. GIZ, working on behalf of the German Ministry for Economic Cooperation and Development, is inviting bids from companies with a local South African presence. Despite the promising conditions for the development of a green hydrogen economy in South Africa, many are finding the uptake far less widespread than they could be and want any challenges that continue to persist to be tackled with urgency. The GIZ tender is aimed at improving networking among institutions engaged with green hydrogen research, innovation and development within the Southern African region, where Namibia is certainly catching the eye. To be built in Namibia in the next ten months is a green hydrogen pilot plant and refuelling facilities to gain scientific insights into the implications of upscaling green hydrogen technologies. GIZ wants the company that wins the study tours tender to engender an exchange of green hydrogen knowledge, good co-ordination, and maximum collaboration, which many believe to be urgent. Tender documents are available for downloading at https://www.giz.de/en/worldwide/133334.html IMPORTANT FOR ENERGY TRANSITION Green hydrogen and its derivatives ensure that green energy can be distributed over very long distances. These can also provide the storage capacity that fluctuating renewable energy requires, given that the more fluctuating the renewable energy is, the greater the storage that will be needed. Green hydrogen is also the first choice wherever more efficient battery technology is not advisable and whenever high efficiency does not play a key role, for example, in times of high renewable energy production and low demand. It is only green hydrogen, which is hydrogen produced from renewable energies through electrolysis, can help the world protect the climate in the most ubiquitous fashion. ZERO-EMISSION LIVING Last month, in an earlier tender, GIZ last called for bidders to use its available green hydrogen toolkit to enhance green hydrogen in communities. In that tender, it wanted the winning service provider to amplify green hydrogen at the smaller community end of the green hydrogen spectrum, to balance out the concentration at the big end of that spectrum. The toolkit was described as a practical, user-friendly, and customisable community development instrument to support green hydrogen projects within a community development context. This is aimed at ensuring that community development is not left out of the global advance towards zero-emission living as companies involved in realising zero-emission obligations typically deploy extensive expertise in renewable energies, green energy and green infrastructure. Most projects have tended not to extend green hydrogen benefits to communities as much as is possible and the toolkit is highlighted as a pathway to improved green community inclusion, which is key if South Africa is to make inroads into the green hydrogen economy in an equitable and credible manner. Thomas Metzinger is Professor of Theoretical Philosophy at the Johannes Gutenberg-Universität Mainz. He is the author of The Ego Tunnel and Being No One (MIT Press), the coeditor of Open MIND, and the editor of Neural Correlates of Consciousness (both MIT Press). His research focus lies in analytical philosophy of mind and cognitive science, as well as in connections between ethics, philosophy of mind and anthropology. He is the recipient of several awards and Fellowships, including a Fellowship by the Gutenberg Research College and a Research Professorship from the German Ministry of Science, Education and Culture. He was the Director of the Neuroethics Research Unit in Mainz and Director of the MIND Group at the FIAS. He is past president of the German Cognitive Science Society and of the Association for the Scientific Study of Consciousness. We're reaching the physical limits of silicon computers because we cannot pack more transistors into a tiny chip.”In essence, Prof. Hartung is interested in two different things. One is in advanced cell culture, focusing mainly on the brain referred to as brain organoids, which is a really a breakthrough technology in recent years. And the second one is artificial intelligence, AI. And merging these two, brings them together to AI Augmented Intelligence. So the idea is, how far can we get by letting brain organoids for us do also some computational work..In response to my questions as to what's the most important thing he has learned about, about life, Prof. Hartung said, “It all happens between people. It is not about the next scientific paper, or the speech you give. It is about talking to others, inspiring each other and motivating each other to work for a goal. The Prague Security Studies Institute (PSSI), has the pleasure to present Space Cafè Radio - PSSI Space Security Mini-Series, a radio series focused on allied preparedness to face the rapidly changing space domain. PSSI is a non-profit non-governmental public policy organisation founded in 2002 and based in Prague. In space, PSSI emphasizes emerging threats and available policy solutions. All the interviews in the PSSI Space Security Mini-Series were conducted during the 6th PSSI Space Security Conference, held in Prague, at the Czernin Palace, the headquarters of the Czech Ministry of Foreign Affairs, from the 19th to the 21st of June 2022. The conference is part of the PSSI's well-established series of high-level trilateral space security conferences, where for trilateral we mean Europe, the US, and Japan. The conference series, launched in 2011, is designed to advance decision-making within the security domain among allies. The guest of Onet.pl's "International Report" was Dietmar Nietan, German Ministry of Foreign Affairs coordinator of German-Polish relations, Bundestag member and ruling SPDs's treasurer (member of the party's national leadership)   D. Nietan, in response to the podcast's presenter's question, whether in the event of Russia invading for example Estonia both Poland and Germany would be at war with Russia, and similarly whether Germany would be at war with Russia, had Russia invaded Poland, replied "absolutely." When asked about the status of the NATO-Russia Founding Act, he said that in his opinion the document was "dead".   The German politician also stated that Germany, taking into account the need to become independent from Russian energy resources, will have to look differently at coal, which is a factor of energy independence.   When asked about the supply of weapons from Germany to Ukraine, he stated that he understood how upset both Poland as well as other countries in the region were with the pace of these deliveries, but stressed that this was due to the fact that Germany had over many years neglected investments in German armed forces. Commenting on the issue of the supply of German tanks, which, according to President Andrzej Duda, were to be delivered to Poland in exchange for the tanks handed over by Poland to Ukraine, the representative of the German Ministry of Foreign Affairs stated that no specific arrangements had ever been made in this matter.   When asked about the status of former chancellor Gerhard Schroeder in the SPD, Dietmar Nietan stated that there was a consensus in the SPD that the former chancellor was no longer "one of us".   Referring to the anti-German campaign in the Polish state media, he noted that what it causes is that hardly anyone in Germany wants to deal with relations with Poland today. At the same time, he emphasized that he positively - from the left-wing perspective - assessed such activities of Poland's Law and Justice such as handing out child benefits. The above, according to Nietan is a departure from neoliberalism and demonstrates concern for social justice.

This webinar was the launch of Mariam Salehi's latest book Transitional Justice in Process: Plans and Politics in Tunisia published by Manchester University Press. Transitional Justice in Process is the first book to comprehensively study the Tunisian transitional justice process. After the fall of the Ben Ali regime in 2011, Tunisia swiftly began dealing with its authoritarian past and initiated a comprehensive transitional justice process, with the Truth and Dignity Commission as its central institution. However, instead of bringing about peace and justice, transitional justice soon became an arena of contention. Mariam Salehi is a researcher at the intersection of peace and conflict studies, international politics, and international political sociology. Salehi is broadly interested in (conflictive) internationalised processes of change, (transitional) justice and the production and circulation of knowledge and ideas. Salehi is currently a research group leader at Freie Universität Berlin and is involved in the SEPAD project at Lancaster University. Previously, Salehi was A.SK Postdoctoral Fellow in the Global Governance Unit at the WZB Berlin Social Science Center and a Research Associate at the Center for Conflict Studies, University of Marburg. Salehi's academic work informs policy advice for federal ministries, political foundations and development agencies. As a doctoral researcher, Salehi worked in the research network 'Re-Configurations: History, Remembrance and Transformation Processes in the Middle East and North Africa' at the University of Marburg, which was funded by the German Ministry of Education and Research. Salehi's doctoral dissertation on the Tunisian transitional justice process won the 2019 dissertation award of the German Middle East Studies Association. Charles Tripp is a Professor Emeritus of Politics with reference to the Middle East and North Africa, and a Fellow of the British Academy. His research interests include the nature of autocracy, state and resistance in the Middle East, the politics of Islamic identity and the relationship between art and power. He is currently working on a study of the emergence of the public and the rethinking of republican ideals in Tunisia. Together with other colleagues he has been one of the founders of the Centre for Comparative Political Thought at SOAS. Iavor Rangelov is Assistant Professorial Research Fellow at LSE IDEAS and Co-Founder of the Civic Ecosystems Initiative incubated at LSE. His research interests include human rights, human security, transitional justice, and civic activism, particularly in fragile and conflict-affected states. He is the author of Nationalism and the Rule of Law: Lessons from the Balkans and Beyond.

But the cost to consumers has been significant. German Energy policy is very political and there is a lot of money flowing around without much consideration for economic realities. NATO's nuclear sharing arrangement – the deployment of some 200 U.S. nuclear weapons in five European NATO member states as part of NATO's nuclear deterrence strategy – has come under pressure. Some analysts see the current nuclear-sharing arrangement as technologically outdated and no longer capable of deterring possible aggression against NATO. For others, the immediate elimination of these weapons would be an important step toward nuclear disarmament, while still others warn that ending NATO's nuclear sharing arrangement would severely harm the alliance's defense strategy and cohesion. This panel explores these perspectives and discuss what the future of NATO’s nuclear sharing arrangement in Europe might look like. Guest speakers: Dr. Pia Fuhrhop heads the Berlin Office of IFSH since September 2019. Previously she has worked as foreign policy advisor to Omid Nouripour, Member of the German Bundestag. She has held research positions with Stiftung Wissenschaft und Politik in Berlin and worked as a consultant for the German Ministry for Development and International Cooperation. She works on transatlantic security and German foreign and security policies. She also holds a PhD from Free University Berlin, awarded for a dissertation on European influence on US crisis management policies. Prof. Dr. Alexander Mattelaer is the Vice Dean Research of the Institute for European Studies at the Vrije Universiteit Brussel. He is also a Senior Research Fellow at Egmont – the Royal Institute for International Relations and sits on the scientific committee of the Belgian Royal Higher Institute for Defence. As a Fulbright Schuman fellow he completed research stays at Harvard University and at the National Defense University. He obtained his PhD in Political Science from the Vrije Universiteit Brussel and Master degrees from the University of Bath and the University of Leuven. His research interests include the politics of European integration, transatlantic relations and NATO, defence policy-making, and the ongoing redefinition of state sovereignty. Dr. Jacek Durkalec is a senior fellow at the Center for Global Security Research (CGSR) at Lawrence Livermore National Laboratory (LLNL). He is also affiliated to the Center for International Security and Cooperation (CISAC) at Stanford University. His research focuses on U.S. policy of extended deterrence in the context of current global challenges and increasingly integrated spheres of strategic deterrence and influence. In particular, he explores how U.S. alliances in Europe and the Asia-Pacific region need to adapt to multidomain and transregional character of 21st century competition and conflict.

After studying law at Heidelberg University, he gained his masters in History from Cambridge. Jan currently works for the German Ministry of  the Interior and is studying part-time for his DPhil at Oxford - and he still found time to talk to me! His work covers the legal debates around the removal of the Native American population in the early 19th century, the legality of the USA's Declaration of Independence,  legal thought in Latin America and the 19th century intellectual  movement known as Transcendentalism. About the Speaker: Professor Feld has been Chairman of the German Council of Economic Experts since March 2020 and is the current Director of the Walter Eucken Institute at the University of Freiburg where he lectures in economic and regulatory policy. Professor Feld is also a member of the Scientific Advisory Council to the Federal Ministry of Finance, the German National Academy of Natural Sciences Leopoldina, and the Independent Advisory Board to the German Stability Council. Germany is one of the European countries with higher healthcare expenditures. 11% of GDP goes to healthcare compared to the 9.6% European average. Patients can be covered under public health insurance, or if they earn more than 5000 euros monthly, they choose from private health insurance providers. Health insurance is mandatory but competitive as there are around 100 health insurance companies on the market.  When Jens Spahn became the health minister In March 2018 Germany quickly became the European northern star of accelerated healthcare digitization. How did they do it? You will hear from three speakers - Henrik Matthies, managing director of the health innovation hub of the German Ministry of Health, Maren Lesche - Head of Incubation at Vision Health Pioneers a pre-seed incubator ‘Vision Health Pioneers’ based in Berlin and dr. Maike Henningsen - medical doctor, who specialized in OBGYN, oncology, endocrinology and reproductive medicine and who partially still works in the clinical practice but is also involved in Vision Health Pioneers as Head of Medical Business Strategy and involved in several other innovation projects.

Irina has worked in drug development for over 18 years, with a focus on translational medicine and early development in neuroscience, but also ophthalmology and immunology. She has gained experience with development of small molecules, biologics as well as nucleic acid therapeutics, in a number of global pharma and biotech organizations in the US and Europe. Before joining Triplet Therapeutics, Inc., she was VP of Translational Medicine and Development at Wave Life Sciences in Cambridge, MA, developing stereopure nucleic acid therapeutics for rare genetic diseases.   Irina has an MD from the Technical University, Munich (Germany), and a PhD in neurophysiology from the University of Edinburgh, UK. She trained in psychiatry and neurology at the Max Planck Institute of Psychiatry (in Munich), and is board certified in Germany.   She obtained her venia legendi at the Charite, Berlin University in 2004; she is a reviewer for the German Ministry of Research and member of two supervisory boards in Germany: 4SC AG since 2012, and Paion AG since 2017.

Marcel or Otto as he is called by his nickname is a truly remarkable serial entrepreneur successfully founding and exiting 3 companies. He holds dual citizenship with France and Germany and has served in both military forces. Otto has had a remarkable career within the Defense space and knows the industry to an extent as only few do. He successfully founded 2 companies in the Defense space where among his first company he worked on facial recognition biometrics getting into digital identity and identity security building up a B2G business having clients such as the US military forces. Climate change is increasingly considered a security threat with potentially far-reaching implications for the geostrategic environment. Through large-scale migration, increased border tensions, and greater demands for rescue and evacuation efforts, climate change potentially impacts the individual security of people and the viability of vulnerable states to an extent that exceeds existing disaster-response capabilities. As a result, Germany has announced that one focus of its membership in the United Nations Security Council will be on climate related security risks. Links to climate change have slowly started to enter UN resolutions in recent years, but there is still controversy about the extent to which climate related security risks can and should be addressed by the UN Security Council. How can the international community best address resource conflicts driven by climate change? What consideration needs to be given to climate change in conflict prevention? And what are the long-term consequences of including climate change in the agenda of the UN Security Council with regards to sanctions and peacekeeping? A discussion on the security implications of climate change and the role of the UN Security Council in this context, with speakers Ottmar Georg Edenhofer, Director of the Potsdam Institute for Climate Impact Research (PIK), Professor for the Economics of Climate Change at the Technical University Berlin and founding director of the Mercator Research Institute on Global Commons and Climate Change (MCC), Nina von Uexkull, Assistant Professor at the Department of Peace and Conflict Research at Uppsala University and Associate Senior Researcher at the Peace Research Institute Oslo, and Karl-Heinz Kamp, Special Envoy of the Political Director in the German Ministry of Defence. Jamie Woodcock, Mark Graham As ever more people from low-income countries connect to the Internet, these workers are placed into fierce competition with one another. Lacking the ability to collectively bargain, these workers have little ability to negotiate wages or working conditions with their employers who are often on the other side of the world. Many workers have jobs characterized by long and irregular hours, low income, and high stress. The international nature of digital work means that it tends largely to be done outside of the purview of national governments, with very few employers paying attention to relevant existing regulation in either their home countries or the worker's home country. International digital labour platforms threaten to undermine workers' ability to defend existing jobs, liveable wages, and dignified working conditions, in both low- and high-income countries. In almost all types of platform-mediated work, workers themselves have found it extremely challenging to exert any sort of power to bargain with the platform. This workshop will present the Fairwork Foundation as a strategy to address the issue of fair work on online platforms. Taking inspiration from the Fairtrade movement, this approach involves a programme of innovative data collection alongside a certification of the quality of work on these platforms.  The German Ministry for Cooperation and Development supports the work of the Fairwork Foundation.

Jos Cozijnsen shakes his tangled black mane and adjusts his leathery blue suit – fashioned, it turns out, from overalls discarded by German railroad workers and available through his sustainable clothing company, Goodfibrations. “[If you have] an office park, the Building Act says how much energy efficiency you need,” he explains. “But if you go to zero energy use, you do much more.” When it comes to fixing the climate mess, he wants everyone to do much more than the law requires, especially his fellow Dutchmen. Indeed, it seems to bother him immensely that here in the Netherlands – the birthplace of wind energy and the headquarters of Greenpeace – the average Dutchman contributes far more to climate change than does the average Swede, Swiss, or Frenchman. But the Dutch are also notorious penny-pinchers with fervent pride in their local communities and a deep love of games and puzzles – three traits that he thinks will help them drive emissions down dramatically under a nationwide voluntary carbon program called the Green Deal, which he’s spearheading along with the Ministry of Environment and several environmental NGOs. The program has been in the works since mid-2016, and it’s slated to go live later this year as a compliment to the European Union Emissions Trading Scheme (EU ETS). EU ETS is a “compliance” program that legally caps greenhouse-gas emissions on some of Europe’s biggest industries – including electricity, paper, and steelmaking. It requires companies in those sectors to either reduce their emissions or buy offsets from projects that do, but it also leaves more than half of all emissions outside the regulatory apparatus. The Green Deal is a “voluntary” program, he says, and its goal is to dramatically drive down emissions in un-capped sectors like agriculture and automotive, and to do so by encouraging people to develop carbon projects under existing standards like the Verified Carbon Standard, CarbonFix, and the Gold Standard. The project will encourage un-capped companies and individuals to first reduce emissions by reducing energy use and becoming more efficient, but it will couple that by promoting home-grown projects that generate offsets by planting trees or helping farmers reduce their emissions from methane and other greenhouse gasses. It will include a hub so people can see which type of projects are located where, and it will encourage groups to aim for zero net emissions. “That’s the fun,” he says. “I can go to zero!” Like coupon-collectors? I ask. “Exactly!” he says. Transitioning to a Post-Paris World While Cozijnsen publicly emphasizes the “fun” aspect of getting to zero (and becoming, he says, a “carbon hero”), the Green Deal could drive millions into sustainable development projects, and it comes two years after a Dutch court ruled that the government is legally obligated to slash emissions 25 percent before the Paris Climate Agreement comes into effect in 2020. Cozijnsen, who long represented the Netherlands in global climate talks, sees the Green Deal as a way for the government to meet its pre-2020 obligation, and for companies to prepare for a post-2020 regime, when all sectors will presumably be capped. Domestic Buying Power Dutch companies and NGOs are already active in both the voluntary and compliance markets. They transact millions of carbon offsets per year, but that money usually goes abroad – to save and restore forests around the world, according to an analysis of European voluntary carbon markets that Ecosystem Marketplace and EcoStar Natual Talents published last year. Specifically, the report found, companies and NGOs based in the Netherlands transacted 4.4 million carbon offsets in 2015 alone, helping to build wind farms and save or restore forests across nine countries – from Indonesia and Brazil to Turkey and Uganda. One country missing from the list: the Netherlands itself, and it’s not alone. The report also found no active land-based projects in France, Spain, or Switzerland, and only a few in Germany, the UK, and Italy. The German Ministry of Environment has been supporting efforts to develop voluntary carbon programs domestically, and Cozijnsen says similar efforts are underway across the European Union.

In this one hour session we want to showcase different initiatives by our partners in Indonesia, Germany, Senegal and Ethiopia: Indigenous Culture and Rural Techies. Common Room Networks Foundation in Indonesia has over longer times developed a deep relation to the mountain village of Kasepuhan Ciptagelar, based on mutual understanding and respect. This unique ethnic community of West Java maintains self-sufficiency through a complex system of cultural practices inherited through generations. Together with Common Room they now experiment and prototype how to best adapt modern technologies to preserve local cultural knowledge while also improving income. A basic infrastructure of opensource data center powered by autonomous small scale renewable energy solutions enables the community to collaboratively and objectively map their geographic territory. Community Supported Agriculture in Europe and appropriate technologies for alternative strategies. A wide variety of popular movements and activist groups including urban farming, community supported agriculture, permaculture, transition town, etc. have sprung out in recent years to develop alternative forms of agriculture in opposition to the prevailing industrial paradigm. A current research initiative is focused on supporting these groups find and self-create their own open source technologies to make their small scale farming initiatives in Germany both economically competitive and longterm sustainable. Yeesal Agrihub is a new organization created by 22 young Senegalese activists from different professional background to establish a platform of collaboration around agribusiness and organic food production. To bridge the urban/rural gap, Yeesal is based both in capital Dakar and the rural environment of Thies. They partner with local Universities, NGOs and fablabs to provide a permaculture experimental garden, co-working/ event space and prototyping labs.The general aim is to awaken local youth to the great emergent business and employment opportunities within the agricultural sector through the use of modern digital technologies Honey or Money! Techhub iceaddis has partnered with agricultural experts in southern Ethiopia to explore the potentials of improving the beekeeping and honey production sector by applying a design thinking multidisciplinary methodology in close cooperation with the actual small scale farming community of the region. The result was an active broad stakeholder network including government, academic, NGO and private sector partners and an impending start-up business idea involving a locally accessible crowd-investment platform for Ethiopian organic honey.   The featured projects were initially supported by the GIZ Innovation Factory programme in 2015 and 2016. A main aim of the of the programme in the field of rural development and agriculture is the creation of innovative concepts of how technology can benefit small hold farmers in the local context.This initiative is commissioned by the German Ministry of Economic Cooperation and development (BMZ). Professor Lars Lerup, Dean at the Rice School of Architecture, Rice University in Houston, Texas, writes on architecture, design, art and urbanism. Using predominantly field observation, Lerup relies on many disciplines for his continuously evolving point of view: sociology, philosophy, political theory, design theory and history. One of his main interests since his thesis at Harvard has been suburbanization and its architectural, urban and socio-economic consequences. Currently his work is concentrated on the proliferation of Suburbia, the possible existence of a “global suburbia” and the clash been progressivist notion of control and capitalist laisser-faire. Bart Lootsma (Amsterdam, 1957) is a historian, critic and curator in the fields of architecture, design and the visual arts. He is a Professor for Architectural Theory at the Leopold-Franzens University in Innsbruck and Guest Professor for Architecture, European Urbanity and Globalization at the University of Luxemburg. Before, he was Head of Scientific Research at the ETH Zürich, Studio Basel, and he was a Visiting Professor at the Academy of Visual Arts in Vienna; at the Akademie der Bildenden Künste in Nürnberg; at the University of Applied Arts in Vienna and at the Berlage Institute in Rotterdam. He held numerous seminars and lectured at different academies for architecture and art in the Netherlands. Bart Lootsma was guest curator of ArchiLab 2004 in Orléans and he was an editor of ao. Forum, de Architect, ARCHIS and GAM. Bart Lootsma published numerous articles in magazines and books. Together with Dick Rijken he published the book ‚Media and Architecture’ (VPRO/Berlage Institute, 1998). Infrastructureless and decentralized communication substrates such as mobile ad hoc networks and peer-to-peer systems enable setting up communication services beyond borders of contemporary wired or cellular client/server systems. Yet, due to their specific characteristics like wireless multihop data transmission and lack of central trusted instances, infrastructureless and decentralized networks are also beyond the protection of contemporary security mechanisms. This especially requires consideration in possible first responder or military application scenarios. Various new threats targeting each layer of the ISO/OSI model have been identified. Central questions regarding security include how to deal with misbehavior and how to protect information in networks without well-defined borders, consisting of devices, services, and users from multiple administrative domains.In this talk we present possible solutions for excluding misbehaving nodes from infrastructureless networks to recover the availability of the network in presence of attacks. We further present mathematical tools for governing cooperative decision processes without central trusted instances as basis for security objectives such as authentication and access control in decentralized systems. We show evaluation results based on analytical models as well as simulation and testbed studies and highlight general challenges regarding the evaluation of protocols and algorithms for infrastructureless decentralized communication networks. About the speaker: Andre Koenig received his diploma in computer science from TU Darmstadt. After having worked for a system retailer offering network design, consultation, and trainings, he joined the Multimedia Communications Lab (KOM) at TU Darmstadt, Germany, in 2005. His research focuses on security mechanisms for highly dynamic, infrastructureless and decentralized environments such as mobile ad hoc networks and peer-to-peer systems. Until 2007, Andre Koenig contributed to the SicAri project funded by the German Ministry for Education and Research (BMBF) with the goal to develop a toolkit for secure ubiquitous communications. After SicAri, he was involved in the SoKNOS project funded by BMBF aiming at offering a service oriented communication platform for emergency response scenarios. Since October 2008, he is working on the G-Lab project of the BMBF with the goal to establishing a national experimental platform for research on future internet technologies. Here, Andre Koenig is responsible for the work package on quality of service and security. Since 2009 Andre Koenig is head of the 'Network Security' research group at the Multimedia Communications Lab. Besides the work on his PhD thesis and research projects, Andre Koenig is involved in various teaching activities at TU Darmstadt.

Development and Application of a Model Interface to couple Land Surface Models with Regional Climate Models for Climate Change Risk Assessment in the Upper Danube Watershed

In the last decades regional climate models (RCMs) have proven their ability to provide valuable information about potential future changes in the earth’s climate system. Research projects like GLOWA-Danube (Global Change of the Water Cycle) are given the possibility to utilize RCM simulations as meteorological drivers for land surface model components. To adequately describe all sorts of water fluxes in the research area of the Upper Danube watershed the different components of the interdisciplinary DANUBIA model require data in high spatial and temporal resolution. While the latter can be satisfactorily provided by most RCMs, the spatial resolution at which atmospheric processes can be resolved is computationally limited to at best 10 x 10 km at present. A clear need has been identified to develop appropriate methods to bridge the gap between RCMs and high resolution land surface models. The application of such downscaling techniques is in particularly necessary in highly complex terrain, where the limited spatial resolution of RCM simulations does not fully capture the natural climatic variability. In the present work a model interface has been developed that provides adequate scaling techniques to overcome the mismatch between the model scales permitting the investigation of climate change impacts at regional to local scales. Besides the downscaling of meteorological simulations, the coupler scales up fluxes calculated at the land surface and provides the aggregated fluxes as inputs for the RCMs. As the latter allows to consider the nonlinearity and complexity of the interactions between the atmosphere and the land surface as well as the mutual dependency of the respective processes at the investigated scale the approach can be expected to contribute to a better understanding of the complex land-atmosphere-system. A comprehensive description of the implemented algorithms is given. Further first results of one-way coupled model runs using the regional climate model REMO to simulate the atmosphere and the hydrological model PROMET to describe all hydrological relevant processes at the land surface are presented. By comparing the results achieved for a potential future climate to those achieved for past climate conditions the climate change impact on the water resources is analyzed. The model interface SCALMET has been developed in the framework of the GLOWA-Danube Project at the Ludwig-Maximilians-University in Munich. A Biophysically Based Coupled Model Approach For the Assessment of Canopy Processes Under Climate Change Conditions

The central questions of this thesis are concerned with the investigation of vegetation related landsurface parameters under the impact of changing climate conditions. The spatial extent of the study is limited to the borders of the Upper Danube drainage basin, according to the requirements of the cooperative Project GLOWA-Danube (Global change of the Hydrological Cycle), funded by the German Ministry of Education and research (BMB+F). Current publications are indicating that the dynamic behaviour of the vegetation cover often is inadequately accounted for in studies that are investigating the impacts of climate change with respect to the landsurface water cycle. In order to enable a dynamic feedback between the animate land cover and the atmosphere, which might be sensitive enough to trace active reactions of the vegetation cover on changing climatic conditions, the physically based land surface process model PROMET (Process of Radiation Mass and Energy Transfer Model) was enhanced by an explicit description of the growth activity of different plant types. The introduced model approach was tested against measured data for a variety of parameters. The different validation efforts all returned good to very good results. It therefore can be stated that the model soundly demonstrated its capability concerning the precise reproduction of a variety of structural landsurface variables on different scales under observed climatic conditions. An application of the model to the calculation of climate scenarios therefore seems appropriate. In order to enable comparability with international research approaches, the internationally acknowledged global change scenarios developed by the Intergovernmental Panel on Climate Change (IPCC), are basically applied. The moderate A1B emissions scenario, which is based on the assumption of a balanced future development of different energy technologies, was selected and modified by a regional impact factor that is assumed to apply to the local situation of the Upper Danube catchment. Being applied to the regionally adapted IPCC A1B climate scenario, the model returned clear statements, projecting a possible future development of selected landsurface parameters within the Upper Danube area. Concerning the phenological behaviour of forest trees, the model simulated a strong trend towards earlier incidence of the leaf emergence of deciduous as well as of the mayshoot of coniferous trees, contributing to a significant elongation of the vegetation period. These longer phases of active growth in combination with the rising temperatures and the elevated supply of atmospheric carbon dioxide led to an increase of biological activity in the model results that manifested in increasing rates of biomass accumulation for the Upper Danube area. The increased biological activity in combination with the strong decrease of summer precipitation, which was assumed in the climate scenario, again led to an escalating frequency of drought stress events in the Upper Danube Basin. Not only the average count of water stress events per year was modelled to increase, but also a spatial extension of the regions that are affected by drought stress was mapped by the model. This general increase of water stress and the significant decrease of summer precipitation entailed a slight decline of the transpiration and evapotranspiration of the Upper Danube area in the scenario results. The modelled decline of the summer precipitation also resulted in a noticeable decrease of the modelled average discharge rates at the main gauge of the basin. The base flow rates during the summer months thereby are likely to be primarily affected. Since the model results for the scenario period featured temporal and spatial variations and standard deviations that were closely matching the statistics of the reference period, while at the same time they showed clear trends though they were avoiding extreme realizations, the scenario assumptions can be considered to be reliable. The baseline scenario, which was spot-checked for a set of reference proxels, did not return any trends as expected, indicating that the observed future trends are not of systematic origin. The further development of the introduced model approach is an appealing challenge, which might considerably contribute to the improvement of computer aided decision support systems. It can be assumed that the progress of the development of physically based models due to a more profound understanding of the processes on one hand and the sophistication and refinement of the model algorithms that result from the increase of knowledge on the other, may contribute to the development of reliable systems, that will be able to sustainably assist humanity with the handling of future environmental challenges. In England junk foods ads have even been banned from children’s television. Do we also need new advertisement laws in Germany to prevent our children from becoming obese? What are the pros and cons of junk food? Do junk food ads on TV influence you in any way? What challenges do parents face when trying to get their children to eat healthy food instead of junk food? For this study between January and April 2003 meat samples from diaphragm pillars of 1920 finisher pigs out of 57 farms were taken on the slaughter line. After freezing and subsequent thawing the thus obtained meat juice was analysed for antibodies against salmonella by means of ELISA, in order to determine the salmonella status of the fattening pigs, respectively of the fattening farms in the area of the slaughter-house Karlsruhe via antibody detection. In addition, the farm owners were asked about some of the farm’s management factors in a telephone interview by means of questionnaire; the answers were correlated to the ELISA antibody results and were discussed. 125 out of 1920 meat juice samples were tested positive regarding their salmonella antibody result and an overall antibody prevalence of 6.51% was detected in the total of the samples. This result is within a percentage range which is comparable to other studies’ results from Germany, which stated antibody prevalences ranging from 0.74% (HARTUNG, 2001 and 2002) to 1.6% (CZERNY et al., 2002) to values of 7.3% (VON ALTROCK et al., 2000) to 8.9% (LUDEWIG and FEHLHABER, 2001). Investigation results from the Netherlands showed slightly higher, such from Denmark lower values. Based on the results of this study, 48 (84%) farms could be classified in category I (< 20% Salmonella-antibody-positive samples), 7 farms (12%) in category II (20-40% Salmonella-antibody-positive samples) and only 2 farms (4%) in category III (> 40% Salmonella-antibody-positive samples), corresponding to the guidelines of the German Ministry of Food, Agriculture and Forestry outlining a Salmonella surveillance programme. The evaluation of the questionnaire yielded that 47 (82.45%) farms had more than 200 fattening pigs, four (7.02%) had between 101 and 200 and six (10.53%) farms between 46 and 100 finisher pigs. Only five (8.77%) of the farms included in the study slaughtered their animals exclusively at the slaughterhouse Karlsruhe, twelve (21.05%) farms worked with an in/out-management, 45 (78.95%) with continuous stabling. 29 (50.88%) farms bought their piglets, 28 (49.12%) reared their animals on their own, 54 (94.74%) farm owners had knowledge about the concept “Salmonella monitoring”, three (5.26%) had no idea of this topic and twelve (21.05%) of the farms did already take part in a Salmonella monitoring programme at the time of questioning. The total of the 57 farms yielded an average antibody prevalence of 7.97%. Further-more, the average prevalences for groups of farms with the same management factors were determined in order to investigate if individual management factors in-cluded in the questionnaire had an influence on the antibody prevalence of the farms. Smaller farms (46-100 slaughter pigs), farms which bought their piglets and farms which did not take part in a Salmonella monitoring programme showed a tendency towards higher average antibody prevalences. A better evaluation of farms with in/out management could not be confirmed. In general, Salmonella monitoring seems to be sensible. Yet, for the successful implementation of such a programme the establishment of a legal foundation is essential, in order to oblige all farm owners to participate in these control measures and in order to achieve more uniformity in the German quality insurance. Unfortunately, the low grade of organisation in the German pork production chain impedes both the feasibility of such a programme and the successful establishment of certain measures to reduce the entry of salmonella into the food chain.

Background: Recent studies showed the increasing importance of depressive disorders. Despite good treatment possibilities (pharmacological treatment and psychotherapy) only a minority of patients receive adequate treatment. One of the most dramatic consequences is a big number of suicides. Methods: Within the competence network on depression and suicidality (founded by the German Ministry for Education and Research) a multi-level program was carried out in 2001 and 2002: the “Nuremberg Alliance against Depression”. In the centre of the activities was the optimisation of diagnosis and therapy in primary care. Family doctors received continuous education and different screening tools were established. Brochures and videos were produced to improve patients` knowledge of symptoms, causes and treatment possibilities. Besides that an intense information campaign was started (posters, lectures, cinema spot, leaflets etc.). Moreover a close cooperation with other community facilitators (priests, geriatric nurses, teachers etc.) should improve awareness towards depression and suicidality. Finally, special support for patients and their relatives was provided. A telephone hotline for persons after suicide attempt offered help in the case of a further suicidal crisis. Main outcome criteria of the study was the reduction of suicidal acts (suicides and suicide attempts) in comparison to a baseline-year (2000) and a control region (Wuerzburg). Results: The results for the first year of intervention (2001) show a significant decrease of suicidal acts in Nuremberg compared to the baseline and to the control region. Suicidal acts dropped from 620 cases to 500 cases (p=0.046). The decrease of persons committing a suicide attempt was 21.6% (375 vs. 475 cases) and differed significantly from the control region (p=0.008). Completed suicides decreased from 100 to 75 (-25%) which was not significant compared to the control region where a similar reduction in suicide rates was observed.
